Abstract

CeLSIUS is a research support unit that enables research using the Office for National Statistics (ONS) Longitudinal Study for England and Wales- the largest nationally representative longitudinal dataset in the UK.

Longitudinal studies follow the lives of individuals over a long period of time, showing us how people are affected by changes in society. The ONS Longitudinal Study contains the linked census data and some life events data of approximately one million sample members, collected over 40 years. This service is free to the user.

The sample comprises people born on one of four selected dates of birth and therefore makes up about 1% of the total population. The sample was initiated at the time of the 1971 Census, and the five dates were used to update the sample at the 1981,1991 2001 and 2011 Censuses and in vital event registrations and registration of cancer. Thus, the ONS LS represents a continuous sample of the population of England and Wales, rather than a sample taken at one time point only.

Information is also included for all people living in the same household as the ONS LS member whilst they live in the same household with the sample member. Full ONS LS members enter the study through birth on one of the four dates and immigration and existing members leave through death and emigration. The four dates are known only to a very small number of researchers based in ONS and the data is analysed in anonymised form and all results are published so that no one could be identified from them. To use the data the user must have an approved project and be an approved researcher. All research carried out must have public benefit.

What type of research does CeLSIUS support:
Associations between census data and event data
For example: studies of associations between employment status and mortality, between economic status and cancer registrations, or between socio-economic factors and fertility; and survival analysis of mortality by area deprivation.
Changes over time between censuses
For example: analysis of patterns of retirement migration; studies of the effects of divorce and remarriage on housing tenure; or comparison of changes in education, employment and migration between different decades.
Changes over time between event data sets
Studies of changes in birth spacing or associations between fertility and cancer survival.
Changes over time in population and sub groups
This is especially useful for studies of ethnic or geographical factors.
This project will continue to provide users with support in using the data and enable research to be carried out between 2020 and 2025.

The 2021 census data when added will extend the data set to cover 50 years.

Description We have provided personal, expert user support for research design, data extraction, data analysis and output clearance in a timely fashion. Our support includes answering initial enquiries, helping with applications to use the LS, supporting LS research projects through running syntax remotely, and supporting remote and on site secure research service users, clearing outputs and advising on and supporting with dissemination. We also provide advisory support to ONS in multiple capacities and sit on several advisory boards. Therefore, the majority of findings associated with this award are an outcome of the support we have provided to research projects rather than research we have carried out ourselves. There has been ongoing provision of a successful service at UCL since 2012, which has extended the ONS LS user base - there are an increasing number of projects supported by CeLSIUS, of which several have began during this funding phase since September 2020, despite this being late in the post-2011/pre-2021 Census intercensal period, when project numbers would be expected to fall and despite the challenges to accessing the data due to the pandemic. We have extended the ONS LS user base through outreach, publicity and promotional activities within the economic and social sciences and policy communities. We have updated our website extensively and added new resources including a suite of thematic guides; we have promoted these using visualisations via Twitter. A strong social media campaign including scheduled tweets has led to increased number of followers including non-academic followers. As a result the LS user base has extended to include projects by policy-influencing groups such as the Sutton Trust. We have developed international collaborations, to share innovations and for comparable research with other linked Census data sets around the world. Staff have presented online at national and international conferences that have attendance from non-academic audiences such as BSPS to widen awareness and increase research potential and impact of the ONS LS. We have assisted in running one UKCenLS training workshop led by SLS in 2021 and hosted a UKCenLS event in Cardiff in 2022 (postponed from 2020) and an online alternative and spoke at a CLOSER at an Introducing longitudinal population studies event in 2022. We have launched a podcast series https://linking-our-lives.libsyn.com/site and a blog series https://blogs.ucl.ac.uk/linking-our-lives/ We have participated in methodological development work and other work designed to promote the research potential and impact of the database. These include further work on Synthpop with most recently Wei Xun, former CeLSIUS User Support Officer trialling synthetic data with users and further work on a project with CLOSER to input our LS data dictionary into their 'Discovery' metadata platform. We have continued to work with ONS to support and enhance the utility of the data, including implications of the new Digital Economy Act; and contributed to discussions about planning the 2021 Census and its outputs including the LS and any future census replacement beyond 2021. Recent examples of the findings of research supported by CeLSIUS include that of Amanda Sacker, Emily Murray, Rebecca Lacey and Barbara Maughan. They studied children who spend time in non-parental care, finding in 2020 that decades after children and young people are placed in care, they are still more likely to report worse health than children who grew up in a parental household. Then, in 2022 they uncovered further complexity, finding that minority ethnicity effects non-parental care in positive and negative ways. Publication of these research findings attracted a lot of media interest and the researchers were invited to present evidence of them at the Dept for Education's Children's Social Care Analysis and Research Group in September 2021.Our support includes answering initial enquiries, helping with applications to use the LS, supporting LS research projects and advising on publications and other LS research outputs. Title Synthetic LS datasets using Synthpop and SYLLS 
Description The sensitive nature of the information contained in the UKCenLSs means that access to the microdata is restricted to approved researchers and LS support staff, who can only view and work with the data in safe settings controlled by the national statistical agencies. Consequently, compared to other census data products such as the aggregate statistics or interaction data, the LSs are used by a relatively small number of researchers.The SYLLS project (Synthetic Data Estimation for UK Longitudinal Studies) was set up to develop techniques to produce synthetic data which mimics the real data and preserves the relationships between variables and transitions of individuals over time, but is more freely accessible. The project is a collaboration between the UK LS RSUs and makes use of two complementary methods for generating synthetic data products: SYLLS, a small open synthetic data set with a limited number of variables for 2001 and 2011; and Synthpop. Researchers are enabled to familiarise themselves with UKCenLS data away from the Secure Research Settings. Bespoke synthetic ONS LS data extracts were beta tested by CeLSIUS from March 2021 and the first data sets were released to users later in the year.

PI Contribution CeLSIUS was granted ESRC funding to add CeLSIUS metadata to the CLOSER Discovery online resource (https://discovery.closer.ac.uk/). Work began in June 2019 and CeLSIUS will include a longitudinal data set for a restricted set of variables rather than a cross sectional data set for a wider set of variables, which is what we had originally focused on. Also, the ONS LS joined the CLOSER group of studies in September 2020, which led to a more formal three-part relationship between CeLSIUS, ONS and CLOSER. This has involved CeLSIUS joining CLOSER's Data Managers and Longitudinal Communications communities of practice, attending regular meetings, presenting to these networks on the ONS LS/CeLSIUS and contributing a blog to the CLOSER website (https://www.closer.ac.uk/news-opinion/blog/50-years-of-linking-our-lives/, published in March 2021).
Collaborator Contribution CLOSER is contributing the software and processes required to add CeLSIUS metadata to Discovery. CLOSER also helps promote the ONS LS and CeLSIUS through social media and has provided communities of practice and a mailing list to enable CeLSIUS to share information with the other CLOSER-affiliated longitudinal studies.

CeLSIUS, NILS RSU and SLS DSU have also worked together on a process which produces synthetic datasets based on the ONS LS, SLS and NILS which mimic but do not contain real data. This is to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings. Since August 2012 we have attended/participated in many joint UK LS meetings/events including training sessions and symposia. We collaborated with NILS RSU and SLS DSU on a chapter, 'Longitudinal Studies in the United Kingdom', in 'The Routledge Handbook of Census:Resources, Methods and Applications', published in 2018. In 2018 CeLSIUS also arranged and hosted a joint UKLS jiscmail list and the three UKLSs began working collectively as 'UKCenLS'. We participated in the joint UKCenLS 2019 Conference, hosted by NILS RSU in Belfast, which launched NILS RSU's funding of Small Grant Scheme cross-LS projects. Cross-LS projects have been made possible by eDatashield, a joint UKCenLS initiative (https://calls.ac.uk/guides-resources/using-more-than-one-ls-for-your-research/.) Unfortunately the 2020 COVID-19 pandemic curtailed the small grants scheme, however several of the researchers who were approved for the funding will still be applying to use cross-LS data. Since March 2021, CeLSIUS has collaborated with SLS DSU, and NILS-RSU, in the development, piloting and implementation of a joint UKCenLS Communications strategy and Impact strategy, to increase awareness and use of existing and forthcoming research. CeLSIUS was plannning to host the second UKCenLS Conference in 2020, but this had to be postponed because of the pandemic - it will now take place at Cardiff Castle on 20 Sept 2022. SLS DSU hosted a UKCenLS webinar in lieu of a conference on 10 December 2021, which CeLSIUS and NILS-RSU participated in. CeLSIUS is working with NILS and SLS to produce an annual survey of UKCenLS users; this work was postponed from 2021 to 2022 due to the pandemic-related closure of the secure research rooms, affecting data access.

PI Contribution CeLSIUS provides expert user support for data specification, extraction and analysis of the Office for National Statistics (ONS) Longitudinal Study (LS), enabling vital research to be carried out. We have supported over 150 research projects since August 2012 and the number of CeLSIUS-supported projects has increased rather than declined during this period between the 2011 and 2021 Censuses. Many of these projects have been highly complex and labour-intensive and would not be possible with any other data for England and Wales. We have supported user systems updates at ONS and more stringent and time-consuming output clearance procedures during this funding phase due to changes in law. CeLSIUS staff have an expert role in explaining policies and practice on disclosure control to users and checking outputs for compliance before they are released to approved researchers.We also support users significantly in the completion of application approval paperwork for research using the LS, based on our knowledge of the data. Maintaining confidentiality and security of the data is paramount and microdata (individual level records) from the LS dataset can only be accessed within a safe setting on the Public Sector Network. Normally, this is via the ONS Secure Research Settings in London, Titchfield and Newport and CeLSIUS staff (employed by UCL and largely based in the SRS in Pimlico) would normally provide face to face support and supervision for researchers when accessing the data. However, because of the COVID-19 pandemic these settings have been closed since March 2020 and CeLSIUS staff have been working from home. CeLSIUS staff can run syntax and clear outputs remotely to users who cannot attend an SRS, so we have continued to provide user support remotely. Also, approved researchers have been able to access their existing projects from home subject to an ONS Assured Organisation Connectivity agreement. CeLSIUS supports ONS in sharing knowledge of the data with new members of their team and members of the CeLSIUS team have participated in a great many ONS-liaison meetings and events since August 2012, including LS Steering Group, LS Research Development Board, User Support Officers group and many ad hoc meetings/other events. Through this collaboration we represent LS users' interests and are able to influence LS/user support developments. We continue to extend the ONS LS user base by providing a richly-resourced website (www.ucl.ac.uk/celsius), through social media outreach and through training, publicity and promotional activities. CeLSIUS has also produced, in collaboration with the other UK LS RSUs, a synthetic dataset process to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings, which has been approved by our ONS partners.
Collaborator Contribution ONS provides the ONS LS dataset and work space and administrative support around our use of it.
Impact CeLSIUS has been notified of hundreds of outcomes of LS research that we have supported since 2012. Many of these have been published in journals or as book chapters (those published during this 2020-2025 phase will be included in the Publications section). We list ONS LS research outcomes in the 'Search outputs' database on the CALLS-Hub website: https://calls.ac.uk/outputs/. Also included are research outcomes resulting from CeLSIUS' own LS research or promotional activities. Cross-LS projects have been made possible by eDatashield, a joint UKCenLS initiative (https://calls.ac.uk/guides-resources/using-more-than-one-ls-for-your-research/.) Unfortunately the 2020 COVID-19 pandemic curtailed the small grants scheme, however several of the researchers who were approved for the funding will still be applying to use cross-LS data. Since March 2021, CeLSIUS has collaborated with SLS DSU, and NILS-RSU, in the development, piloting and implementation of a joint UKCenLS Communications strategy and Impact strategy, to increase awareness and use of existing and forthcoming research. CeLSIUS was plannning to host the second UKCenLS Conference in 2020, but this had to be postponed because of the pandemic. CeLSIUS was plannning to host the second UKCenLS Conference in 2020, but this had to be postponed because of the pandemic - it will now take place at Cardiff Castle on 20 Sept 2022. SLS DSU hosted a UKCenLS webinar in lieu of a conference on 10 December 2021, which both CeLSIUS and a CeLSIUS-supported project team participated in. CeLSIUS is working with SLS and NILS to produce an annual survey of UKCenLS users; this work was postponed from 2021 to 2022 due to the pandemic-related closure of the secure research rooms, affecting data access.

Results and Impact The UKCenLS Conference, which was held on 20th September 2022 at Cardiff Castle, brought together the Office for National Statistics Longitudinal Study (ONS LS) for England and Wales, the Northern Ireland Longitudinal Study (NILS) and the Scottish Longitudinal Study (SLS), all based on the census, to explore their research power. We provided this follow-on event for those who were not able to attend the conference in person. This event was well-attended and many questions were asked by the attendees, and their ideas for research using the 2021 Census data was explored.

Two practical workshops were also held, on synthetic data in the LS and applying to use the LS. Evaluations suggested that the training event developed understanding of the LS and promoted its use.
