Abstract
The GCRF Gender, Justice and Security Hub will deliver innovative interdisciplinary research on the challenge of achieving gender justice and inclusive security in conflict-affected societies. The Hub addresses the overlapping of three major policy areas: Sustainable Development Goal (SDG) 5 on gender equality; SDG 16 on peace, inclusivity and justice; and the implementation of the Women, Peace and Security (WPS) agenda. The UK is a global leader on these issues, particularly gender equality, which is at the heart of UK Aid Strategy as well as a national security priority. Yet in each of these areas, progress has been frustratingly slow, and in some cases has stalled altogether. The Hub will develop an evidence base on the intersections of gender, justice and security; expand research capacity in collaboration with international partners; and make use of unrivalled links with leading ambassadors for gender justice (Hub Champions) to translate research into impact for the achievement of sustainable peace.
Promoting the conditions for gender justice and inclusive security requires a broad vision, ability to unite disparate specialisms, develop capacity across the sites where the development challenge is most intense, and provide independent scrutiny of policy initiatives. A diverse team of PI and co-investigators, widely regarded as experts in gender studies, development, justice and/or WPS, will lead the research. The Hub will pursue its key questions through four projects - on Transformation & Empowerment; Land, Livelihoods & Rights; Migration & Displacement; and Masculinities & Sexualities, as well as two cross-cutting work streams on Law & Policy Frameworks and Methodological Innovation. The challenge the Hub confronts is global, but appears in different ways across contexts. To generate detailed knowledge from which to draw scalable conclusions and recommendations, the Hub will focus on eight core cases: Afghanistan, Colombia, Iraq, Lebanon, Myanmar, Sierra Leone, Sri Lanka and Uganda. While each is distinctive in its experiences and timelines of conflict, the cases are broadly geographically representative and are all significantly conflict-affected.
The Hub structure is designed to build deep and lasting links between researchers, project partners, policy makers, civil society actors and vulnerable groups. In addition to a range of academic outputs (monographs; journal articles; visual materials; working papers; policy reports) specific to each project, the Hub will yield several other outputs of significance for the wider research community: new datasets on transitional justice, women's empowerment and subsequent backlash, and post-conflict reconciliation; a major 'Global Gender, Justice and Security' report, with researchers from across the Hub contributing data and chapters; and an innovative web portal providing wide access to Hub research. The portal will be the Hub's main site of public engagement, featuring videos, podcasts and case studies of the development challenge and effective responses to it, as well as serving as a resource beyond the end of the award.
While the Hub will be housed administratively at the LSE Centre for WPS, its activities will be most evident in the eight core countries. Hub workshops will be held in each one throughout the grant, to include knowledge exchange, research presentation and development, leadership team meetings to identify project synergies and forward plan, visits from Hub Champions, policy meetings, networking and collaboration opportunities and expert-led training. Hub institutions have committed to providing access to research methods courses for researchers from the core countries.

Planned Impact
The ultimate aim of the Hub is to transform situations of gender insecurity and injustice for the groups they render vulnerable. The Hub will deliver five forms of impact to achieve this aim:
Impact 1 is the creation of new knowledge and advocacy networks that amplify the voices of women and marginalised groups to catalyse change. This type of impact aims to bolster affected communities' abilities to challenge and debate policy, and to bring new voices into public debate, thus supporting the WPS pillar on equal participation and SDG targets 5:5 to ensure women's full and effective participation and equal opportunities for leadership and 16:7 to ensure responsive, inclusive, participatory and representative decision-making at all levels. It also maps on to the UNSG's Prevention Agenda priority to support national capacities for facilitation and dialogue. The achievement of Impact 1 will extend the legacy of the Hub well beyond five years. Civil society project partners in DAC-list countries will be major beneficiaries of both research collaboration and policy engagement. The research proposal has been co-developed with 17 civil society groups with expertise on local development needs. Further beneficiaries include identified local women's and civil society groups in core states; youth activists; student societies; LGBTQ groups and refugee communities in Lebanon, Turkey and Jordan, and from Myanmar.
Impact 2 will be local and global policy change on SDGs 5, 16 & the WPS agenda instigated by evidence on policy impacts generated by the Hub. This impact supports the WPS pillar on promotion of women's rights post conflict and SDG targets 5:1 to end all forms of discrimination against all women and girls everywhere; 5A to undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property; 5C to adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls; 16:3 to promote the rule of law at the national and international levels and ensure equal access to justice for all; and 16B to promote and enforce non-discriminatory laws and policies for sustainable development. Hub research will inform policy advocacy and policy design and provide independent policy scrutiny. Opportunities have been identified for impact on major policy processes through government agencies, international organisations and transnational civil society groups, including core country governments, UN Women; DFID; Global Fund for Women, UN Special Procedures mandates & OHCHR; UNDP; IOM; MenEngage alliance; UNDPKO; & the CEDAW Committee, to offer increased protection to groups who are currently under-served.
Impact 3 is institutional reform in core countries and more broadly, to underwrite inclusive security and just peace, for the benefit of conflict-affected societies. It aligns with SDG targets 16:6 to develop effective, accountable and transparent institutions at all levels and 16.7 (above), and with the UNSG's Prevention Agenda priority to advance a preventive approach to human rights. Hub projects anticipate impact on the knowledge, capacity and practice of institutions in each research site, including transitional justice institutions wherever they are present, along with national agencies on land restitution and territorial renewal (Colombia); the Ministry of Higher Education (Iraq); the Consultation Task Force and Parliamentary Gender Caucus (Sri Lanka); & district government & the Ker Kwaro Acholi group of chiefs (Uganda). The Hub will also benefit the International Criminal Court through the provision of research to facilitate its in-country operations.
Impacts 4 (capacity-building to benefit hub participants) and 5 (creation of new knowledge; development of research methods & sector good practice to benefit the wider academic community) are detailed elsewhere in the application.

| Description | Achieving reconciliation is difficult and takes time. This video is based on research conducted by Angelika Rettberg and colleagues on the meanings and the factors shaping reconciliation in Colombia. It shows that age, gender, religion, income, region, and experience with violence matter when it comes to defining who are the most, and the least, likely groups to be willing to engage in reconciliation efforts. People experience pain and hope in different ways. Women, for example, are overall more sceptical about reconciliation. However, this changes when they feel empowered or hold positions of leadership, in which case they may become reconciliation champions. Urban youth are very likely partners of reconciliation. Men are more likely to demand material retributions for reconciliation to move forward. In sum, a wide spectre of factors has an impact on whether people want to reconcile and what they expect to happen for reconciliation to occur. | Description | Gender equality is a critical accelerator of progress towards the development goals, and the Hub aims to raise awareness of, and reinvigorate collective action towards, Sustainable Development Goals 5 and 16 in each of the DAC-list countries in which Hub members work. The Hub collectively and through its individual members continues to influence policy and practice in matters of gender, justice, security, transitional justice and social and economic empowerment of women in post-conflict states. This includes the appointment of Professor Angelika Rettberg (August 2022) to the Committee that will monitor for 7 years the recommendations of the Final Report of the Columbian Truth Commission, which was published in 2022 and has a gender chapter. The Hub has strengthened its policy engagement and impact investment. In 2022 it appointed a Communications and Policy Engagement Consultant, Nicky Armstrong, who has developed a policy engagement plan which included Hub member attendance and co-hosted sessions at the Commission on the Status of Women (CSW 67) meeting 6-17 March 2023. The Hub has also made dedicated funds available to partners whose work is poised to deliver tangible social, policy, institutional or community reform. Nine Hub projects are receiving this additional support in 2023. The Hub is also consolidating the scope of influence at a country level by investing in Country Impact Plans driven by Country Impact Managers in focus countries. |

| Description | The investigator used a suite of established tools in order to develop an innovative instrument that is fit for the study. The established tools include The World Health Organisation/WHO(Alcohol use disorder instrument (AUDIT) for assess alcohol use among soldiers and the HAMILTON anxiety disorder tool. These tools were adapted for the setting, but need to be standardised to measure what they are intended to measure. A new set of parameters are being compiled from the ethnographic study which can be used to develop a new psychometric instrument. |

| Collaborator Contribution | Advocates for Research in Development (ARiD), founded in 2010 is a leading community focused policy research advocacy NGO with its headquarters in Pader district, Northern Uganda. The development oriented organization aims at transforming the lives of the community emerging from the legacy of the civil war, especially of the vulnerable communities. ARiD is fully registered as an NGO with the national level, Pader District Local Governments, and Pader District NGO Forum. Since its inception, ARiD had been operating in Agago, Kitgum, Abim and Pader districts. Its Program covers; Strengthening Participatory governance and Accountability, Livelihoods, Social Justice, Environment and Land governance with funding cooperation with ActionAid Uganda, UWEZO, War Child UK, DFID and Institute for Social Transformation (IST). ARiD has a close working Partnership with Amani Institute . ARiD and Amani have joint Research fellowship programs, information sharing and capacity building. During joint data collection (Makerere and Amani) in December 2019 in Northern Uganda , ARiD helped the research team to mobilize community dialogues and focus group discussions in Pader District. |

Eleven women and one man participated in the workshops which were led by applied theatre facilitators and which trained participants to plan and design craft and movement workshops. This training forms part of a larger project that uses applied theatre as a tool for expressing the previously inexpressible emotions and experiences felt by communities that have experienced conflict. The project both offers applied theatre as a means of personal and social healing as well as an innovative applied research methodology. |

| Results and Impact | In February, 36 top UPDF officers attended the two day meeting. Of whom only three were female . In March 2020, a capacity building session was organised for the top UPDF (Uganda People's Defence Force) officers, Of the 38 participants only two were women. This disparity aligns very much with military institutions globally. In March still we organised two capacity building sessions for people associated with the UPDF. In the two sessions, only women attended, Each session hosted 50 women. Due to current restrictions for big group gatherings, we organised more than 30 meetings with soldiers, widows of fallen soldiers, adult children, and soldiers' spouses. On average each meeting was attended by 40 participants. The main strength of this project is in promoting dialogue in communities about emerging findings. Through capacity building meetings and consultative meetings, different interlocuters select, discuss and adapt practical solutions to their protracted challenges. For instance, the UPDF officers discussed at length the possibility of minimizing institutional corruption through making it mandatory for soldiers to write wills. |

| Results and Impact | The talk shows were hosted by two different radio stations, both in the Luo language and with a broadcasting range that reaches most of northern Uganda and several million people and both are very popular amongst men and women. One of the radio stations is the most popular radio station and they hosted a late night talk show on love and relationships. Those who called in tended to be about a 1/3 ratio of women to men. The other radio station ran their shows a bit differently. Together with me, we would go to a village outside of Gulu (the main town in the region) into a trading centre and call people from the surrounding area for a discussion which they would record and later broadcast. They aired each recording 3 times and then after the 3rd time they opened the line for people from all over to call in and comment on what they had heard the people in that particular area discussing. It is difficult to estimate with any precision, but thousands of people would have heard and been involved in the radio talk shows. |

The session will cover the origins of the effort by women's peace and humanitarian groups to work with the Security Council and expectations of what this would deliver; the main themes covered by the 10 UN Security Council resolutions; the reasons for their dominance at different points and the practical and operational advances made through the security council resolutions. | Results and Impact | The first Convention of the Gender, Justice and Security Hub - 'Achieving Sustainable Development Goals 5 and 16 through the Women, Peace and Security Agenda: Progress and Challenges' - took place in Sri Lanka 5-13 January 2020. Conventions will be a flagship activity of the Hub and contain varied programmes of activity, promoting and facilitating knowledge exchange, research development and co-authorship amongst Hub members. A large group of the Hub Co-Investigators and Project Partners were present, providing a unique opportunity to present new and emerging research as well as engage in policy-focused discussions with local experts. The academic components of the Hub took place at the University of Colombo from 5-7January, included keynote sessions from Hub researchers and local experts as well as faculty-specific presentations from Hub researchers and practitioners to students and staff in the faculties of Law, Arts, Education and Medicine. from 9-10 January Hub members engaged in workshops with local activists working within the women, peace and security agenda to discuss areas of mutual interest in the international peace building agenda. |

Consistent with the efforts to help rekindle the land question as it relates to gender justice in Sierra Leone, this panel discussed how the pandemic may have reinforced the need for an equitable access to and ownership of land while diverting attention to a more neoliberal economic recovery approach that relegates gender, livelihood, and justice concerns as secondary. |

| Results and Impact | Among many new challenges presented by the COVID-19 pandemic is the need to protect gender relations, livelihoods and the economy from the negative effects of lockdown. The lockdown in Uganda was a key part of the national response to the outbreak, and was highly effective at limiting the impact on people's health and lives. And yet, when people were asked to stay at home, and when transport networks were suspended along with schools, offices, shops and many other businesses, citizens' livelihoods suffered from unprecedented strain, this affected the gender relations in households. Without work, income dropped, without income, accessing essential products such as food became difficult and many families separated. It is important, therefore, that the effects of lockdown on citizens' livelihoods and gender relations amidst scarcity of resources are monitored as closely as the spread of the virus. This event will explore how gender inequality manifests in Uganda, some of the factors that undermine gender equality as provided for under SDG5 and triggers of gender-based violence (GBV) especially before and during COVID19. It will also discuss government responses towards the promotion of gender equality and fight against GBV and the challenges to the attainment of gender equality in Uganda. |

| Results and Impact | The outbreak of a global pandemic has simultaneously revealed the fragility and robustness of health, education, economic, security, political and social systems. There is no shortage of exceptional responses to the pandemic. These have included the physical lockdown of millions of people, mandates to return millions from cities to rural communities, restrictions on expression that challenges government management of the crisis, data tracking on the movement of persons, extensive border controls, and a broad range of political and legal controls that are far-reaching across all levels of public and private life. Responses have also included remarkable initiatives at community level, often led by women, to provide care where state services fail and to maintain momentum for progressive policy agendas. This event will take stock of changing social and political landscapes, locally and internationally, one year into the COVID-19 pandemic. Three Co-Directors of the UKRI GCRF Gender, Justice and Security Hub will discuss questions such as: How have responses to COVID-19 affected the fight for gender justice and inclusive security? What are the impacts of the crisis on political and social rights agendas? Has the pandemic exacerbated the closing down of civil society space? How are gender roles and conceptions of masculinity challenged as a result of the reconfiguration of public and private spaces? And, perhaps most importantly, as we head towards a post-COVID reckoning: does the moment of crisis brought about by the pandemic offer opportunities for positive change? |

| Results and Impact | Arts-based research has gained an increasing popularity as researchers are finding new ways to conduct and communicate research. This event will present and discuss different ways of engaging with the arts from ongoing research across the Hub: art as research, art in research and art for dissemination of research. The event will also introduce the virtual curation 'Practices of Making from Sri Lanka, Pakistan, India and Afghanistan', which is linked to the Culture and Conflict project in the Transformation & Empowerment stream. The project has developed and adapted its methodology in light of the pandemic, which creates innovative spaces and approaches to designing research, gathering and analysing data, presenting and using data, in ways which are inclusive and accessible. It includes short film format testimonies from participants in research sites across South Asia (Afghanistan, Pakistan, India and Sri Lanka - in English, Hindi, Kashmiri, Urdu, Pashto, Dari, Tamil and Sinhalese), speaking about this research and how it informs their lives. It also features a curated collection of images of culture and craft from across the region the project is working in. This platform allows participants to not only get a close view of the work, but also allow them to visualise data and data sharing across language and geographical barriers. |

| Results and Impact | This event explored how individual and institutional responses to the pandemic have at times been shaped by stereotypically 'masculine' ideas of what catastrophes look like and how they need to be managed. Speakers considered if and how these responses have fallen short of recognising the reality of pandemics and understanding what is needed for communities to cope. The speakers discussed how stereotypically 'male' and 'female' coded responses can be rethought, how popular culture influences these reactions and how they play out in everyday life. They considered how to disrupt these masculinised narratives, overcome militarised and 'war-like' responses and build both everyday and institutional ways of responding to the pandemic with solidarity and care. Speakers were Ms Bahar Munzir of the People's Development Organization (Iraq) and Dr Henri Myrttinen (Finland). |

| Results and Impact | Dr. Twana Abdwlrahman participated in panel discussions on human rights, violence, and equality, in an event hosted by the Ministry of Labor and Social Affairs, with the support of UNFPA, on December 3 2020. Dr. Twana outlined the research project and the Centre for Gender Development Study's (AUIS) focus on education, research, capacity building, advocacy, and raising awareness. Additionally, he highlighted the importance of a deeper understanding of gender inequality in Kurdistan, especially through examining how religion, culture, law, literature, and the social institutions define masculinity and femininity, and divide roles, responsibilities, status, and rights between man and woman. The panel session resulted in increased awareness of these issues across the diverse audience. |

| Results and Impact | This session covered how in the absence of a National Action Plan on UNSCR 1325, WPS can be tailored to the needs of communities affected by violent extremism, draw compatibility between 1325 and Islamic teaching and practices and point out some conceptual, policy and practical issues that are crucial in the debates around localizing UNSCR 1325. The session highlighted the strategy of engaging powerful opponents of the WPS agenda in a constructive dialogue to transform them to the strongest allies. It also covered that adopting a cultural, religious and security sensitive approach can help transform policy and decision making and facilitate an inclusive process, establishing channels of communication between local women and local authorities, that contributes to bring about change for local women's empowerment, gender equality, sustainable peace and inclusive security. Participants reported an improved understanding of the challenges in this area. |

| Results and Impact | On 13 April 2020, social media in Uganda was treated to a vicious and disturbing video in which a young energetic man was recorded mercilessly flogging his 82-year-old grandmother over the latter's alleged refusal to acknowledge the grandson's belonging to her family and his subsequent claims over land. We argue that while the widespread media condemnation of the young man (grandson) led to his immediate arrest and further prosecution, a larger point was unfortunately missed. The arrest and imprisonment of this supposedly errant young man is a mere scratch on the surface of a deeply fractured social system. Drawing from an on-going qualitative and ethnographic study entitled "Beyond war compensation: Gender Justice, Livelihood and Land Rights in Northern Uganda", we reflect on some of the contemporary post-conflict conflicts - around land, livelihoods and social belonging - that resonate with this incident. We critically reflect on imperatives for post-war investment in gender equitable sustainable peace in the region. |

Will we finally see significant reductions in violence on the streets, on buses and in workplaces? | Results and Impact | The theatre participant workshops brought together women affected by war. It provided a safe and supported environment for women to tell their stories through theatre performance. The women were led through the process by trained facilitators. The workshops included 10 women from Batticaloa, Sri Lanka; 6 facilitators; 3 investigators, 2 video crew (20 female; 1 male). The performances were recorded by young women videographers in order to analyse and describe the process and outcome; however, the video will be erased following this analysis to safeguard the women and protect their identities. This is part of the Narrating (In)Security project. |

To deal with the power imbalances often present in land restitution tribunals between victims and economic actors, the Victims and Land Restitution Law puts in place some procedural benefits and presumptions that are victim-centred. |

| Results and Impact | Following the 13 April 2020 recommendations report to the UN Working Group on Business and Human Rights related to the implementation of the Guiding Principles on Business and Human Rights in armed conflict and post-conflict settings, on 18 June 2020, Camilo Sánchez and Aaron Acosta presented the recommendations to members of the UN Working Group in a Virtual Consultation. Among our recommendations, we highlighted the importance of protecting land rights through the State updating and maintaining land ownership and land tenure records. We also emphasised the importance of business actors performing meticulous due diligence, as well as waiting for the State to consult with potentially affected communities before intervening with local communities. |

| Results and Impact | This session covered the genesis and development of the Women, Peace and Security (WPS) agenda, and introduced some of the key actors and issues. The session also explored some of the tensions that have emerged over the past 20 years of WPS activity. The role of National Action Plans (NAPs) in implementing the WPS agenda at state and regional levels was also discussed. The session included small-group discussions of the NAP analysis, followed by a discussion on 'recommendations' for governments on preparing NAPs. Participants reported an increased understanding of the agenda, key actors and issues. |
