GCRF: FutureDAMS: Design and assessment of resilient and sustainable interventions in water-energy-food-environment Mega-Systems

Abstract

The world is moving into an unprecedented era of dam-building with more than 3700 large dams currently planned or under construction, much of which are in DAC list countries. These projects have the potential to contribute significantly to the economic and social changes that underpin global Sustainable Development Goals (SDGs). However, past experiences show that poorly designed and planned dam projects conversely may have large negative impacts on the poor, and exacerbate political instability and environmental degradation. This proposal seeks to create the knowledge base, capacity and capability for a 'Dams 2.0' future, in which dams built in DAC list countries are selected, designed and operated to support resilient and sustainable national, regional and global development in a 2.0 degC world. This will be achieved by understanding and assessing dams as interdependent human-nexus (water-energy-food-environment) system interventions and enabling stakeholders to negotiate economic, social, political and ecological impacts despite future uncertainty.

Our proposal will address this ambitious goal through unique cross- and inter-disciplinary research and capacity development partnerships between three sets of key actors. First, our project will stimulate collaboration between several UK centres of research excellence in development, water-energy engineering, economics, food security, climate change, finance and ecology (the universities of Manchester (UM), Cambridge, University College London (UCL), Surrey, Newcastle and Southampton, the International Institute for Environment and Development (IIED), and the International Water Management Institute (IWMI). Second, we will consolidate links with a carefully selected network of researchers and policy-makers in 4 countries/regions (The Centre for Science and Industrial (CSIR) - Water in Ghana, Technological University of Yangon in Myanmar, Jordanian Institute of Science and Technology in the Middle East region, Institute of Economic Growth in Delhi, India). Thirdly, we will seek to work collaboratively with some of the world's most influential development organisations such as The World Bank (WB), International Union for the Conservation of Nature (IUCN), the International Finance Corporation (IFC), The Nature Conservancy (TNC), the International Hydropower Association (IHA), and the Climate Bond Initiative (CBI).

Dams 2.0 is led by a team with a proven track record in successfully managing large consortium grants across multiple countries and disciplines that focus on applied development and policy impact challenges. Our work will provide tailored guidance and build capacity for water-energy-food systems management in each of our case studies regions. In addition, our project will create a framework and accompanying software toolkit for dam system design and training worldwide. This online software will link several open access water, energy, food, and ecological simulation models to state-of-the-art decision-making under uncertainty approaches. This software will be made accessible via an associated suite of online training materials (games & modules we plan to develop with IWMI and the World Bank) for use by dam selection/design/operation teams globally in a range of settings.

Planned Impact

The main beneficiaries of our work will be: (1) local researchers and decision-makers in our case study countries and regions (Myanmar/South Asia, Ghana/sub-Saharan Africa, Jordan/Middle East); (2) the global research and practitioner community in the field of dam management; (3) UK academic community; (4) the broader general public. How each group will benefit from our project is summarised briefly below. Our pathways to impact statement and case for support provide greater detail.

Local researchers and decision-makers in our case study countries will benefit from enhanced capacity around the design, operation, and management of complex water-food-energy systems. Through our tailored academic training programme and collaborative research, these groups will benefit from raised academic skills and knowledge that is tailored to the management and decision-making challenges faced in their countries presently and in the future.

The global research and practitioner community will benefit from a state-of-the-art set of multi-disciplinary assessment and modelling tools for dam design and operation management. An online software portal and associate training materials will support negotiation-based decision-making, and provide comprehensive visualisations to enable the global research community to address conflict around dam projects worldwide. All software tools and materials will be fully open-access, supporting uptake and application in developing country settings. Our agreed partnerships with the World Bank and International Water Management Institute are especially significant for our being able to deliver impact across the practitioner community.

The UK academic research community will be impacted by development of new links between centres of excellence. These links will lay the foundation for the UK to influence the global research agenda on dam management, and be perceived as a world leader in research around water-food-energy system evaluation and management. This is especially pertinent given the projected global boom in dam construction (3700 new dams are currently planned or under construction), and the growing challenges to water, food, and energy security worldwide.

Finally, the general public, financiers, policy makers, and civil society groups will be impacted through enhanced understanding of the multi-faceted benefits and impacts of dam projects. Specifically, our project and the associated assessment tools developed will facilitate enhanced knowledge and learning about how modern inter-disciplinary science can contribute to sustainable resource development and negotiated solution to conflicts around dam projects.

Our impact strategy builds on the successful track record of GDI, MACE and partners in influencing policy and professional practice in DAC list countries and international agencies. We have the great advantage of being able to utilise GDI's established Communications Unit from day one of the project.

Title Lamaload film installation 
Description Lamaload is an artistic film and audio 8-channel installation created by Mark Pilkington at School of Arts, Languages and Cultures, Manchester University. It is based around visual and aural experiences centred upon the Lamaload dam in the Peak District. Francois Edwards used project funds to collaborate with Mark Pilkington on an evolution of his artwork. This consisted of devising a list of key words and thought provoking words on the topic of dams and their societal and environmental impacts (good and bad) that were then inserted into the movie, flashing up briefly at random throughout. This version of the film was screened at the Liquidscapes conference in June 2018 , an arts and humanties conference on the topic of water.

Impact The aim of this screening was to further raise interest in water managment issues and provoke thoughts on the trade offs between society and the environment. The film received good feedback from the diverse audience (social scientists, artists, general public, environmental stakeholders and professionals). While some appreciated the unique visual and aural interpretaion of what a dam is, others responded to the thoughts provoked by the superimposition of key words. The movie was popular with those that had attended the presentation by Francois Edwards on dams in human landscapes at the same conference, who felt that (as was intended) they had experienced the same concepts presented in two ways, a traditional presentation and an artistic interpretation.

Description We have built a tool that links water and energy models together so they interact. This means that we can predict how water and energy resources in a river basin might be planned or managed, respond to uncertainties and events and how these two might interact. We can see from this how new infrastructure interventions (dams) within an existing system will affect the whole system and what effects different designs and ways of operating it might have on this and its output/outcomes. If we put the right data into this simulator it will give us a prediction and guidance on optimising the good and minimising the bad - that is what we are doing now in our basin case studies in the Nile Basin, Irrawaddy Basin and Volta Basin. We are working with local partners there to build these basin specific models. Although this sounds simple and intuitive it is actually an innovative approach and to have developed the integrated model to this point is a great achievement. We are also, parallel to this, developing an intuitive, interactive and easy to use user interface - which means that anyone without specialist training could in theory run these models if they have data to input. The models themselves are open source - that means anyone can download the code. The interface at the moment in accessible by registration and currently free of charge to use but this may change as computing costs can get quite high. However anyone with the know how could take the open source codes and develop their own interface. We have also managed to partly integrate a whole economy model to the water-energy model. That means we can predict with some degree of certainty how managing the water resources effects the energy and the economy, or how any changes to one affect the others. We don't believe this has been successfully done before as we have done it. The potential implications for managing water and energy resources are great. Going forward we will hopefully be able to integrate other models in the same way meaning we could also look at long and short term ecological and climatalogical effects, compare and contrast the benefits of generating hydropower vis a vis solar or wind, all sorts of things that could massively improve plannig for systems scale interventions into water-energy-food-environment mega systems.
We have found that this approach might well be ahead of its time. Although the understanding of the need for and subsequently the market for these inds of integrated approaches are growing in Europe they are still relatively in their infancy. There is an assumption, and on the whole correct, that social, political and cultural norms in developing countries means there is not currently a market for this. This is not entirely true however as it is possible that some of our countries in our basin case studies may become more open to the idea sooner than we think. This is at the moment only a hope but one which has some foundation.
In any case we have developed excellent working relationships with organisations and institutions in Ethiopia, Sudan, S.Sudan, Egypt, Jordan, Ghana, Burkina, and Myanmar and with these organisations we are co-developing specific basin models that they will be free to use in the future. We are helping them build capacity to understand and use these models, and perhaps build their own. We are working with partners to co-design and co-produce high quality research that supplements these tools and helps build a base of research that can be referenced as an evidence base for high quality policy advice. We are developing concepts of best practice in inclusive participatory decision making so during the dam design process more stakeholders/affected communities might have a chance to get their voice heard and for a constructive dialogue to be facilitated.
The programme has only reached its halfway operational stage so there is potential for much more to come.
Exploitation Route The programme itself will take these findings forward to develop the 'approach'. FutureDAMS is developing the proper language to conceptualise what the approach is and means. In essence the programme seeks to create an 'approach' to decision making when considering the intervention of a mega-system(s) within a river basin. We define 'the approach' as a country specific model built on top of an open source software tool that will allow decision makers and stakeholders to quickly and efficiently evaluate many billions of combinations and possibilities when it comes to where and how a dam should be built and operated (indeed whether or not a dam is even the optimal solution to achieve an identified need). The model will be supplemented with a 'wrapper'. The 'wrapper' will involve contributions from the social and political sciences that cannot easily be modelled. The wrapper will serve the purposes of ensuring that decision makers and stakeholders have a full understanding and appreciation of the latest research and evidence in issues like resettlement, and 'best practice' that ensures decisions are made in a consultative manner with a broader range of stakeholder interests considered. Part of the social and political study will investigate how decision makers may be incentivised to use the full approach, and who is involved in decision making processes.
The language of a 'wrapper' is not preferable in the long term as a wrapper suggests it is something that can be discarded whereas no part of the approach can be dispensed with if it is to work optimally. It is clear to see how such an approach could be of great use to stakeholders - both the 'usual suspects' who are currently at the forefront of decision making and as a route in for the unvoiced/voiceless stakeholders. For both, if used correctly, it would facilitate more optimal and inclusive decision making leading to improved decisions and better dams and WEFE mega-systems. This would benefit everybody including the poorest and the environment in furthering the sustainable development goals.

Description As a follow-up to FutureDAMS, IWMI (the CGIAR International Water Management Institute) subcontracted the University of Manchester Water Resources Group (P.I. Prof. J. Harou) to work in Central Asia (Amy Darya river basin) and in Southern Africa (Incomati river basin) to assess and plan water infrastructure developments there. The work is part of the CGIAS 'Nexus Gains' initiative. The CGIAR Initiative on NEXUS Gains recognizes that water, land, energy, forests, and biodiversity are inextricably interconnected and critical to nutrition, health and food security, poverty reduction, livelihoods and jobs, climate adaptation and mitigation, and environmental health and biodiversity. Description The core of the modelling software/tool currently consists of three Python based simulation engines Python Energy and Networks Engine (pyEnergy) has been developed solely through the programme. pyEnergy is a python based mathematical programming simulation model that optimises electricity use in light of (i) economic and environmental criteria, (ii) integration of hydropower as well as intermittent renewable sources such as wind and solar, (iii) technical constraints imposed by the energy and water networks (e.g., losses, thermal limits and hydraulic routing) and (iv) customisable spatial and temporal resolution (e.g., for local and multi-country studies). pyEnergy is being developed as an open source model (does not require software licenses) and is currently available, upon request, to FutureDAMS partners and stakeholders. The model is fully compatible with existing open source engines, e.g., pynsim and pywr, facilitating applications to electricity systems, as well as integrated water-energy-food-environment systems. These different applications are the basis for our current publication strategy, and will be explored by stakeholders (e.g., study of water management in Ghana). pyWR is a water simulation model similar to that above. It was developed prior to the programme but has been continually developed with FutureDAMS support. PyNSim is a software model that integrates or connects the pyWR and pyEnergy modelling simulator software tools in order that they can interact properly.

Results and Impact During the second week of January 2020, Professor Aung Ze Ya of Yangon Technological University (Ministry of Education, Myanmar) delivered a three-day workshop to the 5th batch of young water professionals (YWP), which is also the 1st batch of the Myanmar Water Academy.

The YWP program is an eleven-month long term program, in which young graduates of Myanmar who have the ambition to become water professionals and government staff from various water-related ministries receive well-defined technical and on-the-job training through the Hydro-Informatics Centre (HIC) under the auspices of the National Water Resources Committee.

Professor Aung Ze Ya's presentations gave an introduction to FutureDAMS and the project's work in Myanmar, including the development of the integrated modelling toolset and the Hydra Platform. He also delivered training for the AIRBM (Ayeyarwady River Basin Management) Project and FutureDAMS Hydra Platform to 15 participants from a range of Ministries.

Professor Aung Ze Ya was able to share his experience in water and energy, climate change and hydropower development and Economic Impact Assessment guidelines for Myanmar, and also his knowledge about PowerWorld software regarding the Techno-Economic Analysis of Energy Systems.

Results and Impact Irrigation Management Transfer (IMT) is an institutional reform to devolve the authority and responsibility for irrigation management and service provision from government agencies to community-based institutions like Water User Associations (WUAs). IMT was first proposed in the 1970s and has continued gaining popularity and acceptance across world nations. Half a century later, how successful are WUAs and IMT in different countries? Motivated by our research focusing on the role and success of WUAs in West Africa, we organised and hosted a Festival of Social Science event on 16th November 2021 to explore the opportunities and challenges of community-based water management internationally. Our virtual event had two parts: an interactive participatory system mapping (PSM) session in the morning and a public-facing webinar in the afternoon, open to anyone interested in the topic.

Our event brought together researchers and industry experts in water resources management, climate change and sustainability from the UK, USA, Germany, Sweden, Ghana, Zambia, Nepal, India, and Australia. Despite the significant time differences across countries, our speakers and participants explored important topics such as: (1) the need for better governance strategies to reframe the role of farmers as land stewards in the agricultural sector; (2) the role of scientists in delineating the cross-sectoral and cross-scale impacts of water resources management; (3) the need to improve vegetation and limit the impacts of urbanisation to improve groundwater availability; (4) the need for bottom-up interventions, which better appraise the values, beliefs and perceptions of individuals affecting their decision-making and sustainability behaviours, and how these are shaped over time; (5) the combined influence of soil and market conditions, nutritional value and food security on crop diversification, livelihood and climate change adaptation of small-scale farmers; (6) state-wide mandates and support for climate adaptive groundwater sustainability planning implemented locally; (7) the linking of social systems (irrigation and plantation) with ecological systems (monsoons and water availability), and local systems with broader (regional) systems to identify appropriate control mechanisms for water management; and (8) a transdisciplinary participatory modelling framework to support co-creation of innovations that leverage synergies between water security, food security and social justice within communities. Using the free and open source PRSM tool and the PSM approach, our speakers also identified the interactions between and influence of various factors on the success of WUAs (see image below).

In summary, while our speakers and participants broadly agreed that community involvement, participation and ownership is critical to implement and succeed in sustainable water resources management, they also highlighted and advocated the important role of governments, funding bodies and external agencies to empower, educate and support communities in the process. They also underscored the role of scientists and scientific tools (such as satellite imagery, crop, hydrological and climate modelling, agent-based modelling, role playing games, PSM, etc.) in facilitating and enabling effective, sustainable, and climate-wise community-based water management

This fourth International Working Group meeting demonstrated FutureDAMS' methods and tools to help identify better policies and investments for interlinked river basin and energy systems.

This meeting demonstrated and summarised results from the East Africa (Eastern Nile / East African Power Pool) case studies and quickly demonstrated the software. We welcomed feedback from participants on the approach and results, how the work was presented, and on the policy implications. We sought their insights on how to promote this work and how it may integrate with their own organisation's work.

The Working Group currently comprises IHA, DFID, IUCN, World Bank, IFC, The Nature Conservancy and WWF but membership is likely to expand. IUCN has agreed to chair this group. This group provides both strategic advice and a route to direct engagement with high level policy/practice decision makers, with a view to developing a FutureDAMS approach thgat reflects and takes into account stakeholder needs. It is hoped that the interaction will also vastly increase the chances of uptake of the research programmes findings and use of its approach as a global standard. It is too early to identify any objective impact as the meeting only recently occurred.

Results and Impact FutureDAMS held its annual conference in Accra, Ghana a couple of weeks ago. This was an exciting opportunity to meet our colleagues from across the world and particularly in Ghana. With a vibrant and well-established network of researchers, this country will be the first to start implementing FutureDAMS research. The conference also offered the opportunity to conduct the first knowledge production session with the model developed by the project's technical team.

The annual event was hosted by Centre for Science and Industry Research (CSIR), our official partner in Ghana. After two days of internal meetings, we hosted a symposium which included representatives from the research community at CSIR, from Universities in Ghana and from government organisations concerned with energy and water including the Volta Basin Authority. Representatives of government departments from Burkina Faso were also able to attend, and members of the non-governmental organisations like IWMI.

It was brilliant to bring together a wide range of relevant actors in Africa for whom the FutureDAMS approach is ultimately intended. Two points particularly stuck out here:

Many of the participants stressed the importance of FutureDAMS working across the entirety of the Volta River Basin. This crucially means engaging with the upstream countries of Burkina Faso and Togo who have often been less represented. However, these countries play a major role in water management and therefore need to be included in research and future decision making.
Another point recognised the contribution of dams to Ghana's electricity production and irrigation. There were also strong statements made by engineers and social scientists about the costs of dams and the need to learn lessons from projects like Akosombo Dam.
It will be important for FutureDAMS to continue to listen and work with these stakeholders to maintain its relevance.

Results and Impact The Greater Mekong Forum on Water, Food and Energy is the largest annual knowledge-sharing event in the Greater Mekong. It presents research-based evidence to non-governmental organisations, policy-makers, the private sector, and development agencies. It does this through carefully designed and facilitated dialogues.
The visit enabled member of the senior management team and the research team to network with key stakeholders. It led to forging new collaboration and partnerships - in particular from the research/higher education and third sectors. CEO David Hulme also attended the banquest as a guest of Australia's Department of Foreign Affairs and Trade.

Research Director Julien Harou presented to 60 high level practitioner delegates on "How system-scale energy, water, food and environment planning can help the Greater Mekong". the presentation was greated with enthusiasm and great interest.

Results and Impact Dr Judith Plummer Braeckman and Dr Sanna Markkanen attended the 'Hydro 2019' international conference in Porto, Portugal on 14-16 October, 2019 to disseminate FutureDAMS research on the topic of hydropower finance. Sanna presented a paper looking at the complexity of structuring private finance agreements for large hydropower projects in emerging economies which is the subject of an upcoming FutureDAMS working paper. Sanna also participated in a panel discussion together with representatives from EDF, Mott MacDonald, IFC and AfDB.

Judith chaired a session on Climate Finance, setting the scene with a presentation on the Task Force on Climate Related Financial Disclosure. Other presenters in this session included Clare Shaky and Sejal Patel from FutureDAMs partners IIED and a representative from the Ministry of Petroleum and Energy in Norway, with papers focusing on climate challenges and opportunities for climate finance for hydropower.

Across the sessions there was strong support for the importance of sustainable finance for hydropower in meeting the SDG goal of affordable, reliable, sustainable and modern energy for all.

AFRICA 2019 brought together representatives of organisations active in hydropower and dams in Namibia, Africa and worldwide. The event focused on the challenges and opportunities in African hydro development.
The session on private finance took the form of a panel discussion and was chaired by Dr Judith Plummer Braeckman. Brief presentations were given by each panellist, followed by a broad question and answer session with the audience. The focus of the discussion was facilitating finance and managing risk.

The discussions and outcomes of the session can be read in more detail in the report by Judith Plummer Braeckman and Sanna Markkanen, published in Hydropower & Dams.

Overall, the session highlighted the need for more research and fostered collaboration between participants.

Results and Impact Jamie Skinner and Barnaby Dye presented papers at the DSA Conference at the University of Manchester in June 2018. Papers were existing papers from prior programmes but much of the discussion concerned futurer research direction of future dams and how it is developing to consider many of the questions raised. The purpose was to raise awareness of FutureDAMS. It was also an opportunity to liaise with Advisory Board member Fillipo Menga and his co-presenter Julian Kirchherr to look for synergies in ongoing work and interests. The fourth presenter, Lucy Goodman, has since become (unofficially, unpaid) involved in the programme's economic analysis work enriching that study with her knowledge, expertise and econometricx approaches.

The IHA event was followed by the first FutureDAMS international working group meeting, also held at UNESCO, where research project staff interacted with policy-makers from more than 10 international organisations that consider hydropower, river basin planning and/or energy system planning policy-making to be within their remit.

Results and Impact Francois Edwards attended the Liquidscapes conference, an art and humanities conference on the theme of water. He gave a presentation on the theme of the ecological health of rivers, focusing on dams in human landscapes. The audience consisted of a wide array of people that had little or no prior knowledge of river ecology and the environmental impacts of dams. The presentation was followed up by an interactive session with the audience where the trade offs between society and environment that occur in the context of dam commissioning and operation were discussed. The talk received positive feedback and also led to several in depth discussions with postgraduate students working on art/environment and social science/environment research.

William Rex, the former WB water lead ('water anchor'), who is now the lead of 'Cooperation in International Waters in Africa' (CIWA), http://www.worldbank.org/en/programs/cooperation-in-international-waters-in-africa
normally located in Nairobi Kenya, chaired this meeting.

William Rex proposed that CIWA could help 'catalyse, stimulate and build demand for next generation approaches, tools, services' to
• Africa Council of Ministries of water in Africa (AMCO)
• African network of basin organisations (AMBO)
The goal would be to: 'modernise the approach, change the culture'.

The conclusion was that there will (could) be a meeting and/or agenda item on the FutureDAMS (FD) approach and tools ('system scale approach of water-energy infrastructure interventions') at the World Bank Water Week in April 2019. The idea would be that we run some of our FD 'capacity building events' as part of WB IWRM (integrated water resources management) courses. It's not clear to me whether any engagement with AMCO, AMBO would happen already in April 2019, or whether this would be a meeting at World Bank Water Week to plan and discuss how to influence/train people at AMCO/AMBO. My guess is the later.

This was an valuable meeting that confirmed that WB, and government actors (like US government), support the FD approach and tools. This April meeting could allow us to 'test drive' any draft outputs (presentation, flyer, policy brief, etc.) that we would present the following month at IHA in Paris.

Results and Impact On 1st March 2019 Anthony Hurford conducted a FutureDAMS modelling and software co-development session at Jomo Kenyatta University of Agricultural Technology (JKUAT) at the invitation of Prof. Bancy Mati and Dr. James Messo. Participants in the session were JKUAT faculty, MSc students and 4th year undergraduate students. Around 35 people in total participated in the event. Participants were given a 20-minute introduction to water resource system modelling presentation then 2 hours of hands-on experience of model building and running and understanding the functionality of the suite of software for integrated assessment modelling. These users created accounts which will allow them to further explore the functionality of the software in their own time, with support from live YouTube instructional videos. They will be able to build and run models for whatever purposes they desire and interact with FutureDAMS to track progress of the software development, report bugs and request features which they find useful. They will be invited to periodic webinars to demonstrate new developments in software functionality.

The roundtable discussion commenced with a brief welcome and introduction to the FutureDAMS project by Judith Plummer Braeckman. Judith then delivered presentations providing an overview of our ongoing work on the anatomy of risk in hydropower finance and various risk mitigation mechanisms that are currently available. The 'risk circle' presented by Judith divides various risk into four quadrants: technical, financial, environmental and social, and government. The degree and extent to which each risk (or category of risks) is perceived mitigatable or as a barrier to involvement in a given hydropower project varies between the groups of actors who may be involved in hydropower project development and finance. Past experience and familiarity with a country context also play an important role in the decision making and perception of risk. For private sector investors as well as multinational development banks, risky decisions generate a reputational risk which can present a barrier to involvement in an economically and financially viable project.

The second presentation by Sanna Markkanen provided a set of examples to illustrate the complexity of structuring finance agreements for large hydropower projects, including an overview of the advantages and disadvantages associated with three most widely used financing models: fully public financed project, public-private-partnerships (PPPs) and project financed through new forms of bilateral arrangements. The availability of each of the financing approaches varies between countries and projects, and some disadvantages of PPPs can be mitigated by innovative solutions to project development or better understanding of risk and the reasons behind investors' and financiers' reluctance to engage in a given project, or to engage only in a very limited capacity.

The discussion focused primarily on the relative attractiveness of hydropower as an investment and 'competition' from other renewable energy projects, new risks caused by extreme climate events, and the risks associated with political change.

Results and Impact Presentation at the Social Simulation Conference August 2018 at Stockholm, Sweden. A conference presentation intended to communicate University of Surrey's FutureDAMS Social Simulation work, as well as the broader objectives of the FutureDAMS project, to an inter-disciplinary academic and scientific audience interested in agent-based modelling and computational social science. 150~200 people might have attended the conference but the European Social Simulation Association (ESSA), the hub of social simulation which organises the conference, reaches a much wider global audience. ESSA promotes its initiatives through its collaborators like CSSSA, the Computational Social Science Society of the Americas, and PAAA, the Pacific Asian Association for Agent-based Approach in Economic & Social Complex Systems. The conference was well-attended by participants from the UK, Europe, Asia, Australia, USA and South America.
We presented our work titled 'An Integrated Model to Assess the Impacts of Dams in Transboundary River Basins' to an inter-disciplinary audience in the 'Modelling social science aspects of socio-ecological systems' track at the conference. The talk sparked significant interest among attendees. Some useful professional links and references resulted from the discussion following the talk.

Results and Impact This presentation highlighted electrification planning methods used to deploy low carbon technologies, especially hybrid PV systems. Hybrid PV systems, where the renewable supply is supported with an additional energy technology such as batteries, offer various economic and environmental benefits when properly designed. However, the recommended approaches to size and operate hybrid PV systems changes as a function of the criteria under consideration, energy prices, and type of system, e.g., building, district or off-grid system. To illustrate the aforementioned points, this tutorial illustrates different hybrid system design optimisation approaches with various case studies taken from some of the latest research projects led by The University of Manchester. The studies show how to manage, through visualization techniques, trade-offs between multiple and variable criteria (e.g., costs, emissions, efficiency, peak demand, etc.) when optimising the design and operation strategies of different types of hybrid PV systems.

The theme was the past, present and future of dams, with a particular interest in the latest trends in dam building in Africa. The focus was on social science, the building of dams, impacts, politics. However, we also engaged professional advocate groups. I presented on my the changing justifications and practices in dams, the influencing high modernist and reformist ideas. This workshop effectively created a community of dam builders, expanding my network and preparing groundwork for future research on dams in Ethiopia. Also received very detailed feedback on my own work.

Results and Impact SMT Members attended the Protocol governance committee of IHA in Paris in September 2018. FutureDAMS became a formal programme item on the executive workshop 'Improving decision-making for hydropower'. Julien Harou was part of two panel discussions on "Upcoming sector initiatives" and "Decision-making under uncertainty". This significantly raised both the profile and repuatation of the FutureDAMS programme, at a relatively early stage of the programme life cycle, amongst key stakeholders and policy/practice decision makers and influencers. It demonstrates that FutureDAMS is becoming well positioned in high level policy circles. The event has only just occurred as of writing so it is difficult to identify any solid objective impact or outcome beyond this, though it is possible this will influence decisions.

Results and Impact Between 10 and 13 June, Senior Management Team members David Hulme (CEO), Julien Harou (Research Director) and Jamie Skinner (Capacity Director) attended the formal launch of the FutureDAMS programme in Ghana, organised by our partners Emmanuel Obuobie, (Research Scientist at the Water Research Institute, Centre for Scientific and Industrial Research) and Dzodzi Tsikata (Director at the Institute of African Studies, University of Ghana).

The first in a two day schedule of events was a symposium kindly hosted at ISSER Conference Hall, University of Ghana, by Prof Boateng Onwona-Agyeman (Dean of Engineering). The Symposium was enthusiastically introduced by Prof Boateng Onwona-Agyeman and Dr. Kwabena Kankam-Yeboah (Acting Director CSIR). The twenty six participants came from amongst the University's Schools of Engineering, Institute of Environment and Sanitation Studies, Institute of African Studies, Agricultural Engineering and Geography Department were joined by staff from the Centre for Scientific and Industrial Research, International Water Management Institute and others.

Presentations were given by the FutureDAMS team, which generated a lively discussion about the activities and prospects for the programme in Ghana. Amongst the many topics discussed were around what metrics social scientists could generate to assist decision-making when designing and assessing water-energy-food-environment (WEFE) mega-systems. Equally important, what kind of frameworks might be developed to enable a wider participation in decision making processes and how could guidelines be established to facilitate progressive and productive discussions and negotiations?

On the second day the programme was officially launched at the Centre for Scientific and Industrial Research. Dr. Kwabena Kankam-Yeboah (Acting Director CSIR) opened the event with a speech which was followed by presentations by the FutureDAMS Senior Management Team and Mathaios Panteli, a lead lecturer in Power Systems within the School of Electrical and Electronic Engineering at The University of Manchester.

Forty six participants engaged with the programme at the event including senior staff from the Energy Commission, Forestry Commission, Fisheries Commission, Environmental Protection Agency, Ministry of Energy, Volta River Authority, GRIDCO, Bui Power Authority and many others. Those attending were introduced to the FutureDAMS project, its concepts and methodological framework, expected outputs, outcomes and impacts.

The event helped to build interactions and establish relationships between participants and the project team. Through discussion it was possible to jointly identify how the project outputs can support relevant decision makers, planners and managers to address future dam decisions for improved economic, social and environmental impacts, and create public awareness of the implementation of the FutureDAMS project.

Topics discussed included big vs small dams, the capture of informal agricultural schemes and data, and the importance of looking at how existing dams are operated, as well as what kind of new dams are built and where. Other discussions involved the involvement of stakeholders and methods to engage them in the programme and decision making processes, the future of renewables and optimising hydro-electric power as part of a wider green energy mix.

The event ended with discussion and reiteration that dams should ultimately built for the purpose of providing social benefits and making people's lives better and this should drive decision makers to think about the wider range of legacy impacts, both beneficial and detrimental, at the planning and development stages of WEFE systems design.

The visit also involved many bilateral meetings with potential partners and stakeholders and the FutureDAMS team left having created a strong network of interested individuals and institutions keen to engage with the programme as it develops. The visit was also successful in finalising the agreements with partners Water Research Institute, CSIR and IAS, University of Ghana for the next three and a half years of activities. The prospects for inter- and cross disciplinary and disciplinary work between the two core partners was particularly encouraging and exciting.

Results and Impact 62 participants engaged in the FutureDAMS webinar 'Resettlement of Gumuz communities around Ethiopia's Blue Nile Dam' presented by Sarah Vaughan. The audience was engaged with more than 50 participants staying to the end and there were several interesting questions. The audience was made up of other researchers, both UK and internationally, with a large presence from Africa. There was dialogue between Sarah and the participants for half an hour after the presentation, with many people also contributing their comments through the chat facility. The webinar was recorded to increase the reach and impact of the presentation.

1. WORKSHOP OBJECTIVE
The purpose of the workshop is to share the experiences of the World Bank and similar water management and development organizations in dealing with climate and other uncertainties towards resilient water-related investments. Julien Harou and Anthony Hurford attended Stockholm World Water Week to present FutureDAMS research. The theme for 2019 was Water for Society: Including all, which drew attention to broad solutions to humanity's major interlinked challenges and brought focus to good water governance.

The FutureDAMS booth was well attended by people from a variety of international organisations with interests in water-energy-food-environment systems. We demonstrated progress to date on FutureDAMS online modelling and interactive visualisation tools and showed participants how the tools were being used on real case-studies.

Results and Impact Christopher Schulz participated in the Xth International Meeting of the Latin American Water Network (WATERLAT-GOBACIT), held at the University of Concepción, Chile in October 2019. He presented preliminary findings of the Cambridge Geography team from their ongoing research on the legacies and impacts of the World Commission on Dams.

The conference reunited more than 250 researchers, practitioners, and stakeholders from the Latin American water sector. The conference theme was 'Struggles over Water: Intersections of Class, Gender and Ethnicity'. It was an opportunity to exchange ideas with Latin America's leading environmental and social scientists working on dams, water governance and beyond.

A noteworthy feature of the conference was the strong participation of non-academic partners; indigenous Mapuche were given the opportunity to recount their struggles for cultural autonomy, as well as land and water rights in a country where water resources have been fully privatised, and can be bought and sold just like land. Representatives from the state, utilities, and various other stakeholder groups were present, too, which made for lively debate.
