Developing an Action Plan for the Strategic Use of Design in the UK

Abstract

Design has a huge role to play in driving innovation that results in societal and economic benefit. In the UK this benefit is currently not being maximised as we do not have a consolidated action plan for design that that provides a compelling case for that assists decision-makers to employ design effectively. A growing number of European countries have developed action plans for design including Denmark, Estonia, Finland, Ireland and Latvia. The UK is not one of them.

This innovative research project synthesises for the first time, multi-stakeholder and user-led perspectives to generate original insights that go beyond existing approaches in the UK through the development of an integrated action plan to increase and enhance the strategic use of design as a driver for innovation and provides a roadmap to how that could be achieved.

Our research approach will: a) draw in multi-stakeholder views that hitherto have not been synthesised and combined together (synergising individual agendas into a compelling and coherent argument to maximise the impact of design), b) provide new insights that informs a high-level strategic understanding of the potential of design to drive societal and economic benefit in organisations (to foreground the capability of the strategic use design to drive innovation), and c) set out a series of integrated steps (the 'action plan') required to enable the operationalization of design through an actionable plan (with examples of potential application of design in the public and private sectors).

The plan will include key action lines for implementation which aim:

1) to increase the awareness of how design creates high-level societal and economic benefit resulting in increased competitiveness of, and wellbeing in, the UK;
2) to extend the understanding of design as a strategic tool as a driver for innovation in the suppliers (design sector), users (design buyers, commissioners and managers), and beneficiaries (end users of products and services);
3) to achieve economic benefit through an enhancing the strategic understanding of the economic value of design as a driver for innovation in targeted private sector user groups (e.g. R&D managers, brand managers, design buyers, etc.);
4) to provide a strong impetus for the effective application of design in the public sector resulting in improved services, enhanced experiences and quality of life; and
5) to transform the ability of the users of design to translate a strategic understanding of the value of design into operationalized activities.

As formal project partners, the Design Council provide opportunities for enhanced impact by supporting engagement with key stakeholders, policy makers and opinion-formers through:

- Active participation in the research through membership of the project Steering Group
- Promotion of the project and sharing of findings with policy audiences in particular, through Design for Europe platform and Design Council UK networks
- Support for online engagement with target audiences drawing on our existing networks
- Insights generated by the 2015 Design Economy research, which maps design businesses and their economic contribution at a local level across the UK
- Co-authoring an introductory text for the final project publication
- Hosting of a high-profile event at our offices in central London to launch the project research findings

Planned Impact

Building on the 5 identified impacts in our Pathways to Impact document, here we expand on who we envisage benefiting from this research and develop further how they might benefit:

i1) To increase the awareness of how design creates high-level societal and economic benefit resulting in increased competitiveness of, and wellbeing in, the UK. Provides stakeholders (policy makers, design buyers, design suppliers) with a compelling evidence base to support the endorsement of design in their respective contexts thus influence opinion-formers to maximise the value design generates. Mechanisms such as the steering group, thought leadership panels, online forum, social media, dissemination events (Houses of Parliament, Design Council HQ) and targeted workshops aim to extend awareness of design through peer-to-peer advocacy, exposure to exemplars and rich debate.

i2) To extend the understanding of design as a strategic tool as a driver for innovation in the suppliers (design sector), users (design buyers, commissioners and managers), and beneficiaries (end users of products and services) of design. Extending understanding of design-driven innovation in a tailored, context aware and nuanced manner provides beneficiaries with the knowledge to employ design (in the respective contexts/sectors/regions) effectively, efficiently and ultimately strategically. By foregrounding the link between design and innovation, there is opportunity for public and private sectors to access funding traditionally reserved for innovation and/or social innovation (Innovate UK, HLF) thus maximising societal (enhanced wellbeing, increased social cohesion) and economic (innovative products, efficiency gains) benefit.

i3) To achieve economic benefit through an enhancing the strategic understanding of the economic value of design as a driver for innovation in targeted private sector user groups (e.g. R&D managers, brand managers, design buyers, etc.). Private sector use of design (commissioned from external consultancies or via an in-house resource) is applied to styling, processes and to strategic considerations (Danish Design Ladder). The more strategic the use of design the better organisations perform - the DMI Design Value Index (2014) shows design-driven companies maintain significant stock market advantage, outperforming the S&P (the US stock market index) by 228%. This provides commissioners of design (R&D managers, marketing managers) with evidence recognising design as an investment rather than a cost resulting in an increases use of design (benefiting the design sector and freelancers).

i4) To provide a strong impetus for the effective application of design in the public sector resulting in improved services, enhanced experiences and quality of life. The public sector in the UK is recognising the value of design to address the complex challenges they face and when employed effectively, resulting in demonstrable benefits to both the users of design within the public sector (design managers, service leaders, innovation directors, etc.) and the ultimate beneficiaries who access these services. Through exposure to exemplars of the effective use of design to drive innovation via workshops, website and social media activity, thought leadership panels, etc. there is potential to give the public sector the ability to more in an efficient and targeted manner.

i5) To transform the ability of the users of design to translate a strategic understanding of the value of design into operationalized activities. While an understanding of the strategic value of design is critical, it is also imperative to enable users and beneficiaries of design (policy makers, design commissioners, innovation leaders, design sector, end users) to be able to translate this understanding into tangible activities and projects. This will provide benefits in terms of maximising the potential value of design and increasing its uses in effective, efficient and impactful ways.

Description Engagement with a range of stakeholders has identified the drivers, barriers and priorities for the strategic use of design in the UK. This approach has revealed an initial blueprint for what can be used to support the development of design action plans.

Workshops across the UK (Glasgow, Manchester, Cardiff, Belfast and London) with 96 professionals from both design and non-design stakeholder groups produced 235 recommended actions which were analysed using thematic analysis method. The finding suggests that priority actions should be in the areas of design promotions, education and training, design in public sector, design supply and funding.

Similar themes emerged from series of in-depth interviews with 23 professionals in design community (designers, design educators, design support organisations, etc.) and design users (businesses, local councils, government departments etc.). Further details on how the action themes can be achieved were also discussed in the interview which formed bases of proposed action recommendation currently being developed.

Five steering group meetings were held using focus group meeting method on every key stage of the action plan development. The steering group included representatives from the All Party Parliamentary Design Innovation group (APDIG), Council for Higher Education Art and Design (CHEAD), Creative Industries Federation (CIF), Design Business Association (dba), Design Manchester, KTN (InnovateUK) and Nesta.

Final action themes from the synthesis of the data analysis are: Endorse good design, Make case well, Recognise new opportunities, Design in government, Support design to flourish, Better Supply under which following actions are recommended: Good British Design (Swing tag), Day of Design, Impact Measurement, Good design guides, Grand Challenges, Design in innovation, Appoint Chief Design Officer, Government design network, Design support portal in GOV.UK, Tailored supports for the micro design industry, New design curriculum, Designers in schools, Civil servant training, Public sector commissioning of design (procurement).

The evaluation process was delayed with key stakeholders, e.g. round table discussions with business representing bodies to further develop the action plan which will aim to make design a force for good.

Description We have engaged with non-academics to develop awareness of the strategic use of design that results in economic and societal benefit. Through a series of five regional interactive workshops with a range of stakeholders (n=100) in Glasgow, Cardiff, Manchester, Belfast and London, an in-depth understanding of the drivers, barriers and priorities with regard to the strategic use of design in the UK. There has also been traction regarding the policy dimensions of the research with engagement with, and citations to the project, in policy documentation (for example by the Design Council and Manchester City Council). We have also worked in collaboration stakeholders in Manchester, in particular the City Council and Design Manchester, supporting the development of a Design Manifesto for Manchester. This action-oriented activity seeks to position Manchester as a design-led city that employs design in effective and innovative ways to enhance the wellbeing of its citizens. International engagement has included discussion with the Korean Institute for Design Promotion (KIDP) towards international collaboration. The launch of the Design Action Plan has been delayed due to Covid-19 but is now being finalised.

Impact The Manifesto aims to is to kick start a dialogue regarding the more effective use of design in the city region as a 'horizontal' strategic resource that cross-cuts other sectors by driving innovation towards enhanced service delivery, integration of digital technologies, impact upon the future economy and improve wellbeing in the workplace. Design represents a significant opportunity for Manchester: a means to help deliver strategic objectives, set world-class standards and reinforce the distinctive imprint of the city on the global stage. To unlock that opportunity, the Manifesto recommends a consultation with stakeholders across a range of sectors and disciplines to form to a coordinated action plan. The Manifesto is not a conclusion but is a starting point. A call to action to designers and creative talents, to industry and academic institutions, to colleagues in the city and across the region and to the communities of Manchester. The aim is to work with partners, communities and designers to develop a design manifesto for the city: a tool to leverage the power of design and the input of all who use it, to make sure that our future is made in Manchester.

Impact Analysis of the interview datasets develops the following implications that contribute to the development of UK design action plan. 1.Different design comprehensions amongst design stakeholders: Traditional vs. Comprehensive Interviews identified the concept of design is understood differently by stakeholder groups. But it can be broadly grouped into the two levels: One is design in traditional senses - product, industrial, engineering, graphic, fashion, etc. Design is only aimed for making deliverables (products or services), for example, only for commercial purposes. The other is a symbolic concept of design for complex problem solving relating to human inquiries. Design involves complex practices for creating better human experiences and solving complex problems. When it is used strategically, uses of design should be concerned with various institutional and infrastructural challenges and drivers such as design supply (e.g. education) and supports (e.g. financing from supportive bodies; and technical domains). 2. Different Uses of Design: Design as an Instrument vs. Strategic Asset Data analysis reveals that design has been used for varied purposes and by different preferences of stakeholders. But all of them have not completely understood design as a strategic asset or driver that can contribute to the prosperity of an organisation, society, or region/nation. However, design tends to be exploited (Andriopoulos & Lewis, 2010) though it is seemingly used for creating a better human experience with design relating activities (e.g. design thinking workshops in organisations). Or strategic use of design is only limited in a specific commercial purpose, recognising design as additional values on existing products for better market competition.

Description A participatory workshop 'Towards a Design Action Plan for Scotland' was held on the 7 September 2018 at The Lab, MAC (Metropolitan Arts Centre) in Belfast, Northern Ireland. This workshop is part of a collaborative two-year research project funded by the Arts and Humanities Research Council (AHRC) and aimed to explore the current drivers and barriers to 'strategic use of design'- whether design is used as a central driver or determining element in a stakeholder's practices or the development of its strategy (Design Council, 2018) - and identify the priority action needed for Northern Ireland. Major objectives of the workshop are to contribute to (1) the development of an integrated action plan for design in the UK; and (2) to provide valuable insight into the current drivers and barriers of strategic use of design in Northern Ireland, and the priority actions required to enhance the use of design in Northern Ireland. To do so, this workshop explored a broad range of institutional factors that may interdependently affect design stakeholders' activities involving design actions in the real Northern Ireland context in accordance with perspectives of institutional failures theory (BIS,2010). We invited experts from design supporting bodies, design practice, design education, and government agencies who engage with and support design to the workshop in order to gain useful insights on key challenges and opportunities in the Northern Ireland context. This qualitative research approach can enable them to explore and exchange their knowledge and experiences and inform them insights relevant to the Northern Ireland context. It draws recommendations of the potentials of role of design and brings a new understanding of how to enhance the strategic use of design in Northern Ireland.

Impact The workshop proposed that the benefits of the strategic use of design need to be adopted more widely by all stakeholder groups albeit requiring them to adopt different roles and responsibilities. The research, however, identified that the primary barrier to this was the difference in how the value of design is understood and, as a result, an undervaluing of the contribution it makes to economic and societal benefit. While Scotland has a significant design community, it lacks a unified voice that is able to advocate and lobby for design. By unifying different opinions and interests and creating a coherent focused voice to empower the design community, the design community has the potential to increase the perception of design and its wider role in Scottish society. A key outcome from the workshop from that the participants representing the design community, was agreement on the need for such a voice and are now calling for leadership to enable this.

Impact Our analysis of the workshop shows that sets of drivers involving supportive institutional and instrumental elements will contribute to taking exploratory and experimental design actions and driving strategic use of a design that fits in the Welsh contexts. The five key priority actions drawn from the activities - (1) Supportive institutional framework, (2) Holistic design, (3) Organising approach to design, (4) Collaboration in Practice and (5) Evidence-based approach - show what factors are needed for strategic use of design and how this can be driven in the regional context.

Impact The workshop provided current perspectives of drivers and barriers to strategic use of design in the North, from Manchester perspective. The main barriers identified from the workshop were the lack of understanding and awareness of design, insufficient education pipeline, lack of communications and promotions, and lack of good case study examples. The desired drivers of design discussion concurred with the barriers where the discussion theme included better education for design as well as improving internal and external networking and collaboration for the design community. Manchester has been considered as one of the top creative city of the North. There is an annual design festival run by the Design Manchester to celebrate design in the city and the surrounding region, which aims to raise the profile of design. There is, however, continued desire for design promotion in Manchester according to the workshop result. The recommended actions include unifying the design voices through having a more prominent design leadership, supported by the council or the government. Another action suggested was to increase the design experience across the stakeholder group by providing more opportunities for design engagement through programmes such as an Afterschool Design Clubs, design awards, and public campaign. In 2018, Design Manchester has produced the Design Manifesto for Manchester City Council, which invites design action plans to manifest the power of design for economic and social benefits. The workshop, 'Towards a Design Action Plan for the North' provides a first step in identifying the needs of Manchester to come to consensus from various stakeholder groups on areas for action plan development. The Design Action Plan Research will continue to work with Design Manchester to develop the action plan to enhance the strategic use of design in Manchester and the North.

A comprehensive ethical assessment was carried out by Manchester Metropolitan University and was approved prior to the workshop.

Impact The workshop provided current perspectives of drivers and barriers to strategic use of design in South Ease, from a London perspective. The main barriers identified from the workshop were the lack of understanding and awareness of design, the lack of design promotion and case studies, design not being a priority for businesses and the government policy caused by a short term and risk-averse decision making, lack of design in education, and the lack of clear definition of design. The desired drivers of design discussion concurred with the barriers where the discussion theme included better understanding and perception of design, additional and easily accessible funding, more design events and better promotions, encouragement of collaboration with other sectors, and design pipeline improvements.

Results and Impact The Next Generation Design Research workshops are half-day workshops that will explore the processes involved in applying for an AHRC grant. The workshop provided an opportunity to meet with past and present AHRC design research award holders and network with other researchers. The workshops was particularly helpful for researchers looking to secure their first AHRC funding grant and for other researchers looking to find out more about the funding schemes offered by the AHRC.
The project presentation and subsequent question and answer session have provided potential researchers a chance to understand the process of funding application and work involved in conducting a funded design research.

Results and Impact I was an invited keynote speaker at the Council for Higher Education in Art & Design (CHEAD) Next Generation Design Leadership Forum event in Derby. As part of CHEAD;s Research Alliance programme, this event discussed strategies for research funding and the Design Action Plan was used as the case study to illustrate the insights. As a result of this event I have been invited to undertake an additional presentation in Staffordshire University.

Results and Impact The DRS AGM and Symposium was hosted by Manchester Metropolitan University on 15 January 2019. The symposium included presentations from design researchers while also providing an opportunity for a lively discussion of emerging design research debates chaired by Professor Rachel Cooper OBE, President of the Design Research Society. Professor Martyn Evans presented the development of a Design Action Plan including methodology and outcomes to date. Following debate and Q&A session provided an active participation from the members of DRS and led to the continued conversation after the event.

Results and Impact Design Thinking Masterclass delivered to students and staffs of United World Institute of Design (UID), Karnavati Univsersity and Pearl Academy in India to talk about the impoirtance of design led innovation and design thinking applications to generate values for the society and economy as identified from teh Design Action Plan research. The masterclass attracted over 70 students and ataffs which was delivered by Professor Martyn Evans and Dr Jea H. Na. The feedback from the organising staff indicated that the masterclass provided a broader perspectives to the students with increased interest in the value of design beyond the traditional designing of objects.

Results and Impact EU Industry Days, first organised by the European Commission in 2017, is a high level inivation only initiative to engage with big and small business from priority sectors across Europe to engage, inspire and collaborate. In our first appearance at EU Industry Days, BEDA facilitated an interactive workshop with 60 representation from industry, government and research organisations from across Europe - the only stakeholder session in the event organised by design and creative industries.
The plenary session was opened by the Commission President, Jean-Claude Junker, who focused on the Commission's economic ambitions until 2027.

Results and Impact As a chair and host of the conference, Professor Martyn Evans opened the conference with the introduction of the research as an example of the body of knowledge that is being produced by the Design Research community. This was further reinforced by the CEO of the Design Council, partner of the research, to demonstrate the applied nature of design research in businesses and society. This sparked further conversations about the project throughout the duration of four day conference and additional request for information was received from international audiences.

Results and Impact As one of the panelists, I presented and discussed research outcomes of the development of the UK design action plan, entitled Design Action Planning as a Policy Design Process. More than 60 conference participants engaged in the talks and presentations which sparked a series of questions and discussion with regards to what's next for the implementation of national design policy and the UK's design landscape afterwards.
The forum organiser from KAIST, South Korea reported that the insights from the presentation and discussion afterwards contributed to raising attention to design policy studies and relevant design research.

Results and Impact On 7th September 2018, DAP Team and iLab hosted an exploratory workshop to look at the drivers and barriers to the more strategic use of design in Northern Ireland in order to gauge the appetite for a design action plan.

A number of ideas emerged from various activities in the workshop to encourage strategic use of design. The priorities identified are: (i) building a case for design to promote effectively to enterprises in NI, (ii) identifying and empowering design champions within the Northern Ireland Civil Service to embed service design approaches, (iii) implementing a series of capacity building initiatives for small businesses as well as the public sector in service design, and (iv) engaging a wider stakeholder group in exploring the Design Ecosystem and jointly developing a series of actions to enhance the use of design in NI.

Results and Impact In collaboration with the Office for the Design Economy (Scotland) we conducted a participatory, context specific workshop that identified the drivers and barriers to the strategic use of design in Scotland. Insights generated a range of challenges and opportunities that informed an initial framework for a Design Action Plan for Scotland. Significant interest from policy makers and regional support agencies was generated in how this will be developed and taken forward. We are continuing to be in dialogue with key stakeholders as part of the project development.

Activities from the workshop identified priorities in order to encourage strategic use of design. These priorities include: (I) design promotion, (ii) evidence, case studies and research, (iii) collaboration and unified voices of the design community, (iv) better involvement of design in education, and (v) increase and easier access to support and funding.

Results and Impact On 22 June, PDR, Satori Lab and Manchester School of Art hosted an exploratory workshop to look at the drivers and barriers to the more strategic use of design in Wales to work towards an action plan for the Welsh economy and the society.
A number of ideas to encourage strategic use of design emerged from various activities in the workshop. The priorities identified included: (i) building capacity for service design in Welsh Government and local authorities, (ii) ensuring that the public sector in Wales can procure design from small businesses, (iii) creating a pipeline of young service design in Wales, and (iv) promoting design in mainstream innovation and technology communities.

Results and Impact On 18 June, Manchester School of Art, Design Manchester and PDR hosted a participatory workshop to identify the drivers and barriers of strategic use of design in the North, from a Manchester perspective. Raising the profile of design for both the public and other sectors was considered important at Manchester workshop. There were many actions discussed to achieve this which are aggregated into core themes including, (i) appointment of a recognisable and dedicated figure to push design agenda forward in government and for the public, (ii) better celebration of design in Manchester through awards and public campaign (iii) engage with the public through creating a Design Experience events and an afterschool design clubs, and (iv) support and fund local design-led innovation projects and ideas.
