Abstract
One Health is the concept that the health and well-being of people is linked to the health of their animals and the environment. It is nowhere more true than in the Horn of Africa (Kenya, Ethiopia, Eritrea and Somalia) where many people's livelihoods are highly, or in some cases entirely, dependent on livestock. Animals are culturally, socially and economically vital in the region. Livestock provide, for example, over 60% of agricultural GDP in the Horn. Livestock are also a source of human disease. Outbreaks of disease in animals thereby directly affect people's health but also their wealth and nutrition.
Livestock production and human health and wellbeing in the Horn of Africa can be increased through research, leading to improved agricultural systems; more food and less malnutrition; more financial resilience; and better detection, diagnosis, prevention and control of disease.
HORN's mission is to improve the health and wealth of the people of the Horn of Africa by increasing the local capacity to undertake high quality research in the interactions between people and animals - One Health.
HORN aims to develop a One Health Regional Network - a network of individuals and organisations across the Horn of Africa that can undertake high quality research into the link between people's health and wealth and that of livestock and the environment.
HORN will strengthen the ability of organisations to undertake research with a 5 step process.
(i) First, the current research capacity of the organisations will be assessed, relative to their goals; a plan will then be developed to bridge the gap, implemented, and progress will be monitored.
(ii) Following from #1, training will be provided to non-academics in these organisations that have roles that provide the foundations for research: these could be leadership roles, technical roles or other roles, such as in finance or contracts or IT.
(iii) Training will also be provided to academic researchers from the region. Workshops and short courses (2-5 days), 4-8 week masterclasses and summer schools will educate researchers in aspects of One Health, as well as providing the generic skills that underpin high quality research, like research methods, statistics, presentation, grantsmanship. An e-learning platform will enable a wider body of researchers to access the course material.
(iv) Researchers will 'learn on the job' by undertaking research projects of 3-12 months duration. These projects will be co-created (by discussion and interaction with expert academics) at group events ('sandpits'), with successful ideas rapidly agreed and funded. Mobility of many researchers between countries is envisaged, with research focused in specific parts of Kenya and Ethiopia. UK researchers will be based in these countries too, following research programmes aligned with the development challenges, and providing supervision and mentoring to the researchers from the Horn countries.
(v) By bringing people together, encouraging mobility and increasing the number of organisations who bid in for research projects, we intend to develop the One Health Regional Network for the Horn of Africa - HORN.

Planned Impact
Training of researchers from the Horn of Africa in One Health and research methods:
The primary impact of HORN will be the generation of a body of researchers in the Horn of Africa with greater individual research skills, supported by strengthened institutions, and part of a wider regional network. The impact of this will be, we intend, a greater ability of the four Horn countries to research and address the challenges in their own countries of the linkage of the biotic and abiotic environments to human health and well-being. These researchers will be better trained in the entire research cycle, from writing grants to collecting and analyzing data to publishing papers, thereby gaining in ability to leverage local and international research funds, and securing better careers.
These researchers will have the opportunity to receive high quality training in laboratory techniques and access high quality facilities at the ILRI-BecA training hub in Nairobi. This hub provides many technology platforms including genomics, bioinformatics, diagnostics, vaccine development and high containment (BSL-3). Recently, BecA has announced the launch of an advanced genotyping platform aimed at supporting plant and livestock breeding studies in Africa, and provides African researchers with a technology hitherto only found in developed countries.
Strengthening of research institutions:
The strengthening of research institutions will impact directly on a larger body of researchers, and will facilitate the future interactions of these institutions with other organisations in the region and in the developed world.

Research on the linkage of the environment/climate/livestock to human health and well-being therefore has a strong chance of generating real benefits to the local population, in terms of better nutrition, less zoonotic disease, greater wealth and more financial resilience.
Building a regional network:
HORN is, to our knowledge, the first One Health network which will reach into Eritrea and Somalia. During the period of HORN, and with the help and support of FAO (see Pathways to Impact) we aim to reach out to other relevant institutions in these countries and make training and research placements available to their staff [funding has been allocated for this]. This approach in Somalia is directly in line with the 2015 British Aid strategy, and will hopefully create a foundation for stronger links between UK and Somali institutions in the future, as Somalia's government gains strength and control.

| Description | Work by Olivia Howland, a PDRA on the HORN Project, has been selected for exhibition at the Royal Anthropological Institute's Illustrating Anthropology exhibition. The exhibition is currently online and latterly will be a physical exhibition in London. Olivia is an ethnographer and visual artist, and the selected works are portraits of participants in various research projects she has worked on over the last few years. By painting portraits and landscapes from research projects, and using photography in anthropology, it is possible to communicate research to a more diverse audience than written words alone would allow. Olivia has successfully used photography to communicate One Health research on the HORN Project in 2019 through the Hakuna Dawa Tamu//A Bitter Pill exhibition with photographer Biko Wesa. Indeed, one of the chosen portraits for the RAI exhibition is of the healer Mama Rose, who uses aloe and tobacco to heal problems with the spleen in people in her community. Through painting portraits and sharing participants' stories, Olivia aims to share knowledge of One Health and indigenous skills with broad audiences outside of academia. |

| Description | HORN received in excess of 30 separate case studies detailing individual capacity improvement to conduct quality One Health (OH) research, from participants and beneficiaries of HORN Project activities. Key themes reported by participants included building new connections and collaborations with other researchers, development of new research skills and techniques, and the ability to develop new project proposals, seek funding, and manage successful projects. To realise a number of these examples of individual capacity improvement, the project delivered over 1,730 person days of training, providing a tailored curriculum of research specific and generic & transferable skills - to better equip participants for undertaking collaborative multidisciplinary One Health research in the future. To determine the quality of training provided, and the amount of improvement realised per trainee; pre and post workshop evaluation surveys were used. Across all workshops evaluated, an average of 99% of participants agreed that their knowledge and skills had improved as a result of HORN's training provision. The Project reacted to the COVID-19 pandemic by moving training workshops online, including the 2021 Masterclass event, which was delivered entirely online using a bespoke platform developed specifically for the event. The event delivered over 460 person-days of training online, when online teaching delivery was not a planned aspect of HORN at the outset. At the time of writing, HORN has produced 9 case studies evidencing increased team/institutional capability to conduct OH research, with more to come following the end of the project. These improvements have stemmed from the provision of lab-equipment, repair and refurbishment of existing laboratory space and facilities, and development of computing and internet connectivity infrastructure. Many of the actions giving rise to these case studies were derived from capacity strengthening action plans, developed jointly with Project partners in the Horn of Africa. The Project created a network of academic partners, each of which were provided with funds to conduct research projects, training or capacity strengthening activities, these being collaboratively agreed to support the project's overall aim, of an 'improvement in the health and well-being of both humans and animals in the Horn of Africa'. ODA Relevance of the above: HORN's various activities are intended specifically to strengthen capacity to undertake quality OH research. Individual capacity improvement case studies, and evaluations of training activity, clearly show the development of a group of research and research-support staff in the Horn of Africa who have benefited from the Project, and will go on to undertake and disseminate OH research matters for the benefit of their respective nations in future. Institutional capacity improvements have been geared towards the development of high-quality research infrastructure that future OH researchers can leverage. HORN's innovative design and methodology allowed it to rapidly react to the COVID-19 pandemic, addressing this critical health emergency, as it emerged within Africa. Finally, UK expertise has been consistently involved, to support the Project's activities and ensure, where possible, that as much of the project's original objectives are achieved. |
| Exploitation Route | The training provided as part of the HORN Project has benefited over 300 individuals who will go on to become the next generation of One Health (OH) researchers. A number of these individuals will go on to become successful in external funding applications for new projects, influence & help develop policies at national governmental levels, and create tangible impacts for human and animal populations in the Horn of Africa. In particular, the Sandpit project co-creation process was found to be useful for developing early career researchers, both through the intensive training provided as part of each event, and the funding support offered to successful project teams. A publication detailing the approach, its strength and weakness and how it might be used by others, is planned. Strengthening the research capacity of partner institutions serves to create a sustainable platform on which externally funded One Health research can be proposed and conducted. HORN has repaired & refurbished labs, creating new facilities and providing equipment for the next generation of researchers to utilise as part of their research activities. At all times, the project has sought to ensure engagement with stakeholders, policy making forums, and the creation of a sustainable regional network for OH research. The successful conduct of a significant OH research conference in Somaliland, and the creation of the Borama Declaration to support the creation of a regional network for OH research, initiated from within Somaliland, will give a unique new platform for researchers to positively affect all levels of human and animal health outcomes in the Horn of Africa. |

| Description | Following a visit to ISTVS in May 2019 by HORN Project Staff, the existing lab space and equipment were determined as needing renewal and improvement in order to conduct high-quality One Health (OH) research. A list of equipment and consumables needed to increase the existing capacity of the lab up to a workable standard was jointly produced and agreed, and arrangements were then put in place to procure the items in the UK and ship them to Somaliland. Key items delivered included an autoclave, biological safety cabinet, an ELISA kit and CO2 Incubator. To support ISTVS' staff and students to conduct OH research, it was also identified that computing infrastructure and networking needed further improvement. Equipment was sourced, with HORN funding support, and subsequently installed made available for staff and students. ISTVS also plan to connect to recently installed fibre-optic internet provision, thereby improving their ability to communicate with other researchers around the world - particularly important in the context of the current COVID-19 pandemic. |

| Description | As part of HORN's research capacity strengthening work package, the Department of Microbiology, Immunology and Parasitology (DMIP), School of Medicine, Addis Ababa University (AAU), received 26 new UltraBIo-5 Trinocular Biological Microscopes with camera ports. The microscopes were procured, to replace damaged items, and increase provision of this critical aspect of research infrastructure. They were procured and shipedp by HORN's operational staff, and then assembled & tested by DMIP staff, and are now ready for teaching and research purposes by undergraduate medicine students and postgraduate students enrolled in Biomedical Sciences. |

| Description | HORN Project created a new laboratory for sample screening in One Health research projects, as part of its capacity strengthening work package. This involved a complete refurbishment of the interior and exterior of the building and provision of several items of equipment and furnishings to create a usable laboratory to support biological sample collection and primary screening. The refurbishment works to the Oloitokitok laboratory building were completed in September 2021, setup of equipment within the lab took place in December 2021, with a final action, related to commissioning and training for the waste incinerator, scheduled to take place before HORN Project closes at the end of March 2022. The laboratory was formally opened on 13th January 2022 in a ceremony attended by a range of UK and Kenyan government dignitaries, including the British Deputy High Commissioner Josephine Gauld, and senior Project academic staff. | Title | University of Nairobi - Cold Storage Facility Refurbishment |
| Description | In July 2018, a research capacity assessment at the University of Nairobi (UoN) was undertaken by the Centre for Capacity Research. As part of its capacity building activity, the Project funded the refurbishment of the cold storage facility at the Department of Public Health Pharmacology & Toxicology, UoN. The breakdown of the cold storage facility at the department meant researchers were asked to provide their own cold storage space, or buy cold storage equipment, which was very difficult for projects without equipment budget, and postgraduate students requiring storage for their samples and reagents. As a result of this, the department found a sizeable amount of their available laboratory space and corridors were being occupied by the cold storage equipment. HORN Project provided funding to support improvements and repairs to the walk-in cold room and freezer room - both the cold room & freezer room have a capacity to store materials equal to 12 large refrigerators and 12 mid-sized deep freezers, easing the cold storage congestion in the department. Researchers, postgraduate students and staff handling undergraduate students with items that require cold storage, can use use the facility at no cost. When carrying out their analysis, they can now store and retrieve samples and reagents at their convenience; the facility has potential to support more storage requirements in the future. |

| Results and Impact | Dr. Mark Nanyingi attended the 15th World Rabies Day (WRD) in Malindi, Kilifi county where the theme was "Rabies: Facts Not Fear". These celebrations were organised by the Kenya Veterinary Association in collaboration with the county government of Kilifi. A series of field activities took place from 25th and 26th September 2021, where Dr Nanyingi worked closely with UN FAO, Directorate of veterinary services at national and subnational level, and other stakeholders, to: Develop and disseminate key messages on rabies prevention and control; with emphasis on mass dog vaccination, preventing exposures and encouraging people to seek appropriate post exposure treatment. The dissemination was done through banners, flyers and national/vernacular radios and reached about 300,000 people nationally. Vaccinate 646 dogs and 53 cats, spay 11 dogs, and neuter several cats (over 300 animals were attended to nationally). |
