Ukraine's hidden tragedy: understanding the outcomes of population displacement from the country's war torn regions

Abstract
Since the beginning of the conflict in eastern Ukraine, and the annexation of Crimea, approximately 1.7 million Ukrainians have been internally displaced and are facing an uncertain future. The majority have experienced a significant drop in living standards, problems in accessing services such as health care, difficulties in obtaining suitable work and an overall lack of support for their situation. Furthermore, the displacement has had a significant impact on individual identities with people forced away from their 'homelands' while at the same time feeling abandoned by their state. While the conflict has gained a great deal of international attention, this is mainly focussed on the actions of the Russian and Ukrainian states and the former's relationships with the rest of the world as a result of the war. Attempts at conflict resolution also focus on state level issues and thus the experiences, problems and voices of those internally displaced remain unheard. The project's overarching argument is that meaningful post-conflict reconstruction, and reconciliation, cannot take place without a full understanding of problems that people displaced by the conflict face and their full incorporation into social, economic and legal structures within the country.
This project addresses this gap by interviewing those displaced by the conflict as well as those charged with assisting them. The key areas it explores are centred around their legal and social status, their everyday experiences, their ability to obtain work in their new locality and how they cope with their new challenges. This will involve over a 100 in-depth interviews in multiple locations in Ukraine. The research team is interdisciplinary, with investigators from social geography, law, politics and economic geography, ensuring that differing approaches and methodologies will be brought together throughout the research. As well as the individual experiences, the research also examines how local and national authorities have attempted to assist this group and the barriers they have faced in doing so. Once this has been fully understood, the project then looks to the actions of the international community, such as the EU, UN etc, and how their actions have assisted/impacted upon the lives of internally displaced people. Together these research areas will provide deep understandings of the many problems that internally displaced people face in Ukraine and how institutions, both state and NGO, can best provide assistance. Importantly, the research will also explicitly explore how internally displaced people can be more meaningfully involved in civil advocacy and political decisions at central and regional levels

Through its interviews and public engagement events, the work will also provide a voice and pathway into debates for internally displaced people who are far too often unheard. The ground level data that the project will produce, contextualised by a deep engagement with policy reports and legal documents, will provide the basis for evidence-based policy development by the Ukrainian government, the EC and the UN/NATO etc. The project will also produce accessible guidelines for internally displaced people, based on the research findings, to help them access the services that they need. These outcomes will combine to improve the lives of this group and to ensure they have a voice in future policy developments. Based around the concept of necropolitics, the research's theoretical base will ensure that the project has a broad academic engagement and will provide comparative elements to debates surrounding the problems internally displaced people face in other conflict torn regions.

Planned Impact
Given the scale and urgency of the issues that the project focuses upon, its outputs, academic benefits and policy engagements will have long-lasting impacts in the policy, public engagement, State and NGO spheres. The project is already engaging with a wide variety of state and non-state actors through pilot study research, already begun projects looking at similar issues in Russia, and discussions on the proposed research. Throughout the research, the project engages with a wide range of domestic and international audiences through policy talks, public presentations, social media engagement, round tables, and provides political, NGO and public policy interventions. Perhaps most importantly the project brings together potential post-conflict stakeholders, and provides a much needed voice to those in the region, enabling a more integrated approach to support internally displaced people to be developed.
Through its interviews and public engagement events, the project will also provide a voice and pathway into debates for internally displaced people who are far too often unheard. The ground level data that the project will produce, contextualised by a deep engagement with policy reports and legal documents, will provide the basis for evidence-based policy development by the Ukrainian government, the EC and the UN/NATO etc. For the successful reconciliation and reconstruction of post-conflict Ukraine all of these organisations, as well as local/national/international NGOs, will need to work together. This project will play a part in facilitating this. The project will also facilitate links between local NGOs and Civic groups and international organisations who have an interest in the area, such as the International Committee of the Red Cross, HelpAge International, the International Organisation for Migration, in order to develop two way dialogues on the needs of the region and the skills and expertise the International NGOs have to offer.
As well as a strong policy impact the project is also committed to strong public and NGO engagement. To increase the engagement of internally displaced people with civil society efforts on conflict resolution/transformation, democratic participation in resolving local issues and meeting the challenges of sustainable local development training, workshops for this group will be held in cooperation with the project's partner NGO, Dobrochyn. To involve internally displaced people with creative activities, which will increase their integration, numerous masterclasses/workshops will be developed and curated by the project's partner IZOLYATSIA Platform in Kyiv. In recruiting people for events, special attention will be given to ensure that women, ethnic minorities and people with disabilities are fully involved to enhance their capacities for civil engagement. Within post-conflict resolutions often these groups are underrepresented which, it can be argued, leads to everyday issues not receiving enough attention at the expense of political or macroeconomic discussions. Based on the project's findings, a post-project goal is the creation of a helpline and the creation of a mobile phone application, both of which will provide free guidance to internally displaced people (funding will be sought from international NGOs.) Funding will be applied for from the Erasmus+ scheme for academics displaced by the conflict to spend time at the University of Birmingham.

| Description | The armed conflict in eastern Ukraine led to the creation of non-government control territories, significant declines in living conditions and large-scale displacement. More than two million people had to flee, 1.7 million internally, which, according to the Internally Displaced Monitoring, is the 9th largest internally displaced group in the world. Many experienced a rapid and significant drop in income and faced problems in accessing services such as health care and education. The research upon includes interviews with displaced people, local and national authorities, international organisations and NGOs. It was found that elderly people were the most vulnerable as many of them were not able to afford to rent an accommodation, and also experienced a difficult procedure of verification of their IDP status in order to receive their pension. Also, pensions were suspended for over half a million people from non-government controlled territories including those who fled to the government territories of Ukraine. Civilians with war injuries and people with disabilities do not receive needed support. The issues in law enforcement, 'desk bureaucracy' and alienation from electoral rights create additional barriers for social inclusion. As a result, a significant number of IDPs had to go back to war-torn territories or to live 'between' places. This makes the humanitarian situation even worse and compounded by the unlawful conditions in the self-proclaimed republics. |
| Exploitation Route | Given the scale and urgency of the issues that the project focuses on, it has social and political impacts. It engages with international, national and regional audiences through policy talks, public presentations, social media engagement, round tables and provide political, NGO and public policy interventions. The project has communication with stakeholders including the British Embassy in Ukraine, FCO, Chatham House, British Council, UNHCR in Ukraine, the EU delegation in Ukraine, IOM and the number of local NGOs. The project brings together potential post-conflict stakeholders, and provides a voice to those in the region, ensuring that a more integrated approach toward IPDs will be developed. Academic wise the project has already received attention from leading experts on migration and Eurasian studies from different universities and academic centres including Columbia University, USA, University of Oxford, Centre for East European and International Studies in Berlin, Waseda University, Japan, Nazarbaev University, Kazakhstan and number of universities in Ukraine. Via publications, talks and conferences, we engage with diverse audiences including Human and Economic geography, Psychology, Law and Sociology and promote intersectional and interdisciplinary approaches to study forced displacement in conflict societies. |

To ensure the maximum impact in this sphere, presentations of project's findings were conducted in the European Asylum Office, Chatham House, the UK Foreign Office, Internal Displacement Monitoring Centre in Geneva and IOM Regional Office for South-Eastern Europe, Eastern Europe and Central Asia in Vienna. Also, in April 2018, there were several dissemination events taken place in Kyiv and Lviv which were attended overall by more than 100 people. Also, the project team via dissemination events and policy brief provided evidence-based knowledge to the Ministry for temporarily occupied territories and IDP, Ministry for Social Policy and Ministry of Health of Ukraine, British Embassy and British Council in Ukraine, Delegations of the EU in Ukraine, UNHCR, UNDP, IOM and relevant committees in the European Commission. Based on the results of the AHRC award, follow-up research has been designed on the impact of displacement on mental health. The results and policy recommendations have been provided to the relevant stakeholders on improving mental health care in Ukraine. Since 2022, the findings and follow-up research have contributed to the research-informed policy dialogues regarding strengthening policies towards IDPs in Ukraine and Ukrainian refugees internationally with stress on women and youth. |

| Results and Impact | Summer school 'To give a voice to internally displaced persons' has taken place in Chernihiv on 21-23 of June. The event was organized by NGOs Dobrochyn and Chernihiv Centre for Human Rights as a part of the project 'Ukraine's hidden tragedy: understanding the outcomes of population displacement from the country's war torn regions' runs by the University of Birmingham, the University of Oxford and Ukrainian Catholic University (AHRC PCCSR award). There were 33 participants from Luhansk and Donetsk oblasts who now live in Chernihiv, Sumy, Zhitomir and Kiev oblasts. There regions are not often becoming a place for international programs in spite the fact that in Chernihiv oblast according to date of local administration there are more the 22 thousand internally displaced people. Most of the participants have noticed that for them it is a first opportunity to receive knowledge about social advocacy and conflicts. The coach, Sergyi Karelin - activist and expert of the Centre Eidos, had to flee from Donbass as well in the past. Based on his own experience of advocacy of social interests including rights of IDPs, Serhii presented the process of advocacy in details - starting with the analysis of the situation and tree of meanings, coalition forming and efficiency monitoring. That allowed participants to create and discuss their project s. On the third day of the school, Anna Konstantinova conducted a training about managing conflicts, their functions. Projects created by participants tell a lot about issues which worry many of them, so a ted a cy campaign is crucial. There were three group projects: first was devoted to the solution of the issue of the lack of qualitative social services of European levels, and focused most of all on the most social groups: people with disabilities, people with many children, poor and IDPs. Another project targeted one of the most crucial problems which face people who lost their homes in ATO - housing for IDPs. The campaign goals the receiving permission for a free land and using own funds for construction. The third team focused on the issue of the lack of a program of adaptation and social integration of internally displaced people in Sumi oblast and suggested a solution to unemployment, housing and overcoming the negative image of IDPs.Hopefully, school's participants will continue to meet and if some of the ideas will be fulfilled, and the social network will be growing and supportive. |

| Results and Impact | The armed conflict in Donbas has now entered its seventh year. President Zelenskyy, who came to power in May 2019, promised to end the war with Russia and bring peace to Ukraine. Since assuming office, Zelenskyy has managed to revive the Normandy Format talks, complete military disengagement at three points along the line of contact and negotiate the release of over a hundred Ukrainians held as prisoners of war in Russia. However, ceasefire violations continue to occur frequently. Looking at the origins of the armed conflict in Donbas and the region's economic role in Ukraine's economy, this event discussed the prospects for conflict resolution. Did the recent events signify an opportunity for peace? Did Zelenskyy have a viable plan for re-integrating Donbas or would the region be cut off from mainland Ukraine for the foreseeable future? The speakers assessed the strategy and track record of the Ukrainian government and its Western allies in bringing parts of the occupied Donbas under Kyiv's control. They also reviewed possible policy implications of the COVID-19 pandemic for the conflict. |

The discussion was initiated by the presentation of the new book "Donbas: the First Line" which gathered reflections of writers, poets, artists, and sociologists on their experience of forced displacement and adaptation, the role of art in theirs and communities' lives, as well as the academic research results on internally displaced people in Ukraine. | Results and Impact | Dr Irina Kuznetsova and Prof Oksana Mikheieva orginised a round table on mental health of displaced population in Ukraine on the 12th of February 2019 in Kyiv with a participation pf representatives from the UNHCR, UNDP, IOM, WHO and the Ministry of Health of Ukraine. The recent study which has been based on some resuts of AHRC project and Wellcome Trust Institutional support project lead by Dr Kuznetsova conducted in Ukraine by Irina Kuznetsova (PI), John Catling (School of Psychology UoB), Oksana Mikheieva (Ukrainian Catholic University), Dr John Round (UoB) and Svitlana Babenko (Taras Shevchenko National University) provided unique comparative data on mental health among the internally displaced people and the general population in Ukraine. It demonstrates that not only the massive difference in depression and anxiety among the IDPs and the general population (16% of IDPs and 8% of the general population are either moderately severely, or severely, anxious and depressed) but also shows the treatment gap. The project included also interviews with professionals about the situation of the utilisation of mental health services, attitudes and practices around dealing with depression and anxiety among population. Irina Kuznetsova, Oksana Mikheieva and Svitlana Babenko presented the report and discussed recommendations with experts in humanitarian aid and mental health including UNHCR, UNDP, HelpAge and the Ministry of Health of Ukraine. Despite the complex political situation in Ukraine and decreasing of funds for humanitarian aid, the projects' results have already been used in informing current reforms in health care in Ukraine. |

She presented results of her AHRC funded project 'Ukraine's hidden tragedy: understanding the outcomes of population displacement from the country's war-torn regions' and British Academy project 'Asylum seekers from Eastern Ukraine in Russia: identities, policies and discourse in the context of forced migration from the Ukraine conflict' discussing the situation with state and international organisations policies towards displaced, everyday experiences of IDPs and refugees and the most urgent issues which require the immediate response to prevent marginalisation. The prospects of collaboration were discussed as well in sphere of projects regarding health. |

| Results and Impact | The trauma of life in limbo for refugees and asylum seekers in immigration detention - podcast The Russian invasion of Ukraine has renewed attention on the plight of millions of refugees who've been fleeing the fighting to other parts of the country and to neighbouring countries. Since 2014, millions of Ukrainians have already been displaced from their homes by the war in eastern Ukraine, or by the Russian annexation of Crimea. Irina Kuznetsova, associate professor in human geography at the University of Birmingham in the UK, says people who've already been displaced once are now likely to be displaced again. Kuznetsova, who has interviewed displaced people both in Ukraine and some of more than a million who've gone to Russia, explains how Russia has been using refugees as "geopolitical tools". She says that underpinning the assistance provided by Russia to Ukrainians was the idea of helping "brotherly people". This campaign around Ukrainian refugees, she says, helped to amplify Russian President Vladimir Putin's insistence that Ukrainians and Russians are part of the same nation. |

| Results and Impact | The event took place at the Ukrainian Institute in London - non-commercial organisation which became a centre of the Ukrainian diaspora in the UK and provides also a platform for social and political debates. Over 40 people including PhD students, politicians and general public attended a talk. Irina Kuznetsova presented some of results of her British Academy funded research on Ukrainian refugees in Russia, who consist about a million people - what motivated them to move to Russia and not going back, which issues around social identity they face and how they cope with settling in and some findings form AHRC project. Oksana Mikheieva will point out on issues around relations between Donbas and other parts in Ukraine in terms of people's everyday live perspectives and identities based on several studies which she conducted on internally displaced people and also on volunteer soldiers in Donbas. Ben Robinson will tell about his experience of photographic work in Ukraine (2014-16) focused on those displaced through the war, as well as military veterans, and will show some of his photos. During the autumn of 2016 Ben travelled to Avdiivka, Stanitsa Lughansk and Poposnaya. At the end there was a discussion how understanding of the currently fractured identities and the social/legal problems IDPs and refugees face could take us to developing meaningful strategies to bring Ukraine back together. |

All participants of the project presented findings depend on their working packages, 2 members of Advisory board were chairing the event. policy brief distributed at the event (in Ukrainian and English) was met with a great interest and will support stakeholders in increasing social inclusion of internally displaced people (IDPs) in Ukraine. The leading NGO which provides assistance for IDPs and those who live in non-government control territories Donbas SOS via collaboration with a project prepared several guidelines for assistance in receiving pensions, inheritance and some other issues which are especially difficult for those who live or fled from war areas. |

| Results and Impact | The Ukrainian Forum of Chatham House organized a round table on the outcomes of population displacement in Ukraine on 6th November 2017. The panel of experts included Ambassador John E. Herbst, Director of Dinu Patriciu Eurasia Center of the Atlantic Council, Melinda Haring, Editor of Atlantic Council's Ukraine Alert, who presented their policy report. Irina Kuznetsova presented the preliminary results of the AHRC funded research on 'Ukraine's hidden tragedy'. In her talk she focused on the triple loss of IDPs: home, health and political rights. The following round table discussion with representatives of FCO, Ukrainian Embassy, charitable organisations, former ambassadors to Ukraine focused on how to improve the living conditions of IDPs and the response of civil society to the IDP crisis. |

Assessing the impact of the Russo-Ukrainian war on the Ukrainian Donbas', Viktoriya Sereda 'Displaced cultural spaces: (re)articulation of identities in the case of the refugees from the Donbas and Crimea', Irina Kuznetsova 'Refugees and internally displaced people from Ukraine's war-torn territories: confronting the politics of belonging and everyday experiences' and Oksana Mikheieva 'Not Quite Like Us': Processes of 'Othering' and Perspectives on the Reintegration of 'Inner' Others in Ukrainian Society - The Case of the IDPs'. As a outcome of this workshop the several articled from members of project's team to the 'Europe-Asia' journal will be submitted in April 2018. |

There were 19 people tool part in this workshop. They had several workshops during the day in silk-screening studio, photo lab and fab lab. There were beginners and also some young artists who wanted to try new creative areas. Participants demonstrated inexhaustible interest. Many of them decided to take part in other activities of the art platform Izolyatsia and learn new skills in art. |
