Its primary goal is to equip emergency managers, local authorities, and insurers with quasi-real-time data to enhance decision-making and community resilience. The platform will leverage advanced flood modelling, Geographic Information System (GIS) integration, and a user-centric design to provide insights for proactive flood risk management and effective rapid response.

SAMSUN's key objectives are:

Delivering Flood Risk and Vulnerability Assessments: 
The system will integrate hydrological models, Digital Elevation Models (DEMs), land parcel information, and demographic data to analyse flood impacts on urban and agricultural areas accurately. Models such as HEC-RAS and Polaron will simulate potential flood scenarios, generating 3D flood maps to identify vulnerable properties, infrastructure, and community areas. These data-rich visualizations will support emergency planners in identifying high-risk zones, while insurers can estimate potential losses and refine premium structures.

Creating a Decision Support Framework for Emergency and Insurance Needs: 
Serving as a comprehensive decision support tool, the platform will offer quasi-real-time flood scenarios, optimizing response strategies and resource allocation for emergency responders. Insurers can leverage these insights to improve risk profiling, premium accuracy, and post-event claims processes. By incorporating AI tools and integrating open-source data, such as OpenStreetMap (OSM), the system will enable dynamic situational awareness, capturing real-time information during flood events.

User-centered Development and Stakeholder Collaboration: 
The project will actively involve key end-users---local authorities, emergency services, and insurers---through iterative workshops and feedback sessions. Following a semi-agile approach, the project team will refine the platform based on practical, real-world use cases. Past collaborations, including the SAMSUN project and Isle of Wight Digital Twin, will guide the validation of features, ensuring alignment with user requirements and functional expectations.

Providing Scalable, Interoperable Platform Design: 
Using open APIs, the platform will support interoperability with existing GIS systems, enabling broad integration and scalability. A hybrid cloud and on-premise model will meet the diverse data processing and security needs of stakeholders. Cloud infrastructure will ensure resilience, with on-premise options available for handling sensitive data. The platform will also support integration with third-party tools and data sources, reinforcing data interoperability and scalability to adapt to evolving demands.
