Abstract
Our aim is to transform lives by creating a centre of excellence in Inclusion through the Digital Economy. We will do this by building a world-leading multi-disciplinary research team with expertise ranging across technology, business, society, homecare, transport and the creative arts. To date the main thrust of UK and European policy regarding an inclusive information society has focused on increasing uptake of ICT (the internet, broadband, etc.) and significant progress in this respect has been made in the UK. However, less emphasis has been placed on how technology is used and in particular how technology can be used in to transform lives. This is the role of the proposed Digital Economy Hub.Currently, the potential benefits of the Digital Economy are not being realised by all members of society; it is recognised that digital exclusion mirrors many aspects of more general social exclusion. That is, not just poverty, but the mutually reinforcing consequences of citizens enduring unemployment, discrimination, poor housing, crime, bad heath and family breakdown. In order to develop transformative applications, it is necessary to understand the problems of, and opportunities for, inclusion through the digital economy from technological, social and economic (business) perspectives. We will therefore assemble a multi-disciplinary team who will work together to address these challenges. The research programme focuses on three key sectors for the excluded: Homecare, Creative Industries and Transport. It will engage with, and be driven by, end users of these services, as well as those traditionally involved in delivering technologies and services in these sectors (in both the public and private sectors).Users will be at the centre of our investigations. While recognising the different needs and concerns of these users, our methodologies will seek to bring out commonalities through genuinely interactive and iterative approaches that engage all users from the very start. This means involving users in both the formulation of the research strategy and the research itself. Our user-centred and user-driven programme of research will address key research questions, yielding innovations, across technology, social science and business. An important feature of this proposal is that the Hub will develop an internationally unique and carefully profiled panel of 3,000 people that will represent technology end-users. Drawn from the greater Newcastle and Dundee areas, the panel will contribute to the formulation of the research strategy and evaluate the research outputs, as well as being engaged in participatory design, co-design and evaluation activities to ensure that tangible outputs of our research programme are both meaningful and usable. Some panel menbers will represent disabled users, having vision, hearing, mobility, cognitive processing, or literacy issues that serve to limit their access to much of today's digital economy. In addition, the panel will have a large number of older adults who have needs as technology novices (some of whom are terrified of the new technologies) as well as issues of acquired disability associated with ageing. As well as evaluating and steering work within the Hub, this panel will also provide a unique resource to other research projects and companies working in the digital economy, providing them with information that will help them meet the needs of those who might otherwise be excluded.

Exploring HCI's relationship with liveness
| Description | The SiDE project focused on exploring new ways in which digital technologies can transform the lives of people and communities suffering from social exclusion. It's research activities were structure into four key areas (Connected Home and Community, Creative Industries, Inclusive Transport and Accessibility) and, over a 5 year period, the project collaborated with over 200 partners, involved more than 2000 users, published around 200 publications (with 12 international keynotes) and received a number of awards for its research contribution (including Microsoft's '2014 Jim Gray eScience Award' for Prof. Paul Watson and the Anita Borg Institute's '2013 Women of Vision Award for Social Impact' for Prof. Vicki Hanson). The success of SiDE's research has also attracted additional research and investment with around £50M of related grant funding awarded to SiDE research investigators. The project has therefore delivered a number of major achievements. For instance, one of the main intended impacts of DE critical-mass funding is to build world-leading skills and expertise in key areas. SiDE has focussed on Cloud Computing as a key underpinning technology for its research (processing, storing and retrieving large data sets for its key research areas). This work has achieved an international profile through academic dissemination in keynotes, conferences and publications (including the best paper award at IEEE CloudCom 2011). It has also led to major regional investments in the North East including the 'Red Hat Research Centre at Newcastle University' and the 'Cloud Innovation Centre' (see Impact Narrative section) that are providing impact pathways for this work. SiDE's innovative research agenda was also instrumental in successful proposals for two EPSRC funded Centre's for Doctoral Training awarded to Newcastle University's School of Computing Science (CDT in Cloud Computing for Big Data and CDT in Digital Civics) that will enable continuation of many of the industrial research collaborations created by SiDE. Much of SiDE's work has been in the Healthcare and Wellbeing area where a number of innovative projects using sensors developed by SiDE have explored areas including: ways to avoid drooling for those with Parkinson's Disease; prompting techniques to enable the completion of simple tasks in the home for Dementia patients; measuring patient behaviours, e.g., sleep activity, body movement or energy expenditure to give accurate data to clinicians. This application of digital technologies to support medical pathways has gained national and international recognition and made a significant contribution to the 2014 Government announcement to establish a £40million National Centre for Ageing Science and Innovation (NASI) at Newcastle University. NASI will bring together, in one centre, world-leading scientists to work together with industry, the NHS and the public to develop, test and bring to market products which promote healthy ageing as we grow older. Research on assisting older drivers to drive safely for longer has resulted in the creation of DriveLab. This research has informed Government policy through evidence submitted to the Transport Select Committee and was influential in the selection of SiDE co-investigator Prof Phil Blythe being selected as the Chief Scientific Officer for the Department of Transport. Extending this research Dr Amy Guo has won significant funding from SouthEast Trains to apply the techniques developed for assessing older drivers to assess public transport and train users journey experience (utilizing eye tracking, stress measurement and context assessing technology). This is a direct spin out of SiDE research and is likely to be adopted by other PT and train operators. SiDE's determination to work closely with the people feeling the effects of social exclusion has enabled the project to build up a pool of over 2000 users who have worked with the project to create solutions that can make a difference to themselves and their communities. SiDE also generated knowledge and expertise in how researchers can generate impact through engagement with communities, the private sector and the public sector. This has been the foundation of the creation of two new National Innovation Centres at Newcastle University - The National Innovation Centre for Ageing, and the National Innovation Centre for Data. These are building on the research conducted in SiDE and other projects, and creating a positive impact on society and the economy. |
| Exploitation Route | As described in the impact narrative section, the SiDE project has proactively worked to gain early impact from its research findings through a number of different initiatives. Non-academic routes include the work to create spin-out companies Axivity and Inkspot Science, supporting technologies developed within the project in a commercial environment. Wider initiatives to work with local authorities to accelerate regional growth have also led to the establishment of the Cloud Innovation Centre and the National Centre for Ageing Science and Innovation that support innovative activity by transferring skills and technologies from the research base. This work is continuing with funding support from the UK Government and match funding from Newcastle University. Finally, work to establish routes to influence Government policy have been created by our Transport research through close engagement with the Transport Select Committee. Academically, SiDE funding has seeded a broad portfolio of research across the four key areas (Connected Home and Community, Creative Industries, Inclusive Transport and Accessibility) and has benefitted from the selective use of the Partnership Resource (provided as part of the DE Hub grant award) to match innovative research ideas with external users. Early research findings from these seeded projects has been used to attract additional grant funding to continue promising research strands. In total this approach has allowed SiDE to win around £50M in additional grant funding from a variety of funding bodies to progress research outcomes. |

| Description | Research findings from the SiDE project have already been used in a number of interesting ways as illustrated by the following examples. OpenMovement: OpenMovement is a collection of open source hardware sensors and an open source software platform designed to underpin SiDE's research by supporting reasoning into the activity of people and objects. The sensors all feature a triaxial accelerometer as a base sensor, and can also contain other sensors depending on the application. (http://di.ncl.ac.uk/things/openmovement/). The technologies have underpinned all the worn sensor work in the SiDE project, including innovative work on avoiding drooling in people with Parkinson's Disease, work in the Ambient Kitchen to prompt those suffering from Dementia (so they can complete basic tasks, and so continue to live safely in their own homes) and novel work to improve skills in surgical training. The innovative design and open source access, to both the hardware and software, has also enabled wide take-up by external commercial and research organisations including the NHS, Microsoft Research Cambridge, Philips Research, Health Systems Institute at Georgia Tech and the Institute for Media Technology at TU Munich. As well as contributing to many exciting research projects the key impact has been the commercial exploitation of the sensors through a spin-out company (Axivity - http://axivity.com/) and in particular the adoption of OpenMovement sensors by the UK Biobank's Activity project. Axivity has delivered 2,500 devices for the 7day activity monitoring of over 50,000 participants in the UK Biobank project (http://www.ukbiobank.ac.uk/activitymonitorhowdoesitwork/). More than 8 million hours of detailed physical activity has been returned by participants and released to researchers so far making around 333,000 days available to study. DriveLab Mobility in old age is essential to an individual's well-being. It allows people to access services and keep socially connected to friends and family. A loss of independent mobility can lead to mental and physical decline which burdens both the individual and society. Maintaining independent mobility in old age, providing it is safe to do so, is therefore of fundamental importance. In response to this SiDE created DriveLab which is exploring the issues associated with older drivers driving safely for longer and the causes of driver cessation. Importantly, this work is linked to an expansive network of regional and national transport providers, which creates a route to enable major challenges affecting older road users to be addressed at policy and implementation levels. For example, Newcastle University now hosts the regional Urban Traffic Management Centre, in partnership with the five urban local authorities in Tyne and Wear. This is a major aggregator and producer of data that has fed into SiDE research. The Driving Lab also works directly with the DfT Mobility and Inclusion Unit to provide advice and guidance. Prof Phil Blythe has advised the government on transport policy in a number of ways including direct advice to ministers (both this and the previous administration) as well as written and oral evidence to the Transport Select Committee. SiDE's research has had some initial impact on policy with recent reports for MPs include the 'Engineering the Future response to Motoring of the Future' where SiDE's research is referenced as influential in paragraph 27 (http://www.raeng.org.uk/publications/responses/an-etf-response-to-motoring-of-the-future). Professor Blythe has recently been appointed as Chief Scientific Advisor for the Department for Transport ensuring that SiDE's research becomes even more influential on transport policy. Phil Blythe has included older drivers and automation in his CSA manifesto. He is working with EPSRC and the Prime Ministers CST (Committee for Science and Technology) to support this area under the 'wellbeing throughout the lifecourse' initiative. Furthermore through the DfT he has personally supported the proposal for an institute in Robotic and Autonomous systems and ensuring that the newly formed Centre for Connected and Autonomous Systems (C-CAV) which is a cross department initiative between the DfT and BIS is addressing the issue of how automation can support older drivers. Red Hat Research Centre and Cloud Innovation Centre SiDE has aligned its research to 'national initiatives for increasing the UK's digital capabilities' through the creation of the Cloud Innovation Centre. This is in response to 'Recommendation 14' of the DE Impact Review Report and builds on previous success in engaging commercial organisations with the research base One of the main intended impacts of DE critical-mass funding is to build world-leading skills and expertise in key areas. SiDE has focussed on Cloud Computing as a key underpinning technology for its research (processing, storing and retrieving large data sets) and achieved an international profile through academic dissemination. In turn, this research excellence has led to engagement initiatives designed to encourage innovation and job creation in the North East region. In March 2010, Red Hat (the $10 billion US-based world-leader in open source software) invested in the creation of the 'Red Hat Research Centre at Newcastle University' focussing primarily on Cloud related research. "We (Red Hat Inc.) have been at the forefront of software innovation since 1993 and earlier this year we opened the Red Hat Research Centre at Newcastle University. Our decision to invest in the UK was due to the long-history of research excellence at Newcastle University, including the internationally-leading work on Grid and Cloud computing that is being continued within the SiDE Digital Economy Research Hub which was recently funded by RCUK. This is only the second Red Hat research centre in the world and an example of inward investment into the UK based on research excellence. It is also a great example of how strong, continued investment in the research base will allow the UK to compete in the global market." (Quote from a letter from Dr Mark Little, CTO JBoss Division of Red Hat) to George Osborne in support of EPSRC funding, 8th July 2010). The Centre represents Red Hat's only Research and Development centre outside of the USA and is estimated to have contributed $15M GVA and 75 person-years of high-tech employment to the North East since 2010. Subsequently, SiDE has worked in collaboration with Newcastle City Council to establish the Cloud Innovation Centre (CIC - http://www.cloudinnovationcentre.com/), an initiative to address the wider needs of industry by leveraging the skill set of the SiDE research base. The Centre facilitates collaboration between industry, the public sector, academic research and teaching. It acts as a test-bed for many application domains, providing the means to capture, store and analyse massive data sets. In so doing, it encourages innovation and new business creation through research and development, knowledge transfer and skills improvement across the region. Since opening its doors in March 2013 the CIC has held events attracting over 3000 people, with over 200 face-to-face meetings with industry and over 20 longer duration design reviews. Notable collaborations have included supporting RIBAs NBS business to win the £1M Innovate UK award to lead a national consortium to develop a free-to-use BIM toolkit for the whole construction industry. The expertise in data analysis gained in the SiDE project played a key role in the award of £15M (subject to acceptance of the business plan) from the government in the March 2016 budget for the National Innovation Centre for Data. This has been matched with £15M from Newcastle University to fund a unique facility bringing together industry, researchers & students in practical collaborations that enable industry to unleash the huge potential for innovation offered by the explosive growth in digital data. Activities began in late 2017, and - to date - have had an impact on over 100 external public and private sector organisations, and over 4,000 individuals. Because of the shared interests, developed in the SiDE project, both of these two National Innovation Centres are located together in a new £50M building - The Catalyst (https://www.thecatalystnewcastle.co.uk/) - that was designed to foster innovation through engagement. As well as building on the research developed in the SiDE project, both centres benefit from the knowledge and skills developed in SiDE on creating impact through engagement with the community, industry and the public sector. |

| PI Contribution | investigating the nature of the argument, how to create better discussions, and how to involve more people. It is focused both on how an argument is constructed, and how it can be effectively analysed using artificial intelligence. Arguments are tracked using speech recognition technology and sentiment analysis, and included in the debate. Listeners are able to get involved in a discussion without using technology they are unfamiliar with, and programmers are able to get views and reactions from a broader cross-section of the community. The group is also creating tools and technologies that enable programmers to map the flow of an argument, including software that analyses whether a caller is agreeing or disagreeing with a point, and pinpoint which argument the listener was reacting to. This helps researchers and programmers map out the reaction to a programme in real time. |

| PI Contribution | The University of Dundee's Argumentation Research Group is investigating the nature of the argument, how to create better discussions, and how to involve more people. It is focused both on how an argument is constructed, and how it can be effectively analysed using artificial intelligence. Arguments are tracked using speech recognition technology and sentiment analysis, and included in the debate. Listeners are able to get involved in a discussion without using technology they are unfamiliar with, and programmers are able to get views and reactions from a broader cross-section of the community. The group is also creating tools and technologies that enable programmers to map the flow of an argument, including software that analyses whether a caller is agreeing or disagreeing with a point, and pinpoint which argument the listener was reacting to. This helps researchers and programmers map out the reaction to a programme in real time. |

This project enables developers to view moving content, like games and films, through a simulation of various CVD types. This gives developers the capability to recognise color vision issues that appear in dynamic web sites or scenes potentially much faster than current tools. (David Flatla, Todd Harding) Hands-Free Colour Identification for People with Inherited CVD: This project aims to help people with inherited CVD to identify colours through the use of sound. An application, using a camera, converts colour input into a tone. The project investigates different possible mappings from colour to sound to establish which is most natural and comprehensive, considering different types of CVD (for example higher pitched tones would be red while lower pitched tones would be green if they user is protanopic or deuteranopic). (David Flatla, Steph P. Lee) ColourID Study: This Study evaluated ColourPopper, which a colour highlighting tool developed for Android. ColourPopper helps people with CVD identify colours in their environment. We are comparing the performance of ColourPopper with alternative tools. | Impact | In 2012 UK Biobank decided to add 7-day physical activity to the data collected from its participants. Through a tender and subsequent interview process, Axivity's AX3 device was selected as the physical activity sensor. As well as being the most affordable choice for large cohort studies, the AX3 provides un-filtered actigraphy data, is fully open source, and easily deployed (and returned) by post. Using 3500 devices, UK Biobank's data collection on the first 100,000 participants is scheduled to finish in Q3 2015. | Results and Impact | Researchers hosted an event where volunteers and staff from the Angelou Centre reflected on the completion of their research and development phase for the BAM! Sistahood heritage project. Over the last 5 months, researchers as part of the SIDE program, have been working with the Angelou Centre to develop a sustainable digital infrastructure that will support the delivery of the project over the next two years. This has included developing a digital archive that showcases 70 years of black, asian, minority ethnic and refugee women's heritage in the North East of England (http://www.bamsistahoodproject.org.uk ). The event was hosted by the SiDE project and brought together volunteers and staff who have been working on the project to share their insights with museum professionals from Tyne & Wear Archives and Museums, community heritage professionals, Heritage Lottery Fund and researchers from Newcastle University. So far the project has reached over 120 BME women in the North East of England providing training and resources for digital filmmaking, photography, blogging and social networking. The researchers worked closely with staff and volunteers to explore the future potential of technologies for sharing photographs, while developing other more speculative ideas around interactive digital maps, e-textiles to share women's textile 'herstories' and wearables. |

| Results and Impact | SiDE researchers and colleagues from the Digital Interaction research group ran a workshop to consider longer-term partnership opportunities and challenges on a new community heritage project for the Angelou Centre, a women's BME (Black, minority ethnic) charity in the North East of England. The workshop was part of a follow on project developed by PhD researcher Rachel Clarke with the Angelou Centre on creative digital technology use exploring migrant women's identities. This work helped to secure future funding for research and development from the Heritage Lottery Fund for the Centre to scope out a two year program to create a digital archive of women's 'herstories' and contributions to the cultural and political landscape of the North East. Researchers, staff and volunteers from the Centre discussed ways of encouraging partnership working that could foster community ownership, the development of a participatory framework that would engage women of different generations and cultural backgrounds and developing digital prototypes with women, many of whom potentially face significant barriers to digital inclusion often associated with race and gender. The importance of providing open spaces, both physically and emotionally, to explore contradictions through heritage was highlighted by staff and researchers. Volunteers also described how they felt it was important to learn more about technology, but building confidence with one another, through support and encouragement in small steps and participating flexibly was also valuable. The next stages of this work includes the deployment of an experimental prototype, the photo-parshiya, that encourages the collocated sharing of photographs among women and staff that come to the Angelou Centre. Further prototyping workshops will also be run in November and December at Culture Lab and a further workshop will be run in January between researchers, staff and volunteers to reflect on their experiences of partnership working. |

| Results and Impact | We hosted the North East launch of Road Safety week which highlighted our Driver Distraction study. Oonagh McGee, in conjunction with Transport researchers Gareth Evans and Amy Guo organised a seminar and panel debate with senior Transport experts. Speakers included Professor Edmund King, president of the AA who focussed the dangers of driver distractions. The event was open to the public and attracted 50 delegates to the hub, who engaged in a lively debate and took part in live demos within DriveLAb. The event received significant press coverages and was the most commented article on the BBC news website. |
