Abstract
Community consultation is important for ensuring that we get a built environment that is fit for purpose and could be an opportunity for serious dialogue with the community about how best to make places for everybody, rather than the perfunctory and excluding affair it often is now. There is to date little consensus on how best to gather community responses to planning proposals to feed into the design and development of successful (high social, environmental and economic value) places. Ultimately community consultation has largely untapped potential for learning how the design of buildings and places can be done better, particularly important in the Climate Emergency and for 'building back better' in the aftermath of the pandemic. Although the focus of the project is on the UK, the problems are global and the outcomes scalable.
In some parts of the country community consultation ceased during the pandemic, with decision making being delegated to pressurised Planning Officers who may not always have the interests of the community at heart. An imminent government review of planning in England is seeking to make the system more streamline. This could jeopardise community consultation which is known for being difficult and slow. A robust, inclusive, value for money format (digital and physical) for gathering data on what communities want from their buildings and places in the long term is urgently needed. To create such a platform is the aim of CCQoL.
Led by the University of Reading, with Co-Investigators in all four countries of the UK, CCQoL is a collaboration with the Quality of Life Foundation, the community consultation platform Commonplace, inclusive consultation experts Urban Symbiotics and the UK Collaborative Centre for Housing Evidence (CACHE). It is supported by a wide range of policy and industry organisations including the Ministry of Housing, Communities and Local Government (MHCLG), Civic Voice and the British Property Federation.
Following a review of best practice in community consultation, user experiences (face to face and digital) will be designed for piloting on real planning applications in each of the four countries of the UK. Consultations will take place in an 'urban room', a community space, disused shop or pop up in the city with parallel, but interconnected, consultations on line. Community members will be asked to contribute to the making of maps to show what they value in the area and to anticipate the potential impacts of the planning proposal. A variety of experimental formats will be used to make the consultation as engaging as possible. Locally based Community Partnership Managers will be employed to encourage inclusive participation. The platforms will be refined based on learning from the pilots.
The main output will be a digital format for community consultation. This will link to the CCQoL platform, a series of digital maps which will offer a standardised format for gathering data on what communities want on an ongoing basis, scalable for use elsewhere with potential applications for other spheres of decision making. The Quality of Life Foundation and Commonplace will be responsible for the further development of the platform beyond the life of the project. Guidance for delivering face to face consultation on the ground will also be developed, as well as a series of reports on community consultation for each of the four UK planning contexts. This pragmatic project will be underpinned by robust academic research published through a series of refereed journal papers.

Description | It has been identified that across the UK, working in the regions of England, Northern Ireland, Scotland and Wales in partnership with Universities and community groups, the urban planning process is often inadequate in relation to how local communities are consulted and engaged. Whilst inconsistencies exist in relation to these inadequacies in process, poor (sometimes undemocratic) practices have been identified across all nations in the UK. The work of CCQoL has helped develop knowledge that has fed into a Code of Practice (CoP) for community engagement, published by the Quality of Life Foundation (QoLF). A key part of this proposed CoP is to not only ensure continual engagement through all stages of planning but to also ensure a mix of engagement pathways exist - including online, face-to-face and use of digital (e.g., interactive exhibitions) and physical (e.g., exhibition spaces) media - that enable consultations to be inclusive and participatory. This has resulted in the development of eight standards to support sustainable urban development in the CoP. These standards are designed for active stakeholders of the process (e.g., planners and commissioning bodies) to follow as part of their community consultation activity. The standards require stakeholders to be: (i) accountable; (ii) effective; (iii) transparent; (iv) inclusive; (v) timely; (vi) supportive of mutual learning; (vii) able to demonstrate impact of consultation on plans; and (viii) willing to publish information on the engagement process and its outcomes. The code of practice is available for anyone to access to support their engagement projects and has been promoted through various media working with the QoLF. The QoLF will continue to use its website to host the code of practice and toolkit that was developed as a part of the research. This work is leading to further research activity on mixed-modes (digital and analogue) of consultation and the scope these mixed-modes have for broadening community engagement/reach. It is also clear that further, shared, learning is needed on how different approaches to community consultation are leading to improved sustainable development. This raises a question as to how that learning can/should be shared. Proposals from the research include developing a platform to share best practice and expertise to support inclusive approaches to community consultation. |
Exploitation Route | Whilst new avenues of research have been identified around community consultation practices, the outcomes of this work can be taken forward across the UK as part of local planning and development activity. Through the Code of Practice (CoP) published by the Quality of Life Foundation, a route to uptake and sustained support for promoting this CoP has been established. Seven questions were posed as objectives for this research project, and all were addressed. The various regional perspectives meant that cultural and social differences of community emerged through the research process. The mapping of social value was both digital and analogue to ensure that community groups could access this information. The ongoing work relates to our fifth question: "How can community consultation be made into a long-term project that fosters ongoing civic debate?". The long-term scope for the outcomes is to embed these practices that have emerged from the project in local planning processes. |

Results and Impact | Walking Studio: QOLF and the Art of Urban Exploration involving Academics, members of the public A collaboration between the Belfast School of Art and the School of Architecture and the Built Environment at Ulster University, linked through Your City Your Voice and Community Consultation for Quality of Life, in partnership with Belfast City Council. The walking studio used urban exploration as a means of applying and gathering Quality of Life themed observations about the built environment surrounding Ulster University Belfast, with members of the public, focusing on public art and the public realm as a canvas for creative quality of life for all-ages. The event was sponsored by ESRC-UK funding as part of the 2022 ESRC Festival of Social Science. |
