Description | We have deepened and broadened our understanding of how social welfare systems in the MENA region are constructed and what impact they have on levels of social inequality and social justice. The MENA region shares very similar historical and policy features like other regions of the world. It can learn possible policy lessons from South Africa, India and Norway. The MENA region spends too much on social safety nets, regional governments there need to urgently develop a comprehensive social vision for their peoples which look beyond short-term consumption smoothing and purchasing power effects from social safety nets. I am at the helm of the new policy debates around social protection in the MENA region and are doing nothing less than helping to define policy concepts and orienting the direction of the new policy agenda towards meaningful, informative social welfare and social justice goals. Both state and non-state actors are deeply involved in the research and I am the only researcher in Lebanon who is able to gather the different political factions to discuss issues of social welfare constructively. It is possible to de-politicise the social welfare role of religious groups in the MENA region or at least to highlight their civic function and this must be taken forward constructively if these societies are to rebuild themselves. I have invested a lot of time during the last 9 months in putting together a proposal for a special issue on MENA social policy. This has now been accepted by Edward Elgar New Horizons in Social Policy as an edited book volume and contracts have been signed. The book will set out the key policy debates around social safety nest and universalism in the MENA region and I am co-editing with two other colleagues from the ISS, The Hague and the ODI, London. I have also begun work on two single author papers to consolidate my findings are social protection in the MENA region which will be submitted to Journal of Social Policy and Policy and Politics. I now have all the interview transcripts from Iran and have begin to analyse them. In terms of the research in Turkey, this now needs to be analysed too. I aim to produce publications that explore these countries comparatively. As of the current submission date, the Edward Elgar book mentioned above is now close to final manuscript stage. I am working on the single author papers mentioned above and new research grants are under way. There are new developments in social protection and new focus on non-contributory cash transfers but more research is needed to assess the ipact of these on the poor and on general levels of inequality in the MENA region. I am exploring further the rise of non-contributory social assistance and the adaptive social proetction paradigm in conflict-afflicted societies. More in-depth and comparative work is being carried out in relation to social protection. |
Exploitation Route | To help formulate a better understanding of what social policy means and how it can inform policy making in the MENA region. To better understand the role of religious groups and Islamic groups in the MENA region and that social welfare is not always only a matter of international security. The MENA region must take seriously and engage with the social dimensions and social challenges that face its societies. MENA countries need urgent governance reform in the short to medium term and political leadership reform in the long term. I would like to sincerely thank the ESRC for supporting the research, it has made a chance for real contribution to policy and there have been palpable ripple effects from the ESRC project such as gaining new funding and galvanising a new academic and policy imagination around social policy issues in the MENA region. The social policy network which has been created could not have happened without the ESRC funding. We have set the foundations of a new academic field of study. Social science research is real and relevant and must be protected. Deeper engagement is being forged with the British Council, UN-ESCWA, UNDP and social affairs ministries in Lebanon and Egypt. This relates to problem solving and the articulation of social policy in the contxt of these countries. |

Description | This phase of the project (when I moved to my new Lectureship post to Bath) has been extremely productive in part due to the amenable departmental environment of the University which has a long history of international social policy research. I have been able to engage in develop and engage with my policy networks significantly both in the UK, MENA region and the USA. The ESRC research has been reviewed by MENA social development and social policy programme managers at UNDP, League of Arab Nations, DFID, ODI, UN-ESCWA, UNRISD, UNICEF, Canadian IDRC and the World Bank (to name but a few) who are now consulting me on their strategies for the region. Larger grants have been gained in 2017 from Carnegie New York Corporation and GW4. Continued work on publications. My work has been cited in UNICEF-ODI research, UNRISD has now proposed to me that I as as lead as co-author of an international team of researchers on the production of a sequel to their flagship book Social Policy in the Middle East (2006). I have also been contacted by Media outlets in the Gulf region and more widely the BBC in the UK to discuss social policy and political developments in the MENA region. I produced a research paper for UNDP based on my research The Minister of social affairs of Egypt as well as senior MENA programme delegates from DFID are attending the end of project ESRC conference on 20-21 November at Bath. Towards the middle of 2015, I became involved in various research reports for international organising seeking to understand the social protection systems in the MENA region. These are outlined below. I produced a research paper for the Cooperation of Islamic Countries on Social Protection to vulnerable groups in the COMCEC member countries. I also produced a report for UNRISD mapping social protection systems in the MENA region. both of these reports are current. The COMCEC report was published in February 2016 and the UNRISD report is underway. In addition, I have been invited by UNICEF Jordan to submit a proposal on mapping social policy expertise in the MENA region and to develop a database for this at the university of Bath. This would be a major step forward in consolidating my international standing as a leading international academic in this field but also in consolidating the subject area of MENA social policy as a new field of teaching and research. As of Janaury 2016, there continues to be very high interest from policy makers in international agencies such as DFID, UNICEF and the World Bank in my work on the mapping of social policy in the MENA region. UNICEF, Jordan have invited me to submit a proposal on developing a database of MENA social policy expertise. This will aid their own strategy development but also allow them access to expert knowledge in this new field. The MENA social policy network which I founded in 2013 goes from strength to strength. I am now organising the Third conference with the German Development Institute in Bonn for 5-6 December 2016. The theme will be Social Contracts in the MENA region. This initiative will help to consolidate my role as an international expert in this field. I continue to be consulted and invited to speak on MENA social policy and social protection issues. My position as an international scholar continues to be consolidated. New partnerships are continuing to emerge with UNICEF, British Council and various UN agencies among others. I have been informed by FAO particiaptns that my presentation influences their policy development on cash transfers to agricultural workers in Palestine. A new Carnegie grant has been gained which launches a new stage of my research and deepens the reserach findings in terms of developing new linkages with the paradigm of adaptive social poretction and conflict-afficted societies. I am focusing more on non-contriutory social assiatnce programmes and have a written a new paper which is a critique of social protection. . |

Impact | I am regularly invited to speak on social protection in the MENA region at various UN agencies such UNIRSD, UN-DESA and FAO. At these meetings I seek to promote the idea of social protection as one which supports social justice and equality in a broad sense, and not only in the sense of safety nets to vulnerable groups. These ideas are to new to the MENA region and in some ways, sensitive as they imply the need for structural political change in governance and social welfare regimes. Results and Impact | The workshop discussed issues of social protection, solidarity in the MENA region. It focused in particular on the role of civil society in this agenda. I was invited to speak at this event and my contribution was included in the final list of recommendations that was presented to the EU on the Southern Neighbourhood Strategy. My contribution was cited by the chair in his final concluding remarks. |
