Abstract

Access to administrative data for research purposes is a positive public good. The ability to use these records - collected in the course of normal business by governmental and other bodies - and to link them with each other and with other information about people and organisations, can greatly enhance our ability to do the research modern society needs. With these linked data we can evaluate public policies on everything from tax structures, educational reforms and health service innovations to changes in benefits regimes and the effect on crime and beyond. It can help us to model economic progress, assess the impact of changing legal and political circumstances and really understand societal change over time and place. These data are a rich and greatly under-utilised research resource.

They are also governed by a myriad different departmental and national policies and legislative frameworks and gateways which make them extremely difficult to access, link and use in a consistently safe, secure and regulated fashion. Because these data are information about individual people and businesses collected not for research purposes per se, there are rightly many concerns about how they are used, in what settings, by whom and why. The purpose of the Administrative Data Research Network (ADRN) is to facilitate access to this rich research resource while preserving maximal data security and individual confidentiality.

The Administrative Data Service (ADS) is a crucial part of ADRN; serving as the public face of the network and the bond which bridges the four national Administrative Data Research Centres (ADRCs).
It provides:
- the first port of call for researchers interested in using administrative data
- substantial enhanced documentation and information about administrative data resources - what they contain, how they are structured, how and why they were collected, and how these have changed through time
- extensive guidance on many issues around the use of administrative data for research, including briefs on the most up-to-date legal developments
- the one-stop-shop where users can request access to administrative data and for data linkages for proposed research.

The service collects all the required information about the researchers and their research, and negotiates with data owners for research access and with trusted third parties for data linkage. It allows researchers to track the status of their requests, and works with a network of experts to ensure that only feasible projects are put forward as data access and/or linkage requests to data owners.

The service also is responsible for building consensus around standard procedures and practices among national statistical agencies, other data owners and ADRCs in regard to criteria for evaluating research and accrediting researchers, and requirements for secure facilities in which to access data. This consensus-building will have a great and long-ranging impact on all research which uses data. It sits squarely within the Open Government agenda but is also informed by and mindful of the increasing requirements for data protection. Getting the key stakeholders literally to sit around a table and discuss these issues and deliver proposed solutions may well be the service activity with the longest lasting impact.

Finally, the service engages the public to ensure that the discourse around data protection and open government is informed by positive impact stories reflecting the public good that comes from enabling and easing research access to administrative data.

Planned Impact

The primary aim of the ADRN is to facilitate secure access to administrative data and infrastructure for data linking, in order to increase the depth and scope of the evidence-based research that can be carried out in the UK. By promoting the ESRC's focused priority areas in terms of data use, re-use and knowledge exchange we will be actively contributing to the ESRC's impact agenda to enable and further topical, innovative, societally-relevant, quality social and economic research.

ADS will be a major player in the UK and international data environments, with an unprecedented role in influencing the practice of statistical organisations and other major data creators. The service will provide advice to data owners and develop consensus on strategies to release data securely which will assist in providing a framework for data release, thus increasing data owners confidence that they can release data legally and safely. The ADS team will work tirelessly to promote administrative data use and linking and thus have an enormous opportunity to impact on future data developments.

The ADS coordination of the user service will provide straightforward and streamlined procedures for accessing and linking administrative data. This in turn will increase the range of research that can be undertaken, and increase research productivity by removing the need for often arduous, ad hoc, time-consuming negotiations for data access. The ADS's role in developing and coordinating training for researchers in data access, data use, and data security will not only contribute to improving analytical and methodological skills, but also in researcher understanding of, and commitment to, data security and legislation. The infrastructure coordinated by the ADS alongside the training program, portal and value-added materials will widen access for 'fit and proper persons' who would otherwise not have the skills or resources to process administrative data. We will also work with teachers to showcase good practice in using key datasets in the development of quantitative data analysis skills.

While the focus is on administrative data and in particular the benefits to be gained from linking administrative data, innovations developed on this project are likely to impact the data access more widely by building consensus around standards for, and attitudes to, access to sensitive. It is not only in the UK where the impact will be felt, as a highly innovative undertaking the ADRN is attracting considerable interest internationally.

ADS will act as the 'public face' of the ADRN and will have considerable public impact. ADS will undertake a major programme of public engagement through involvement in forums; interaction with key organisations and influencers in this area; as well as a dedicated 'public engagement/feedback' space on the ADS website. These initiatives will enable ADS to provide the public with reliable transparent information on processes and procedures used to access data, to protect privacy and to prevent misuse - in unprecedented detail. In addition, ADS plans to address some of the common public misconceptions surrounding data use in order to raise confidence in secondary use of data for research. This will impact the public understanding of how data is used for research and the high levels of protection associated with access.

The cross disciplinary nature of the senior leadership team gives ADS access to a wide range of networks and research communities, maximising the disciplines that will benefit from ADS outcomes. In addition the establishment of a network of experts associated with ADS will further increase the potential for wide ranging academic impact.

Impact The Expert Advisory Group on Data Access (EAGDA) was established in 2012 by the Wellcome Trust, Cancer Research UK, the Economic and Social Research Council, and the Medical Research Council to provide strategic advice to these funders on the emerging scientific, legal and ethical issues associated with data access for human genetics research and cohort studies. From October 2014, EAGDA is funded equally between the four partners. The group provides support to current and future studies and, where relevant, their Data Access Committees (DACs), across the fields of genetics, epidemiology and the social sciences - identifying best practice and encouraging harmonisation in governance and decision-making. It also seeks to enhance the UK's input into international policy discussions on data access.

Results and Impact ADRN's Kakia Chatsiou presented a paper co-authored with Tanvi Desai and Melanie Wright at the latest European Social Research Association Conference in Reykjavik, Iceland on "Data Retention and Public Opinion in the Administrative Research Network", outlining the key messages from recent reports on public attitudes to data retention in the UK. The paper discussed the impact that data retention/destruction can have on resources and effort spent on data preparation and research and outlined some of the arguments for and against preservation of administrative data for research. The paper also provided an overview of the steps the Network has been taking to bring together researchers, data owners and the general public, consult with them, reassure them and enhance their understanding of the advantages of (among other topics) data retention. The conference is one of the largest conferences of its kind (800+ participants) in Europe and Kakia, who presented on behalf of the team had the opportunity to talk about our work with several social scientists from all over the world.

Results and Impact A series of 6 events with high profile speakers at the University of Essex. Over 350 attendees from a range of audiences: students, general public, university staff. Supporting social media campaign with over 1000 engagements on Facebook, nearly 200 new Twitter followers, 160 requests to join the ADRN mailing list.
The aims were to:

To raise awareness and understanding across the University of Essex community of multidisciplinary, more conceptual aspects of the three key ESRC Big Data projects.
To raise awareness of the Big Data capability at Essex, with external stakeholders including Central Government and business.
To hold open discussions around ethical and moral dilemmas with the aim of taking the public with us on the journey to explore contemporary challenges and opportunities of using Big Data for public benefit.
To highlight the opportunities for research that each project provides.
To raise awareness of the benefits and challenges to society that research can achieve.
For the Talk Big Data (TBD) team to hear and understand audience concerns around the themes of our discussions.

Outcomes were:
Cross-centre collaboration brought together different expertise and perspectives from across the University and paved the way for future collaborations.
Participation in the ESRC Festival of Social Sciences.
ADRN received applications for lay person vacancy and built links which has lead to a new member of User Services team.
ONS are running a mini social media campaign to promote the mini interview series w John Pullinger, UKSA
There is a new research opportunity with ECC and Social Sciences faculty to support qualitative surveying of vulnerable groups.
A large proportion of the audience joined the Centre mailing lists.

Change of audience opinions measured by use of clicker questions before and after events.

Results and Impact Talk under TedEx branding at University of Essex called 'Stories are just data with a soul'. the talk had the aim of introducing the ADRN in an accessible way which would help people with no knowledge of data research to understand the idea of it and the impact it can have. The title is a quote from a TED speaker, Brené Brown (University of Houston Graduate College of Social Work), and the idea was to talk about different types of storytelling and to show that data can tell us new/unexpected things about society.
