Abstract

The project will investigate how tax and social security policy and, and does, contribute to intergenerational justice in the UK. In doing so, it will make both methodological and substantive contributions to the existing literature.
The academic and political context is one of growing concern about income inequality (Piketty, 2014; Atkinson, 2015) and, relatedly, of justice between generations (Willetts, 2010; Malik and Howker, 2013). This project will explore changes in poverty and deprivation within and between generations over time in the UK. It will:
1. Interrogate competing concepts of intergenerational fairness;
2. Examine how recent tax and transfer policy has affected anti-poverty outcomes between generations; and
3. Estimate how policy change could result in greater inter-generational fairness
