Abstract
Innovation, Governance and Affordability for a Sustainable and Secure Economy
Tackling climate change, whilst ensuring energy security and affordability are key issues facing energy the system within the UK and internationally. The goal of moving towards a more sustainable, low carbon economy implies the need for a radical transition in the way that energy is both supplied and used. Such a change not only links to the technologies that are developed and deployed, but also the wider political, social, and economic institutions and infrastructures in which they are embedded or with which they are connected, including all of the actors within them. This is a dynamic and complex process and the interactions between all these factors and the choices made by the different actors within the energy system, such as policy makers, large firms, new entrants, investors, end users, etc will all influence that way the change occurs - i.e. energy governance.
This research will focus on the relationships between innovation, governance, energy demand and affordability. It will do this by exploring the means by which interactions take place within the energy systems and their implications for innovation in respect to carbon targets, technology deployment, investment, new practices, customer involvement, energy efficiency, and the total cost of energy for customers. Specifically the research will consider the relationships between institutions, policy design (such as rules and incentives within the gas and electricity systems (markets and infrastructure), industry structure, incumbent and new entrant company strategies and decision-making processes and consumer practices. It will do this by primarily following the relatively simple causal relationships put forward by political and institutional economic theory. More complex theories of innovation (the multi level perspective and the coevolutionary theory of change) do consider governance but not in great detail. Incorporating the overall methodologies of these more complex theories will add rigour to our analyses, and also enable an expansion of the discussion of governance in both the MLP and co-evolutionary innovation theories.
The programme will do this over four years in four countries with very different innovation histories. In particular, it will analyse the implications of different innovation and governance relationships on the success or otherwise of energy demand reduction and issues of affordability. Finally, it will analyse the implications of the findings on long term strategic innovation in energy systems, building upon, and contributing to, the literature and analysis of socio-technical transitions, coevolutionary analysis, institutional economics and policy paradigms. The outcomes will lead to a better understanding of how the transition to a sustainable, low carbon energy system, can occur.
The research team is being lead by Catherine Mitchell from the Energy Policy at Exeter University and is supported by a high level expert panel. This includes UK and international academics working on transition theory, representatives from large and small energy companies, the UK energy regulator, as well as practitioners from the wider energy community who work with a range of stakeholders from across the energy sector. The research will be carried out in respect to the UK energy system and with international comparative analysis within Denmark, Germany, California and Texas.

Planned Impact
We anticipate that this research will provide a wide range of benefits to multiple audiences including those directly involved with, or with an interest within, energy systems and the transition to a low carbon economy. This therefore includes the UK and EU which is looking for evidence to support strategies towards a low carbon future through a holistic approach embracing technological, political, economic and societal factors. We expect the research to be of interest to those working within the academic and research communities, but it will also have a much wider reach, given that it is linking political, institutional economic and innovation theory with practice, to better understand how energy systems evolve. The individuals and institutions in the comparative countries will also receive the program outputs as they occur, so the impacts will begin to multiply. As such, the research will reach much further afield than academia, being of interest to energy companies (big 6 and new entrants), transmission and distribution companies, organisations involved with rules and regulations (eg Ofgem), and policy making (including BIS, DECC, NGOs), as well as those involved within technology development and deployment from across the innovation chain, investors, customer groups and civil society, such as transition towns. The research will feed into UKERC, knowledge transfer networks and international organisations such as the IPCC. The part-focus on the demand side and affordability will also be of interest to Government and Ofgem, as well as consumer groups, local authorities and energy users more generally.

| Description | There are two sorts of achievements from this grant. In the first strand, our research on Innovation and Governance has been very creative and 'new', and it has led to a generalised understanding of the importance of governance across energy research in Great Britain. This has included work on theorising governance within energy systems and energy transitions aimed at the academic community through working papers and journal articles. In addition, there is a much wider body of work such as detailed case studies on people and energy, Codes and capacity markets; and our Fit-for-Purpose GB institutional Framework which is much more applied about the practical, institutional needs of transforming the energy system. In the second strand, we really sought to apply and share the findings of the research about the problems the GB energy system faces. This was through conferences, workshops, smaller face-to-face meetings; working papers/blogs/twitter; submissions to calls for evidence etc. Our central achievement has been to get decision-makers and policy makers across the board to take the link between governance and innovation seriously, and to discuss and feel the need to move forward with institutional policy change. Some of the key findings of the research include: • We have a supply focused system in terms of the system and its governance • For the most part, people play a passive role within the system • Markets are out of step with the system and there is a need to accelerate the development of local energy markets. • Currently the system favors incumbents over new actors • Capacity (intellectual and total resource) and ideas play important roles in the policy making process • There is a need to rethink the overarching governance framework • There is a gulf between the conventional and 'new' energy system We have produced a detailed summary of the outputs from this award on the IGov website. We have evidence to show how our: - work on energy codes has been adopted within the CMA energy market investigation and filtered into the wider industry and governance - analysis has been used by others, such as Ofgem making widespread use of our work on solar PV analysis - knowledge on international developments has been used and sought by others - ideas have fed into the policy process within GB - our framework for institutional change is leading to new discussions on what might be needed within GB to enable an affordable and secure low carbon transformation. |

| Description | Energy use in GB is the source of 82% of greenhouse gases (GHG). The GB target is to reduce these GHG by 80% from 1990 levels by 2050. This implies a complete change of the way energy is produced, supplied and used in GB if we are to meet our targets. When IGov started there was almost no-one in Britain who was working on governance as an inhibitor of innovation and change within the energy system. Now, appropriate governance (meaning policies, institutions, market and network rules and incentives) is seen as an essential aspect of the transformation of the energy system. Through this award we have produced a number of working papers, journal articles and case studies, and these have been the building blocks for creating a Fit-for-Purpose GB Institutional Governance Framework. That framework has had numerous iterations and the early versions were used as the basis for roundtable events on Code Governance; on Distribution Service Providers; and on the Framework itself. All these events were attended by policy makers from Whitehall, decision makers, the regulator, new entrants and incumbent energy companies and wider actors from the energy industry and civil society. Once we had a fairly finished framework, we then used this in meetings with different decision-making bodies, and included it within numerous submissions to various Government and governmental body calls for evidence on energy system transformation. Our findings have also been used both as evidence to underpin change (for example, our arguments about Future Arrangements for the System Operator, or the changing role of people and energy demand) but also to inform and shape debate on energy system change. By bringing the findings together as a Fit-for-Purpose GB Institutional Energy Framework, we have provided a basic framework from which to discuss the necessary energy system change to meet the GB GHG reduction targets. It may not be that the Government or the Regulator has done what we suggest, but we are certain that we have been an important prompter of energy system issues which have to be discussed. We can clearly provide evidence that we have had non-academic impacts on the policy community. In addition, much of our evidence was drawn from best practice overseas (California, New York, Denmark and Germany) and we have become known as a GB energy group which 'knows' about international developments within energy systems (whether that be system operation, markets, types of regulation, distribution, customer / people issues). We believe the codes are a major barrier to change and we welcome the CMA extending the frame of their inquiry to include them. These people are very interested in what is happening in the Uk and our talk provided an overview of some of the current key issues. A share PhD was one outcome from the this meeting. We also made very good new contacts in the European risk and energy world and very good need energy system contacts in Demark. This work also successfully led to a new EU funded project looking at auctions for renewable energy in European, as well a further bid on the future role of gas in Denmark. |

| Results and Impact | The IGov team gave evidence to the CMA on their energy market investigation, 3rd December 2014 The evidence was record as part formal reporting of these meetings. This engagement is one element within a wider set of engagements and publications directed towards informing the Competition and Markets Authority inquiry. Specifically, the IGov team argued that the four proposed 'Theories of Harm' be broadened to include consideration of the role of energy system governance as a potential barrier to innovation and change. The CMA's Theories of Harm were subsequently broadened, a decision, it is understood, which was heavily influenced by the IGov team's engagements. This engagement can thus be considered a starting point for a range of outputs and engagements, particularly around the important of code and license reform, which cumulatively have contributed to influence the CMA in its investigation. The meeting was attended by DECC< Ofgem, the CMA and industry, and thus brought together actors to cover a range of issues. This helped develop ongoing discussion around code governance reform. This engagement is one element within a wider set of engagements and publications directed towards informing the Competition and Markets Authority inquiry, with a particular emphasis on codes. Specifically, the IGov team argued that the proposed 'Theories of Harm' be broadened to include consideration of the role of code governance as a potential barrier to innovation and change. The CMA's Theories of Harm were subsequently broadened. This decision, it is understood, was heavily influenced by the IGov team's engagements. It was designed to explore the key governance challenges that the UK energy system is currently facing and to discuss how these might be overcome. Over 100 delegates registered to attend and the event was supported by both the German Embassy and SSE. The audience included policy makers, the energy regulator, energy companies, NGOs and civil society and members of the academic community. In addition to keynotes on the UK and German experience, IGov presented on our own research agenda and we ran an innovative Energy Den session that gave 17 key thinkers from industry, academia, NGOs, and independent observers the opportunity to give a personal vision for the future of the energy system, along with a brief statement of the changes in policy, institutions or governance they think are needed to realise that vision. As well as bringing together actors from across the energy system to discuss progressive energy governance, the event was widely reported on twitter and led to several blogs - not only by the IGov team, but also from within industry (Cornwall Energy) and wider Civil society (Green Alliance). Some of the ideas put forward will be built upon with the IGov research agenda. |

| Results and Impact | This workshop, held in October 2015, brought together a wide range of energy experts to discuss ideas for reform to the code governance system and governance architecture to fit for the needs of a rapidly evolving energy system. As well as those working within Codes in energy companies, other participants included DECC, Ofgem and the CMA. It led to workshop summary paper that was widely distributed, a further working paper on the future of codes and also fed into a submission to the CMA. |
