It is a process allowing communities to appropriate a tool to strengthen their prospects. The size could range from neighbourhood to small town. The community comprises a multitude of different groups: principally residents, businesses, institutions (e.g. schools), but also land owners, authorities, utilities etc. Conceptually it is a service with three features:• it unites local stakeholders into a corporate structure, like a social enterprise, whose purpose is to commission, purchase, and manage a plan for its area and it also provides all support;• it provides a sustainable plan for the area's future using masterplanning, enhanced because it is linked to outputs of a university research programme aiming to produce the next generation of good practice in masterplanning; • it brokers the finance necessary to pay for these.
