Tested initially on our UniSteps discovery app, each visit is confirmed by a dual-authentication system that verifies genuine premises entry, triggering billing only upon successful verification. 
 
By tying costs directly to real-world foot traffic, Pay-Per-Step removes upfront advertising risk for small and medium-sized enterprises, empowers institutions to measure and support engagement, and enriches the user experience with incentive-driven discovery. Its modular, platform-agnostic design will enable rapid adaptation across a variety of community settings. 
 
With grant funding, we will finalise the backend visit-verification engine, integrate merchant analytics dashboards, conduct a public pilot in partnership with a university town, and prepare for a wider rollout. Our goal is to deliver a transparent and scalable solution that drives local economic growth, fosters community connections, and sets a new benchmark for performance-based marketing.</ns2:abstractText></ns2:project>
