Abstract

The UK's creative industries are a national economic strength. Since the turn of the decade, employment, exports and output growth has easily outstripped that in the rest of the economy. Yet, behind this rapid growth lies structural challenges and business uncertainties. And while there has also been rapid growth in academic research on the creative industries, major gaps remain in the evidence base.

The PEC will seek to address these and bring about a step change in the quality and quantity of evidence used to inform decision-making with respect to the creative industries. We propose to organise the PEC's work activities in five overlapping workstrands, each led by an expert UK research centre, and coordinated through a Management Board, chaired by Nesta. We indicate our current thinking on priorities below, however in the first year of the PEC's operation we will consult extensively with industry and policymakers on research questions and beyond that keep the PEC's research agenda relevant and inclusive through ongoing engagement and a mixture of commissioning research activities.

In workstrand 1 Creative Clusters, led by the Science Policy Research Unit at Sussex University, we want to map and visualise the UK's creative clusters by mining official, open and online data sources, and plugging data gaps using a survey instrument based on that used in the AHRC-funded Brighton Fuse and Creative Fuse North East studies. We will investigate local spillovers between creative and other industries, and conduct foresight activities that will engage industry and policymakers on future opportunities and challenges.

In workstrand 2 Skills, Talent and Diversity, led by The Work Foundation, we will track the evolving employment needs of the creative industries. The supply of talent to the creative industries has failed to keep pace with demand - a challenge exacerbated by a lack of diversity. Further, technological, consumer and global trends are driving a shift in production methods and commercial models, creating the need for 'fused' creative, digital and entrepreneurial skills. The PEC will explore how industry, policymakers and educators should respond.

In workstrand3 Intellectual Property, Business Models, Access to Finance and Content Regulation, led by CREATe at Glasgow University, we want to develop digital and open data tools that consolidate the evidence on the effects of IP rights on creative production and consumption, changes in business models, and the emerging data economy. We will undertake research on the challenges for the production, distribution and international exploitation of UK AV content in the context of evolving technologies, globalisation and Brexit. We will also research barriers to finance in the creative industries and how policies should address these.

In workstrand4 Arts, Culture and Public Service Broadcasting, led by the School of Journalism, Media and Culture at Cardiff University, we want to focus on the opportunities and risks for value creation in creative industries arising from public investment in cultural institutions and public service broadcasters. A priority will be to analyse the challenges arising from the use of digital technologies in the arts, entertainment and news (including platform expansion, data analytics and personalisation, and experimentation), and what policymakers, regulators and funders can do to support the creation of value.

In workstrand 5 Creative Industries and International Competitiveness, led by Newcastle University Business School, we will deliver a better understanding of the UK's creative industries in the international economy, including how FDI, immigration and trade influences the spatial distribution of the creative industries. We also propose to improve our understanding of the consequences of Brexit for the creative industries and to inform international trade and investment policies to promote their interests going forward.

Planned Impact

The principal beneficiaries of the PEC will be the UK's creative industries, who will benefit both directly from research and insight that addresses industry challenges and indirectly from policies that are grounded in a more robust evidence base.

The PEC comes at a time when the UK's creative industries face critical questions about their economic future. They will benefit from the PEC in a number of ways. First, through a programme of timely research, data and evidence gathering that addresses their most important questions, and that is communicated in ways that industry can relate to. Second, from evidence-based recommendations in all relevant policy areas that the PEC will energetically communicate to policymakers. Third, through our proposed Research Partnership and Research Co-commissioning engagement models, the PEC will help to build research capacity in industry organisations too, an essential part of the AHRC's ambition to "foster an R&D infrastructure for the creative industries" (p2, Creative Industries Clusters Programme Scope).

We believe that the industry letters of support we have included only scratch the surface: organisations who have indicated their strong interest in partnering with the PEC and co-commissioning research in particular, but who are not yet able to quantify their commitments, include Arts Council England, Creative Scotland and the British Council. The Creative Industries Federation, an important member of our consortium, will play a key role in growing the PEC's industrial partnerships, though the local business networks of all of the universities in our consortium, which span the whole of the UK, will play an equally important role.

The PEC's beneficiaries will also include UK (and other) policymakers, who will benefit from the PEC's evidence-based policy ideas and recommendations, as well as having access to the same research and data sets that will be made available to industry. The PEC will also signpost to creative industry policymakers the excellent resources on policy evaluation that are becoming available to policymakers more generally e.g. Nesta's Alliance for Useful Evidence, the Innovation and Growth Lab and the What Works Centre for Local Economic Growth (where co-investigator, Dr Nathan, is Deputy Director), and it will publish additional guidance where there is a need for something specific to the creative industries.

Other beneficiaries will include the wider community of academic researchers. The PEC will be built on a dynamic, multidisciplinary, open and inclusive network, connecting researchers with policymakers, practitioners and other researchers committed to knowledge exchange. Therefore, as well as benefiting from commissioning of external research activities, academics will through the PEC have opportunities to form new research collaborations, access data and develop their research skills is new areas. The PEC will prioritise early career researchers in its skills development activities and will also reach out to the Doctoral Training Partnerships that are based in universities in the consortium.

The AHRC's Creative Clusters R&D Partnerships will also benefit from the PEC's work in areas, like cluster development, intellectual property and R&D, and from the PEC's cross-cutting activities, like market and technology foresight, as well as the open data that the PEC will publish. For its part, the PEC will actively look to make use of, and integrate into its wider programme of activities, the research conducted by the R&D Partnerships.

One of the consortium's distinctive strengths is its nationwide reach: this will ensure that creative businesses and policymakers at local, metropolitan, regional and national levels throughout the UK will benefit. We believe strongly that good policy advice depends critically on having local expertise given the diverse forms of policymaking and governance that exist in the UK's nations and regions.

Description Like all organisations in the creative industries ecosystem, the PEC has had to reflect on how the Covid-19 crisis has affected our work. We have aimed to act with agility through quick actions including establishing a popular resources page on our website signposting policymakers to different data collection efforts on Covid-19 impacts on the creative industries and publishing tips for trade bodies on survey design. We very quickly designed and launched a cohort study on digital cultural consumption behaviour during the first lockdown (and tracked the importance of culture in keeping the public engaged during the crisis; see below). In addition, the broader policy focus of our work has been directed by priorities which have been exposed by the Covid-19 pandemic, including a focus on freelancers and social mobility in the creative industries, where we have published a series of well-received publications, including in partnership with bodies like the Creative Diversity All Party Parliamentary Group. More recently, our policy interventions have been designed with changing policymaker priorities as a result of the pandemic, as set out in key government documents like HMT's Plan for Growth, BEIS's Innovation Strategy, the Levelling Up White Paper and DCMS's forthcoming Sector Vision. For example, we have published a series of research reports on R&D in the creative industries, supporting our recommendation that the definition of R&D used by the government for R&D tax relief purposes be amended to recognise R&D in the arts, humanities and social sciences. This recommendation has received the support of leading industry bodies including the Creative Industries Council, Creative Industries Federation and British Film Institute, and are the subject of ongoing discussions with HMT. More recently, for DCMS we have undertake a comprehensive review of job quality in the creative industries. The Good Work Review has comprised a vast programme of work over the course of a year: a process that has entailed examining thousands of data points, reviewing hundreds of existing papers on creative work, and listening to the views of over 120 stakeholders from across the Creative Industries in each of the four UK nations. The Review identifies 16 policy recommendations that seek to provide: firm foundations on which to build change and address a range of systemic and structural concerns; strengthen incentives for creative businesses to act and take ownership; and that help to build capacity within the industry to deliver this and to empower creative workers to play a central role in advancing better quality work for the next generation of creatives. PEC research has also helped track in which parts of the arts and culture sector the Covid-19 pandemic has had the most damaging impacts. Cultural organisations have naturally been looking to digital means of reaching audiences. To help organisations rebuild from the crisis, we need to do all we can to understand how and why the public engages with digital culture in all its forms, from film, music, books and video games to digital collections and online theatre. We partnered with the Intellectual Property Office (IPO) in initiating a cohort study in the first national lockdown to track the changing behaviour of the same group of individuals as they moved into and out of lockdown in order to gain insights into how the public engages with digital culture. In the study, we learned that the public spent more time on average watching TV than on watching film, listening to music, playing games or reading books. Thanks to follow-on funding from the Intellectual Property Office and UKRI we showed how this gap increased further in the weeks when the first national lockdown ended. We learned that the long-run shift from downloading to streaming film, TV and music received a boost in the lockdown, though downloading recovered some of the gap after lockdown eased. The bounce back in the percentage of adults purchasing physical content like console games, CDs and DVDs after lockdown ended reminded us that despite the digital revolution the retail market remained important to a significant minority of consumers. And we also learned that lockdown introduced many to the experience of watching filmed performances of theatres and concerts online and of viewing digital images of artwork and paintings for the first time. Beyond these descriptive statistics, we were also able to make stronger statements about how behaviours changed as a result of lockdown. For example, we found that individuals in England in our cohort who lived in areas that moved into local lockdown increased their consumption of film and TV whereas individuals who were not in lockdown did not, suggesting that on average individuals increased their film and TV consumption as a result of lockdown.
Exploitation Route The PEC is an experiment in addressing the challenge of producing relevant research and actionable advice to policymakers. To do this, it has employed a networked research centre design, developing new models of partnership, engagement and impact, broadening and deepening connections between the creative industries, policymakers and researchers, and identifying areas where partnerships can inspire new thinking. In particular, the PEC has with the help of its Policy Unit embedded itself in the policy planning and delivery processes of its stakeholders. This policy embeddedness is unlocking the opportunity to help academics become more policy-literate, and supporting policymakers to become more adept at using research evidence. In setting its priorities, the PEC uses a number of channels: its Advisory Board, its Director's representation on the Creative Industries Council and PEC participation on its Working Groups, open calls and meetings with industry bodies and policymakers. It also gauges priorities through its almost 100-strong network of Industry Champions and engages them in depth through Industry Panels on the burning policy issues facing the creative industries. Our embeddedness also facilitates our 'research translation' activity between the creative industries, policymakers and academic researchers. It is what allows us to fashion detailed and timely evidence-led contributions to policy planning and design, facilitated by forging greater mutual understanding across our three key stakeholder groups. The PEC has been awarded a further five years of funding by the AHRC from 1 June 2023 to continue its work. In its next phase, the PEC will grow the evidence base further, by addressing industry and government's current priorities for the creative industries including those set out in strategy documents such as the DCMS Sector Vision, while at the same time advancing research into the longer-term challenges and opportunities facing the sector.

Description The PEC is an ongoing project whose full policy impacts are likely yet to be seen, but the breadth of these impacts are already becoming clear and are being documented by the Policy Unit and shared with our Advisory Board on a quarterly basis. We have illustrated a wide range of our policy impacts in the section on 'Influence on Policy, Practice, Patients and the Public' section. Here we give a supporting narrative account by focusing on two cases: EDI in the creative industries and Levelling up. Equality, Diversity & Inclusion The PEC has a number of key pieces of research already published which focus on questions of equality, diversity and inclusion. These include 'Getting in and getting on: class participation and job quality in the UK's creative industries', which received wide press coverage and was used as part of the rationale for a new programme of work by Jerwood. It was also highlighted by Lord Vaizey Of Didcot (Con) in House of Lords questions on Covid-19 and social mobility : "My Lords, as highlighted in a recent report by the Creative Industries Policy and Evidence Centre... only 16% of people who work in the creative industries are from working-class social origins. Covid has had a devastating impact on the opportunities of people from that background and from black and minority-ethnic backgrounds. Will my noble friend look at the recommendations of the policy and evidence centre-including, for example, reforming the Kickstart programme-and work with it, as we come out of the pandemic, to increase life chances?". In addition, we recently held an industry panel roundtable in partnership with the Creative Diversity All Party Parliamentary Group, which led to publication of a joint paper. Work Advance, who lead on the PEC's Skills,Talent & Diversity workstrand secured funding from DCMS for an additional sector deep dive (fashion) as part of their work on Class in the Creative Industries. The PEC's Skills, Talent and Diversity Workstrand evidence synthesis identified diversity as a key challenge for the Creative Industries. Since then, PEC researchers have progressed a wide-ranging research agenda to advance equality and inclusion across the Creative Sector. This has included the PEC's substantial, multi-year, collaborative Class in the Creative Industries programme. Through this, the PEC has powerfully demonstrated the extent of class inequality within the creative workforce and shaped an ambitious and wide-ranging programme of change to enhance social mobility into Creative roles, including detailed policy recommendations for the Screen Industries and a ten-point Social Mobility Plan for the Creative Economy. This research has led to the prioritisation of socio-economic diversity in the policy discourse; influenced policy changes and programme design, for example Jerwood Creative Bursaries Scheme (WJCB); and informed the development of the Social Mobility Commission (SMC) Employer Toolkit for the Creative Industries. The PEC's work on this important agenda is ongoing. This includes a new partnership with XRStories and the Screen Industries Growth Network which will advance place-based approaches that promote inclusive growth of creative clusters; and a well-received independent review of job quality, co-funded by the Department for Culture, Media and Sport, which we have just completed. Levelling up A constant focus of the PEC is how we can improve the underpinning evidence base for the creative industries. With that impact aim in mind, a number of PEC projects have been aimed at helping policy makers to better understand the geography of the creative industries. Our findings are starting to shed more light on how we can support growth and enterprise across the country, and powerfully connect the cultural and creative industries with the Government's 'Build Back Better' and 'Levelling Up' agendas. For example, we have highlighted how our 'Creative Radar: Mapping the UK's Creative Industries' had been well received by the DCMS and bodies like Arts Council England. It has become the foundation stone of much of our subsequent research on geography, which is all aimed at enabling a better understanding of the political economy of CI development. That study used survey data and novel website scraping techniques to identify where the UK's creative businesses are located, to what extent they are grouped together in 'microclusters', and the benefits to clustering. As such the PEC's work is contributing vital research insights at the hyperlocal level and informing the design of new place-based policies. We published Radar alongside a number of other pieces in a communications 'spotlight week' which involved concentrated policymaker engagement and communications work. Behind the scenes we have met frequently with policymakers in Westminster and at National and local levels to discuss how they can use the research. Recently, the paper was referenced in the UK Government's flagship 'Levelling Up in the United Kingdom' White Paper - one of the cornerstones of this Government's agenda. It was used as supporting evidence for a focus on the creative industries within the levelling-up agenda, something which we had called for on the strength of our research. Our other recommendations in this area have focussed on the need for investment in the creative industries across the whole country including in microclusters. This is because we have found that innovative, creative organisations can be found in unexpected places, and benefit considerably from being part of a microcluster. In our policy briefing on levelling-up we highlighted the success of the continuation of the Creative Scale Up programme, which we argued had helped to develop and test new approaches to supporting small and micro businesses. In our last Researchfish submission we highlighted another demonstration of the impact of this portfolio of work - that the AHRC agreed to fund follow-up work on the Creative Radar firm survey to recontact the cohort on two further occasions to assess the impact of Covid-19 lockdown on their businesses. The next paper in this series is now published. Publications which build on this strong foundation of impact include a PEC insights briefing which looks at the impact of Covid-19 pandemic on placemaking initiatives and a discussion paper looking at the relationships between cultural organisations and local creative industries in the context of a cultural district. We expect to have significant impact with these papers as well, particularly as we feed in to the upcoming Creative Industries Sector Vision through DCMS as well as our membership of the Creative Industries Council. We have also fed into the DCMS Committee's Inquiry on cultural placemaking.

Description To create a map of the UK's creative industries, researchers scraped data from the websites of 200,000 creative businesses, allowing them to pinpoint where organisations were based. This helped them to identify 'clusters' of creative firms within walking distance of each other. The concept of 'creative clusters' or 'clustering' refers to groups of businesses in a particular industry benefiting from being near to each other, for instance the potteries of Stoke-on-Trent.

Collaborator Contribution The project will address an important evidence gap around the contribution of freelancers to the economic and place-based impacts of the creative industries. It will generate new insights into the business models of creative freelancers and their relationship to local labour markets, creative networks, supply chains and innovation ecosystems - as well as identifying the challenges that they face. Designed to produce 'deep dive' qualitative evidence on creative freelancers, this research will increase understanding of the economic relationships, dynamics and business personas of freelancer models in order to directly support locally-based investment and policy responses to creative industry business models. Led by Coventry University in collaboration with Creative United, Waltham Forest Borough Council, Coventry City of Culture Trust and the Warwick Institute of Employment Research.

Collaborator Contribution Pre-pandemic, policy interventions and funding have emphasised the value of intensive clustering to creative industries, and assumed dispersion and rurality are disadvantages. This research will investigate what opportunities the pandemic has produced so far and might create in the future for dispersed CI SMEs; what prevents them from seizing these opportunities; and how rural and semi-rural regional policy makers, universities, technology infrastructure providers and investors can capitalise on the pandemic reset to stimulate CI innovation in seaside and country towns and villages. The geographic context is Devon and Cornwall.

Collaborator Contribution This project will examine to what extent the Preston Model facilitates the growth and development of the creative industries, within Lancashire. It will focus mainly on the effect of procurement by anchor institutions and the findings will provide an evidence base to local policy makers of potential drivers for successful creative clusters, and the degree to which generic initiatives such as the Preston Model, need to be tailored to enhance support given to specific sectors. Lead investigators: Professor Philip Whyman and Dr Adrian Wright in collaboration with Dr Julian Manley, Dr Richard Weston, Dr Alina Petrescu and Dr Philip Kostov. UCLA is contributing £11.2k fo the projects' staff time.

The primary concern is to explore the nature of post-Brexit migration barriers, with an initial focus on SMEs employing at least 5 workers. Existing reports do not seem to distinguish regional or sectoral differences in the obstacles per se, the proposed study anticipates that the extent of the impact of Brexit will differ across regions and sectors.

Collaborator Contribution This project seeks to identify ways to support progression, resilience and sustainability for freelance careers in the screen industries. The study draws on over four decades of data contained in the Film Bang directory relating to the numbers and composition of production personnel and technicians working in Scotland. The information in the listings will be coded to capture the changing profile of this community of practice and track continuity of employment. This will provide information about career pathways that can inform future policies to support freelance talent development. Led by Edinburgh Napier University (Lead investigator: Alistair Scott) in collaboration with Marianne Mellin from Film Bang. The university is contributing a proportion of the PIs salary plus estates and indirect costs.

Collaborator Contribution This proposal acknowledges the pivotal role of the UK's design-led fashion MSMEs in pioneering sustainable practices. Most policy attention is devoted to the mass market segment of the industry, not recognising the value of MSMEs, focusing on end-of-pipeline waste initiatives above creative innovation in product, services and systems. This study will apply findings from recent research into the sustainable practices of fashion MSMEs, with new research mapping the changing geographical configuration of the industry, to provide vital new evidence of best practices across UK regions, assessing the most critical areas in terms of policy.

This project will aim to identify examples of creative supply chain development, and probe the value to fashion designers, businesses and communities supported by these supply chain activities.

Collaborator Contribution This project aims to increase understanding of key socio-political factors with the potential to influence the prosperity and sustainability of the creative industries. The focus for the research will be the live music sector in Birmingham and the study will map the ecologies in order to uncover the interdependencies across different local and global stakeholders. The team will also explore both the potential vulnerabilities to global/political shifts for the sector and the ways in which actors within the value chains anticipate and respond to these challenges by developing mitigation or adaptation strategies. Led by Aston University (Lead investigator: Dr Patrycja Rozbicka) in collaboration with Dr Adam Behr from Newcastle University and Craig Hamilton from Birmingham City University. The core network for the project includes Birmingham City Council, Birmingham Music Coalition, Un-Conventional, the Musicians Union, UK Music, Birmingham Music Archives and BOP Consultancy. Culture Mile in the City of London is the core case study district for an in depth inter organisational networks analysis and the team will also conduct comparative analyses of five other cultural districts across the UK: Better Bankside (London), Salford Quays, Newcastle/Gateshead Quays, Bristol Harbourside and Dundee Waterfront. Collaborator Contribution This project will examine co-operatives as an alternative business model to solely commercial firms. The study will also look at how effective public policy has been in promoting co-operatives as a way of working in the creative industries and the variations in adoption across sub-sectors. To do this, the focus will be on Scotland, where the devolved government has an explicit policy to promote co-operative ways of working. The research will also consider whether co-operatives offer a vehicle to counter issues of diversity and examine how well the model is understood amongst creative workers. Additionally the study will explore what skills and training people think they may need to set up co-operatives, and how public policy, higher education and business support can respond to that. Led by University of Glasgow (Lead Investigator Professor Kate Oakley) in collaboration with Cultural Workers Organize with contributions from Innovate UK/KTN who are providing the costs of a workshop.

It was attended by 17 Champions from across the UK and the PEC's core team. The goal was to provide an opportunity for Industry Champions to connect with one another after the lifting of Covid-19 restrictions and to identify current and future policy priorities, with suggestions as to how these could best be addressed by the PEC. Results and Impact On 24 November 2022, the PEC co-hosted an international conference with British Council Turkey, the substance of which was the PEC International Council's 11-point global agenda. 121 people participated in the forum in person and 660 unique visitors joined virtually. The PEC International Council participated in one TV, one newspaper and one online interview. Results and Impact The 'Heritage, Community and Opportunity' policy breakfast was held at Cardiff West Community High School - a brand new school located in communities with significant talent and heritage, but which face social and economic challenges - this event was embedded in the school and local community, and led by the pupils as a 'barriers down' conversation.

Incorporating food and lively debate, it was organized by local community development workers and facilitated by a local artist, bringing together pupils, parents and policy makers - including Mark Drakeford, the Welsh First Minister - in an equal and reciprocal co-production partnership that explored how to widen participation and progression to higher education through heritage.
