Abstract

This proposal sets out a five-year programme of activities for phase 3 of the UK Energy Research Centre (UKERC). UKERC's main objective will be to conduct and synthesise independent research on energy systems that is academically excellent and relevant to policy, business and other stakeholders. UKERC's research programme will be complemented by engagement and knowledge exchange activities, some of which will be performed on behalf of (or in conjunction with) the wider UK energy research community. Phase 3 will build on UKERC's strong track record of research and engagement.

UKERC's research and other activities will be substantially re-oriented in phase 3. The first two phases of UKERC focused on understanding what a decarbonised UK energy system will look like in 2050 and how the transition towards this system could be achieved. The third phase will recognise the increasingly contested and uncertain nature of energy system change. It will explore the UK energy transition in an uncertain world, and the synergies and trade-offs between the key drivers for this transition. Whilst the need to achieve deep emissions reductions will remain a driver for UKERC's research, phase 3 will analyse a wider range of potential energy system transitions in the UK. These include future energy pathways that do not achieve such deep reductions in emissions.

The phase 3 research programme will comprise six interdisciplinary themes, each of which is guided by a problem-focused research question. These themes will focus on the development and analysis of future pathways for the UK energy system; the implications of these pathways for resources and vectors; the implications for energy systems at local, national and international scales; the interactions between the energy system and the wider economy; the implications for decision making by individuals and organisations; and the review and synthesis of evidence on contentious energy topics.

UKERC phase 3 will include a core research programme and a flexible Research Fund. The fund will increase the breadth and depth of UKERC's research programme, provide resources to strengthen UKERC's links with other important research centres, and will ensure that UKERC is more inclusive. The UKERC research programme will be expanded by a number of separately commissioned Research Challenges, the first of which will focus on valuing natural capital in low carbon pathways.

The research programme will continue to be complemented by the Research Atlas (including the research register and energy data centre), and core non-research functions. These include three knowledge exchange networks for policy, business and academic communities, a substantial communications function, international engagement activities including EERA, continuation of the UKERC summer school on a trial fee-paying basis, and a network for early career researchers.

Planned Impact

UKERC phase 3 will build on a strong track record of impacts on academic, policy, business and other communities during phases 1 and 2. Many of these impacts will continue to be achieved on the basis of an internationally leading interdisciplinary research programme that is both independent and relevant to stakeholder communities. Most of UKERC's core functions will be explicitly focused on facilitating and delivering these impacts. Three structured Knowledge Exchange networks are proposed for policy, business and academic communities. They will be complemented by substantial communications activities and other interactions of senior researchers and staff with policy, media, academic and business communities.

UKERC will therefore continue to achieve high levels of impact during phase 3, through tailored activities for:
- Policy-makers and parliamentarians, through the production of independent insights into the needs, options, consequences, costs, and potential limitations of future energy policies. These insights will be communicated through and regular, tailored policy briefings; membership of advisory bodies; formal submissions to consultations; and policy newsletters and bulletins;
- The academic energy research community, through a substantial output of interdisciplinary peer-reviewed publications; building capacity through PhD studentships and early career researchers (including maintenance of the 'SPARKS' network); facilitating networking and discussion of emerging research agendas; and the representational and coordinating role played by UKERC to facilitate UK participation in bodies such as EERA.
- Industry, through system level qualitative and quantitative analyses communicated through tailored industry bulletins and UKERC research reports; by facilitating participation in future research needs workshops with the research community; and through access to a network of acknowledged experts, including those outside UKERC's research programme;
- Civil society (including NGOs) and the general public, though the dissemination of independent research on contemporary energy issues; informing media debates; and by conducting commissioned research (in cases where it is clear that UKERC will maintain independence).

Description Key findings are outlined in our six monthly reports to the UKERC funders group. We are almost at the end of the current 5 year phase of UKERC, which finishes in April 2019. So we are now publishing an increasing number of results and findings. In addition, we have published findings from research supported in previous phases of UKERC during the current phase.
Exploitation Route Our findings, and their implications are discussed in our six monthly reports. Our research plans, priorities and outputs (both final and draft) are regularly discussed with a wide range of government, academic, industry and other stakeholders.

Impact The West Yorkshire Combined Authority / Leeds City Region Local Enterprise Partnership adopted the Energy Strategy Delivery Plan at the end of last year, including science based targets compliant with the Paris Accord, with a major focus on building energy efficiency. Alice Owen chaired the Steering Group that delivered the plan, and is now chairing the Steering Group for delivering the plan. The new steering group met in early February 2019 and agreed actions including finding pathways to support every home in the region becoming net zero carbon emissions, i.e. a huge retrofit project that will, necessarily, include all the things that UKERC 'GLIDER' has discussed and more.

Impact BSI, the British standards company, has revised PAS 2030:2017 Specification for the installation of energy efficiency measures in existing buildings. The updated PAS specifies requirements for the installation of energy efficiency measures (EEM) in an existing building, applicable whether the building is used for commercial or residential purposes. In response to recommendations from existing users of PAS 2030, the specification has been expanded to include definitive requirements for design aspects to be validated by installers, as well as specific methods, processes and procedures to be employed in commissioning installation and handover of projects.

As an input to this advice, the CCC invited Jim Watson to chair one of three advisory groups. This group focuses on the feasibility of pathways to a net zero economy by 2050. The group has met twice, and the chair's report will be published alongside the CCC advice to government in spring 2019.

Impact The National Infrastructure Commission is a new body, based within HM Treasury and chaired by Lord Adonis, that has been set up to advise government on the future development of national infrastructure. One of the Commission's first tasks has been to produce a report on 'Improving how electricity supply and demand are balanced', which is due in time for Budget 2016. UKERC were approached to provide a half day seminar for Commission members on challenges for current and future electricity systems, focusing on interconnections, demand side response, flexible generation and storage. The seminar took place at HM Treasury in December 2015, and involved UKERC Director Jim Watson, Co-Directors Nick Eyre and Keith Bell, and Jonathan Radcliffe from Birmingham University.

Description Using data on bilateral agricultural trade from FAO, gridded weather data from University of East Anglia, economic data from World Bank, production of agricultural commodities from FAO, occurrence of natural disasters from the International Disaster database (EM-DAT), the Global Agricultural Trade Econometric model (GATE) assesses the extent to which bilateral patterns of trade in agricultural commodities are shaped by factors including the economic performance and structure of a country, institutional arrangements, the geographical distance between countries, and climatic factors including precipitation, temperature and natural disasters. GATE shows the extent to which the impact of different drivers including climate change is expect to differ not only across countries, i.e. for example creating a competitive advantage for countries positively affected by increasing temperatures, but also across different commodities, so that we can identify winners and losers from expected climate patterns. Impact GATE is contributing to deliver analysis of the sustainability of agricultural system and energy system projections produced by UCL-TIAM. Output from GATE will underpin work by Carole Dalin - NERC Independent Research Fellowship (2016-2021) - focused on the concept of virtual water, i.e. the water used to create goods and services. By doing so GATE will contribute to deliver analysis on whether trade of agricultural commodities increases the resilience of the agricultural system, and the productivity of the use of scarce resources (like water) or whether it contributes to create local scarcity hotspots. Output from GATE will also pivotal in assessing the sustainability of low carbon energy future pathways (produced by UCL-TIAM model0 by adopting the Sustainable Development Goals framework and related metrics.

Description TEAM is a highly disaggregated, bottom-up modelling framework of the transport-energy-environment system. Built around a flexible and modular database structure, it models annual projections of transport supply and demand, for all passenger and freight modes of transport, and calculates the corresponding energy use, life cycle emissions, environmental impacts and external costs year-by-year up to 2100. It takes a holistic view of the transport system, built around a set of exogenous scenarios of socio-economic, socio-technical and political developments. The model is technology rich and, in its current version, provides projections of how different vehicle technologies evolve over time for 770 vehicle technology categories such as efficient gasoline internal combustion engine (ICE) vehicles, hybrid electric vehicles (HEV), battery electric vehicles (BEV), plug-in hybrid electric vehicles (PHEV) and hydrogen fuel cell vehicles (HFCV). TEAM has evolved from the UK Transport Carbon Model (UKTCM) that played a key role in developing the UKERC Energy2050 'lifestyle' scenarios (Anable et al., 2012a; Anable et al., 2012b) and in exploring the effectiveness of low carbon car purchasing incentives in the UK (Brand et al., 2013). Title UKERC Energy Data Centre 
Description Originally known as the UKERC Research Atlas, the system was originally set up in 2005 as part of the UK Energy Research Centre (or UKERC) to create a hub for information on all publically funded energy research happening in the UK. The system consists of five components, all originally distinct but now being brought together: 1) Data Catalogue - a collection of energy-related datasets; some are curated here at the Energy Data Centre, but there are links to others held elsewhere; 2) Project Catalogue - this contains information about publically funded research in energy derived from a range of funding bodies. This can be searched, and once searched, filters can be applied to narrow down your search for more targeted results. It was formerly known as the Research Register; 3) Landscape Documents ("Where we are today") - these provide a comprehensive account of competencies and publicly funded activities in energy research, and development and demonstration in the UK; 4) •Roadmap Summaries ("Where we should be going") - a collection of national and international documents summarizing the problems to be overcome before new technologies can be commercially viable; 5) UKERC Publications - publications published by UKERC, or produced as a result of UKERC's activities. all the above components can be searched for specific titles, or a category/research theme can be chosen to search through; 6) Visualisation functions eg GIS maps .

The UKERC EDC has provided much of the input data being used by the EKX search engine, and ongoing technical comment and advice.

Impact The UKERC Energy Data Centre has been very pleased to work with the Energy Systems Catapult in this major energy information and data sharing collaboration. We believe that the creation of the EKX platform will allow energy SME's to quickly and easily access the large wealth of information and data already available, for example in the Energy Data Centre, and to find collaborators particularly in academia. Description TEAM is a highly disaggregated, bottom-up modelling framework of the transport-energy-environment system. Built around a flexible and modular database structure in MS Access, it models annual projections of transport supply and demand, for all passenger and freight modes of transport, and calculates the corresponding energy use, life cycle emissions, environmental impacts and external costs year-by-year up to 2100. We are working with ClimateXChange and the Scottish government on developing policy scenarios to inform future policy making in the transport and energy sectors. Similar activities are emerging in support of analysis for the Road to Zero strategy to be announced by the DfT in spring 2018. The tool has attracted interest by a number of research institutions (UCL, Imperial, Leeds, Aberdeen, Simon Fraser Uni in Vancouver) and research scholars. The documentation (user and reference guide) has been downloaded more than 6,000 times since release.

The Committee's purpose is to advise the UK Government and Devolved Administrations on emissions targets and report to Parliament on progress made in reducing greenhouse gas emissions and preparing for climate change. This workshop covered the role of hydrogen in heat and the future energy system.
