Transformations to Regenerative Food Systems

Abstract

Our vision is a transformation of food systems (FS) across the UK towards being 'regenerative'. Our current FS are responsible for major social and environmental impacts, such as poor diets, ill health and major environmental degradation and threaten the long-term wellbeing of people and the planet. Because many aspects of ecological and human health have already passed critical thresholds, new regenerative approaches are needed that go beyond just reducing harm to sustainable levels and instead develop FS that have dynamics that 'spiral up' social, economic and environmental benefit, and for all. This research therefore aims to answer two main questions: (1) What do regenerative systems look like? and (2) How can transformations be enabled so we can get to regenerative FS?
To answer these questions we will work with diverse stakeholders to change the Yorkshire food system and use the learning to inform change efforts in other parts of the UK and beyond. Our work will focus on shifting trajectories towards regenerative dynamics in three inter-related systems of: healthy eating for young children, hybrid food economies and farming. This will enable us to consider not just the food chain (farming to fork) but also its outcomes, such as food security (availability, access and utilisation of food), quality, safety and social welfare, as well as how these aspects interact with social, economic and environmental drivers.
We will use novel approaches that combine different processes of data collection and 'learning by doing' from applying different interventions, while also creatively developing solutions and new ways of thinking about FS. The work will also use innovative thinking that will enable us to keep focus on stimulating transformational kinds of change. This will be delivered using a 'co-creation' approach, with researchers and other professionals working together to bring about change. Our research has already been developed with a range of FS stakeholders from farming, industry, civil society and national and regional government. This process has resulted in a new anchor institutions platform and a 'Leaders for Change' group of young people, both of which will help use drive system change.
Our work will have six main outcomes for Yorkshire and beyond: (1) New visions of regenerative FS; (2) Scalable innovative interventions (e.g. new models of food procurement and environmentally sustainable menus for schools and early years settings; educational resources/activities linking healthy diet and climate change such as remote/interactive farming platform for schools; hybrid business models like food hubs, community urban vertical farms; a UK wide model to predict impacts of scaling regenerative farming, linking of regenerative farming produce to schools and anchor institutions procurement); (3) New policies and governance mechanisms (such as the Food Systems Council for Yorkshire) to ensure impact well beyond the programme; (4) New metrics and platform to help guide and drive transformation (e.g. new data for National Food School monitoring; and an open-source codebase with quantitative systems models to co-create a new metrics dashboard for FS transformation); (5) New narratives for different stakeholders to support cultural change; and (6) Bring together different stakeholders, information and new ways of thinking to ensure long-term transformational intent.
Overall, our cutting edge science that uses co-creation and action oriented methods will actively shift trajectories towards new kinds of regenerative FS in Yorkshire. It will also produce cutting-edge science about how to achieve transformation of FS towards the new concepts of regenerative futures. Through the influential researchers and partners involved, this learning will also be actively fed into UK policy and international endeavours, ensuring the programme has wide-reaching and long-lasting impact.

Description The programme has produced a range of outputs which contain key findings about how to transform the food system (see below). We have provided new insights on the benefits of regenerative framing on soil health, the impact of current food provision in schools and what can be changed in the schools food system and the different leverage points. Thirdly, we have identified design elements of sustainable business models and their associated supply chains in the food system. Our reports of findings include:

Description The project's main focus is on producing high quality research. Hence all project partners and individuals involved in the project - incl. five PhD students co-funded by University of York and postdoctoral researchers - have the potential to learn new skills and find careers within the UK food system in Yorkshire and beyond. The project currently involves six postdoctoral researchers and is recruiting for two more, as two have already gone onto other positions - one stayed in research and the other took on a public health related role at the York City Council. These postdocs are considered by the project to be a major route to capacity building. One of the project's six outcome areas is to produce new visions of regenerative FS and another to outline new metrics and platform to help guide and drive transformation (e.g. new data for National Food School monitoring; and an open-source codebase with quantitative systems models to co-create a new metrics dashboard for FS transformation). The data currently planned for the Digital Dashboard AgriFoodPy includes environmental indicators such as UK consumption related CO2 emissions, food security indicators such as self-sufficiency ratio and energy per capita per day for elements of the food system. Ultimately such standardised platform would allow modelling to take place, e.g. impact of changing school food menus on GHGE. In WP1, the project has already delivered activities such as the convening of 3 parallel sets of Three Horizons surveys and workshops with Yorkshire stakeholders (~60 stakeholders and ~30 hours of workshop time). This resulted in co-creation identifying current challenges, desired futures and key actions for transformation within each of our 3 subsystems e.g. Food Systems Council. A key output from this work was also the initiation of the process of the upcoming first ever North Yorkshire Food Strategy. Impacts on FBO behaviour FixOurFood project is designed to lead to changes in FBO behaviour through all its main focus areas. Firstly, in the Sustainable and healthy food for children area, the project involves innovation activities in development of new models of food procurement, new supply chain design, new business model design and environmentally sustainable menus for schools and early years settings. Businesses adopting and interacting with these procurement models will have to change their behaviour. An activity not anticipated in the original application for the project is pioneering of auto-enrolment of free school meals in Yorkshire which increased the number of families accessing Free school meals, which will be supplied by FBOs. Secondly, in the Hybrid Business Models area, the project works on hybrid business models such as food hubs, community urban vertical farm and a UK wide model to predict impacts of scaling regenerative farming. These food system type activities are carried out by businesses in the supply chain connecting farm to fork and hence have the potential to change the behaviour of directly involved businesses and through a demonstration effect also influence behaviour of competitors. Thirdly, in Regenerative Farming area, project activities include working with the actors from the food system to address an evidence gap relating to adoption of Regenerative Farming practices which will lead to better informed decisions. In this outcome area, the project has been working with the Food Foundation as well as YAS and Future Farmers in Yorkshire. With the latter they have identified key research needs and target trial practices and these will be tested at eight trial plots (University of Leeds University site), measuring indicators such as CO2 content in soil, working with experts from Cranfield University. Associated farming businesses are interested in regenerative farming but lack of knowledge and evidence are a key barrier. Other activities in this space included Angus Gowthorpe's farm visit (May 2022), Dearne Valley Cluster soil health workshop (Nov 2022), AHDB Ripon Monitor Farm event (Dec 2022) and Yorkshire Agricultural Society RegenAg farm walk (Dec 2022). At this stage the project identified practical steps needed to stimulate shifts towards regenerative farming. The expected outcome of the project is that farming businesses will adopt incremental as well as radical changes to their practices towards regenerative farming. Impacts on government policy FixOurFood also expects to be able to contribute to this area of TUKFS impacts starting at the regional level and feeding to the national and global levels. WPs 4 and 5 are specifically designed to enable policy learning and share narratives of what works for regional FS transformation. The project team ran the only UK Rapid evaluation of the Holiday Activities and Food Programme in Yorkshire and relevant MP briefings. An early outcome of an auto-enrolment project organised by the FixOurFood team will result in those qualifying for free-school meals that do not apply receive the support. Beyond formal outputs, the secondments and knowledge sharing with local councils, the LEP and Defra on national levels have the potential to result in policy outcomes. Project activities are designed to highlight what works and shift narratives to promote regenerative food system in Yorkshire. The project with one of its platforms created in Yorkshire Schools ran a survey to identify top 5 things that children would like to change about their school food system and the project team then designed a postcard for local MPs in Yorkshire. Two of the main project's six outcome areas was to result in new policies and governance mechanisms (such as the Food Systems Council for Yorkshire) to ensure impact well beyond the programme and New narratives for different stakeholders to support cultural change; Impacts on public consumption patterns The first outcome area relating to changes in public consumption is in in school children. FixOurFood has established FixOurFood Schools Leaders for Change network who will work alongside Food Foundation's Young Food Ambassadors. The outcome that this strand of work is aiming for is reduction of inequalities in health and diet quality early in life and catalysing dietary change more broadly. The project has also embarked on an ambitious programme aiming to recruit all primary schools with nurseries across Yorkshire into unique experimental cohort through which it will share of success stories from schools where menus/consumption has changed, inspiring schools and governing bodies to learn from this experience. Linked to this work are also planned in-depth observations in 25 cohort schools informing intervention development to improve school food which will impact on children's dietary habits. The second potential outcome area is through work with the community urban vertical farm and business model research that attracts public interest. These activities related to these outcomes include: Edible York - cooking demo and activities for children; Pint of Science - Fixing York's food and water; York Food and Drink Festival; Monthly farm tours for local community; Farm Urban - Aquaponics Educational Programme for primary schools; and Providing fresh produce for Red Tower Food Bank. These have the potential to lead to social/community benefits.

PI Contribution Five of the IKnowFood team have attended the Coop's internal Future of Food Workshops. The PI Doherty has been appointed to their strategic advisory group to ensure implementation of this Future of Food Strategy at the Coop. This has involved leading three further internal Coop workshops attended by 152 Coop food staff members. Bob Doherty was one of the keynote speakers at the launch event on 27.09.18 Bob Doherty and colleagues on the FixOurFood programme led a 3 Horizon workshop in November 2021 to inform the Future of Food Strategy Part 2.
Collaborator Contribution The head of the Coop's Food Policy section, Cathryn Higgs, has agreed to be key note speaker at two forthcoming IKnowFood events. One on April 18th on transparency and traceability, an innovation forum, plus the IKnowFood conference stream at the N8 AgriFood Summer Conference, June 13-14th. Furthermore, they have agreed to share sourcing data regarding some of their high risk commodities to support the work of IKnowFood work package 2. The Coop team, by working with us on the 3 Horizon workshop for their Future of Food Strategy are helping us to build a picture of the issues in the food system in Yorkshire.

PI Contribution I have worked closely with the Defra Office of the Chief Scientific Advisor and the Defra Land Use Team to develop an academic secondment. In the secondment I will be leading a research project to enhance the contribution of local, regional, and national land governance to environmental land outcomes in the UK. This research will make a material contribution to the Local Nature Recovery Strategies, ELMS, and the forthcoming Land Use Framework for England. I have negotiated the secondment (0.6FTE for 6 months) with City University. FixOurFood has also arranged introductions to a number of key stakeholders for preliminary interviews, described below.
Collaborator Contribution The Defra Office of the Chief Scientific Advisor has developed a case for the secondment and arranged meetings between FixOurFood and senior civil servants to develop the secondment project. One senior civil servant has conducted preliminary interviews with land governance actors around the UK. These interviews have been used to develop and focus the secondment project.

Results and Impact Produce from Grow It York was delivered to 18 postgraduate researchers and staff in the Biology Department for four weeks. In return the participants shared their recipe ideas, photos of how they used the produce. This enabled us to put together recipe cards and a recipe booklet to inspire others on how to use microgreens (which are highly nutritious). We will use the cards in our outreach activities and engagement with the local community.

Results and Impact Prof Bob Doherty was a keynote speaker at the British Nutrition Foundation annual day, 'Healthier People on a Healthier Planet - the perfect outcome for a transformed food system'. Bob presented the achievements and aspirations of FixOurFood and was one of 6 speakers at the event alongside Prof Guy Poppy, Director of the Transforming the UK food system UKRI SPF programme.The audience was mixed from across the food system and the purpose of the speech was to explain the aims of FixOurFood.
Bob also met patron of the Nutrition Foundation HRH Princess Anne, this presented a valuable opportunity to discuss our teams work in the Yorkshire Food System. approaches'.
The event took place in London at the Royal Society of Physicians with over 400 attendees and more online via live streaming; it considered the challenges and opportunities faced as we seek to define and encourage healthier and more sustainable diets for all.

Results and Impact FixOurFood (Maddie Sinclair, Grace Gardner) and Food Foundation (Annie Connelly) team members collaborated with the CONNECTS-Food project (also University of York) to create an event to engage local primary schools in sustainable school food. Children and teachers from 3 local primary schools attended, totalling 52 children. This involved a debate led by members of the NFU, academics working in food and pupils from a Leaders for Change school about whether we should have meat-free schools; an activity to learn about eco-schools, a vegetarian lunch and lastly an activity where pupils wrote letters to their headteachers about changes they want to see in their schools relating to food and sustainability. We then created a poster sent to all primary schools in York about what children want to see changed in relation to food and sustainability, based on the last activity of the day.

Results and Impact 20 practitioners from organisations involved in the local food supply chains (farmers, manufacturers, procurement officers) to discuss challenges and identify possible ways to collaborate. Short presentations, discussions, networking. This was a half day workshop in the city center of York which took place in November.
The content of this workshop spanned across the SS areas of the programme (farming, economy, schools) and specifically included Phd and early career researchers on the programme.

Results and Impact Collaborative research group discussing synergies, including in FoF food system context. FoF team members involved include Suzanne Om, Sam Buckton, JP Cordero Garayar and Ioan Fazey. Several online meetings have taken place, sharing different research and inviting feedback and collaboration from the working group. A draft paper has been produced on the concept of synergy. There has been lots of interest and dedicated engagement from the working group in this research, with plans to continue meeting in the future. This has met 3 times in this period

Results and Impact Based around growing edibles and cooking with local food, Edible York is held Ready Steady Cook. Young people produced delicious dishes that visitors could taste. At the same time there were games, competions and a lucky dip on the edibles theme. Held at Tang Hall Community Centre local residents were encouraged to take part to have fun, meet their neighbours and find out more about what Edible York does in that part of York.

FixOurFood (Ulrike Ehgartner and Alana Kluczovski) had games about food and climate.

Results and Impact Platform hosts interesting discussions by various people. Talk summary on this occasion: Food causes a quarter of all climate change, and this is increasing. However, different foods cause very different climate impacts. Professor Sarah Bridle, author of Food and Climate Change -- Without the Hot Air, talks about how different food choices contribute to climate change and what we can do about it.

This platform was set up initially to try and tackle issues around covid, but has evolved into a discussion forum for a range of complex long-term issues in society. Group is a mix of around 60 people from different companies and sectors, with around 20 people joining on any given week. Invited speakers present to the platform, giving them an opportunity to outline the difficult problems their field faces and to engage in a simulating discussion with a diverse mix of clever people. One of the big themes for the platform is climate and the food industry.

The afternoon was then spent delivering interactive activities.
