Multilingualism: Empowering Individuals, Transforming Societies (MEITS)

Lead Research Organisation: University of Cambridge
Department Name: Linguistics

Abstract

Understanding the transformative power of multilingualism is vital. Over half of mankind daily speaks more than one language, and multilingualism brings advantages for community relations, business, and global understanding. Yet the linguistic landscape is changing fast, with English increasingly the lingua franca. In the UK, many schools are highly multilingual, despite falling numbers learning languages, and almost 1 in 5 primary school pupils have a first language other than English. Equally integral to a multilingual UK are the regional (minoritized) languages (e.g. Irish, Scottish Gaelic). The decline in pupils taking language GCSEs/A-levels and the number of children with English as an additional language are often portrayed negatively, and the value of community and minoritized languages is underestimated.

The aim of this interdisciplinary project is to reflect critically on multilingualism and to transform attitudes through greater understanding. Our approach is holistic, exploring individuals, communities and nations. We analyse the situations giving rise to multilingualism, its social implications and creative possibilities, and relationships between languages, cultures, identities and standards. We explore why individuals/societies choose (consciously or not) to be multilingual, the potential of multilingualism as 'mental gymnastics', ways to optimize language learning, and the benefits of multilingualism for community and international relations.

Our research questions:
1. What is the relationship between the multilingual individual and the multilingual society?
What does it mean to be multilingual in a monolingual/multilingual society? Or monolingual in a multilingual society?
2. What are the opportunities and challenges presented by multilingualism?
How might multilingualism benefit individuals, enhance communities, enrich cultures and foster social cohesion? To what extent might multilingualism disadvantage individuals, divide communities, dilute culture or fragment societies?
3. What is the relationship between multilingualism, diversity and identity?
How does this play out at the individual, local, regional, national and international level?
4. What is the relationship between multilingualism and language learning?
Who can/should learn additional languages, and in what contexts? How do age and other factors affect motivation, achievement and well-being?
5. How can we influence attitudes towards multilingualism?
How can we change the attitudes of individuals and societies, and inform language policy?
6. How can we re-energise Modern Languages research?
Can we reinvigorate the discipline by broadening its scope and developing new interdisciplinary methodologies?

Intersecting research strands (S1-6) offer powerful case studies for understanding multilingualism: literature, film and culture in a globalized context; the role of standard languages; linguistic identity, diversity and social cohesion; the influence of multilingual identity on foreign language learning; language learning across the lifespan; the cognitive benefits of multilingualism. The project spans major languages traditionally or newly studied in the UK (French, German, Mandarin, Spanish), minoritized languages in Europe (Catalan, Irish, Scottish Gaelic, Ukrainian), and community languages (e.g. Cantonese, Polish, Punjabi). We seek to break down barriers between high/low status and home/learnt languages.

The project will have transformative outcomes for individuals, for education, health and social policy and practice, and for international relations. Our partners (community groups, educational, cultural and policy bodies, drama and creative writing groups, business) will help shape the research and disseminate outcomes.

Placing language-led research at its heart, literary-cultural studies are integrated into an exciting new interdisciplinary programme to show how Modern Languages can respond to key issues of our time.

Planned Impact

MEITS aims to transform attitudes to multilingualism amongst the general public and to influence policy and practice in areas of great relevance to society such as education, culture, social cohesion, health and business. Representatives from all these sectors are embedded in the team as project partners and collaborators; they will help shape the research questions, facilitate the research itself, and disseminate our findings.

We will establish a high-level network of relevant UK government departments (in Whitehall, N. Ireland and Scotland) for regular exchanges on local and national policy around language; this network will articulate the compelling reasons why language should be central to policy considerations, locally, nationally and internationally.

MEITS will enhance understanding of the role of language for community cohesion through continuing dialogue with the UK Department for Communities and Local Government. In the post-conflict context of Northern Ireland, engagement with disenfranchised communities on language and identity will be facilitated by our partnerships with Co-Operation Ireland and the East Belfast Mission. More generally, the complex multilingual identities and untapped linguistic potential of minority population groups will be explored and exploited, for instance, in our work with the Cambridge Ethnic Community Forum.

We will add weight to an expectation of language learning for all, building on the Department for Education's commitment to a range of school qualifications in different languages in England. We will contribute to the development of the UK national curriculum, aided by our links with NALDIC and ALL, and promote the learning of minoritized languages (e.g. Irish) and those perceived to be 'lower-status' (e.g. Polish). Understanding pupils' linguistic and cultural identities in multicultural environments promotes social cohesion within and beyond school settings and emphasizes the value of language learning, thereby influencing resource allocation, all of which is highly relevant for our partners working in schools, County Councils (e.g. IDEAL), and Routes into Languages. Language course providers (e.g. U3A, Polword), language testers (e.g. Cambridge Assessment, ALTE) and publishers (e.g. HarperCollins) are positioned to translate our work around standardization, lifelong learning, and identity-based teaching methodologies into practical applications.

The cognitive benefits of multilingualism are of great interest to the Department of Health because of the potential to delay the onset of dementia in our ageing population and improve the lives of individuals on the autism spectrum. Partnerships with Age UK and the Royal College of Speech and Language Therapists will ensure impact on key stakeholders.

The cultural benefits explored in MEITS cohere with the work and interests of the cultural bodies contributing to our research: e.g. Cambridgeshire Film Consortium, Ulster Folk and Transport Museum, Institut Ramon Llull. The Nottingham Writers' Studio and our theatre partners will work with community groups and schools, disseminating our research through workshops, exhibits and artistic outputs, and developing skills, such as the pedagogies of process drama, with educators and community workers.

Greater appreciation of cultural awareness and enhanced cognitive and life skills achieved through language learning sit squarely within Cabinet Office and BIS priorities of increasing employability and furthering trade/business opportunities. International trade and bridging the gap between the worlds of education and work are research priorities for the British Chambers of Commerce, whose focus groups and communication channels will be an invaluable resource for exchange and disseminating results.

Finally, our many public engagement events, such as the pop-up museum and film screenings, are designed to inspire the wider public to embrace and celebrate multilingualism.

PI Contribution Cambridge, 22 March 2017: Collaborative community event between the MEITS team and the Cambridge Ethnic Community Forum, bringing together the wide range of local communities to celebrate multilingualism and share ideas of what it means to be multilingual in Cambridge today. As well as engaging conversations, performances and local food, the day comprised activities - including an interactive language map of Cambridge, a graffiti wall and multilingual board games - centered around sharing ideas of what it means to be multilingual for those living in Cambridge today. Cambridge, 19 November 2017: A day of performances including traditional dance, music and culture, bringing together a wide range of local communities to celebrate the diverse cultures and languages in the City. As part of its collaboration, the MEITS team ran a series of hands-on activities to engage audiences in questions relating to multilingualism and cultural identity. Adults and children alike joined us in discussing languages and took part in our always-popular 'Polyglot Pond' and 'Lost in Translation' activities. Cambridge, 18 November 2018: Celebrating cultural diversity in Cambridge: Members of the MEITS team took part in the 'Diversity Day 2018' at Netherhall School, an event co-ordinated by one of our project partners, the Cambridge Ethnic Community Forum (https://www.cecf.co.uk). This was one of a number of successful collaborations with the CECF designed to celebrate and raise awareness of cultural and linguistic diversity within the city. This year, in addition to a number of hands-on activities, such as the always-popular 'Polyglot Pond' and 'Language Families', with the support of Cambridge Ukrainian Studies, MEITS invited the Night Train Theatre Company (https://www.nighttraintheatrecompany.com/) to perform a bilingual fragment from the play Maklena. This 1933 play by the Ukrainian author Mykola Kulish was translated and produced by Maria Montague. The performance was well received by the audience. More than 250 people attended the event, and the MEITS team was able to use this exciting opportunity to engage with a diverse audience to highlight various aspects of multilingualism and cultural identities. Cambridge, 20 February 2019: Celebrating Multilingualism in Cambridge: this event brought together the wide range of local communities to celebrate multilingualism in the City. As well as engaging conversations and performances, the activities on the day - including an interactive language map of Cambridge and a number of activities from MEITS Pop-Up Museum - facilitated sharing ideas on what it means to be multilingual for those living in Cambridge today.
Collaborator Contribution Getting communities involved in events.
Impact The March 2017 event offered much food for thought for future collaborations, while also providing a dynamic space for different linguistic communities to share and reflect on the collective and individual experiences. The November 2017 event celebrating cultural diversity in Cambridge was a great success with a turn-out estimated at some 300 people.

PI Contribution 3 news awards were made in 2018 under the MEITS Flexible Funding scheme. 1. Translation as Creative Critical Practice, Dr Delphine Grass, Department of Languages & Cultures, Lancaster University. Through a series of workshops and the development of different creative translation methods across media (poetry, literature and film), this project investigates the potential for translation to stimulate creative approaches to the reading and interpretation of texts. By bringing together practising poets, writers, students and non-professional practitioners, its aims are to explore and develop the practice of translation as a method of creative-critical writing, and to design pedagogical tools for its teaching in a wide range of contexts. 2. The Translations of T. Ifor Rees: Approaching Welsh-Hispanic Cultural Relations in the Twentieth-Century, Dr Helena Miguélez-Carballeira, School of Literatures, Languages and Linguistics, Bangor University. The project looks anew at the literary work of career diplomat T. Ifor Rees (1890-1977) who, while best known for his Latin America travel books, lavishly illustrated with his own photographs, also left behind a rich legacy of multilingual translations (from French, English and Spanish into Welsh). Studying these will provoke new understandings of how translation across many languages influenced discourses of language preservation and the exotic, both in Welsh-language culture and further afield. 3. How do sign language learners' language attitudes towards minority languages evolve over the course of learning a sign language?, Dr Jordan Fenlon, Dr Stacey Webb, Prof. Jemina Napier, Dept of Languages & Intercultural Studies, Heriot-Watt University. This project will investigate how language attitudes displayed by sign language students at Heriot-Watt University change over the course of learning a sign language. Students will be asked a range of questions designed to elicit their opinions on sign language use before and after a deaf community placement (e.g., what constitutes 'good' or 'bad' use of sign language). Responses from different stages of the course will be compared and the impact of current teaching practices on language attitudes will be explored.
Collaborator Contribution Beginning in early 2019, the projects will foster innovation in research-led teaching and support curriculum change in modern languages in higher education.

Organisation Heriot-Watt University
Country United Kingdom
Sector Academic/University

Results and Impact On Saturday, 28 October, the MEITS project took part in the Cambridge Festival of Ideas, an annual two-week celebration of the arts, humanities and social sciences. The MEITS contribution entitled 'Different languages, different perspectives: Understanding our multilingual world' included a series of short talks and a range of related interactive games that created a space for the public to reflect on issues associated with languages and multilingualism, both in the world and in relation to their direct surroundings and personal experiences with languages. The activities raised awareness of the various languages we use, the way we use them and what this tells us about who we are. All six strands were represented at the event, and there were talks by Professor Brad Epps, Professor Wendy Ayres-Bennett, Dr Angela Gayton, Dr Linda Fisher, Dr Henriëtte Hendriks, and Dr Özge Öztürk. Topics addressed included the instrinsic relationship between language and culture, as explored through the case of Catalan; questions of codification and standardisation and why rule-breaking can sometimes be used to create group identity; the relationship between languages and identity as relevant for education and social cohesion; some of the reasons why we should learn languages, including health and well-being; and how best to learn languages and the various factors affecting the learning process.

Results and Impact Conference organised by Strand 1 (Co-I Rory Finnin and PDRA Ivan Kozachenko). Academic discussions about language politics in Ukraine tend to centre on questions of linguistic space rather than linguistic subject - on the multilingualism of Ukrainian territory rather than the multilinguality of a Ukrainian citizen. This predominant approach often invites tired exchanges about Ukrainophone-Russophone, west-east regional divisions, which the Maidan Revolution and the ongoing Russian-Ukrainian armed conflict have urgently called into question. The conference 'Engaging Multilinguality' accordingly challenged the conventional wisdom. Strand 1 Co-I Rory Finnin opened the event by calling for more attention to the position of the multilingual subject in Ukrainian society - past, present and future.

The workshop, entitled 'One rule for home, one rule for school? European experiences of 'good' language, 'bad language', and (the) standard language ideology in multilingual communities past and present', brought together researchers working in diverse multilingual contexts across Europe in which questions of language standardisation and language ideologies are of central importance. Papers included a presentation by John Bellamy, one of the project's PDRAs. The workshop succeeded in showcasing a variety of theoretical and methodological approaches to standard languages and standard language ideologies, raising questions of the sociopolitical roles of standards. Two podcasts were also recorded during the workshop.

The Cambridge Vsesvit Evening featured the work of the Night Train Theatre Company and their dramatic project Maklena, which represents the first English-language production of Mykola Kulish's 1933 play Maklena Grasa, translated into English for the first time by Maria Montague. October 2018: Festival of Ideas 2018 video. The MEITS team delivered an event as part of the Cambridge Festival of Ideas, "Languages - Your Passport to the World". Our hands-on activities asked people to reflect on questions such as how languages can help the brain, and whether we make judgements about people based on their accents. The MEITS team were delighted to engage in multilingual conversations with the 200+ people that participated, about their own personal stories of languages, and their future plans for language learning! This short video gives just a flavour of the day.

Results and Impact The Strand 1-led event, Multilingual (Con)figurations: Catalan and Ukrainian in Dialogue offered a rare opportunity for collaboration between leading international scholars in both Catalan and Ukrainian Studies. This very well-attended interdisciplinary workshop held at King's College, Cambridge on 24 March 2017, saw papers presented on: a remapping of Emily Apter's 'Translation Zone' to the Catalan-speaking territories (Helena Buffery, UCC); State language policy and linguistic rights in Ukraine (Michael Moser, University of Vienna); Ukraine's rich and linguistically diverse literary heritage (Uilleam Blacker, UCL); multilingualism in Catalan literature (Jordi Cornellà, University of Glasgow); representations in documentary films of the 'other' languages in Catalonia (Antonio Monegal, Universitat Pompeu Fabra) and language and Ukrainian national identity (Tanya Zaharchenko, University of Oslo). This diverse dialogue acted as the first step in opening the way towards a deeper understanding of the implications of multilingualism for minority languages and their related cultural identities.

Results and Impact Moving between two or more languages was normal in early modern (c. 1500-1700) European culture and society. Recent research on such topics as transnational literatures, translation and imitation, language learning and the relation between Latin and vernaculars is drawing attention to ways that multilingualism was a constitutive part of early modern literary culture.

This international symposium, supported by a MEITS flexible funding award, brought together scholars based in the UK and continental Europe to advance interdisciplinary perspectives on the contexts and literary applications of early modern multilingualism.

Results and Impact This was an Ambassadors programme designed to promote Languages uptake at A level. In a range of schools in 4 regions of the UK, involving a team of undergraduate Ambassadors working with GCSE classes. The programme involved two classroom interventions by the Ambassadors; one university visit in each of the regions by GCSE pupils, with sample classes; an intensive mentoring programme with language undergraduates working with GCSE language learners who are NOT committed to taking a language at A level. The rate of uptake at A level improved substantially across the board, with the mentoring showing particularly impressive results: 29% of all those mentored (who were by definition not committed to taking a language) actually took a language at A level. The programme was evaluated by an independent expert in the field.

Results and Impact This workshop intended to bring together researchers on early language learning from the UK and Europe with practioners in the UK primary and secondary systems and those who have interacted with policy makers. One of the intended outcomes for participants was to hear about good practice in the UK and in Europe. Another was to produce a list of wishes, ideas, to bring to the attention of policy makers, such that early language teaching can be improved. This list was fed through to Helena Wright, CSap Fellow connected to the DfE, and contacts between her and one of the teachers invovled in the workshop were established to think further about the "transition" problem.

Results and Impact This Strand 2 workshop, organised by Laura Wright, took place on 20&21 April 2017 at the University of Cambridge. It was a valuable opportunity for a diverse group of academics to present and exchange their latest research on the history of English from a multilingual perspective. The researchers sought to advance the discussion of the standardization of English beyond traditional approaches which tend to focus on more rigid categorizations of historical texts into assumed distinct languages (such as English, Latin and French), thereby embracing a more flexible view which recognizes the more disordered linguistic reality surrounding the historical development of languages in multilingual contexts.
