| Description | The overall aim of the project was to evaluate low carbon community (LCCs) projects in terms of their impacts on changing household and local energy behaviours, their effectiveness on achieving real-savings in energy use and carbon dioxide emissions and their success in bringing about sustained and systemic change. The key findings relating to this overall aim are as follows: • LCCs were generally seen to have had a positive impact on reducing the energy use of the households involved. The majority of households in the study with physical and behaviour change interventions experienced long term reductions in energy use, with evidence of sustained energy-saving habitual behaviours and increased agency in terms of undertaking one-off 'purchasing' behaviours (such as installing solar PVs and buying energy efficient appliances). • Wider benefits to the households involved in LCC activities included improved comfort levels, increased motivation, knowledge and understanding of energy and related environmental issues, as well as greater community pride. • LCCs can be more effective than other actors (such as national government, energy suppliers and private sector organisations) in engaging and motivating local communities, particularly in terms of enabling learning through informal interaction in a social setting, and creating space and permission for energy conversations. • Partnership and multi-agency approaches can increase scale and reach of activities, and effective support from local government and other key local stakeholders is helpful and probably essential to the operation and sustainability of LCCs. • Feedback is a critical engagement and evaluation tool, but there is no 'one size fits all'; careful consideration of audience is vital. In addition, knowledge and practical know-how needs to be transferred along with new technology, preferably through some degree of personal contact to enable vital 'sense-making' conversation. • Most LCCs are interested in using evaluation to improve their activities (formative evaluation) rather than purely to measure past performance. Evaluation goals and processes therefore need careful consideration, and quantifiable metrics focussing entirely on energy and carbon are important, but not the whole story for evaluating impacts of LCCs. • Future energy and carbon reduction policies need to harness the power of more locally engaged actors. However since majority of LCCs focus their efforts midstream and downstream, their experiences, even where relevant to policy-formation, may not naturally filter through to policymakers. Understanding the achievements and problems of LCCs will require policymaker effort. Through EVALOC, a mixed-method approach based on both social science and building science survey techniques was developed to enable longitudinal monitoring and evaluation of LCC activities in terms of their impacts on household energy use and behaviours. Through the study, it became obvious that further work and research into the long-term monitoring of low-zero carbon technologies is required, particularly in terms of the actual monitoring equipment used, the accuracy of the data and the subsequent management and processing of this data to enable both academic analysis but also feedback to households, LCCs and industry partners. |
| Exploitation Route | The outcomes of EVALOC are likely to be taken forward by both academic and non-academic routes. In terms of non-academic, the EVALOC energy and communities toolkit (ENACT) seeks to provide information for all those involved in the sector; from low carbon community group volunteers to energy and community practitioners and policy-makers. In addition building energy practitioners can take forward the learnings on home energy retrofits, and those in the field of energy management and feedback will find interest in the outcomes relating to monitoring and feedback. In terms of academic routes, those involved in community energy research, building science and construction, energy and environmental areas can also find relevant learnings relating to both the potential of community-scale low carbon activities but also practical lessons on methodology and survey techniques. Furthermore, it is hoped that the research will also be taken up by those involved in healthcare (academic and non-academic), in terms of understanding the health and welfare benefits of community low carbon activities and individual household energy improvements. |

| Description | The findings from the research have been used by a variety of stakeholders in the field of community energy, from policy-makers to community practitioners and community organisations. In terms of policy impacts, the findings from the study fed directly into the Department of Energy and Climate Change's Community Energy Strategy (2014). EVALOC was explicitly profiled as an exemplar case study and mentioned in terms of providing a robust means to measuring impact, as well as at least one output of the study (assessment of monitoring and evaluation in community groups) being used within the final Community Energy Strategy report (2014). Findings from the study were presented to member of the Energy Efficiency Deployment Unit (EEDO) in Department of Energy and Climate Change (2014 and 2015) to inform policy development in the field of community energy and household energy use. In September 2015, insights from the study were shared (through seminar and meetings) with officials of Scottish Government working in the community energy sector to influence their evaluation protocols for measuring the impact of community energy action. EVALOC data, tools (household interview, heating controls questionnaire) and findings related to monitoring and evaluation of household energy use, have been explicitly referred to by the Green Construction Board's in their report on Knowledge Capture and Dissemination (http://www.greenconstructionboard.org/images/stories/Knowledge_and_Skills/SDF%20Report.pdf and http://www.greenconstructionboard.org/images/stories/Knowledge_and_Skills/SDF%20Exec%20Summary.pdf) . Written by Sustainable Development Foundation, this report acknowledges the EVALOC datasets as high quality and their usefulness in terms of increasing knowledge and behaviour change. In terms of the community groups involved in the project, Eco-Easterside used the findings from EVALOC to provide the evidence-base for a successful funding bid worth £1million. Hook Norton Low Carbon used the EVALOC project to enable reflecting on progress and to focus on most appropriate future projects. West Oxford Community Renewables have used the findings in recent community energy share offers, whilst the community renewables survey developed through EVALOC has been used by one community group for their work, as well as other research studies. In addition, some of the shared learning workshops have been useful in bringing community groups together and enabling the successful sharing of ideas and development of future activities. Through the findings themselves, the participants in the research who were provided with feedback (mainly through carbon mapping and thermal imaging), provided positive responses in terms of increased motivation in terms of both energy-saving habitual behaviours, as well as undertaking further retrofit measures (from small, such as draught-proofing and re-dressing the mortar joints in external walls, to large, such as solar PV panels). In addition, EVALOC fed directly into a collaborative Knowledge Exchange project (Monitoring and Evaluation for Sustainable Communities) focusing on the monitoring and evaluation of community organisations and trialled a variety of monitoring and evaluation tools within community groups and brought together researchers, members of UK low carbon community groups, the Transition Network and Low Carbon Communities Network. A conference paper on EVALOC research related to community carbon mapping received the 'best paper award' at the international Passive and Low Energy Architecture (PLEA) Conference (2014, India) which had 200 papers and 500 delegates. A wide range of public-facing activities, including workshops, advice stalls and open exhibitions have also been undertaken throughout the project in order to further the non-academic impact of the findings. For a national interactive exhibition on 'A Sense of Energy' (Cardiff and London, 2014), the EVALOC installation used thermal imaging and carbon mapping to help 'visualise' energy. By airbrushing the colours normally seen in a thermal image onto a doll's house, it provided an innovative way of demonstrating heat losses from a typical Victorian terrace as well as providing recommendations on how to reduce such heat losses. The carbon mapping showed the changes in a community's estimated domestic household energy use, before and after local community energy action. The exhibition ran in London in July 2014 and in Cardiff from September until October 2014. In Cardiff, the exhibition had workshops and chances to talk to researchers and visitors about methods, issues and the exhibition work. The 'A Sense of Energy' exhibition included exhibits from Cardiff University, Goldsmiths College and Keele University, and was funded by the Research Councils UK. The EVALOC thermally imaged doll house installation has been used in local public events in Oxford, including the 2015 OUTBURST festival, where it attracted attention as part of the welcoming exhibit, and conferences aimed at designers, managers and developers in the construction industry that focused on improving building performance to reduce energy. The ENACT toolkit on the EVALOC website seeks to further promote and enable public access to the findings, in easy-to-understand briefings, case studies and technical reports. In total, since the launch of the ENACT toolkit at the final EVALOC conference until now, the EVALOC website has been viewed 5,231 times, with 612 returning visitors (March 2015 to March 2016). This is in comparison to only 2,645 total views prior to the ENACT toolkit being launched (April 2012 to February 2015). The types of visitors to the site are believed to be a mix of academics, community practitioners and building industry personnel. Furthermore, researchers in the study have continued to actively attend workshops and community-focused events in and around the UK, particularly Oxfordshire, such as a regular social enterprise drinks held by CAG (Community Action Group) Oxfordshire and attended by low community groups and organisations. In addition to this, one of the research team has been awarded an Impact Acceleration Award and is on secondment from the University of Oxford with Low Carbon Oxford (LCO), which is a City Council led network of local public, private and third sector organisations collaborating to reduce the city's carbon emissions to accelerate learning and exploit knowledge of EVALOC (alongside other relevant studies) within local community groups. The community engagement and household recruitment methodology developed in the EVALOC project have influenced the engagement activities of another community energy project funded by Innovate UK and Industry (Project ERIC: Energy Resources for Integrated Communities), to recruit and engage householders for storing and sharing solar generated electricity across 80 households in Oxford. The community carbon mapping approach developed in the EVALOC project has influenced the user journey of community groups of another Innovate UK and Industry funded project on 'local energy mapping for urban retrofit (LEMUR)' which is increasing the uptake of low carbon measures across 500 houses in Bicester. |

| Results and Impact | Members of the EVALOC research team from the Low Carbon Building Group, Oxford Institute for Sustainable Development, Oxford Brookes University and the Environmental Change Institute, University of Oxford convened a conference for community stakeholders, practitioners and industry partners in the John Henry Brookes Building, Oxford Brookes University. The main aim of the day was to share and discuss the findings and messages from various elements of the EVALOC research project, as well as hear insights from the low carbon communities involved. EVALOC researchers outlined findings on the role of community based social learning in stimulating energy and carbon reductions, the impacts and effectiveness of household energy improvements, energy feedback approaches and social network analysis. The EVALOC energy and communities toolkit (ENACT) was also unveiled, and will be developed further over the next months. After a series of question and clarification sessions, members of Middlesbrough Environment City, the Easterside Partnership and Sustainable Blacon gave short presentations on their experiences of being part of a low carbon community, and participating in EVALOC. There was very positive feedback from the audience. |

The workshop helped to facilitate shared learning (between Low Carbon Communities) about council-community partnership approaches/strategies to household energy reduction/generation interventions with both the 'able to pay' and low income/fuel poor households. It also helped Low Carbon Communities clarify the roles and responsibilities of different actors on domestic energy reduction, in the context of the emerging Energy Company Obligation (ECO) for fuel poor and vulnerable households, and the Green Deal. |
