Launchpad Cluster Management: Liverpool City Region

Abstract
Liverpool City Region Combined Authority (LCR CA) has developed an Innovation Prospectus for the region and set itself two ambitious targets:
1. increase current 2% GVA spend on R&D to 5% by 2030
2. achieve net zero by 2040 (10 years ahead of the national target)
LYVA Labs was established in 2021, with funding from LCR CA, with the aim of becoming a sustainable not-for-profit company, dedicated to supporting companies with their innovation plans, and to increasing engagement and collaboration with local/national research communities. We are funded to 2026 to:
* invest in start-ups
* provide ideation workshops for established businesses in all key sectors who have stopped investing in R&D
* support businesses with innovation projects/partners/funding
* develop the LCR innovation ecosystem
* develop collaborative consortia, building on LCR research strengths, with national/international industry partners
In doing so, we aim to become sustainable beyond the initial five years.
The Launchpad builds on these ambitions and foundations; it will bring much needed funding to SMEs in the sector, enabling some to develop sustainable, low carbon technologies from the ideation workshops we facilitate and encouraging/increasing collaborative R&D with local and national universities and research & technology organisations (RTOs).
The innovation lies in the ecosystem approach we are taking, enabling businesses to develop ideas, identify funding/investment opportunities, find collaboration partners, explore supply chain opportunities, shape their value propositions and engage/invest more in innovation and collaborative research
Specifically, as LCR cluster manager:
1. We will work with Valuechain to establish an online community for the cluster
2. Collaborate with key stakeholders across the region to develop and strengthen the cluster
3. Leverage other public and private funding to increase spend on R&D by the cluster members
4. Expand our team to provide a full-time Innovation Manager for the cluster
5. Host events to raise awareness, profile and showcase the cluster and innovations arising from the Launchpad programme
6. Host an event with the Tees Valley cluster manager and future potential clusters/regions to share learnings, showcase successes and demonstrate the impact of our innovative approach to other regions/economies.
