Description	This painting was co-created by artist Shahid Kabir and SHLC CO-I Shilpi Roy and Tanjil Sowgat. Sahid Kabir's thoughtful painting brings in multiple issues linked to the urban transformation of Dhaka within a single frame and calls for rethinking urbanisation of Dhaka city. Brickfields are often seen on the urban edges. The painting captured the brickfield, polluted river, air pollution, and conversion of agricultural land.The brick fields resemble the pressure for development, the transformation of peri-urban land, and the increasing population from the urban transformation. The smoke and the chimneys are unknown to the rural landscape, but the unknown is gradually taking over. His painting is a silent appeal to the audience regarding the damaged peri-urban image of Dhaka. The key aspects highlighted in the painting were developed from the narratives and reports from SHLC findings. This artwork is part of a series of paintings and artworks created to publicly exhibit to reach out to the people.

Description	As part of the CDAF funded project "City Occupied", the project team collaborated with filmmakers, local research assistants and residents of three occupations in Cape Town, Bogota and Sao Paulo to produce a 30 minute documentary about informal land/building occupations as an informal response to a growing global housing crisis.

Description	As part of the CDAF funded project "City Occupied", the research team produced a zine (booklet) with residents from the Cissie Gool House occupation in Cape Town, South Africa.

Title	Hope for tomorrow
Description	Mixed medium on canvas, 142X 81 cm. This works in 'the life in slum' series highlights two children who are studying and are guided by their mother in a kitchen. This work shares a story of the willingness and efforts of the slum dwellers regarding education. Despite limited space, and lack of proper lights or reading tables, parents in the slum would give education a high priority and would make a lot of effort so that their children can continue their education. The narrative for the painting is developed from our research findings on access to education in the slums.

Description	As part of Capacity Development Acceleration Fund (CDAF), the project team's ( CoUP: Connecting the Urban and Peri-urban: A transformative policy framework for inclusive and resilient urban development in India) made the short film: Living in/the (in)visible peripheries (20 mins). The Screening was done following the COVID-19 restrictions and guidelines (Max of 15 people) for hosting public events. Title	Water Lilies
Description	This intellectual and creative artwork was co-created by artist Mahamud and SHLC-BD CO-Is. The water lilies recall the unpolluted tranquillity of rural Bangladesh in the context of the rapid conversion of rural areas to urban settlements in the peri-urban Dhaka. In addition, it cautions us about the loss of wetlands, waterbodies, and farmland inside and outside the city. The pond here calls for preserving natural wetlands and making habitable for flora and fauna that are gradually becoming extinct. The painting perhaps speaks for the protection of the natural environment.

Description	The first major impact of SHLC to highlight is related to its research capacity building activities. Two international partner teams, in The Philippines and China, have set up new research centres to advance urban and neighbourhood related research beyond the current SHLC project in partnership with local neighbourhood organisations. SHLC Philippines for example set up the independent Centre for Neighbourhood Studies (CeNS) in 2020, a non-government, non-profit research and technology organisation which bridges the gap between urban communities/neighbourhoods and higher levels of government. SHLC country team members in India, Bangladesh and China have introduced or contributed to new courses on sustainable cities and neighbourhoods in postgraduate teaching programmes. Two SHLC international Co-Is moved to new positions in other universities to develop new urban research centres. Several SHLC researchers were able to access the Capacity Building and Acceleration Fund (CDAF), that enables them to conduct high impact events or policy oriented activities in their countries. At the University of Glasgow, SHLC team members have been instrumental in research-led teaching and further internationalisation of its teaching programmes at both undergraduate and postgraduate level. In Rwanda, members of the research team were appointed to prestigious positions such as Vice Chancellor, Deputy Vice Chancellor in charge of finance, College Principal, and Acting Dean of School. Some researchers were also appointed to city level/ministry committees as technical advisory group, housing committee or urbanisation committee members. Secondly, SHLC played a very important role in promoting the global research agenda related to urban and neighbourhood inequality and sustainability. Apart from our research findings and publications on the stratification and differentiation of urban neighbourhoods in Asia and Africa, SHLC and the Urban Practices Branch of UN-Habitat co-hosted several webinars and panel discussions in the last three years to advance the UN SDGs. They included: 1) Understanding Cities from the Inside Out - Sustainability of Neighbourhoods in Asia and Africa, at World Urban Forum 10 (February 2020, Abu Dhabi); 2) Urban-Rural Linkages in the Time of COVID-19: Impact on the Urban Poor and Slum Dwellers in Asia and Africa (Online, May 2020); 3) Urban-Rural Linkages in the Time of COVID-19: Neighbourhood Governance and Community Response (Online, June 2020); 4) Building resilience with equity - Perspectives from cities and neighbourhoods in the Global South, Panel Discussion Pre-COP 26 Event in Glasgow (Online, October 2021); 5) Spatial Inequalities in Asia and Africa -Demystifying the Drivers, Networking Event at World Urban Forum 11 (June 2022, Katowice, Poland). Several international agencies and research organisations like Sustainable Cities Unit of OECD, BBSR, Germany and UNICEF Headquarters engaged in these networking meetings. In February 2023, SHLC partners held a major workshop to share research findings and explore future research agenda with other researchers based at University of Glasgow and other European institutions. These events and activities were all very well attended and have enhanced the impacts of SHLC research at the global level. They also provided opportunities for SHLC partners to shape planning and policy recommendations at the global level. At national level, all research teams are actively involved in urban policy making and discussion. The India and Bangladesh teams for example have extended their research network into Pakistan and conducted several joint projects, including 'Equity Impacts of Housing and Urban Amenities for Sustainable Development in South Asian Cities'. The Bangladesh team is connected with DBAR (Digital Belt and Road) initiative to address the challenges posed by climate variability, intensified use of land and marine resources, and the fragility of ecosystems. One of Rwanda's team members won a prestigious RIBA Scott Brownrigg award for sustainable development in collaboration with researchers from the Bartlett School of Architecture, UCL, UK. The winning project focuses on "Co-Designing the Rwanda Village". Thirdly, SHLC work and research highlighted the important relationship between health and education at local and neighbourhood level in cities. SHLC members collaborated with UNESCO's Institute for Lifelong Learning and the PASCAL Observatory's Learning Cities Network to run a series of 6 webinars in 2020 related to learning cities and COVID-19 responses. As an offshoot of the SHLC Project, PASCAL extended and created an ongoing partnership with the University of the Philippines (UP) through the establishment of PASCAL Asia based in UP. SHLC established a global partnership with UNESCO's International Institute for Education Planning (IIEP) to enhance education provision through urban planning with the participation of three of SHLC's country partners. SHLC was a partner in the 23rd Asia-Europe Foundation's 23rd Summer University on 'Liveable Cities for a Sustainable Future' in 2021. SHLC partners in Bangladesh, India and the UK made contributions in the form of extensive Briefing Papers and podcast to participants on Sustainable Urbanisation, and on Obesity, as well as through a podcast on sustainable, healthy and learning cities. Fourthly, SHLC has brought a wide range impact to national and local policy making which will bring long term benefit to the livelihood and welfare of local urban residents. SHLC partnerships with policy makers in all case study cities and countries remain an important channel for urban and societal impacts. The SHLC India team at the National Institute of Urban Affairs is the national think tank for urban policy; its research findings from the case study cities in India and six other countries had direct input into central policy discussion. The project, for example, helped the Indian team to connect with various international organisations such as the Asia-Europe Foundation, in preparing background papers on urbanisation, neighbourhood governance and health related themes. The global exposure to Healthy and Learning Cities helped in capacity building of the Indian team, which resulted them to collaborate with the UNICEF global and local offices to work on similar themes and join the Think Tank Engagement Group under G 20 as a Co-Chair. Centre for Neighbourhood Studies (CeNS) in Philippines held a panel discussion on Harnessing Neighbourhood Studies for Sustainable Communities at the International Conference on Human Mobility and Climate Action in Manila in 2020. The Bangladesh team worked with artists and school children to organise a very successful and extraordinary exhibition (May -June 2022) on 'Urban Issues of Dhaka: An Artistic Gaze', which provoked thinking regarding sustainable Dhaka, and attracted more than 1200 visitors; they trained 40 early career researchers and future urban planners as Neighbourhood Sustainability Champions. The team members are now part of several key decision making bodies and networks in the country. The SHLC Rwanda team formed a very close partnership with the city governments of Kigali and Huye on consultation and research in informal neighbourhoods, housing upgrading and public space. The Ministry of Infrastructure in Rwanda has included the SHLC project objectives in its forward-looking joint sector review of urbanisation. The team has also formed new partnerships on multiple projects, with researchers from across the continent and beyond. For example, researchers are involved in an ongoing project "Building Urban Community Networks for Sustainability" -UCOMNETSUS in partnership with research teams from Kenya, Tanzania, Ghana, Nigeria, Rwanda and the US. Another ongoing project is "Transformative Education for Sustainable Futures" TESF, in collaboration with researchers from University of Bristol, India, Rwanda, Somalia/Somaliland and South Africa. Fifthly, the project has sparked a series of networks and synergies, which have linked project team members together into a family. Whenever a researcher from any of the country teams visits Glasgow, there is always an effort made to meet with the SHLC family for a catch up. These synergies have also made it possible for researchers to search out for one another when there are open opportunities for employment or research. Some of the Glasgow Co-Is are planning for collaboration travels to either Africa or Asia in 2023. The international impact of SHLC's work are enhanced by the Centre's Website. It was essential to achieve timely publication of the Centre's research findings, such as reports, research summarises, and policy briefs in each stage, supported by blogs, newsletters, comments, events, workshops and other social media activities.

Impact	Once all steps were completed, the three participant city planners had the opportunity to present their findings at the January workshop. The practical implementation of photovoice by city-planners helped reveal hidden mechanisms and root causes relating to urban challenges to residents' wellbeing. The participatory visual approach was also powerful in bringing city planners', policy-makers and scholars perspectives and voices together to deliberate potential pathways to solutions, which could enhance the liveability and sustainability of rapidly growing Chattogram. The Impact and dissemination workshop helped the research team to consolidate urban planners' feedback, suggestions and comments into the second draft of a "how-to" guide, a detailed manual on "PHOTOVOICE FOR URBAN PLANNING, A how-to guide for urban planning professionals". Through this 'how to' guide diverse groups of stakeholders will be provided with the basic tools necessary to engage in photovoice. The advice provided is generalised, to ensure that it is accessible and useful to individuals working in many different levels of urban planning.

Title	Household Survey Data in 13 Asian and African Cities
Description	The household survey is a important part of the SHLC project. It was conducted in 13 cities of 7 Asian and African countries during the Covid-19 pandemic period. The countries include: Rwanda, South Africa, Tanzania, India, Bangladesh, The Philippines and China. A total of 14,000 household were interviewed. The 20 page questionnaire covers, demographic characteristics, housing and residence, education, health, neighbourhood characteristics and services, income and employment, and gender inequality issues. The survey was delayed by the pandemic, only preliminary analysis were carried out by the SHLC team members.

Title	Neighbourhood Focus Group in 12 Asian and African cities
Description	Follow the large scale household survey, SHLC teams conducted a focus group interview in a number of selected neighbourhoods in each of the case study city. The selected neighbourhoods include at least one form each of the income/wealth groups of neighborhoods: low income, middle-lower income, middle income, middle-higher income and high income neighbourhoods. The focus groups explore the issues covered by the household survey further. There is a transcript for each of the focus groups. A total of 74 focus groups were conducted.

We are driven by core strategic mandate for research, training and services. The institute's work spans across a wide spectrum of sciences including biomedical and ecological sciences, intervention studies, health-systems research, monitoring and evaluation and policy translation. Ardhi University (ARU) of P.O. Box 35176 Dar es is a public academic institution established under the Ardhi University Charter of 2007. Despite its relatively new status as a University, ARU has a long history dating back to the Colonial days when it was established in 1956 and was known as the Survey Training Centre from 1956 to 1972. In 1972, it was renamed Ardhi Institute and remained thus till 1996, when it was transformed into, and called, the University College of Lands and Architectural Studies (UCLAS), a Constituent College of the University of Dar es Salaam. In 2007, UCLAS became Ardhi University. Currently, ARU is a unique institution, being the only one of its kind in Tanzania and in Africa so far offering integrated training and conducting research in the various matters related to land, the built environment and other environmental related issues, under one roof. Ifakara Health Institute (IHI) and Ardhi University (ARU) have common objectives in the area of scientific research, capacity and institutional building and wish to complement each other's efforts in these areas. IHI and ARU have established a team of 12 carrier researchers from public and private institutions with the aim of building research capacity in urbanization and its linkage with health, education, planning, and neighbourhood development. This team have started to analyse SHLC data and the intention is for each researcher to publish at least 3 articles. Senior lecturers from ARU are supporting and providing technical advice to the team in the area of spatial analysis, housing, and other land-related issues.
Collaborator Contribution	IHI and ARU worked in partnership during "The 2022 International Conference on Built Environment". Through this conference, researchers recruited under this partnership had an opportunity to present their research findings from SHLC data analysis. Description	Transformation of agricultural land and waterbodies in rapidly urbanising Bangladesh: recognising the extent of sustainability concerns

PI Contribution	This project finds the extent, rate and pattern of urban growth and changes in agricultural land and water bodies in Bangladesh and further informs how these changes affect livelihoods and challenge environmental sustainability. Findings in blogs, policy briefs, easily accessible dashboards and journal papers will inform policies and practices towards sustainable urbanisation in Bangladesh. We have formed an integrated remote sensing dataset of our study area from cross-sensor Landsat images. We developed a cloud-free composite algorithm based on the google earth engine platform to produce pixel-level cloudless, seamless, and clear images to extract maximum value from these innovative datasets. Furthermore, we have developed fully automatic tools using the open-sourced R programming software to implement the analysis for reliable and repeatable results with the great reduction of human interactive time, providing the capacity towards a continuous monitoring system to quantify land-use changes. Innovative programming-based methods applied in this research for image downloading, image classification, analysis of classified images, and data visualisation will be shared in a public workshop planned in April 2022 that will enhance the capacity of the early career researchers for improved, accurate and efficient monitoring of the changes of land uses those have implications on sustainable development.

Impact	To expand the impact, Dr Chen has presented some of the initial findings on behalf of the whole time during the 5th Quantitative Remote Sensing Forum, the biggest remote sensing conference in China. Over 300 people have attended the session to listen to the latest finding of land-use change in Bangladesh and its contribution to SDGs. This project will allow Dr Shilpi and her team to be included in the DBAR-Coast network as well as in the newly founded International Research Center of Big Data for Sustainable Development Goals CBAS for sustainability study. They have jointly formed formed an integrated remote sensing dataset of our study area from cross-sensor Landsat images. We developed a cloud-free composite algorithm based on the google earth engine platform to produce pixel-level cloudless, seamless, and clear images to extract maximum value from these innovative datasets. Results and Impact	As part of its commitment to extend its work to the capacity strengthening of researchers in the global south, SHLC developed the Capacity Development Acceleration Fund (CDAF). This scheme supported a visiting research fellowship programme, as well as pilot research, knowledge mobilisation and research management projects, to help tackle urban, health and education challenges in neighbourhoods across fast-growing cities in developing countries. Results and Impact	In combination to the project kick off meeting, we formally launched the project and the Centre on 13th of November 2017. The event was publicized internally and externally. Around 80 people attended and our international partners were at the events. It was held at the evening with wine reception. Professor Anne Anderson, Vice Principal of the University, welcomed the audience and launched the Centre, Professor Ya Ping Wang and Professor Ivan Turok each made a short presentation about the works of the Centre and its international collaboration.

Results and Impact	This consultation meeting with City Officials enabled the research team in the Philippines to engage directly with policymakers and ensure their ideas formed part of research desing. This consultation meeting helped the team come up with ward definitions and composition that are acceptable to both the city partners and are technically feasible in terms of availability of data source. The activity also affirmed the commitment of the city partners in the conduct of the research. Significant outcome: The team was able to plan how to approach the second stage of research in partnership with the city partners. It has also strengthened the commitment of the city partners.

Results and Impact	SHLC's research team in Bangladesh showcase their experience from a creative art workshop led by Mr Sahid Kabir, one of Bangladesh's most renowned artists, and examine how a creative approach can support urban research and planning. The team invited one of the most renowned artists in Bangladesh, Mr Sahid Kabir, who is renowned for his work on urban issues. Kabir's long career in Bangladesh and Spain involved many experiments with 'ugly beauty'. His most famous work sought inspiration from dying rivers and brickfields in peri-urban areas, slums, poverty, poor health opportunities, and objects we often ignore. His use of bright and vivid colours, foreign materials in paintings and perspective of looking at subjects are unorthodox yet highly creative. At the beginning of the event, Professor Tanjil Sowgat briefly introduced basic concepts of graphics, compositions, and colour schemes and their link to the day-to-day work and thoughts of planners. Kabir then introduced some world-class artworks and discussed the subject matter, application of art elements and principles in his own famous work. He highlighted how thinking beyond rationality and thinking about visual composition contributed to his art. In the second part of the event, he worked with the team to create small pieces of artworks that appreciated objects that are ordinarily ignored like rotten fruits, old plates, old pots, and diseased flowers. With lessons on different drawing techniques, Mr Kabir and Mr Mahamudul Hasan, also a painter, helped the SHLC team members think creatively and create artwork.

The event was designed to introduce the idea of 'ugly beauty' and influence the creative thinking of planners for future urban research. The team hopes similar events will be included as a part of the urban planning undergraduate curriculum at Khulna University as well as impact activities with school children. The team invited one of the most renowned artists in Bangladesh, Mr Sahid Kabir, who is renowned for his work on urban issues. Description	Creative engagement with school children: Co-understanding urban sustainability challenges

Results and Impact	1. 62 pupils from 4 different schools joined the event. 2. In collaboration with young artists, we conducted workshops to introduce different art and painting techniques to the student who did not have any access to art education in their schools. 3. We shared our findings on urban sustainability in an accessible and easy to understand format. This sharing session successfully enhanced knowledge about sustainable urbanisation among the 62 pupils, 20 teachers. 4. The students created 122 individual artworks where they identified the issues in their neighbourhood. These students discussed with their teachers and more that 240 guardians and family members to co-recognise the issues that they could work on. In this process, we engaged with the guardians and teachers and successfully promoted urban sustainability thinking. 5. The created artworks brought new dimensions because they reflected the thoughts of children. The identified issues will contribute to future research in the study of urbanisation for academics. 6. The artworks were later exhibited in the school premises where over 500 people from the community attended. 20Top officials from local government were also invited to the exhibition. Both community and government officials realised the current problems faced by the children and this will surely provoke future policy thinking and at the same time will change thinking at the individual level.

The project has generated widespread interest from urban scholars working in African cities and countries not in the project, including Maputo, the Zambian copper belt, Angolan cities, and so on. Text advertising the event can be found below. Over the past decades, the concept neighbourhood has emerged strongly both as an academic concept and research unit. The scholarship currency is attributed to the concept's inherent unique characteristics and embodiment as a microcosm of urban socio-ecological landscape. Despite the plethora of studies, however, the academic landscape of the field is yet to be quantified. A study providing macroscopic overview would not only help to understand the scholarship terrain by characterization, but also aid in avoiding duplication of research efforts, while informing future research direction. The present study fills the existing gap by providing bibliometric analyses on the subject. The study analyses study evolution, regional distribution and collaboration, institutional contribution, author and journal productivity, as well as scholarship clusters between the periods 1990 - 2018.

More information about the event is copied below. Globalisation has spurred urban development around the world, and has helped billions of people to move out of poverty. Trade, it turns out, is more important than we thought when trying to explain economic performance and social outcomes, but the subject is more complicated when some cities specialize in the service sector, and others in manufacturing. Globalisation is also blamed for widening inequality which is fueling populism and protectionism. These political trends, which reflect regional disparities within countries, are jeopardizing the gains realized worldwide in terms of better incomes, better education, better health, and will make sustainability and the challenge of climate change, particularly in urban areas, much more difficult to address. In his guest lecture, Professor Konvitz will explore three important areas: Place-based design (or place-making) with attention to housing and the environment, and education, often come to the top of the list of policy options. Why? How can place-based design support sustainable neighbourhoods? The OECD, the UN, the World Bank have all promoted multi-level governance, cross-sectoral policy integration, and cross-generational participation for over 25 years. But, the mix of top-down and bottom-up initiatives has proven difficult to get right. What can we learn from our mistakes? The guest lecture will conclude with a look ahead to the impact of climate change at neighborhood level, and asks: can the climate change agenda create more political traction for the support and design of sustainable neighborhoods?

These women who work as sanitation workers suffer the harshest brunt of patriarchy and casteism in the largest democracy of the world The lecture gives an insight into the design of the study, the methods and associated hurdles, the different findings and the nuances of subject positionality experienced by the researcher herself. The lecture also briefly tells the tale of how urban development and storytelling meet to advocate for policies as well as social change.

Findings from empirical research, particularly work undertaken in the context of Taipei City, are drawn on to illustrate the potential value and limitations of green infrastructure approaches in responding to social and environmental issues in cities. Green Infrastructure is a synthetic and evolving planning concept, which is rooted in theory and principles from nature conservation and green space planning. It is increasingly recognised and valued in international environmental agendas, such as the European Union's environmental policy and CitiesIPCC's research and action agenda. Green infrastructure is viewed as a nature-based solution for city-regions to conserve biodiversity, adapt to climate change and improve human wellbeing and social equity. This talk introduces wider issues about the interrelationship of green infrastructure with built environments (grey infrastructure), social vulnerability, and spatial inequality as well as the challenges to integrate this strategy into current planning systems in Taiwan to the audience.

Results and Impact	This launch event in Dodoma involving practitioners from planning authorities, city governance, and ministries. The purpose was to engage stakeholders in the project and get their views and advice on the project activities so that the project can have impact on the policy and community. Both meetings went successful with substantial contributions from participants. The most significant outcome out of this meetings was the understanding of widening gap between current cities' education and health plans (infrastructure) and high rate of urbanization in the two cities. Stakeholders raised their concern the need to understand how to bridge this gap. On the other hand, stakeholders significantly contributed in project's team understanding of neighbourhood typologies in the two cities.

Faced with rapid urbanization, environmental degradation, and increasing demand for social services, cities, provinces and regions of the Philippines need to address their distinct challenges in order to remain sustainable. The crafting of the Sustainable Development Goals in 2015 recognized of the growing problem and the severe consequences of unsustainable development worldwide. Through these set of goals, each action taken by governments, the private sector, and civil society should be geared towards addressing specific sustainable development priorities, which, collectively, shall aim to "end poverty, protect the planet, and ensure prosperity for all". Objectives of the Conference The International Conference in Urban and Regional Planning (ICURP) adopts the theme "Planning towards Sustainability and Resilience" and with the following conference objectives: •To unite research and planning initiatives that foster significant, incremental change towards sustainable growth; •To provide a venue for the exchange of knowledge, toward meeting the diverse environmental, social and economic needs of society, at present and in the future; and •To strengthen the international, regional and local collaborative networks with the intent of promoting sustainability. Audience The conference aims to bring together 300 to 500 local and foreign participants from government agencies and offices, private organizations and the academe with an interest in influencing and further advancing sustainability and resilience at the national, regional and local levels. Conference Theme The 2-day conference is scheduled for March 14-15, 2018. OVERVIEW OF THE CONFERENCE A National Urban Policy (NUP) is 'a coherent set of decisions derived through a deliberate government-led process coordinating and rallying various actors for a common vision and goal that will promote more transformative, productive, inclusive and resilient urban development for the long term. NUP has been recognized internationally as a tool for the implementation and monitoring of global urban agendas including the Sustainable Development Goals (SDGs), the New Urban Agenda (NUA), the Paris Agreement and the Sendai Framework. In the NUA, countries commit to developing and implementing NUPs and building integrated national systems of cities and human settlements. NUP has also been recognized as a proxy indicator to measure SDG target 11.a and reported in the UN Secretary Glossy Report since 2016. The past two years has witnessed an increasing number of countries requesting for assistance on their NUPs. According to the 2018 Report on the Global State of NUP, more than 70 countries have developed or are developing their NUPs, underlining a strong political interest and commitment. The International Conference on NUP (ICNUP) aims to bring together high-level officials, policy-makers, academics and many other urban stakeholders, to discuss how NUPs can contribute to sustainable urban development. The first conference was held in Incheon, Korea in 2015, co-hosted by UN-Habitat, the Korean Research Institute for Human Settlements, the Korea Institute of Civil Engineering and Building Technology, and the Ministry of Land, Infrastructure and Transport. Co-organized by the OECD and UN-Habitat, the second conference took place in Paris, France in May 2017, attracting 350 representatives from 80 countries. The ICNUP is one of the key activities of the National Urban Policy Programme (NUPP), a joint global initiative of UN-Habitat, the OECD and Cities Alliance. The NUPP works with national and local governments as well as relevant stakeholders to address capacity gap and help them develop and implement appropriate frameworks to manage urban development. NUPP is also engaged in the global monitoring of NUPs, with the biennial publication of the Global State of National Urban Policy Report, the second edition of which will be published in 2020.

Urban Policy Shifts in India: Where do we stand? Prof. Dr. Debolina Kundu, National Institute of Urban Affairs, New Delhi, India Abstract: Urban policy and planning in India have witnessed several paradigm shifts since independence of the country. The socialist approach adopted in the first few decades after independence gave way gradually to adoption of neo-liberal policies. The eighties witnessed ad-hoc measures of economic liberalisation followed by adoption of decentralisation measures by all tiers of government. The 74th Constitutional Amendment Act, 1992 tried to empower the urban local bodies (ULBs) through devolution of funds, functions and functionaries. A gradual withdrawal of the state was also witnessed since the 90s. The institutional vacuum thus created sought to be filled up by the non-governmental organizations (NGOs) and the private sector through new forms of urban governance. The Five Year Plans launched since the 90s, although adopted an inclusive agenda, sought private sector participation in a big way. The programmatic interventions were tied with matching contributions and started being launched in mission mode. However, most of the programmes had a big city bias and in-built exclusion of the small towns and poor. The much acclaimed Smart Cities Mission is focused on mainly retrofitting a part of the city through engaging special purpose vehicles (SPVs). The functioning of the SPVs is likely to dis-empower the already weak ULBs in the country. In light of the above, the present paper attempts to overview the urbanization scenario in the country; the current urban development programmes and planning mechanisms as well as financing of ULBs in the post liberalization period and suggest a way forward for inclusive urbanization in line with SDGs.

Results and Impact	Prof Mike Osborne - Co-Investigator GCRF Centre for Sustainable, Healthy and Learning Cities and Neighbourhoods (SHLC) - delivered the keynote presentation at the 15th PASCAL International Conference, which was co-hosted by the Gyeonggi Do Provincial Institute for Lifelong Learning (GILL) and the Korean Academic Society for Lifelong Education from 30 August -1 September at Suwon City, Gyeonggi Province, Republic of Korea. The main theme of the Conference was "Learning Cities, Learning Societies and the Sustainable Development Goals: Connecting Research, Policy and Practice". The conference was supported by the Korean National Institute for Lifelong Education, Korean National Commission for UNESCO, and the Korean Society for the Study of Lifelong Education. This conference revisited the concept of learning cities and learning societies within the perspective of the United Nations Sustainable Development Goals (SDG), while keeping in focus the critical dimensions that are shaping, and are shaped by, our cities today. Prof Mike Osborne used his keynote presentation to discuss learning cities and showcased the work of SHLC. As a result, the profile of the Centre was raised among an international audience of academic and policy-relevant satkeholders and non-governmental organisations for future engagement.

Actors, Risks and Conflicts in the Light of International Agreements (SDG and NUA) - What can the academia contribute?". The two-day international conference, which was organised by the Technical University in Dortmund, Germany, focused on a critical review of international agreements for urban development, such as the Sustainable Development Goals (SDG, 2015) and the New Urban Agenda (NUA, 2016), and aims at highlighting potentially conflicting goals in their implementation and application. The concepts of Good Governance, the goal of a Resilient Urban Development and claims for the Right to the City served as normative frameworks for the conference. Results and Impact	It has been organised a technical webinar on October 19, 2022 on the topic 'Local Challenges, Global Imperatives: Cities at the forefront to achieve the Education 2030 Agenda'. The case of the City of Kigali'. The objectives was to share with Kigali's City Authorities the findings of the study conducted in the city of Kigali on how the city designs and implements local educational strategies, the main strengths and challenges in educational planning and management, and the priority given to 0education in a city-integrated planning process. 70 participants attended including city authorities from the departments of finance, human resources, managers of education at district and sector levels, schools headteachers, academic staff from the University of Rwanda and University of Glasgow, SHLC partners from Bangladesh and Philippines, and staff from Rwanda Basic Education Board and IIEP-UNESCO. The City of Kigali made a presentation on education in Kigali. The session of questions and answers provided more insights on education planning in Kigali.

Online Seminar: An Introduction to Creative Research Methods Wednesday 17 April 10:00-12:00 (BST) Online Seminar This joint event, organised by SHLC and SUEUAA, will explore creative research methods. Creative methods are those that go beyond the traditional methods of focus groups, surveys, and interviews. These are methods that either utilise the natural environment or involve arts-based activities (such as music, photography, visual or performance arts) in order to address the research questions posed. Download the presentation This 2 hour online seminar, delivered by Dr Joanne Neary (SUEUAA) and Dr Carli Rowell (SHLC), will provide a brief introduction to the theory and practice of participatory qualitative methods. Using participatory methods in qualitative fieldwork is becoming increasingly popular, and are viewed as more inclusive than traditional qualitative methods (such as focus groups, interviews, and surveys). By using creative or arts-based approaches, it enables the research participant to take a more active role in the production of research data. Using a combination of lecture-based and participatory learning, this online seminar will cover key theories in participatory qualitative methods, explore ethical/political issues underpinning the approach, and will critically discuss the advantages and disadvantages of the application and analysis of these methods. The online seminar will cover the following methodologies: walking interviews, participatory photography and resident-drawn maps. The workshop requires no prior knowledge of participatory qualitative methods, although some knowledge of general qualitative research would be advantageous. This event is organised by SHLC and SUEUAA and funded by UKRI and the British Academy as part of the U.K. Government's Global Challenges Research Fund.

Results and Impact	SHLC presented a paper presentation and formal panel session at the 65th Annual Conference of the Comparative and International Education Society: Social Responsibility within Changing Contexts. The conference is the pre-eminent event for international education and provided an opportunity for the research team to present their research to practice and policy-relevant audience. Proposal Historically, one of the reasons for rural-to-urban migration included the possibility to access better education services as a way out of poverty and rural labour and towards improved socio-economic prospects. Contemporary rates and styles of urbanisation, however, suggest that the benefits that access to urban educational opportunities used to offer may not continue to materialise for all in the Global South due to the growth of urban sprawl and slums, which puts more pressure on the already overburdened services, including education. The New Urban Agenda (UN-Habitat, 2017) thus emphasises the need to maximise the benefits and minimise the harms of rapid and poorly controlled urbanisation by investing in sustainable and inclusive opportunities for all, including (and especially) in education. However, the lack of reliable and nuanced data on the distribution of opportunities, benefits, and harm within the urban population leads to policies operating at a very general level. This prevents moving towards systematic approaches to address inequalities in education that are customised to local realities and priorities. This paper is a step towards addressing this gap as it focuses on understanding spatial inequalities and experiences in accessing formal education services. Mindful of the role of neighbourhoods in shaping opportunities and livelihoods and perpetuating inequalities, we studied and compared educational opportunities, facilities, and services in neighbourhoods of different income in Bangladesh, India, and Tanzania.

Results and Impact	As part of the ESRC's 2019 Festival of Social Science, our Centre hosted a photography exhibition at the Milk Cafe, a social enterprise supporting refugees in the Southside of Glasgow. The images showcased in the exhibition were taken by in-country research teams and aimed to give a glimpse of daily life and urban challenges in some of the world's fastest-growing cities. The images helped to bring our research to life and help engage a public audience beyond our academic circles.

Results and Impact	Professor David Everatt - Co-Investigator, GCRF Centre for Sustainable, Healthy and Learning Cities and Neighbourhoods (SHLC) - delivered a presentation introducing the objectives of SHLC to the University of the Witwatersrand's 'Urban Hub'. The Urban Hub is a platform to share ideas and in particular to encourage multi-transdisciplinary work on urban issues in Johannesburg. The presentation generated interest across disciplines for future collaboration and participation. For example, the Reproductive Health Initiative (the largest epidemiological research and vaccine testing centre in the Southern Hemisphere) and the Agincourt study (a study in its 26th year of measuring rural-to-urban migration in Johannesburg) were both present and have expressed interest in collaborating and participating in the SHLC project.

Results and Impact	We held the first project team meeting from the 13th to the 17th of November 2017 at Glasgow. All UK PI and Co-Is, Centre Senior Business Manager attended the meeting; 7 out of 8 International Co-Is also attended. Apart from the formal launch event reported separately, the team members got to know each other. We discussed in detail about the main component of the project and planned/agreed works for the following period. Various university service departments were also involved in discussions about financial management, etc. Two days of local fieldworks in Glasgow and Edinburgh were arranged to international partners to gain some knowledge about UK cities.

These goals are crucial for cities in the developing countries including Bangladesh. In the face of rapid urban migration, poverty, inequality, climate change, environmental degradation as well as progress towards prosperity and justice the country demands committed and innovative ways to deliver these goals. Along with other planning and development initiatives, urban planning must respond efficiently and deliver these goals. However, both current practices and literature have acute shortages to offer insights into how urban planning is responding and should perform in achieving sustainable urbanisation and development in our cities and neighborhoods. This event will bring policymakers, thinkers, practitioners and academics from Germany and Bangladesh together. The country leader of SHLC project, Dr. Shilpi Roy presented the activity of the Centre. She also introduced the capacity development funding scheme offered by the project. During her speech, Dr. Roy said that this international consortium will give new insight into research on urbanisation and migration in the global South. She informed that the study will also explore critical urban issues at the neighborhood level in the next two years. She highlighted that the Centre has already published the outcome of their first research task capturing critical aspects of urbanisation and migration in their case study cities.

The seminar titled "Life in the city 'unseminar' " was a day long session hosted by Dr Geci Karuri-Sabrina (associate of South Africa Cities Network), which provided the opportunity to present the objectives of SHLC to undergraduate and postgraduate students exploring urban challenges in developing country cities. The seminar helped to establish a network of urban scholars working on similar issues to explore future synergies, but also gave an opportunity to introduce the concept of the 'interdisciplinary neighbourhood analysis', the key focus of the SHLC project, which has helped to change the way students conceptualise urban problems.

Sanjay Srivastava, Professor of Sociology and Social Anthropology at the Institute of Economic Growth, presented his new research exploring the politics of big data and Geographic Information Systems (GIS) in urban planning in New Delhi. The presentation not only increased global networks, but there was a lot of debate and discussion by bringing together academics from different disciplines. SHLC will connect Prof Srivastava with our partners in India to continue discussion at the national level. Event description is included below: The Satellites that Ate Delhi: GIS, Big Data and the Politics of Space at the Margins of the Indian City This presentation investigates discourses and practices of urban governance based upon notions of technologically driven urban futures. More specifically, it explores relationships between official, digitally mapped visions of the city and 'raw' maps produced by residents of 'Unauthorised Localities' (ULs). It focuses on a dispute between residents of a particular UL in Delhi over the accuracy of a satellite map of their locality. The state produces satellite maps in order to develop 'transparent' and 'accurate' urban development policies, particularly in relation shanty town localities. These, however, are contested by the urban poor, thereby revealing complex relations between technology, urbanism, governance, land-markets and marginality. Using the case of an 'inaccurately' mapped street, the presentation seeks to build upon social science approaches in analyzing techno-sanguine discourses of urban governance in the Global South.

Results and Impact	"A number of SHLC colleagues were able to present and contribute to a seminar held at Participatory Research in Asia (PRIA) in Delhi on 6 December 2018. The seminar, which was co-organised by the Centre for Research and Development in Adult and Lifelong Learning at the University of Glasgow in collaboration with PRIA, included a number of university and public sector partners from across India. The event was held as part of the project, The role of universities in developing skills for Smart Cities, funded by the Scottish Funding Council from its contribution to the University of Glasgow's efforts to develop activities concerned with the Global Challenges Research Fund. The seminar was opened by Professor Rajesh Tandon, President of PRIA, and a member of the India Advisory Group for SHLC. Professor Michael Osborne, Co-I in the centre was a speaker, presenting both an overview of SHLC, and an international perspective on the disjunction between smart and learning cities. Research Assistants in SHLC from the National Institute of Urban Affairs in Delhi, Arvind Pandey and Baishali Lahiri were in attendance, both making excellent interventions. Given the very high profile of smart city development in India with the established of some 100 such cities in the country, the insight into these developments from this project will be valuable to the work of SHLC."

Results and Impact	During this seminar, co-organised by SHLC and the Glasgow Centre for International Development (GCID), researchers from the University of the Philippines and the University of Glasgow presented key findings from a participatory counter-mapping project in the Philippines and highlight how communities and their lands are being erased. The aim of this seminar was to help showcase our research beyond our research team to interested academics working in the same sphere. The lead academic has since started a network focused on counter-mapping as a result of interest in this research methodology. More information about the event is copied below. Following the seminar attendees will have the chance to visit a small photographic and video exhibition to explore outputs, which were co-produced with the community, such as maps, satellite data, aerial footage captured by drones and more. The seminar and exhibition will showcase a set of progressive and mixed media counter-mapping methodologies that are participatory, emancipatory and creative, which the research team are trialling and developing in collaboration with communities. Background The Philippine government is currently developing a 9,450 hectare urban project touted as the country's first "smart" and "resilient" city, called "New Clark City", which is located in the North of Manilla. Whilst supporting urban development, the project is negatively impacting thousands of residents, including peasants and indigenous peoples currently living in surrounding villages. Researchers from the University of the Philippines and the University of Glasgow have been collaborating with affected communities to help them articulate their right to land and highlight their experience of dispossession. For example, through the co-production of maps and screening of drone footage capturing urban transformation, the research team have verified villagers' accounts of dispossession. Results and Impact	A short film produced as part of a small research project we fund through our larger grant was shown at the 2020 (virtual) Better Cities film festival. Supported by UN-Habitat Better Cities Film Festival collects, curates and presents the very best films on the theme of making better cities, towns, and neighborhoods. The festival honors the top films and filmmakers with awards. And screen those films to a vast audience around the world through a flagship event (a four-day film festival), and through satellite screening events in a growing number of host cities. Discussions and decisions about urban planning and design are too often limited to the university classroom or city council chambers. The festival was launched with a vision to move that conversation onto the silver screen and into the streets, engaging the broader community in the vital work of placemaking and neighborhood revitalization. As the festival was virtual this year, our film reached a much larger audience. This kind of creative content enabled our researchers to reach beyond academia and share results with the general public.

Assuring sustainability in our neighborhoods plays an important role in delivering sustainable cities and communities. But the pressing demand for a healthy and inclusive living environment, quality learning opportunities, a thriving local economy and active participation in local governance have been major policy challenges in Asian and African cities. To address these challenges it is crucial that good local practices and stories are shared to offer an insight into the understanding of sustainable neighbourhoods. Event hosts, the GCRF Centre for Sustainable, Healthy and Learning Cities and Neighbourhoods (SHLC), is an international collaborative research centre supported by UK Research and Innovation and is currently conducting comparative studies of urbanisation and the formation and differentiation of neighbourhoods in 14 cities across Africa and Asia. Results and Impact	Team in Bangladesh have utilised the collaborative design of our international urban research project to help train early career researchers and future urban planners with the skills they need to understand and support sustainable neighbourhoods. They worked closely with future planners and early career academics to transfer skills for sustainability auditing at the neighbourhood level, co-understand the critical issues regarding sustainability in Bangladeshi neighbourhoods and create 'neighbourhood sustainability champions' for the promotion of neighbourhood sustainability thinking for future urban planning research and practice. More than 40 undergraduate students and two faculty members of the Urban and Rural planning Discipline at Khulna University took part in our training activities. Participants were involved in our neighbourhood fieldwork and data entry and played a major role in conducting the Neighbourhood Sustainability Audit (NSA). Students now have new theoretical knowledge of sustainable neighbourhoods and firsthand practical experience in applying innovative tools to conduct a neighbourhood sustainability audit.

This unique juxtaposition of art and urban research is an outcome of a year-long creative engagement with ten artists and 30 school children that teases out Dhaka's unorthodox yet crucial urban struggles. The events benefited from ESRC support and attracted 180 people, with 140 paper presentations. About half of the papers were presented by researchers from China, the rest were from UK and other part of the world. The conference includes 5 keynote papers, two round table discussions with 10 senior academics, and 25 different sessions around the conference theme. Most delegates attended the post-conference field study trips to Edinburgh, and central rural Scotland.

Results and Impact	This two day workshop, supported by UKRI/ODA fund, has two interrelated aims: a) To share SHLC research findings with partner teams, University of Glasgow researchers and wider international research communities, and b) To identify future research directions and facilitate further research collaboration between current SHLC team members and other international and University of Glasgow researchers. On day one (15th of March 2023), 8 SHLC international partners presented and shared their research findings from Asia and Africa case study cities. On day two (16th of March), four invited leading researchers from Europe universities and UN Habitat shared their experience and views on achieving UN SDGs and Urban and Neighbourhood Sustainability. This was followed by two panel discussion on a) The Global Research Perspectives and Future Agenda; and b) Future research and collaboration, involving several University of Glasgow research groups. The workshop brought close contact between current SHLC team members and the wider research community inside and outside the university; and better understanding of the research challenges in Asian and African cities. The workshop was attended by over 50 researchers face to face at the newly built Advanced Research Centre (ARC) of University of Glasgow; it was attended by 15 to 20 researchers online.
