Abstract

Creative Fuse North East will investigate how new approaches to innovation-led problem solving can support the region's creative, digital and IT (CDIT) sector. Drawing on findings and approaches of Brighton Fuse, Fusebox 24 and London Fusion and responding to the National Centre for Universities and Businesses (NCUB) Fuse Manifesto, it will explore the very different creative and commercial landscape of North East England. It will highlight opportunities for effective resource use and best practice in workforce development, business growth and innovation, identifying ways that universities can support the sector.

Combining intensive research and analysis (both quantitative and qualitative), exceptional practitioner and business engagement, and adaptable and responsive methodologies to test hypotheses and inspire collaborators via an in-depth 'open innovation programme'; this interdisciplinary project will facilitate co-development with the CDIT sector, identifying recommendations for future support and intervention. It will explore how the CDIT sector can contribute to solutions, problem-solving and exploration across broader economic and societal challenges, complementing existing knowledge and identifying best practice.

The research questions will focus on three distinct but interrelated areas of investigation:
1. What are the distinctive regional/ geographic characteristics of the CDIT sector in the North East? How do these characteristics promote or inhibit fusion/super-fusion of creative and digital skills (Brighton Fuse 2013) and interdisciplinary working?
2. What interventions can be co-designed, piloted and tested to develop new models for innovation that will apply skills from creative graduates to benefit the wider creative economy, particularly addressing barriers to innovation, growth and sustainability in the CDIT sector?
3. How can we most effectively join up the region's resources, especially those held by the universities (e.g. networks, skills, intellectual expertise, technologies and spaces) and those in the CDIT sector, to increase innovation and creativity in other sectors to address major business and societal challenges (e.g. ageing demographic, sustainable transport, health and wellbeing)?

Investigation of these questions will also involve addressing particular challenges in relation to universities:
1: How do university approaches to technology transfer, often involving rigid science-based contracts designed for major industrial partners, cope with the needs of smaller creative businesses?
2: How can Creative Fuse NE balance the demands of place-based funding with the conventional excellence-based approach of bodies such as the Research Councils?
3: How can HEIs best support innovation spillover of the region's creative sector, and how can innovations be transferred from other areas to benefit the CDIT sector?

Planned Impact

Fuse will have a wide social (developing new modes of work beyond but also within HEIs), cultural, policy and economic impact, at regional, national and international levels.

Regional impact: In terms of policy makers, Fuse will benefit the LEPs by supporting their strategies for the creative digital sector, in particular by providing the only comprehensive, up-to-date mapping of the sector as well as contributing to the regional Supernetwork. It will strengthen their understanding of the make-up and needs of the creative and cultural industries as well as their awareness of the innovative approaches that creative graduates can bring to the wider business sector. Fuse will inform the direction of future funding calls and empower the regions LEPs to lobby for appropriate support from other agencies.

Fuse will also be a key project for the North East Culture Partnership. This mix of twelve local authorities, cultural organisations and HEIs is shaping a new cultural strategy for the North East. The timing of Fuse allows it to influence this strategic direction towards open innovation and the creative economy, with impact on the ground in terms of partnerships with local authorities.

Its findings will impact particularly on the CDIT sector, creating new models for innovation, growth and resilience, but also on the public sector partners, especially those that already work in close partnership with members of the consortium. This will be manifested at various levels: the results of WPs 1-3 will produce stronger networking opportunities, both within discipline-specific sectors and across different sectors. So, for example, heritage organisations such as Tyne & Wear Archives & Museums will have access to new models of innovation and particularly new networks with smaller commercial organisations working in the sector with often more developed understandings and usage of recent digital technologies, while those smaller firms will have access to TWAM's regional and national reach through new approaches such as the Triple Helix model. This catalytic element of new networks and innovation models will apply across sectors, benefitting key partners such as Dynamo, Generator, the Digital Catapult, Newcastle Gateshead Cultural Venues, etc.

National impact: Fuse will have significant impact on national policy makers including Arts Council England, Innovate UK, Nesta, as well as government departments including DCLG, DBIS and DCMS. This will be primarily through the final reports, which will explore the specific issues relating to the North East - these geography-specific issues, around the different highly contrasting urban and rural landscapes within the region, will complement the Brighton and London specific results of earlier Fuse projects and provide stronger arguments for supporting the CDIT sector in environments distant from London. The results of the mapping exercise from rural areas, for example, will complement the findings of earlier AHRC projects in suggesting models under which HEIs can support local businesses to increase their resilience through stronger networks and direct business planning advice.

International impact: While Fuse does not include an explicit international dimension, some of the outputs will impact on international policy, both through international conferences and journals but also through a variety of international partnerships. This will be partly through the consortium members' international partners (e.g. Newcastle's strategic partnership with Xiamen University includes joint research on the creative economy and new models for innovation and sustainability), and partly through the international networks of the sector partners, such as Hyper Island. There are already plans for Fuse's legacy in terms of Horizon 2020 projects that will involve the research findings to feed directly into comparative studies elsewhere in Europe, while strong links with UKTI and British Council will provide pat

Title Erimus 
Description The innovation pilot with Southpaw Dance Company developed its project Erimus, whose community cast workshops, drawing participants from all kids of social background, were supported by Creative Fuse. Erimus was commissioned by Middlesbrough Council to celebrate the reopening of Middlesbrough Town Hall. They created a distinctively Southpaw experience with plenty of opportunity to join in - an immersive theatrical production designed to show off as many features as possible within the Town Hall complex.

Title Noise Reduction Choir 
Description Noise Reduction Choir Noizechoir are an experimental choir that perform without musical notation or words. They apply methods of improvisation, voice-games and graphic scores to create an inclusive environment 'where no sound is wrong.' Working with researchers from Northumbria, Newcastle and Sunderland Universities, and IT company Pro Software UK, the project will bring these techniques to staff from the NHS and the North East emergency services. The aim of this innovation pilot was to test the effects of inclusive, improvisational singing on stress reduction and enhancement of wellbeing. While research has been done previously on the wellbeing benefits of joining a choir, the non-choral elements of Noizechoir's approach brought an interesting slant to the research - allowing us to hone in on the essential elements of performing with a choir for wellbeing.

Exploitation Route The methods of dissemination have been developed as the project progresses, especially the use of CAKE sessions to engage with a range of sectors alongside the CDIT sector in the North East, including healthcare, manufacturing and policing.

Our new methodologies are already being adopted by a range of partner businesses, organisations and individuals, and we are developing follow-on activities to maintain the momentum and profile that the project has built up throughout the region.

We have been invited to submit a new ESIF application for a grant in excess of £1m dependent on identifying match funding.

Description The project has had significant impact on regional policy relating to the Creative Economy. For example, research from the project has fed into the Newcastle & Gateshead Council Tech Strategy, the approach to the Creative Digital and IT sector of the NELEP and the Tees Valley LEP, and to the broader policy approaches of the North East Culture Partnership. At a national level, we have been working closely with key bodies including Arts Council England, nesta, the Digital Catapult and the Creative Industries KTN, as well as the AHRC, to help position the creative and digital sector within the government's new Industrial Strategy. The innovation pilots have developed a range of new approaches to academic-business partnerships using a triple- /quadruple-helix model which continue to be applied as AHRC funding comes to an end. Several projects have developed new external funding applications on the back of the pilots, and a number of businesses have described their experience of working with Creative Fuse as 'transformative' and have developed distinctive new strategic approaches to their business. Creative Fuse has been approached to help the NE LEP with its new Strategic Economic Plan in relation to the creative industries. This opportunity is matched in the south of the region as Teesside University has a major input into the Tees Valley Combined Authority's strategic plans. We are also in discussion with key players in the new North of Tyne Combined Authority. Prof Jonathan Sapsed's role in the new Policy and Evidence Centre means that approaches and data from Creative Fuse will feed into thinking going forward as we work closely with NESTA.

Description The research team took several weeks designing a new research questionnaire, adapting the methodology from Brighton Fuse in a specially tailored way that made the questions appropriate to the North East CDIT sector while ensuring that the research results would be compatible with those of Brighton. PI Contribution This whole project is built around forging new partnerships across the North East of England between the five universities and a wide range of businesses (a few large businesses but predominantly SMEs and microbusinesses) and freelancers.
Collaborator Contribution These partnerships are the focus of the second part of Creative Fuse which comprises 31 innovation pilots. Each pilot matches academics from at least two universities with one or more businesses to address key problems identified by the business. There is a wide range of businesses, from theatre companies, choirs, and voluntary sector organisations to architects, health care professionals, glass makers, Northumbria police and shoe manufacturers. Each pilot is supported by between £1000 and £25,000 in addition to the academics' time in kind.

Title Interactive Storytelling for Patient Education (Bariatric Surgery) 
Description A team from Teesside University, SockMonkey Studios and University of Sunderland are developing a prototype Interactive System Platform for patient education that can be easily adapted for different uses. The project will produce a mobile app featuring engaging visuals and gamification to help communicate information easily, in a way that can be personalised and encourages user interaction. This pilot will use Bariatric Surgery (also called weight loss surgery) as a test case with the potential to go forward as a proof of concept for other clinical settings (e.g. cancer treatments). This project responds to the demands for effective methods of communicating complex health information and ensuring patient understanding of life-changing treatment options, while also trialing a means of producing AI techniques for content-personalisation and 3D game engines designed to be reconfigurable for different domains - an innovation that could reduce the economic burden of developing these kind of tools.

Title Shoes2Run 
Description This innovation pilot enabled Shoes2Run to further develop a wearable technology sock called 'Mymo'. Developing the product involved product design, Artificial Intelligence (AI) algorithm development, smartphone technology and big data analysis. Academic involvement helped develop and test the AI algorithm, giving the product much more credibility when taken to market. Mymo is a platform which helps runners to choose the correct type of running shoe but also informs them of new shoe releases and helps them to connect with other similar runners by creating a community forum to discuss specific shoe types, brands and recommendations.

Results and Impact While Journalism has its problems, it remains crucial to society and the region as a means of connecting communities, informing us about the world beyond our immediate lives, and holding power to account. Journalism also has great opportunities in the form of new technologies and partnerships to transform the process of finding, researching and publishing stories.

This event explored these opportunities and discussed how journalists can and are working with others to do journalism in new and better ways. CAKE (Collaboration and Knowledge Exchange) is Creative Fuse North East's monthly networking event, bringing together businesses, freelancers, academics, charities, creative practitioners and cultural organisations from across the Creative, Digital and IT sectors. Each themed CAKE event has expert speakers delivering short presentations that explore opportunities and innovation challenges. The speakers are drawn from different backgrounds, usually one academic, one SME and one freelancer or creative practitioner. Results and Impact An important part of Creative Fuse NE are the monthly CAKE (Collaboration and Knowledge Exchange) events. They consist of three short presentations, one for an academic, one from an SME and one from a larger creative or digital business or cultural organisation, followed by formal and then informal discussions over coffee and cake. They bring together academics from the five universities with SMEs and other businesses from the CDIT sector, as well as third sector organisations and students. They have already fostered new partnerships and projects, some of which will feed into Phase 2 of our project.

So far (March 2017) there have been seven events with an average attendance of around 50; themes have included VR, museums and galleries, and crowdsourcing.
