Description The project complements research conducted by AISMA ('An Anthropological Investigation of Muscular Politics' - funded by ERC) which mapped the relation between crime and democratic politics in South Asia. More specifically it focuses on the legal and economic aspects of cultures of popular sovereignty in six sites in India, Bangladesh, Pakistan, Nepal and UK (London, Tower Hamlets). Fieldwork and analysis of data for this project covered the following research spheres:

Research sphere 1: 'Cultures of litigiousness' and politics.
Investigators mapped out out local cultures of litigiousness and their choreographies within courts of law, from the Supreme to the Session Court level in Delhi, Dhaka and Islamabad to district courts, caste/community panchayats and informal processes of adjudication by strongmen. One of the leading research questions is: where do people get justice from?

Research sphere 2: 'Mafia South Asian style': ethnographies of extra-legal forms of accumulation.

We bridge political economy analysis and in depth anthropological investigations to examining the workings of a variety of il/legal economic sectors popularly referred to with the term 'mafia' - as in coal, water, sand, land, quarries, meat, oil and not the least in cinema. How do such mafia-like formations work? Who controls and regulates them? Who loses out and who gains from them? What are the implications of economic illegality for party politics?

Key Findings:
• There is a marked juridicialization of social and political conflicts and the simultaneous employment of legal and extra-legal systems of justice both in rural and urban settings
• Justice and impunity are highly commodified
• Ballooning black economies are governed by extra-legal entities. These are contexts ripe for `private protection industries ('mafias') to spring up
• The mafias are at the apex of much more extensive criminal economic systems which in order to function need to be symbiotically related to formal, registered and regulated institutions and 'the political' sphere.
• The 'mafias' we encountered in the field do not have long-running histories. These are often new entities that make strategic use of caste and community kinship connections and cultural idioms but are not necessarily structured by them.

Description - Investigators have used insights garnered from this project to transfer specialist knowledge and provide scholarly advice to legal experts dealing with Indian, Pakistani and Bangladeshi immigration and asylum cases of political nature and with ramification legal battles in London/UK courts and in France. Members of the team also engaged British, French and Belgium officers in charge of granting asylum status in their respective country. - DIFD (Department of International Development) was identified at the inception of the project as one of the main beneficiaries of our research outside academia. 'Organised crime' remains a neglected concept in the study of political corruption. Our work shows how local 'mafias' and their bosses govern corruption transactions through muscular systems of political and economic governance. Knowledge of such systems of enforcement, their organization and temporalities is crucial to understand the persistence of poor service delivery in the studied settings and beyond them. These emerging findings have been transferred via: 1) The Advisory Board: As member of the Advisory Board, Dr Evans (DFID's central Research and Evidence Division Director) directly collaborated with the team in forging stakeholders reference groups in India, Pakistan and Bangladesh and connected the project with a wide range of organisations, including the World Bank, specialised anti-corruption, elections watch and transparency agencies, as well as organisations and NGOs working on conflict, corruption and violence. 2) In loco collaboration with researchers: Various members of the research team have maintained regular contacts and provide regular debriefs to DFID representatives in Delhi, Islamabad and Dhaka over the past four years. 3) Workshops: We held the first policy oriented workshop at the DFID India's office in January 2013. Relevant researchers within DFID, DFID NGO programme and UK government in Delhi were present. We had run workshops with in loco stake holders and academics in Bangladesh (Sylhet March 2015) and Pakistan (Lahore, February 2016) and planning a workshop at Dfid headquarters in London in 2016. 4) Working papers: The analysis/writing up phase of the project started in September 2014. We produced a number of Working Papers which have been circulated to the DFID team. Since the beginning of the project a bimonthly newsletter provided regular updates from the field investigators to the members of the research programme and collaborators. - ESRC project findings underpin the ERC- Poc Award (2018-2020) which developed an Ethnographically Driven Risk Analysis Framework (EDRAF) for social financing and impact investing - currently being trialed in North India.

In spite of all the difficulties, the November 2013 elections in Nepal passed off for the most part peacefully and with fewer irregularities than ever before in Nepal. The electoral system was the same as the system used in 2008, with a combination of First Past the Post and Proportional Representation. The results were a defeat for the Maoists, who went from being the biggest single party to the third biggest party. The victors were the two older established parties, the Nepali Congress and the Unified Marxist-Leninists, who seem to have benefitted from the voters dissatisfaction with the Maoists' showing in government. The second big losers in the election were the parties who favoured an ethnic-based solution to Nepal's problems, though the relationship between the Madheshis and the centre remains an unsolved problem.

Presentation book manuscript 'Mafia Raj': The rule of Bosses in South Asia' by Lucia Michelutti, Ashraf Hoque, Nicolas Martin, David Picherit, Paul Rollier, Aril Ruud and Clarinda Still.
Long Abstract

Through 'the figure of the boss', we map out ethnographically how bosses and aspiring bosses rule; their statecraft techniques and contingent legitimaties across India, Pakistan and Bangladesh. We highlight local spheres of criminality and their relations (or autonomy) with formal politics in seven settings. In the talk we argue that a focus on the 'de facto' micro-dynamics of (criminal) power (rather than on 'state effects' and 'discourse of corruption') unravels how bosses exercise control over people's lives; the systems of intimidation and uncertainty they create; and help to shed light on the opportunities and fantasies of power that such systems forge. In particular we focus on the impacts of bossism on the everyday lives of citizens and discuss how and why 'Mafia Raj' regimes remain largely uncontested and go hand in hand with competitive electoral democracies and high level of popular political participation.

Sectarian attacks, Islamist militancy and the marginalization of Pakistan's religious minorities are often understood as proceeding from an undue emphasis on Sunni Islam at the heart of Pakistani nationalism. Mainstream analyses tend to privilege a top-down, security-orientated view of religious formations that conceal much of the everyday processes and reasoning through which ordinary Pakistanis come to think about and perform religious belonging.
