Coventry and Warwickshire OPIP (CW-OPIP)

Abstract

The Coventry and Warwickshire Obesity Pathway Innovation Programme (CW-OPIP) is an ambitious, system-wide initiative designed to transform how obesity care is delivered across our region. The programme responds to rising obesity levels, long waiting times, fragmented services, and widening health and digital inequalities affecting communities across Coventry and Warwickshire.

CW-OPIP will create a **single, integrated, and easy-to-use weight management pathway** that brings together digital support, neighbourhood-based lifestyle programmes, safe access to weight-loss medications, and specialist clinical services. The vision is to ensure that support is available closer to home, easier to access, and tailored to the needs of individuals, families, young people, and communities.

A key feature of the programme is a **universal digital platform** that gives people access to high-quality weight-management information, behaviour-change tools, and signposting to local services. The platform will be linked to GP records and the region's Population Health Management system, allowing services to identify people who would benefit most and to monitor progress safely and consistently.

Alongside this digital offer, CW-OPIP will deliver **neighbourhood lifestyle groups** led by trained Health Coaches. These groups will provide practical education, physical-activity support, and culturally sensitive interventions for people who may not be able to engage digitally. Support will be offered to whole households, recognising the shared nature of eating, activity and wellbeing. A specialist offer for **16--18-year-olds** will address a long-standing gap in local services.

For people who are eligible, CW-OPIP will provide safe access to **weight-loss medications**, supported by clinical pharmacists and GPs. A community "check-in network" will offer convenient places for verified weight checks and basic observations. More complex clinical needs will be supported through **specialist Tier 3 outreach services**, taking hospital expertise into community locations. This will include an electric mobile healthcare clinic to reach underserved rural and urban areas.

CW-OPIP includes a strong focus on **tackling inequalities**, especially for people experiencing digital exclusion. Our partner \#CovConnects will provide devices, connectivity and tailored skills support to help people access digital tools confidently and safely.

The programme also invests in the workforce. Our education provider will deliver obesity-specific education, destigmatisation training, and a kitemarking scheme for inclusive providers.

CW-OPIP aims to support more than 60,000 residents over three years and will be independently evaluated by the University of Warwick. The learning generated will help shape future national approaches to obesity care, ensuring long-term sustainability and wider impact across the UK.
