Researching Multilingually at the Borders of Language, the Body, Law and the State

Abstract
How can translation and interpretation processes and practices at the borders of language, the body, law, and the state be rigorously theorised and researched, and research findings effectively represented and evaluated, in a multilingual manner? To answer this question, the proposed research brings together an international, multidisciplinary team of researchers and collaborators to work on an ambitious, integrated and innovative programme that promises (a) to transform academic and public understandings of processes and practices of translation and interpretation; (b) to develop more effective research practices in contexts where more than one language is used; and (c) to inform the work of policy makers and public, private and third-sector organisations in key areas of public policy concern (education, health and well-being, law, migration, and security), through original forms of knowledge exchange. The research question has emerged out of ongoing discussion with stakeholders in these fields (building on networks established through previous AHRC-funded research projects) as well as from recent innovative scholarship on 'researching multilingually', inter- and multi-disciplinary research on borders, and research on processes, practices and zones of translation, interpretation and representation.
The innovative project structure has the following components: (a) a Researching Multilingually and Translating Cultures (RMTC) 'hub'; (b) five original case studies (involving research in the UK and US, as well as in Bulgaria, Gaza, The Netherlands, Romania and Sierra Leone); and (c) a Creative Arts and Translating Cultures (CATC) 'hub'. The inclusion of five carefully selected case studies will allow for the documenting, analysing and comparing of translation processes and practices across different kinds of border and in a variety of geographical settings. Their linking into the RMTC (academic) and CATC (performance) 'hubs' will ensure integration and the maximisation of the added value. This overall structure provides for the development within a single, integrated project of new theoretical, conceptual and empirical understandings of processes and practices of translation, interpretation and representation, and also of the methodological, ethical and epistemological issues that arise when research is conducted in contexts where more than one language is used.
The members of the RMTC 'hub' will lead the development of integrated conceptual and methodological approaches, tools, and methods for researching translation processes and practices at borders where bodies are often at risk, in pain and/or in transition. Together with the CATC 'hub' they will work with all researchers in the team, both in the field and remotely, at strategic stages and milestones throughout the project, to collate, consolidate and improve research practices in multilingual contexts. The case studies have been selected according to the following criteria: (i) each focuses on a border at which under-researched processes and practices of translation and interpretation occur; (ii) each represents a multilingual research site where research will be conducted multilingually using a variety of methods; (iii) each presents opportunities for exploring the theory, methods and ethics of researching multilingually; (iv) each builds on previously funded research and specific findings. For each case study the methods selected are those appropriate for analysing practices of translation, interpretation and representation in that particular context. In the CATC 'hub', the consultant partner, Pan African Arts Scotland, will collaborate with the PI, RMTC 'hub' and case study investigators in all phases of the project to translate the case study data, participant/researcher narratives and life histories from the medium of academic understanding and representation into that of multilingual performance and creative arts.

Planned Impact
(1) Academics in a Range of Disciplines (including translation and interpretation studies, socio-linguistics, health studies, law, education, sociology and anthropology). This group will benefit from significantly enhanced theoretical, conceptual and empirical understandings of processes and practices of translation and interpretation, as well as an increased awareness of and ability to address methodological, ethical and epistemological issues arising in research where more than one language is used. The research will thus seek to inform future academic work by contributing to a transformation of both theoretical work and empirical research practice across the arts, humanities and social sciences (and potentially even further) through comparison of case studies conducted in a wide range of international contexts, and the development of more sophisticated understandings of the multilingual nature of all research beyond the core language disciplines of modern languages and language education.
(2) State Officials, Policy Makers and other Stakeholders in Public, Private and Third-Sector Organisations. State officials, policy makers, legal practitioners and members of third-sector organisations will benefit from an enhanced understanding of the crucial role of high-quality translation and interpretation in reliable administrative and legal decision-making in cases involving asylum applicants and other migrants in Bulgaria, The Netherlands, Romania, UK and US. The research will contribute to the development and promotion of best practice nationally and internationally in relation to translation and interpretation at state borders (e.g. in reception centres for asylum applicants and other foreign nationals) and in refugee status determination procedures. In the public sector, a range of health professionals (and patients) will benefit from the development of good practice in translation and interpretation around aspects of sexual health and midwifery which are linguistically sensitive and fraught with cultural taboo (including in relation to practices of female circumcision), leading to more accurate diagnosis and effective forms of treatment and prescription. Third-sector workers in Gaza will benefit from Arabic as a foreign language classes delivered in Gaza for the first time, informed by comparisons between language pedagogies for conflict and aid contexts and those for 'peace' times.
(3) Commercial Private Sector. Translation and transcription providers, providers of materials for Arabic as a foreign language, tour operators and tourism providers for the 'Holy Land' and beyond will all benefit through training materials and comparative language pedagogy. Immigration and asylum lawyers will benefit from enhanced knowledge and understanding of processes of translation and interpretation in migration and asylum cases, particularly with regard to silence and 'the untranslatable' in narratives of persecution, potentially contributing to the development of legal recommendations in this area.
(4) Interested Members of the Public (nationally and internationally). The wider public will benefit from an enhanced understanding of the multilingual nature of society and from improved translation and interpretation practices in certain key sectors, in particular with respect to migrants and those delivering services to migrants. In addition, the performances have the potential to bring cultural and artistic benefits and to record, through drama, the shifting understanding of multilingual experiences in society. The research has the potential to contribute to the nation's health, wealth and culture by furthering understanding of diverse cultures and developing knowledge and understanding of processes and practices of translation and interpretation across languages, cultures, bodies and media in different sectors, including health, education, law, migration and security.

| Description | RM Borders assisted in the filming of content for the Right to Remain Toolkit revisions during 2015. The Toolkit is a unique, user-friendly guide to the UK immigration and asylum system, a handbook for taking action for the right to remain, and for community-based support to assist people to establish their legal rights. Right to Remain work with an extensive network of grassroots migrant solidarity groups across the UK, and identified that the key to success, especially in asylum applications, was to understand the system, to be active in one's own legal case, to avoid mistakes in the very first interviews, and to get help from support groups, not just to rely on a lawyer. Additionally, there are aspects outside of the legal system which present obstacles to establishing the right to remain, and the Toolkit covers these too, for example support with stress, or dealing with detention and so on. The intersectional question of how we live in multilingual contexts and how researchers address issues through different languages and codes offers important signposts to ethical and inclusive ways of conducting research. During the Covid 19 pandemic online and online international working has further highlighted the needs of multilingual working and languages-centred approaches to multilingual working. | Description | The Award began on 1st April 2014. Initial work has been received by policy and cultural bodies and within higher education where there has been interest in using the research questions to address aspects of challenge from multilingualism. Through 'refugee crisis' the narrative impact has been led by PI with numbers articles in Scottish and UK national media and Radio/film broadcasts as well as around 80 speaking engagements in public sector contexts. In each of these contexts the artistic and linguistic imperatives for integration and understanding have been a core focus of communication. As a result of the work the Scottish Government announced additional funding for language befriending for refugees under the Syrian resettlement programme. Local Authorities responsible for resettlement received knowledge regarding language pedagogy in refugee contexts. The award and commencement of the UNESCO Chair has opened new avenues for social and cultural impact. Training and engagement with creative industries around refugees and the arts was delivered through Creative Scotland and the Refugee Council. With further funding in 2020 the multilingual approach to decolonising monolingual approaches to research have allowed the prototypes for research design and methodology to be developed further in Ghana, Gaza, Scotland, Burkina Faso, Cote D'Ivorie, Haiti, Brazil, Morocco, Mexico, Nepal, Malaysia, Zimbabwe, South Africa, Ethiopia, Egypt and Jordan with the MIDEQ and CUSP projects implementing multilingual methodologies distilled from this award. The arts approach is being refined through CUSP and MIDEQ projects, and is feeding into Creative turn in participatory research methodologies - with a focus on safeguarding and wellbeing. |

| Results and Impact | On 10 December 2020, Human Rights Day UNESCO Art-Lab hosted a special event "The imperative of cultural justice: arts for inclusion, equity and human rights." The Art-Lab Platform was initiated during a Design Thinking workshop co-organized by UNESCO and OHCHR in Geneva, in February 2020, bringing together practitioners, cultural operators, artists, experts in human rights, cultural rights and intercultural dialogue, and humanitarian workers. The workshop resulted in a workplan to mainstream the arts in humanitarian and development programmes, based on three major pillars: Raising awareness within UN agencies and other stakeholders on the transformative power of art and culture in humanitarian work; Consolidating the Art-Lab Platform in facilitating exchanges between cultural and humanitarian workers, artists and researchers; Strengthening research and capacity-building, and pilot-testing tools in the field. At the event on 10 December, members of the Art-Lab platform presented findings and recommendations of the four working groups. A key issue running through the entire programme is the exploration of the idea that cultural rights might be brought to embrace cultural justice. What new spaces can be accessed through such a move and with what gains for human rights and dignity? This event featured RILA Artists in Residence Dr Gameli Tordzro and Tawona Sitholé, and UNESCO Chair Prof Alison Phipps. |

This has stimulated comparative theorising and practical methodologies considering vocal pedagogies and symphonic sounds and their parallels to multilingualism The orchestra was invited to perform in the newly refurbished Kelvingrove Band Stand as part of Glasgow Mela 2014. | Results and Impact | Together with Dr Katy Brickley, in August and September 2019 Judith Reynolds co-designed and delivered a series of 5 ESOL (English for Speakers of Other Languages) lessons on topics related to the asylum process, and getting advice and support about asylum and related needs from third sector organisations and legal professionals. The lessons drew on Dr Reynolds' research findings concerning communication challenges faced by speakers of languages other than English connected with seeking asylum and engaging with the legal process, and also on Dr Brickley's research findings about literacy needs in migration advice settings. They wrote the lesson plans and delivered lessons to groups of ESOL learners at the Welsh Refugee Council; they were supported in this by the engagement and collaboration of the Welsh Refugee Council (WRC) and Dr Mike Chick of the University of South Wales (Lecturer in TESOL and longstanding ESOL education at WRC). The lessons reached a total of around 25 learners, the majority of whom were current or former asylum applicants. Participants reported learning language connected with asylum and seeking advice, as well as knowledge connected to institutional processes and practices (e.g. the usual format of an advice meeting, processes around data protection law and the process of claiming asylum). Based on the success of these lessons, Dr Brickley and Dr Reynolds are working to create a set of ESOL learning resources for wider use by ESOL educators nationally. |

During the event she presented her research to academics and postgraduate students from the RMly Project and the University of Ghana School of Performing Arts, and worked collaboratively with other participants on a piece of co-writing exploring common themes emerging from their research. She learned much from her collaborating colleague Rashida Resario of the University of Ghana about interculturality in dance, and issues of identity and performance, and planned a paper to be co-written between them. |

She learned about the research taking place within the T-Lang project and shared her own views on, and insights into, this, drawing on her own research and her professional practice background as a solicitor. Valuable exchanges took place between the applied linguistic researchers and legal professionals and legal academics also attending the day. |

| Results and Impact | This workshop run by the Scottish Centre for Conflict Resolution and inlcuded Alison Phipps (CUSP PI), Prof. Nazmi Al Mansri (CUSP Co-I, at Islamic University of Gaza), Mr Chirikure Chirikure (CUSP Co-I, at Litfest Harare) and Ms Chipo Basopo (CUSP non-academic lead, CHIPAWO) discussed their lived experience, so we can better learn from those with long experience of living with conflict, not least from the Gaza strip and Zimbabwe. In particular the role of the arts and the role of languages in breaking the strangle holds of conflict, as well as re-casting difficult subjects which colonise mainstream understandings in particularly unhelpful ways will be a theme in the conversation. Panelists will use story telling to unpack complexity and focus on human dignity, showing how a story is both an anecdote and an antidote. The vaccination potential of the arts and well chosen words against viral fears will be a central themes of the conversation. The issues of conflict and poverty and oppression which lead people to seek asylum will them allow us to weave together stories in specific conflicts with the epic stories of exile, it's experience and it's transformation and it's potency in human history. Cyrenians are keen to work together with CUSP on similar events. |

Her poster presented research findings about the discursive structure of legal advice meetings and the implications that this has for (a) intepreters working in legal advice contexts, and (b) legal professionals who work with interpreters when giving advice to clients. She sought to highlight how an awareness of the structure of legal advice can benefit interpreters and legal professionals when preparing for, and engaging in, legal advice. Conference delegates, which included many interpreting professionals and interpreter trainers, were interested in the research findings and asked her for more information about her research. |

Their poster was entitled 'Addressing multilingualism in migration advice settings: an approach to developing language awareness in staff'. The poster firstly outlined some key language awareness-related findings of Dr Reynolds' research on asylum legal advice and Dr Brickley's related research on Assisted Voluntary Return information provision, and secondly featured a 'Key Tips' information poster that they have co-designed, targeted at advice professionals working in multilingual environments. Event delegates included doctoral researchers and academics working on multilingualism and many were interested in finding out more about the research. |

| Results and Impact | Together with Melissa Chaplin, Gameli Tordzro and Grazia Imperiale, Judith Reynolds organised and ran a 5 hour workshop on 'Vulnerability in Research' for graduate and postgraduate students at the University of Arizona, USA in April 2016. 13 participants came together to examine institutional views of vulnerability in research, to share positive and negative experiences on this theme, using creative methods to foster the exchange of ideas, and to learn from each other about different ways of dealing with vulnerability within research processes. Key outcomes were participants firstly reporting new realisations about their own vulnerabilities as researchers, and those of their students and research participants, and secondly highlighting the importance of having a space to talk about and reflect on these issues. |

| Results and Impact | Judith Reynolds gave a presentation in November 2018 about her research to the staff seminar series in the School of Law and Politics at Cardiff University. This was entitled 'Legal advice-giving communication in intercultural and multilingual contexts: a case study from immigration and asylum law', and aimed to inform academics and educators in Law about her research and its potential impacts on legal communication skills education and training. The presentation was well received and a number of questions were asked. This has been followed up by further enquiries from staff engaged in vocational professional skills teaching in the Centre for Professional Legal Studies, and discussions about potential future collaborations. |

Her presentation, entitled 'Interpreter role and positionality in legal advice meetings', discussed issues of the role of the interpreter in immigration legal advice meetings in the UK, including questions of interpreter professionalism and training and legal professional understandings of the interpreter's role. Her presentation featured rarely-available empirical data from the legal advice interpreting context, and attracted a great deal of interest from conference delegates. Subsequent to the conference, she has been approached to peer review academic articles on public service interpreting research. |

| Results and Impact | Judith Reynolds delivered a presentation entitled "How do lawyers and their clients bridge languages and cultures?" to the IALIC 2016 Conference on the theme of 'Bridging Across Languages and Cultures in Everyday Lives' in November 2016. The purpose was to present some of the preliminary findings of her research about how lawyers and clients communicate interculturally and multilingually in sensitive legal advice settings. The audience of communication /sociolinguistic academics gave valuable feedback and suggestions on theorising her findings, and expressed interest in the findings. As a result, Judith was invited to participate as an expert panel member in a related research workshop on legal communication, to be held in January 2017 in Cardiff. |

| Results and Impact | Judith Reynolds gave a presentation to the Translation and Translanguaging Project Conference 'Communication in the Multilingual City' at Birmingham University in March 2018. Her presentation, entitled "Encountering the institutional: navigating the intertextual hierarchy of asylum law through legal advice interaction", presented some of her doctoral research findings and examined how a transcontextual analysis of interactional data from late-stage asylum legal advice meetings, using ideas from institutional ethnography, reveals structural constraints on legal advice interaction in the shape of the intertextual hierarchy enveloping the legal advice meeting. The presentation attracted questions about the remainder of Ms Reynold's research from audience members, and she made contacts which she has since developed in the shape of a collaboration to organise a future event. This presentation was also helpful in securing support from Dr Frances Rock to apply for an ESRC Post-Doctoral Fellowship at Cardiff University (which she was successful in doing). |

| Results and Impact | Solas Festival is hosting a unique showcase of cultural events under the theme of Home in partnership with Prof. Alison Phipps, the first UNESCO Chair in Refugee Integration through Languages and the Arts; GRAMNet, and the Arts and Humanities Research Council. Alison's work relates to the themes of home, land, languages - mother tongues and acquired languages, of refugee and asylum and displacement and of the way in which the arts and spirituality in particular might aid processes of integration and new belongings in communities providing a home for those who have been displaced. Alison's inaugural UNESCO Chair lecture, which takes place at the University of Glasgow on 20 June, is fully booked, but she will be repeating her lecture for us in this very special event during the Festival. The lecture will explore the role language and arts play in societal integration, and the creative processes at work in intercultural encounters. In particular, it will offer a critique and development of the existing understanding of integration, and explore new possibilities. The lecture will involve the work of Gameli Tordzro and Tawona Sithole, artists-in-residence with the UNESCO Chair. |

The safety within the environment and the opportunity this activity offers participants to engage in communication using the arts as their language thereby crossing many communication barriers normally faced by migrants. |

| Results and Impact | The UNESCO RILA team marked UNESCO's 75th with our event "Spotlight Eritrea". Eritreans make up a significant worldwide diaspora of people who have sought sanctuary and the tangible and intangible cultural heritage of this small country in the Horn of Africa is immense. We celebrated the culture of our friends and colleagues in Eritrean communities worldwide with a cultural and critical presentation which recognised Asmara World Heritage Site, which received designation in 2017, and other ancient sites in Eritrea. Research shows UNESCO World Heritage Sites contribute many of the Sustainable Development Goals, including SDG3 Good Health and Wellbeing student SDG11 Sustainable Cities and Communities SDG17 Partnerships for the Goals The event combined conversation with a traditional Eritrean coffee ceremony performed by Prof Alison Phipps, the ceremony by which peace is made or restored to families, communities and ethnic groups. Participants experienced the sounds and sights, but sadly not the smells(!) of this important cultural practice. After the event registered participants received a care package from the team so they could conduct their own coffee ceremony! |

This will be available on the Ha Orchestra Website and Oi Musica website alongside 5 other versions from across the world . The Ferret compiled "26 Voices: Visions from across Scotland on our climate future" featuring Prof Alison Phipps, UNESCO Chairholder. She is one of hundreds of people across Scotland who are thinking through and working on innovative and inspiring ideas to tackle our climate emergency. | Results and Impact | Together with Dr Katy Brickley, and with the support of the Refugee Council (who hosted the event in London and collaborated with us in advertising the event), Judith Reynolds co-designed and delivered a free half-day training session in September 2019 for refugee and asylum support professionals (asylum legal advisors and others working in migrant support organisations) The training event was focused on language awareness and practical strategies for improving communication with clients who speak other languages, grounded in both Dr Reynolds' research in asylum legal advice communication settings and Dr Brickley's research on Assisted Voluntary Return information provision. Dr Brickley and Dr Reynolds used a range of practical exercises and discussion tasks to expand participants' knowledge of language and multilingualism, and encourage participants to reflect on their use of oral and written language their daily working practices when engaging with asylum and refugee clients. They were joined in co-delivering the event by a current asylum seeker with extensive communications training professional experience, whose engagement enriched the event. They advertised 25 places and the event was booked out. Advice professionals who attended were enthusiastic about the content and reported increased reflection on their use of language with clients, and greater knowledge of practical strategies they could use to support communication with clients. There were requests for the training to be re-run, and Dr Brickley and Dr Reynolds are considering funding options to deliver similar sessions in future both in London and other UK locations in asylum dispersal areas. |
