GCRF GlobalSeaweed* - Safeguarding the future of seaweed aquaculture in developing countries

Abstract
The seaweed cultivation industry is the fastest-growing of all aquaculture sectors, with an annual growth rate of 10% and a value in excess of $5bn. 95% of this cultivation is undertaken by developing countries. Worldwide, seaweed farming provides income to 'millions of families' in rural coastal communities and has enabled women to become economically active for the first time, in areas where few opportunities exist. Yet outbreaks of seaweed disease and pests are threatening this industry, leading to dramatic (>15%) declines in yield, notably in three major seaweed-producing developing countries - the Philippines, Tanzania and Indonesia and is having catastrophic socio-economic impacts on the communities reliant on seaweed production. In the Philippines alone, losses over US$ 100 million a year were attributed to disease, representing 15% of their farmed seaweed production and similar reductions have been seen in Tanzania and Indonesia.
OUR VISION for the Global Challenge Research Fund (GCRF) GlobalSeaweed* programme, therefore, is to grow the research and innovation capability of developing countries engaged in seaweed farming. The GCRF GlobalSeaweed* team will consist of international experts in algal biology, aquatic pathology, disease and pest identification, biosecurity and policy development. It will be a 4-year programme, primarily collaborating with senior seaweed specialists in the Philippines, Indonesia and Tanzania, but we envisage working with many other seaweed producing developing countries through the establishment of a GCRF GlobalSeaweed* Fund, enabling rapid action to emerging crises in the seaweed industry & fostering further international cooperation.
GCRF GlobalSeaweed* aims to address three key 'Development Challenges' directly linked to the United Nations Sustainability Development Goals and these include:
Challenge #1: Secure and resilient food systems supported by sustainable aquaculture - develop innovative new detection methods for key yield-limiting seaweed diseases and pests on cultivation sites and in the wider environment and legislation/ biosecurity measures to prevent their introduction and spread: We will focus on identification of emergent diseases and pests and the development of early warning, risk-based detection protocols and robust national and international policies to ensure the security and resilience of this industry in developing countries.
Challenge #2: Resilience and action on short term environmental shock and long term environmental change - mitigate the sensitivity of seaweeds to fluctuating environmental conditions and climate change: We will empower our overseas partners to develop and test new commercial strains for increased resistance to the key yield-limiting diseases and pests under conditions of environmental change and embed the knowledge gained into practical farm management protocols to ensure maximum yield at the farm sites.
Challenge #3: Sustainable livelihoods supported by strong foundations, infrastructure and gender equality for sustainable economic growth and innovation - understand the socio-, political and institutional landscapes in our overseas partners regarding biosecurity, gender equality and risk management: We will work closely with local communities and national governments to develop a robust approach to policy development to promote sustainable economic growth of the seaweed industry in these countries.
Through addressing these challenges, GCRF GlobalSeaweed* will not only produce excellent scientific research, but train 24+ early career researchers, develop open access training materials and an unprecedented digital Atlas of Seaweed Disease and Pests, protocols, international technical and policy papers in collaboration with the FAO and United Nations University and organise special sessions at international conferences and sharing best practice events in collaboration with our overseas partners.

Planned Impact
GCRF Global Seaweed* will work towards four types of impact: 'conceptual': contributing to understanding and influencing knowledge held by researchers, seaweed farmers and policy-makers; 'instrumental': impacts on policies and practices at community, national and international levels; 'capacity building': strengthening seaweed farmers' capacity to implement sustainable, gender equitable and resilient farming practices; and our research partners' ability to conduct high quality research and influence policy-making and practice; and 'connectivity': strengthening national and international community-research-policy-practice networks.

a) Researchers specialising in seaweed production, wider aquaculture, and biosecurity for diseases and pests including; (i) early career researchers from our overseas partners in the Philippines, Indonesia and Tanzania, who will benefit immensely from a 6 month intensive training period in the UK and working alongside established seaweed specialists; (ii) the disease and invasive species research community who will benefit from the project's taxonomic, eDNA and biosecurity data which will be integrated into prominent international efforts through the South Pacific Communities Programme, Intercoast Network Tanzania, the Latin American Seaweed Network and the existing GlobalSeaweed network. Via existing links with international societies, we will also establish special sessions at their international conferences to bring together science and other stakeholders in seaweed aquaculture. Data on disease and pests generated during GCRF Global Seaweed* will also be made available to the wider academic community, through inclusion in the global digital Atlas, Molecular Collections Facility and herbarium collections at the Natural History Museum and DAC-list partner country (DP) repositories.
b) National policymakers and practitioners in our three partner countries.
Our science will contribute to regional assessments and policy formation in the Philippines, Indonesia and Tanzania, through existing links with the Southeast Asian Fisheries Development Centre (SEAFDEC), and the Institute of Marine Science, University of Dar es Salaam (IMS-UDS) and new links with the Faculty of Fisheries and Marine Science in Sam Ratulangi University (FoFaMS). We will enhance our partners' existing policy engagement strategies by helping them develop detailed policy influence plans and we will develop national policy briefs 'from the ground up'; discussing our research findings with local communities and aquaculture extension officers to develop locally-informed recommendations at Sharing Best Practice (SBP) events, organised by each overseas partner. We will publish accessible working papers and collections of short policy-relevant essays on aspects of seaweed production and farming to engage national stakeholders.
c) International policymakers
To ensure impact on a wide range of developing countries, we will disseminate our findings via the Food and Agriculture Organisation of the United Nations (FAO) and UNU-INWEH. We will also strengthen relationships with the UK Department for International Development (DFID) to ensure that its policies are informed by the new science
d) Seaweed farming communities
Our partners already work closely with local seaweed farming communities (>2M farmers in DPs alone). Combining our research findings with local knowledge will help develop appropriate recommendations for policy and practice, building a good shared understanding of how to develop farming practices that are resilient in the face of climate change, price shocks and other risks.
e) The wider public
We will use GCRF Global Seaweed* platform to engage and inform government officials (>250 in DPs) and the general public in our partner countries, the UK and internationally, through out website, Twitter, short documentaries and open forums, such as the SBP events.

These resources include; (i) Biosecurity Policy Database; (ii) Global digital seaweed disease atlas; (iii) Tanzania seaweed taxonomy database; (iv) refurbished or new seaweed laboratories in the Philippines, Malaysia and Tanzania; (v) extensive new datasets on genetic diversity in red seaweeds in over 10 countries globally. The GlobalSeaweedSTAR programme has also opened up important new research questions, in particular looking at the ecosystem services that this global industry can provide, in terms of CO2 capture, increasing biodiversity, removal of excess nutrients from degraded environments. How different species and farming methods could be employed and upscaled to maximise these services, without impacting on the wider environment and increasing the risk of pest and disease outbreaks. This programme has also generated significant support from the global research community, collaborating with over 350 specialist seaweed researchers either directly through the core partnerships or through the GSSTAR Research Fund. These collaborations have since expanded, through the Safe Seaweed Coalition (SSC), to include over 950 academics, industry, government and non-governmental organisations. Many of the partners are now involved in 3 collaborative research programmes funded through the SSC. In addition to research excellence, a key objective for the GlobalSeaweedSTAR was to increase research capability in specialist skills in our partner countries. To achieve this objective the programme delivered the following; (i) 3-4 year training programme for 17 early career researchers, including 6-months intensive training in the UK; (ii) 8 capacity building workshops in key areas identified by our partners (e.g., bioinformatics, histology, disease identification, algal taxonomy, data management), which were delivered either in our partner countries or online; (iii) validated MSc module on macroalgal cultivation, which has now been delivered to over 45 international students via the Erasmus Mundus Joint Master Degree in Aquaculture, Environment and Society PLUS (ACES+). |
| Exploitation Route | The outcomes of the GlobalSeaweedSTAR programme have laid the foundations in terms of research excellence, training and networks for the global seaweed industry, which are now being built upon by the Safe Seaweed Coalition and The Seaweed Academy (i.e., £400k UK training initiative for the seaweed industry hosted by GSSTAR Coordinator - SAMS). They have also strengthened existing initiatives in our partner countries, helped build their North-South and South-South networks and provided training to a new generation of seaweed cultivation and biosecurity experts, ensuring capacity and capability are secured in these countries well beyond the end of the award. The FAO technical papers and UNU-CRIS policy briefs, together with open access research papers on molecular diagnostic tools, molecular cryo-preservation and herbarium collections, biosecurity legislation and practice, plus protocols and teaching materials, which are all openly accessible to the research community and policy makers in seaweed-producing countries globally, will enable the research and training to be continued by the wider research and education communities. In collaboration with the UNU-CRIS and national governments, we have also formulated road maps for the continued support of aspects of the programme (i.e., publication of field guides, training courses, policy briefs). Through these collaborations and further development of research networks our outcomes, there will be a legacy of cooperation well beyond the lifetime of this award. |

| Description | The findings from the GSSTAR programme have contributed to the following non-academic impacts:- 1. UN Food and Agriculture Organisation (FAO) have now incorporated seaweed biosecurity into their mandate and it is now an agenda item at the FAO Committee for Fisheries - Sub-Committee on Aquaculture (COFI-AQUA) meetings that meet every two years. 2. UN FAO have produced seaweed disease fact sheets based on our results that will be placed on their website and in a forthcoming aquaculture disease manual. 3. UN FAO have incorporated seaweed (and other aquatic plants) into their new Progressive Management Plan for Improving Aquaculture Biosecurity (PMP-AB) and the 8 associated tool kits. 4. National governments in partner countries (e.g., Philippines, Malaysia and Tanzania) have adopted our standard operating procedures for seaweed biosecurity into their national standards and policies. 5. Global Aquaculture Alliance (GAA) have produced a Best Aquaculture Practices for Seaweed (in press) and this has a biosecurity section, which is based on GSSTAR outputs. 6. Safe Seaweed Coalition (SSC) funded by the Lloyds Register Foundation (£5M) has based it's funding model on the GSSTAR Research Fund. The SSC has supported 3 additional projects based on GSSTAR research. 7. GSSTAR team contributed a declaration of support for the Shanghai Declaration at the FAO Global Aquaculture Conference (China, 2021). 8. EU funded Ecklipse report on potential ecosystem services of upscaling macroalgal cultivation in Europe used findings from GSSTAR. 9. Summary:Aim of the project: Seaweed aquaculture can make possible to sustain the increase of biomass demand, as a source for alternative food and food ingredients, for special bioactive compounds of pharmaceutical and nutritional uses, and for the polysaccharide industry. The seaweed biomass can also be transformed into sustainable biofuels. However, seaweed aquaculture faces still several challenges that require further understanding. Some of these constraints include a limited installed knowledge in countries without a well-developed seaweed-based industry, and other hand risks such as emerging seaweed diseases and undesirable consequences of seaweed aquaculture such as loss of the genetic diversity. Diseases and genetic diversity loses will compromise the sustainability of any seaweed aquaculture activities in the near future. This proposal intends to improve these three aspects in Peru, by developing a partnership between Peruvian and Chilean researchers. |

A microbiome approach to understanding and mitigating disease outbreaks in tropical seaweed farming: Outbreaks of seaweed diseases have serious economic impacts on coastal communities and private sector operators engaged in seaweed farming in the tropics due to 1) crop losses; 2) decreased marketability of the seaweed and 3) decreased yields of carrageenan. The project aims to increase our understanding of the main factors responsible for disease outbreaks in seaweed aquaculture and to develop mitigation methods based on co-culture at seaweed production sites. High value sea cucumbers, often referred to as the "earthworms of the sea", will be farmed alongside the seaweed, to increase microbial diversity and supply nutrients for growth of the seaweed. It will be tested whether this increases the growth and disease resilience of the seaweed. In addition, growing sea cucumbers will provide a secondary high value product for the seaweed farmers. The project will work with industry partners in south-west Madagascar that are leading community-based aquaculture development, local academic partners and the core UK-based GlobalSeaweedSTAR (GlobalSeaweed*) team (SAMS-NHM) to combine cutting-edge science with climate-resilient farming practices. The project will help to safeguard the future sustainability of the seaweed farming industry in Madagascar that underpins the livelihoods of vulnerable coastal communities who are at increased risk from changing environmental conditions. SAMS will be responsible for the project coordination and liaison with other partners, data archiving and quality assurance on data collection. The SAMS PIs will be responsible for all procurement, logistical and travel arrangements for the three field missions to Madagascar and for the shipment samples and DNA to the UK. She will liaise jointly with the in-country partners and the UK-based team, via email and skype to co-ordinate the preparation of field research activities in Madagascar and processing of samples and data in the UK. Project progress against timelines and indicators will be tracked quarterly. SAMS PIs will supervise the metagenomic analyses and provide mentoring in the analysis of the 18S rRNA microbiome data. |

| PI Contribution | algaBLISTER: A coLlaborative network for traininG and cApacity Building in aLgal dIseases in LaTin AmERica: To date, impacts of seaweed aquaculture expansion have been poorly investigated and the spreading of disease is particularly relevant, as dramatic problems are repeatedly reported in commercial mariculture facilities. Few laboratories actively work on seaweed pathology, most of them in developed countries. In contrast, there is neither established capacity nor local expertise in Latin America to efficiently help the seaweed industry to solve disease issues, a situation that constitutes a weakness when most of the major producer countries in the continent are shifting from wild harvesting to aquaculture. To help tackling these problems, this project proposes to support capacity-building in Latin America by setting up a collaborative network along with phycologists from this region, in order to strengthen diseases diagnosis skills. For this purpose, representative members from the Latin DAC-list countries Peru, Argentina, Brazil and Mexico will be trained in algal diseases characterization and pathosystem maintenance protocols, in order to identify existing and new records of algal diseases in Latin America that potentially threaten the seaweed industry and regulate algal populations and biodiversity. With this information, the project aims to build an up-to-date record list of diseases for the region, based on the efforts of this network. In parallel, this instance will be used to review the biosecurity framework governing seaweed related activities in the region, looking for gaps and potential improvements in the Latin American legislation. Ultimately, results from this project will synergistically complement the already running GlobalSeaweedSTAR projects "My seaweed looks weird" (MSLW), "Biosecurity database" and "Atlas of algal diseases", increasing their geographical reach to the Latin American region by reaching out to native Spanish and Portuguese speakers involved with algal affairs. | Collaborator Contribution | Assessment and conservation of the genetic resources of Gracilaria in Thailand: Seaweed farming continues to rapidly expand globally for providing a wide variety of products. In Thailand, seaweed cultivation is still in its early stages, and mainly used for human consumption and aquatic animal feed. The red alga, Gracilaria fisheri, is commonly cultivated, mostly through vegetative propagation. This practice will lead, as it has done in other more established mariculture systems, to the reduction of genetic diversity in cultivated population, and could result in the loss of agar quality, disease susceptibility and loss of environmental adaptability. In order to preserve the diversity in farms as well as maintain the diversity found in wild populations of Gracilaria, this study will examine the diversity of cultivated Gracilaria and analyse the genetic status of both cultivated and wild populations of Gracilaria, with the goal to determine areas of high diversity, and to preserve this diversity in future crop planning. | Collaborator Contribution | Seaweed farming communities of Madagascar have significantly reduced production in recent years due to a combination of strain fatigue of their seedstock, epiphyte infestations and rising ocean temperatures. These communities rely heavily on seaweed for their income and unless immediate action is taken the situation will worsen in the coming years. This proposal is a collaboration between three companies that are active participants in the seaweed industry - Ocean Farmers, Seadling and Cargill. We are very confident in the outcomes and real-world impact that we can generate. Identifying Superior Cultivars to Boost the Production and Livelihood of Madagascar Seaweed Farmers: In this project, Ocean farmers will re-create in Madagascar a sophisticated system that it has developed in Malaysia and the Philippines to identify cultivars of Kappaphycus sp. seaweed with superior growth performance, disease resistance and temperature resilience. Within the one-year project, superior cultivars will be identified and distributed to farmers to generate significant production gains. Seadling will also engage in capacity building of Ocean Farmers staff so that they can continue to identify superior cultivars independently and ensure continuous capacity building of current and future farmers. Concurrently Cargill will be monitoring the quality and properties of the carrageenan produced by the identified cultivars to confirm that they meet the needs of industry and ensure continued market demand. Ocean Farmers will set up this small pilot scale hatchery in Tulear, Madagascar to experiment growth and will follow guidelines defined by its partners (in Malyais and Philippines). Ocean Farmers will conduct in-situ test at sea and hatchery growth experiments to observe vulnerability to diseases and epiphytes. Finally The team will jointly work with GSSTAR on biosecurity concerns and define the set of rules to be applied for sharing strains. A workshop on biosecurity will be organized in Madagascar with the administration in charge of aquaculture, either with in-person participation if travel is possible or virtually if not. |

| Collaborator Contribution | Isolation and Characterisation of Endophytic Bacteria Possessing Biocontrol Potential and Plant Growth Promoting Activity from Kappaphycus alvarezii: According to FAO of the UN 2018 report, disease and low-quality seed problems are affecting the Malaysian seaweed production particularly Kappaphycus alvarezii in Sabah. Studies have shown that endophytic bacteria (bacteria inside plants and having no visibly harmful effects on the plants) promote plant growth and biocontrol activity against a broad spectrum of pathogens. Research on endophytic bacteria is one of the most promising aspects of microbiology studies but often overlooked. Yet until now, there is no research has been done on evaluating the effects of endophytic bacteria either single or multiple pools of bacterial isolates from K. alvarezii as probiotics for seaweed growth and biological control agent. For our study, we plan to isolate endophytic bacteria from farmed K. alvarezii harvested from different seasons. The isolated bacteria will be tested for their disease resistance capability. Analysis will be done to evaluate the effects of multiple pools of selected bacteria on K. alvarezii growth and resistance towards disease. The outcome of this study is creating a probiotic formulation of selected endophytic bacteria which symbiosis with K. alvarezii for sustainable growth of the seaweed industry. |

| Collaborator Contribution | Phylogeography and population genetics of epiphytic filamentous red algae on eucheumatoids: Red algae of the genera Kappaphycus and Eucheuma, commonly known as eucheumatoids, are the most relevant resource globally for obtaining carrageenan, a polysaccharide widely used in the food industry. Eucheumatoids are extensively farmed in developing countries where they play an important role in the economy. Major farmed eucheumatoid species are native to the Indo-Pacific and were intentionally introduced in other countries for aquaculture. These red seaweeds are the substrate for a variety of small filamentous algal species (EFAs) that grow epiphytically on them and that seasonally develop blooms causing severe problems for farmers. Despite this, the identity of EFAs at the species level has been barely studied and basic questions, such as how many species are present or how wide or restricted is their distribution, are still unresolved. The first objective of this project is to obtain a better understanding of the diversity of EFAs at local and global scales using morphological and genetic tools. We will analyse samples collected from regions where farmed eucheumatoids are native (Philippines, Malaysia and Indonesia) and introduced (Papua New Guinea, Tanzania, Madagascar, Solomon Islands, Fiji, Kiribati; and, if ongoing management of agreements are successful, Sri Lanka, Panama and Brazil) and we will assess and characterize the species diversity. This objective will boost efforts in ongoing GSSTAR projects. A second stage of this project aims to analyse relationships among populations from different sites and countries to understand the origin and pathways for dispersal of EFAs using the most advanced molecular techniques (single nucleotide polymorphisms or SNPs obtained with Illumina). This project will serve to determine whether the distribution of epiphytic filamentous algae is related to natural or human-mediated dispersal processes and it will provide basic knowledge for developing biosecurity protocols to avoid their spread into new areas where they are non-native. | Collaborator Contribution | Building Resilience of Seaweed Farmers in Zanzibar: This research project, entitled Building Resilience of Seaweed Farmers in Zanzibar, aims to address challenges facing seaweed farmers and to identify the best ways to build their resilience. Seaweed farmers in Zanzibar face challenges related to climate change which is impacting their capacity to farm sufficient quality seaweed to meet the global demands. One of the effects of climate change forces farmers to have to farm the seaweed in deeper waters. This challenge is especially hard on women who currently make up more than 80% of seaweed farmers and who are more vulnerable to drowning. Additionally, given the falling production and prices of seaweed over the past decade, seaweed farmers must find ways to become better organized and ultimately be more resilient, both financially and socially, against the rapid changes taking place in the seaweed sector locally and globally. The research project aims to assess and build evidence around how best to support/empower both individual seaweed farmers as well as seaweed associations. For individual seaweed farmers, the research will assess how building the capacity of women to swim and how enabling both women and men to utilize innovative production techniques to be able to farm greater quality seaweed in greater quantities, is able to improve the livelihoods of individual seaweed farmers. For seaweed associations, the research will assess how strengthening the associations' governance, leadership and savings and lending capacities will enable them to provide greater social and financial support and advocacy for the seaweed farming communities. Ultimately, the aim of the research project is to identify ways to support seaweed farmers, especially women, continue to practice seaweed farming as a viable source of income for themselves and their families within a supportive environment. Secondly, the research project aims to support efforts to increase farming and production of quality seaweed which can ultimately have positive ripple effects for the overall seaweed industry in Zanzibar. Thirdly, the research project will help to identify key intervention areas which can be scaled up to other seaweed communities by other stakeholders including government, seaweed companies and development partners. |

| Collaborator Contribution | Seaweed for Life: Using Seaweed to Respond to Madagascar Food Security & Stability Emergency: A six-month proof-of-concept project providing training and operational funding support to poor and vulnerable coastal communities in South West Madagascar to produce seaweed for food to address increased food insecurity due to the collateral impacts of the Covid-19 pandemic and to build longer-term food stability in Madagascar. Madagascar's Food Security Challenge: The country faces a catastrophic set of threats from the Covid-19 pandemic and has a huge proportion of the population in the vulnerable category due to malnutrition with 50% of children malnourished & 25% severely malnourished. Madagascar is the 7th poorest country in the world with a population of 26 million people and is ranked as one of the worst countries for hunger in the world - 114 out of 117 qualifying countries in the world hunger index. The South West has some of the worst hunger issues. Solution: Seaweed can address this challenge by contributing to efforts to provide emergency food and essential nutrition and by building longer-term resilience and food security through promotion of seaweed as an abundant and sustainable food source for Madagascar's general public. Although Madagascar has a massive coastline of approximately 5,000km - the longest in Africa, and abundant seaweed, this macro-algae resource is not currently being utilized as a major food source for the Malagasy population. Instead, the country's seaweed is primarily harvested in volume to be used for industrial purposes as a binding agent in food and in cosmetics. Expertise: The expertise to develop seaweed-for-food capabilities in Madagascar will be provided by Mara Seaweed who have extensive expertise in coastal community stewardship, seaweed aquaculture and seaweed food innovation, with an award-winning range of products available in supermarket and foodservice throughout the UK and North America. The expertise in Madagascar will be provided by Feedback Madagascar, a charity with over 25 years of experience in rural development intervention in Madagascar, with a staff of over 100 with four regional hubs offices and field agents living within and engaged with the communities, and good working relations with central government, local authorities and NGOS including the Marine Sciences and Fisheries Institute in Madagascar. |

The Seaweed Manifesto was launched at an online meeting (Seaweed Manifesto: Towards Implementation) held on September 24, 2020 as a side-event to the 75th United Nations General Assembly. A recording of this meeting is hosted on the Youtube channel of the United Nations Global Compact and has been viewed more than 800 times (https://youtu.be/PNQWa8pcN1M). As a result of this collaboration, the Safe Seaweed Coalition was formed and funded by Lloyd's Register Foundation (£5 million). |

The event was coorganised by GlobalSeaweedSTAR Developing Partner Leader Dr AQ Hurtado. It was the first in a series of workshops aimed "to bring together topical phyconomists from different parts of the world to collaborate, share and work together to enhance the possibilities of a global tropical phyconomy." This particular workshop sought to "address some prevalent issues in eucheumatoid phyconomy with a bottom up approach of basic biology, reproduction and methods of production. The workshop comprised 30 talks from some of the world's leading authorities in taxonomy, biology, production and disease management and utilisation, which were made available on YouTube in advance from 28 May 2021. Live panel and Q&A discussions were subsequently held online on 7-8 July 2021. More than 400 delegates registered. | Results and Impact | GlobalSeaweedSTAR DP Leader Dr AQ Hurtado (Philippines) contributed to a consultative and collaborative meeting on Sargassum harvesting, hosted by the Department of Biology, University of San Carlos (Cebu, Philippines) on February 17, 2020. The meeting was attended by academic experts in the seaweed industry, as well as local and national government representatives. Participants discussed the development of a Sargassum industry and its potential to contribute to the blue economy in the Philippines, with particular reference to new culturing technology developed by the University of San Carlos. A resolution was drafted by the participants to amend Fisheries Administrative Order 250-2, to allow the harvesting of Sargassum after the new culturing technology has been fully validated in the field (demo farm, pilot and finally at commercial scale). |

| Results and Impact | Developing Partner Leader Dr FM Msuya (GlobalSeaweedSTAR Tanzania) was an expert panellist at the online event "Powering the Seaweed Revolution", the Safe Seaweed Coalition Launch Event as part of the Financial Times Digital Dialogues, held on 17 March 2021. The following event description was provided by the organisers: "The Financial Times, in partnership with Lloyd's Register Foundation, was delighted to present this public dialogue to coincide with the launch of the Safe Seaweed Coalition. This digital event discussed the convergence of investment and interest around seaweed and what needs to be done to establish critical infrastructure, regulations and technologies to power the safe restoration of oceanic environments." Dr Msuya discussed the challenges faced by seaweed farmers in Tanzania and actions needed to safeguard and scale up production, sharing her expertise and findings with the audience. The event had over 1600 registrations and 900+ participants, with 245 questions for the panel received indicating a high level of interest. A recording was published on YouTube (see URL below) and has been viewed over 480 times at time of reporting. |

| Results and Impact | GlobalSeaweedSTAR DP Leader Dr Flower Msuya (Tanzania) was invited to serve as an expert panellist at the FAO International Symposium on Fisheries Sustainability, held in Rome, Italy (18-21 November 2019). The purpose of the symposium was to identify ways of strengthening the interplay of science and policy in fisheries production, management and trade, based on solid sustainability principles for improved global outcomes on the ground. Attendees include academic researchers, government and UN representatives (including from DAC-list countries), industry and third sector representatives. Dr Msuya was an expert panellist in Session 6, which discussed fisheries management in the face of a changing climate, with particular reference to interventions to minimize impacts and maximize opportunities. Dr Msuya shared knowledge on the potential impact of climate change on seaweed aquaculture. A summary of key outputs from the Session 6 panel is in preparation as a pathway for future collaboration and panellists have also formed an ongoing discussion group. |

| Results and Impact | As part of the programme's capacity-building activities, GlobalSeaweedSTAR hosted a webinar on 21 January, 2021 at which Deputy Team Leader MRJ Luhan (UPVFI, GlobalSeaweedSTAR Philippines) gave a presentation on "Clonal Production of Kappaphycus", followed by a live Q&A session. The webinar was particularly intended to share expertise on the design and operation of seaweed progagation facilities in the Philippines with GlobalSeaweedSTAR team members and other academics from the University of Dar es Salaam, who are seeking to establish similar facilities in Tanzania to ensure that farmers have access to high quality stock for cultivation. After the presentation, an extended Q&A session was held with many questions asked. The audience reported that the webinar was a very useful starting point to inform the planning of propagation facilities in Tanzania, particularly in terms of understanding the necessary resources and logistics. |

DP Leader Hurtado presented a talk titled "Mitigating ice-ice and epi-endophytes to increase Kappaphycus production." Co-DP Leader Luhan presented a talk titled "Research updates at SEAFDEC AQD." The key outcome of GlobalSeaweedSTAR participation was to raise industry and stakeholder awareness of the potential to generate new cultivars from science-based activities such as micropropagation and more importantly, the hope that ice-ice and epi-endophytes can be mitigated by making the host Kappaphycus more tolerant of abiotic stresses. |

| Results and Impact | In Tanzania, each year, the Seaweed Cluster Initiative in Zanzibar (ZaSCI) organise the Seaweed Day in July. This National Day for seaweeds gather key stakeholders on seaweeds with the attendance of farmers, policymakers and politicians. In 2018, the Seaweed Day took place in Pemba (Tanzania). 5 GSSTAR team members from UK institutions including the PI were there with GSSTAR Tanzania team to promote the project and launch the first call for GSSTAR Research Fund. The Ministers for Agriculture and Trade were both there, plus the Director for the Environment and regional and district governors. All were extremely interested in our project and wanted to know more about the Research Fund. |

The school was attended by 28 Masters and PhD students from the Southern African region, including DAC-list countries such as Madagascar, South Africa, Tanzania and Kenya. Professor Gachon presented lectures on sustainable seaweed aquaculture, and molecular biology and bioinformatics applied to marine biological models. The GlobalSeaweedSTAR programme was discussed, raising awareness of programme research. The GlobalSeaweedSTAR Travel Fund also supported the attendance of eight students from DAC-list countries. |

GlobalSeaweedSTAR PI Cottier-Cook also delivered a video message (2 min pledge) in support of the Shanghai Declaration during the event. GCA +20 "brought stakeholders from government, business, academia and civil society together to identify the policy and technology innovations, investment opportunities and fruitful areas of cooperation in aquaculture for food and sustainable development. A key output from the GCA +20 - The Shanghai Declaration - highlights the principles and strategic pathways to maximize sustainable aquaculture in achieving the Sustainable Development Goals, with a special focus on "Leaving no one behind"." Through these activities, GlobalSeaweedSTAR committed to playing a role in supporting and providing guidance to ensure that the industry can maximise its contribution to Agenda 2030, aligning the programme with the commitments of the Declaration and to support the strategic priorities through its continued engagement with the industry, policy makers, associations, government officials and other stakeholders globally. | Results and Impact | DP Leader Dr Hurtado (The Philippines) represented GlobalSeaweedSTAR as an invited speaker at the Regional Workshop on Underutilised Fish and Marine Genetic Resources and their Amelioration, organised by the Asia Pacific Association of Agricultural Research Institutions (APAARI). It was held in Sri Lanka, July 10-12 2019. Attendees were from government, private and academic sectors (international, including DAC-list countries in the region). This workshop assessed the current status of underutilised FGMR at regional level and the R&D status of priority species to be promoted for use in food and agriculture, discussed knowledge gaps and future plans for defining regional priorities regarding the role and value of underutilised FGMRs for potential diversification of the food basket and improving the livelihoods of rural and coastal populations, formulated strategies for strengthening the institutional framework for FGMR management, and the legal and policy framework to promote conservation and sustainable use of underutilised FGMR at regional level. Dr Hurtado presented a talk titled "Asia-Pacific Seaweed: farming and its sustainable use" (co-author AT Critchley). The key outcome of this workshop was strengthened collaboration between Asia-Pacific countries to bolster the promotion of aquaculture in the region. |

The team members delivered presentations on 'Seaweed Nurseries Towards a Sustanaible Farming of Eucheumatoids' (Dr AQ Hurtado) and 'Seaweed Plantlets Production Using Tissue Culture Technique' (JP Faisan Jr). The key impact of this engagement was to share knowledge of tissue culture techniques as an alternative method of vegetative propagation in order to improve productivity. The workshop is run by the National Network on Women in Fisheries in the Philippines (WINFISH), an organisation composed of professionals, practitioners and gender and development (GAD) advocates from academic institutions, government agencies and non-government organisations in the Philippines. WINFISH is a not-for-profit that recognises and builds the capacity of women in the fisheries sector through research and extension work. The workshop focused on increasing skills in formulating research projects through a gender lens, via lectures and workshops on basic research and theories on gender research. ECR Suyo presented on the research process, with particular focus on quantitative and qualitative research tools for collecting data in the field. | Results and Impact | GlobalSeaweedSTAR PI Cottier-Cook and PDRA Campbell coordinated a side event on seaweed aquaculture at the 10th Session of the FAO-COFI Sub-committee on Aquaculture (Trondheim, 26 August 2019). This is a formal meeting organised by the FAO every two years for the Commission on Fisheries (COFI) Sub-committee on Aquaculture to discuss issues and concerns about the Global Programme on Sustainable Aquaculture of the FAO Blue Growth Initiative. It is attended by all member states of the UN, including DAC-list countries, as well as representatives from industry, NGOs, academia and the FAO. For the side event on seaweed aquaculture, guest speakers were invited from Tanzania (GlobalSeaweedSTAR DP Leader Dr Msuya), the Philippines (GlobalSeaweedSTAR DP Leader Dr Hurtado), Costa Rica, St Lucia and the FAO. PI Cottier-Cook presented a talk titled "Development and key challenges for the seaweed industry globally, with Europe as a case study" (co-authored by PDRA Campbell). DP Leader Msuya (UDSM, Tanzania) presented a talk titled "Opportunities for future development of the seaweed industry in Africa - a case study from Tanzania." DP Leader Hurtado (UPV, the Philippines) presented a talk titled "Development status, key challenges and potential areas of growth for the seaweed industry in south-east Asia" (co-authored by GlobalSeaweedSTAR Malaysia DP Leader Lim and ECR Kambey). The key outcomes of the GlobalSeaweedSTAR-led side event on seaweed aquaculture, and representation of the programme at the sub-committee meeting, was recognition of seaweed as a global commodity in aquaculture and support from UN member states to develop a programme of seaweed-specific work. A request for more work on the management of seaweed biosecurity (through inclusion in the progressive management pathway, or PMP-AB, of the FAO) and follow up work on the development and potential of the industry was formally included in the adopted report of the 10th Session of the FAO-COFI Sub-committee on Aquaculture. |

| Results and Impact | GlobalSeaweedSTAR PI Cottier-Cook represented the programme in an expert working group requested by the European Commission - DG MARE to "understand the state of knowledge regarding the potential of macro-algae culture in providing climate-related and other ecosystem services, and to identify specific knowledge gaps to be addressed before harvesting this potential" (Eklipse, Call for Knowledge 2020). The final report prepared by the working group has now been submitted (2022). |

| Results and Impact | GlobalSeaweedSTAR Work Package 4 Leader Louise Shaxson facilitated a workshop on "Evidence-based Policymaking in the 21st Century" at the International Conference on Emerging Issues in Public Policy: Global Trends and Projections (IPP) in Kuala Lumpur, Malaysia (August 5-6 2019). Attendees were from NGOs, academia, industry, research & development and practitioners internationally (including DAC-list countries such as Malaysia and Tanzania). The workshop was a forum for discussion on issues such as the importance of information/data in policy-making and the pros/cons of using and analysing large data sets for decision-making. Discussion was not solely focused on seaweed farming but issues raised by the participants and facilitators concerning data reliability provided insights into the value of information technology in the seaweed industry. |

| Results and Impact | GlobalSeaweedSTAR, led by PI Cottier-Cook and PDRA Campbell, organised and hosted a workshop on UK seaweed biosecurity policy at the Scottish Association for Marine Science (SAMS) in February 2019. This workshop was attended by representatives of key competent authorities and institutions, including DEFRA, Scottish Government, European Plant Protection Agency UK representative, the Crown Estate, CEFAS, and the James Hutton Institute. PI Cottier-Cook and PDRA Campbell presented GlobalSeaweedSTAR work in relation to national biosecurity challenges and discussions on future policy. A presentation was also made by GlobalSeaweedSTAR PDRA Brakel and SAMS colleague Dr MM Perrineau on the "Seaweed industry in the UK and in a global context, research on (un)known pathogens or risks to consider." Copies of these presentations were subsequently shared with DEFRA for wider dissemination among their team. Key outcomes of the workshop were shared knowledge and ongoing dialogue with competent authorities to undertake tasks regarding national seaweed biosecurity policy. |

| Results and Impact | GlobalSeaweedSTAR Early Career Researcher Sibonga contributed to the Yes-O Science Camp for high school students in the municipality of Oton, Iloilo (The Philippines) on 30 August 2019. The camp was attended by approximately 220 students. ECR Sibonga spoke to students about her involvement in the GlobalSeaweedSTAR programme, raising awareness of the work being done locally and internationally, as well as more general topics such as marine biodiversity and conservation strategies. |
