receiving +45 million hits per month in 2013 - usage levels increasing year on year. Users are
turning to smart devices to access the internet for ease and convenience with 36% of people
using a Smartphone and 12% using a tablet in 2012. Council website statistics show Smart
devices are used on 29% council website visits (13m/month) - the figure is rising. Smart
devices are increasing in popularity with eMarketer predicting 66% of the UK population will
use a Smartphone by 2017 (48% in 2012). In a Society of IT Management (Socitm) survey –
75% of Council mobile websites were rated as ‘poor’ with only 8% rated as ‘very good’ for
their state of mobile readiness.
Mobile sites are being abandoned in favour of specific Apps by organisations such as
Facebook, Twitter, the BBC with +85% of mobile users preferring to interact with an app than
a mobile site. Councils have attempted Apps and but these tend to focus on the provision of a
single service such as refuse collection schedules.
Project aim is to develop a cloud based platform that can push/pull data from in house Council
legacy systems and provide this data to users through of innovative mobile apps. The system
will allow councils to further develop and create their own Apps and instantly publish these
across a range of Smart operating device systems without any prior programming knowledge,
allowing end users to prioritise the data they access, when they want it and be able to provide
feedback to current issues.
The governmentM platform Apps enables end users to receive push notifications (school
closures, emergency planning e.g. flooding), enable instant incident reporting including
photo/GPS evidence (e.g. potholes) and other up to date information such as planning.
The functionality combines to provide a step change in the engagement of Councils with
citizens rather that the format shrinking revolution which is occuring.</ns2:abstractText></ns2:project>
