Its novel approach takes the tried and tested Carbon Literacy model and pairs it with a follow on support programme to boost impact and secure wider action.

The Carbon Literacy standard for training is a growing part of local responses to the climate emergency and a benchmark for the providing the initial core knowledge and motivation needed to encourage action to reduce carbon emissions.

Warrington Carbon Culture will build on the foundation of Carbon Literacy with follow on support to nurture net zero focused sector-based local communities of practice. The project will extend the number of people who are individually Carbon Literate but importantly help build a wider Carbon Literate culture to support local action.

The project will develop and test what is expected to be a transferrable process. Warrington Borough Council will test the approach by forming practice focused groups of Carbon Literate employees to tackle the decarbonisation of buildings, transport and procurement. Each group will benefit from a support programme to further develop skills and competencies to progress action in the topic areas. Beyond the council, the approach will be tested with businesses and parish councils too. Businesses will benefit from bespoke place based Carbon Literacy training. Parish Councils will benefit from Carbon Literacy training using the soon to be launched training toolkit. In both cases, those who complete the initial training will benefit from a follow on development programme working with their peers. Again the support will be designed to develop more detailed context specific competency to progress real world action drawing on innovation where applicable. The action focused learning sets are intended to become the basis for local self-led networks for climate action

The outcomes will include:

* More capacity and competency in key areas of the council to drive action to decarbonise buildings, transport and procurement
* More Carbon Literate people in the wider community with an understanding of local net zero priorities
* More climate action plans and net zero actions in support of local climate objectives via council, parishes and businesses
* The foundation for sector based engagement to support others on their net zero journeys going forward
