Abstract
Climate change poses an unprecedented challenge to the way societies operate. In order to address this challenge, the UK has set an ambitious target of 80% reduction in greenhouse gas emissions by 2050. Meeting this target will require not only decarbonising energy supply, but will also mean action to make the use of energy more efficient and to reduce energy demand. The proposed Centre on Innovation and Energy Demand will contribute to this challenge by developing an interdisciplinary understanding of the emergence, diffusion and impact of low-energy innovations - new technologies, organisational arrangements or modes of behaviour that are expected to improve energy efficiency and/or reduce energy demand.
The Centre will be managed within the Sussex Energy Group (SEG) at SPRU, University of Sussex. SEG has a strong international reputation for policy-relevant interdisciplinary research on transitions to sustainable energy systems, focusing on both the supply and demand sides of these systems. Oxford University's Transport Studies Unit (TSU), a leading interdisciplinary research centre on transport futures, will also contribute to the Centre.
The Centre's research and user engagement will be organised under three themes that focus on the emergence, diffusion and impact of different types of low-energy innovation. Each theme will encompass several research projects that provide a balanced coverage of research methodologies and empirical domains. The Centre will also conduct cross-cutting projects and integration activities, with the aim of synthesising the emerging findings from the three main research themes and effectively engaging stakeholders. Two cross cutting projects are proposed. The first will carry out a comparison of multiple low energy innovations to explore differences between incremental and radical innovations, and between those that are mainly technical and those that are largely social. The second will analyse synergies and trade-offs between policies to support low energy innovations and other, overlapping energy policies. A Low Energy Innovation Studio will also be established as the engagement hub of the Centre. It will oversee a number of functions including researcher placements in collaborating organisations, Centre workshops and events, visiting fellowships, summer schools and a final conference.
The proposed research programme is inter-disciplinary, combining perspectives from different traditions within economics, innovation studies, political science and sociology. The programme will be developed and conducted in collaboration with non-academic organisations who will help identify research problems, contribute resources and case studies, and assist in engagement with practitioners. Centre researchers will collaborate with academic colleagues in the UK as well as with related international institutions. The Centre will produce a range of outputs tailored to different audiences including journal articles, reports and policy briefings. It will have a simple internal management structure, comprising a Director, Centre Manager and three research theme leaders, together with Advisory Group to steer its work. Finally it will develop research capacity by recruiting and developing junior researchers and by encouraging applications from doctoral researchers who would be associated with the Centre.

Planned Impact
The Centre's research is of significant relevance to a range of audiences, including policy makers concerned with the development of effective policy approaches to address climate change and other energy policy concerns, academics involved in research in related fields (including energy policy, energy systems, innovation systems, economics and political science) and civil society more broadly (including the general public, and the third and private sectors). Achieving a substantial share of the UK's planned 80% reduction in GHG emissions by 2050 through energy demand reduction and energy efficiency will require actions by a variety of stakeholders including companies, policy makers, households and community groups.
The Centre will pursue a variety of avenues to maximise its impact. It will combine a number of activities to engage with both academic and non-academic stakeholders, including public sector officials, community and non-profit organisations, companies as well as the wider public.
The academic impact of the Centre will be achieved by:
- writing high quality working papers and peer reviewed publications;
- giving presentations at conferences, seminars and workshops;
- active involvement in national and international research networks;
- hosting academic visitors; and
- organising two summer schools for PhD students.
The conventional approach is for non academic 'users' of research to be presented with findings at the end of a research process with which they have had no involvement. They are then expected to understand the relevance and/or change their practice as a result. The Centre will move beyond this, and will maximise impacts on relevant user groups by engaging them through carefully tailored engagement processes before, during and after the research. These engagement processes will be managed through the Centre's Low Energy Innovation Studio. The activities of the Studio will include:
- engage a variety of stakeholders through the Centre's biannual Advisory Group;
- working with a number of partners on specific projects (incl. energy utility SSE, Brighton and Hove City Council, Oxfordshire County Council, Transport for London, The Discovery Mill, Simply Connect Ltd);
- providing interested stakeholders with short-term placements of academics in their organisations and hosting non-academic visitors;
- organising workshops and events targeted at stakeholders, either during the research process or to disseminate results; and
- co-hosting specific workshops for energy management practitioners from public and private organisations with The Discovery Mill.
The Centre aims to make specific impacts on policy making processes by:
- engaging public sector officials in the Advisory Board of the Centre,
- providing policy briefings summarising research results in an accessible way;
- offering dedicated presentations to brief senior staff in relevant Departments;
- providing expert advice to Parliamentary committees, responding to public consultations, etc.
The Centre will make an impact on the general public by:
- communicating research results in an accessible way through the Centre's blog, website, Facebook, and Twitter;
- organising events open to members of the general public; and
- working with the press in order to disseminate findings to the broader public (via radio, TV, and national newspapers).

Exergy Economics: •The importance of energy in driving economic growth may have been underestimated by orthodox economics •A new approach, based upon the thermodynamic concept of 'useful exergy', is offering new insights into the relationship between energy and growth. Although this research is at an early stage, activity is growing, and initial results are promising •Recent studies from the 'exergy economics network' suggest that improvements in thermodynamic efficiency have driven up to one quarter of UK economic growth since 1970, and that improvements in thermodynamic efficiency in China have increased in energy consumption Reorienting investments and divesting from fossil fuel assets: •There are important roles for government in any large-scale initiative for energy efficient retrofitting of UK homes, even if the mechanisms are market based. These include: signalling long-term policy consistency, reducing risks for financial investment, and supporting industry innovators and decentralised actors. •Domestic energy efficiency policy needs a new, more positive framing that moves beyond addressing barriers and market failures. This could help link finance to energy efficiency projects by better addressing the needs of both householders and investors, creating investable opportunities that are appropriate and attractive. •The direct impacts from the fossil fuel divestment movement are small, yet its indirect impacts are significant. It put questions of finance and climate change on the agenda, playing a central role in changing discourse around the legitimacy, reputation and viability of the fossil fuel industry Energy demand and the UK steel economy: •Recent responses to the UK's steel 'crisis' have focussed on contemporary factors such as high energy prices, climate policies and cheap Chinese imports, but largely ignored interactions between national historical path dependencies and shifting global dynamics. •Long-term contributing factors at the national level to the decline of the UK steel industry include the reluctance of successive UK governments to proactively support the industry, under-investment in the sector and the absence of a coherent national industrial strategy. •Weak labour law and trade unions in the UK relative to European counterparts poses a challenge to the long-term sustainability of Tata Steel UK's operations. Policy synergies and trade-offs for low energy innovation: •By focusing policy attention on phasing out carbon-intensive technologies and practices, policy makers can create very strong market signals, thereby incentivising the creation of a low carbon economy. •Policy makers need to develop well managed portfolios of policy goals, strategies and instruments to foster energy transitions •The policy mix should incentivise investments in customer-side efficiency (including end-use energy efficiency and demand response) rather than focusing on energy infrastructure, fuels and supply alone Futures of Personal Mobility: •Policy for personal transport is informed by a narrow set of visions, which project a simple one-for-one replacement of conventional vehicles with low-emission vehicles over the coming decades, with an unrealistic lack of disruption or broader change to the transport system. •These visions do not play to the strengths of electrified transport and could actually constrain the diffusion of electric vehicles. Transport policy informed by a broader set of visions, from a broader set of actors, would allow better planning and preparation for the future. •More realistic portrayal of people is also necessary. Too many models assume people are 'rational actors', with behaviour portrayed as modal choice or even more narrowly as choice of vehicle purchased, ignoring the limits to this model and the contexts within which travel decisions are made. Energy saving innovations and economy wide rebound effects: •The rebound effect could be a misleading indicator in that it only accounts for the 'negative' portion of the outcome of an efficiency improvement in energy use. Evaluations of energy efficiency programmes should adopt a holistic approach and carefully assess the full range of benefits and costs of such programmes without focusing solely on a single indicator •Improving household energy efficiency delivers both reduced energy use and increased economic activity. However, there is typically an inverse relation between the energy savings achieved and the size of the economic expansion. A bigger economy requires more inputs such labour and capital but also energy and other intermediate inputs. •Government funded energy efficiency programmes can help low-income households who are not able to heat their homes properly. In addition, they can be used as a means of economic stimulus. However, the way in which the necessary funds are raised must be weighed carefully against the benefit of a more efficient use of energy. Rebound effects in UK transport: •Using a comprehensive set of models, we estimate a rebound effect for UK car travel of between 9% and 36% - with a mean estimate of ~19%. This estimate is consistent with the results of other studies and suggests that around one fifth of the potential fuel savings have been lost through increased driving •The reductions in UK car travel after 2000 ('peak car') were driven by a combination of the rising fuel cost of driving, increased urbanisation and the economic difficulties created by the 2008 financial crisis. There is some evidence that the rebound effect from improved fuel efficiency has increased over time. •We estimate a direct rebound effect of 50-60% for UK road freight transport. This result is robust to different model specifications, but accuracy is limited by the availability of data Evidence from history: Deliberate acceleration of socio-technical transitions •Our case studies show that policymakers can decisively accelerate transitions •Decisive acceleration decisions occur under particular conditions such as strong 'push factors' (an external shock disrupts the existing regime) or strong 'pull factors' related to niche innovations •The influence of these external conditions is mediated by changes in policy regimes such as changes in policy paradigm (outlook, problem definitions, hierarchy of policy goals) and institutional arrangements (such as access to policymaking networks) Smart meter rollout in the UK: dynamics of expectations •To accelerate the diffusion of smart meters, it is important that certain social issues receive greater attention as they can help or hinder the rollout. •The potential distributional impacts of the programme across vulnerable groups, such as older people, those with long-term health conditions and those with disabilities, need to be better understood •Lifecycle and recycling standards may need to be strengthened for both smart meters and IHDs to minimise waste from the rollout Learning about diffusion from experiences in other countries: •The diffusion of technical systems (like district heating or tram networks) is more complex than the diffusion of products and cannot be fully understood with adoption models that dominates the diffusion literature •Diffusion of large systems involves multiple interacting processes such as the adoption (of products or services) by users; physical construction of infrastructures by system builders; the circulation of knowledge and best practices between local projectsand the wider embedding in cultural, business and policy contexts •Countries like Austria or France use a wider set of innovation policy instruments than the UK to stimulate the diffusion of technical systems. The diffusion of energy service contracts •The UK market for energy service contracts is relatively large, highly diverse, concentrated in the public sector and overwhelmingly focused upon established technologies with high rates of return. •By lowering transaction costs, public procurement frameworks have played a critical role in expanding the market for energy service contracts in the UK public sector. Support for such 'intermediary organisations' can yield high social returns. •Energy service contracting is unlikely to develop further in the commercial building sector without different business models, tenancy arrangements and policy initiatives The energy implications of automated and smart freight mobility •Contemporary systems of mobility are undergoing a transition towards automation. The frame of a race to vehicle automation enforces the need to participate, or risk being left behind, reinforcing techno-optimism. •The UK government's response has been centred on creating conditions for AV technology emergence and diffusion, rather than system-wide, long-term visioning, and a critical analysis of the role automation may play in future mobility. •The approach is not sufficiently inclusive, democratic, diverse and open, with limited roles for publics, and space for dissent. Fuel Bill Drop Shop Project: •This was the first project of its kind to analyse community-led Energy Cafes in the UK •The research showed that there is a need for community-led, trusted, fuel poverty advice, especially at the time when more people are facing problems with paying their energy bills •Energy cafes can act as a triage service, referring those in need of help also to other services such as healthcare and housing. Low energy housing innovations and the role of intermediaries •Intermediary actors and organisations are crucial in advancing building and retrofitting low energy homes, as the processes are complex, and they involve multiple different technology choices, suppliers and contractors •CIED research showed that intermediary actors and organisations have in practice aided the delivery of low energy homes by providing improved opportunities for networking, learning, and sharing experiences from completed projects as well as providing impartial and reliable knowledge for homeowners. •At a time when policy support for low energy homes is uncertain, intermediation by dedicated organisations is crucial and can provide much needed momentum to keep facilitating change Grassroots innovation in low energy digital fabrication •Whilst the potential is real, sustainable developments are relatively rare in makerspaces: those makerspaces committed to sustainability principles are pursuing a variety of pathways •Intangible outcomes from sustainability initiatives are just as important as material outputs - new identities, relations, tacit knowledge, skills, awareness, as much as objects, products and services •Imaginative, flexible and open-ended support and funding arrangements need to be created to realise the full possibilities for makerspaces to help cultivate sustainable developments. Innovations in urban transport: •Cities can be important places where a wide range of low-energy innovations in passenger mobility emerge and develop. Their role is however strongly on dependent support from national government and their relations with other cities •Some of the innovations in passenger mobility, such as electric vehicle charging installations and car sharing initiatives, contribute to the resilience of automobility. •Innovations that are supported by incumbent actors such as local government or existing bus companies seem to thrive more easily than those led by new entrants. |
| Exploitation Route | Into a Digital Society component. Information and communication technologies (ICTs) and associated smart systems are critical to the low carbon transition. Since 1970 ICTs have driven a 'fifth industrial revolution' that is transforming industrial structures, business strategies, employment patterns, consumer preferences, political institutions and social practices around the world. This revolution is gathering pace and broadening in scope, with developments in automation, the 'Internet of Things' and 3-D printing set to unleash further transformational change. ICTs have wide-ranging and complex implications for energy demand and there is ongoing controversy about their net impact. On the one hand, they offer many potential benefits: for example, e-commerce can displace personal transport demand and improve logistics efficiency; e-materialisation can substitute for more resource intensive services (e.g. digital news displacing print media); digital monitoring and control can optimise in-use energy consumption (e.g. building energy management systems, smart homes); teleworking can displace commuting; and so on. On the other hand, the digital economy has a large and rapidly growing energy footprint, with the continuing improvements in the energy and material efficiency of individual devices being more than offset by the continuing increases in the number, power, complexity and range of applications of those devices (partly enabled by the efficiency improvements themselves). Digital technologies can also stimulate demand for existing and new services (e.g. mobile GPS) that require complex, energy-intensive systems to provide (e.g. 4G networks, satellites, data centres). Studies of the use of ICTs in particular applications (e.g. telework, e-commerce) have found their energy impacts to be highly variable and sensitive to context and implementation, even when only a subset of impacts are considered. The broader economy-wide impacts of ICTs are more complex to investigate and even more uncertain. Hence, digital innovation creates a challenge in identifying, explaining and anticipating the net impacts on energy demand, and hence in informing decision-making to achieve social and environmental goals. To address these challenges, the proposed research will be framed by two propositions that helped to guide previous work in CIED: first, that the services provided by ICTs depend upon a complex mix of technologies, firms, supply chains, infrastructures, markets, regulations, institutions and social practices that are interdependent and aligned and which co-evolve (sociotechnical systems); and second, that the environmental impacts of ICTs are mediated through a complex mix of social and economic mechanisms that make those impacts difficult to measure and anticipate, and frequently unintended and unexpected. We propose to use these ideas to frame an interdisciplinary research programme on the energy impacts of ICTs that can improve understanding of the technical, social and economic mechanisms involved and provide relevant insights for policymakers and other stakeholders. |

| Description | Over the last 12 months of the project in 2017 we have made good progress in developing wider societal impact for the research conducted through the 'Energy Saving Innovations and Economy Wide Rebound Effects' project. We have engaged in a number of stakeholder engagement activities. These are listed separately. We would highlight two here. First, the real 'centrepiece' of our impact plan has been the end-of-project event we organised at Church House in Westminster on 2 February 2017. This gave us the opportunity to reach a broad UK audience and generally increase awareness of our work and the key insights gained through it. There have been two broad outcomes: ? First, the end-of-project event has been instrumental in maintaining and expanding our relationships with BEIS, HM Treasury and Ofgem, with whom we now have good working relationships. In fact, we have been (as yet informally) credited by colleagues at BEIS and HMT for helping to improve understanding and communication regarding how energy efficiency impacts in different priority policy areas. Our interactions with all three continue and we hope that they will further develop in the coming months. ? The latter point is reflected in the second main outcome that may be linked to the end-of-project event. Discussion there regarding extension of the 'multiple benefits' approach to assessing both energy and economic policy outcomes of different policy actions to other areas has led to our developing a new funding proposal. This focuses on considering the wider economic case (or not) for support of carbon capture and storage. Building on the relationships at BEIS and HMT built through this project generally and the Westminster event in particular - and with the valuable input of a colleague from InnovateUK who attended the latter - we have recently submitted as ESRC proposal that would involve the support of and interaction with BEIS colleagues from the outset, who would bring input from HMT and other policy stakeholders. The proposal also involves collaboration with engineers at Strathclyde, Newcastle and Edinburgh and a number of industry stakeholders. Second, we have continued to engage and expand our collaboration with the Scottish Government and a range of Scottish policy stakeholders. This has been achieved through the participation in a number of activities, including an invited presentation to a meeting of Scottish Parliament Cross Party Group on Renewable Energy and Energy Efficiency in November 2017. The project activity has also informed activity and discussions via a new series of 'Energy Conversations' hosted by CEP (with the first round of these ultimately informing our responses to the public consultation of the Draft Scottish Energy Strategy). However, there has been an important development in that we secured funding through Strathclyde's EPSRC Impact Accelerator for a small project on energy efficiency improvements in Scottish public sector and low income households linking to a funding announcement made by the First Minster of Scotland in EUED Centre: Centre on Innovation and Energy Demand September 2017. This project was formally conducted in collaboration with the Scottish Government during March 2017, with the main output being development of a linked policy brief. However, engagement around this activity continues, with the next stage being an invited seminar at the Scottish Government's offices in September 2017. The REDish project (Working with the Centres), run in collaboration with CIEDm has completed data collection across its three case study countries and four case study cities, and is in process of analysing and writing these up. The project has continued to achieve significant impacts. Dave Hawkey was seconded to the Scottish Government to facilitate its Short Life Working Group (SLWG) on the Regulation of District Heating, and Jan Webb was appointed technical adviser to Scottish Government on Regulatory Options for District Heating; the Report was used extensively in the Regulatory Working Group Statement to Government and by the SLWG. The group's work in turn underpinned the Scottish Government's "Consultation on Heat and Energy Efficiency Strategies, and Regulation of District Heating", sections of which were drafted by Dave Hawkey. We also received a Scottish Government Award for Capacity Building with Scottish Heat Network Practitioners and Businesses, which was used events in Inverness and Edinburgh attended by circa 150 delegates; the Report to Government will be used in their response to public consultation. This work is likely to result in legislation on Local Heat and Energy Efficiency Strategies and Regulation of District Heating. Jan Webb was invited by EPSRC to a join a senior stakeholder seminar to shape a joint Research Councils/Innovate UK Industrial Strategy Challenge Fund 'smart energy' proposal; she acted as member of the Final Assessment Panel for the Scottish Low Carbon Infrastructure Transition Programme: Transformational Infrastructure (total fund £75 Million), and has been appointed by the Scottish Government Cabinet Secretary for Communities, Social Security, and Equalities to the expert Panel to Review the Definition of Fuel Poverty. She also accepted an invitation to join the Scottish Government Climate Change Plan Advisory Group, and is a member of UK Government BEIS steering group on comparative consumer experiences of heat networks and gas central heating. She is a member of the Royal Society of Edinburgh Committee of Inquiry into Scotland's Energy Future, launched in May 2017. |

| Results and Impact | CIED worked in partnership with EST to run a day-long workshop on 9 February 2017 that shared findings from a two-year Centre on Innovation and Energy Demand (CIED) research project, which focuses on how intermediary organisations can facilitate and advance low energy housing projects. The workshop, which brought together key stakeholders from government, housing industry and campaigning organisations aimed to identify and discuss new directions for low energy housing policy in the UK. There are plans to produce at least one policy briefing based on the discussions in the workshop. There were presentations from CIED, EST, BEIS and three industry practitioners. The workshop led to several requests for further engagement. |

| Results and Impact | The aim of this workshop was to use a World Café format to guide participants through three critical issues associated with developments in grassroots digital fabrication: sustainability; inclusivity; and creativity. The session brought together a mix of practitioners and researchers familiar with makerspaces and grassroots digital fabrication; and people less familiar with the topic specifically, but able to bring insights from other areas of innovation in civil society. The workshop began with makerspace practitioners from Copenhagen and Malmö explaining what they do and sharing their experiences. Then the World Café discussion began on the critical issues of sustainability, inclusion and creativity. The World cafe session was part of a wider conference on 'Living Knowledge'. This session uncovered a particular insight from interaction with participants. The Summer School took place at the University of Sussex on 10-12 July 2017 and hosted 27 participants from a variety of countries and backgrounds. Presenters included CIED faculty (Frank Geels, Paula Kivimaa, Karoline Rogge) as well as invited speakers from the Department of Business, Energy and Industrial Strategy (BEIS), Friends of the Earth and a local Brighton organisation Sustainable Business Partnership CIC. Alongside lectures the summer school also featured interactive sessions and skills sessions on how to achieve impact in academia. |

| Results and Impact | CIED was officially launched at a joint event with the All Party Parliamentary Climate Change Group at Portcullis House, London on 12th June 2014. Approximately 80 energy experts attended. The panel discussion on 'Can the UK achieve an energy efficiency revolution' was chaired by Dr Alan Whitehead MP and included Clive Maxwell (DG Households and Consumers, DECC), senior representatives from Forum for the Future and the Energy Saving Trust and two of the CIED Directors. The event concluded with a networking session at which many new connections were made. CIED was invited by DECC to give a seminar on the 'socio-technical perspective on managing energy demand' and by Ofgem to explore opportunities for research collaboration by way of a research workshop. |

| Results and Impact | As part of the engagement for the project 'Learning about Diffusion of low energy heat networks from other countries' CIED organised two policy focused workshops: 'supporting diffusion of heat networks in the UK' London (11th February, House of Commons) and Glasgow (19th February, Lighthouse) , The London workshop was held in collaboration with the Parliamentary Office of Science and Technology. Prior to the workshops a short, accessible policy briefing drawing out the key findings and policy implications from the research was sent to registered participants. Approximate 30 delegates attended each workshop and included key stakeholders and policymakers including: Scottish Government, DECC, Committee on Climate Change, Carbon Trust, Association for the Conservation of Energy, UK Decentralised Energy Association, Heat Trust, Association of Decentralised Energy housing associations, WWF, ETI, EST, Star Energy and other academics working in the field, including other EUED centres. There was a great deal of engagement on the findings presented and DECC congratulated and thanked CIED for the contribution to policy analysis and explained that the workshop was timely as the department is still analysing policy options in this area. The events have positioned CIED well for further expert engagement. |

| Results and Impact | The Department of Energy and Climate Change were holding a series of events as part of their engagement on a future policy framework for energy in the home and they invited CIED researcher Jan Rosenow to participate in one of the early workshops looking specifically at the potential of a demand reduction obligation ('DRO') - an obligation on suppliers to reduce the average consumption of their domestic energy customers. DECC are still at an early stage in the policy development process, and wanted to include all stakeholders as fully as possible in this process. The focus of this session will be thinking about how a DRO could fit in with wider objectives around energy and climate, including what the impact would be on carbon saving, grid-balancing, energy bills, the energy market and consumers in general. Jan's participation in this stakeholder workshop was very well received and he was one of only a few other experts who were invited for a smaller group meeting two weeks later to follow up on some of the key points raised. |

| Results and Impact | On February 26th, as part of CIED's 'travelling seminar series' connecting it's research to key stakeholder organisations, Dr Florian Kern and Centre Manager Sarah Schepers visited Green Alliance, a charity and independent think tank focused on ambitious leadership for the environment. The organisation is a member of the Centre on Innovation and Energy Demand's Advisory Group playing a very valuable role advising on the policy relevance of the Centre's research. Florian gave a seminar on 'Policy mixes and the transition towards a low carbon economy' where he outlined some of the conceptual thinking around sustainability transitions and policy mixes, often including various policy goals, instruments and strategies. It has long been acknowledged within 'innovation studies' that the stimulation of innovation involves different types of policy instruments, but how such instruments interact and form policy mixes has only recently become of interest. He argued that transitions imply not only the development of disruptive innovations but also of policies aiming for systemic change. Ideally policy mixes for transitions might include elements of 'creative destruction', aiding low energy innovations to gain ground while destabilising existing, unsustainable, socio-technical energy systems. He then went on to apply this thinking to current UK policies to stimulate energy efficiency in buildings. This was followed by a very interesting discussion with the Green Alliance team about the applicability of this research to current energy policymaking , making some interesting observations on the research project which will help in later stages of the work. |

The main organiser of the workshop was Professor Adrian Smith. The event took place over two days in October 2015. The first day was open to all and was made up of presentations from makers as well as academics working in this field. The second day was an invite-only workshop with makers and other practitioners as well as academics. It took place in the Machines Room in London. Prof Adrian Smith later produced a report based on the findings of the workshop and there were blogs published on the Sussex Energy Group blog and the STEPS Centre blog. |

| Results and Impact | 'On the Home Front: The Challenges of Reducing Household Energy Use' was a three-part event organised jointly by Sustainable Consumption Institute, Manchester and CIED as part of Manchester Policy Week in November 2015. The afternoon of discussions started with a workshop facilitated by Dr Victoria Johnson from CIED. It allowed participants to explore the issue of household energy demand reduction from a range of perspectives. The workshop was followed by an Energy Networking Reception, an informal networking opportunity for students and staff of Manchester University as well as energy practitioners. The evening was rounded off with a BBC Question Time-style debate featuring CIED researcher Mari Martiskainen, Manchester-based architect Marianne Heaslip, Councillor Kate Chappell and CEO of Good Energy Juliet Davenport. | Results and Impact | Dr Tim Schwanen attended several meetings in the context of the 'Oxford OLEV Fund Steering Group Meeting' - this comprises staff members from BMW, Oxford City Council, Oxfordshire County Council, Energy Savings Trust and University of Oxford/CIED (TS). This group put forward a joint bid for three Office for Low Emission Vehicles (OLEV) programmes. The Oxford bid to the Go Ultra Low Scheme by the Office of Low Emission Vehicles (OLEV) has been partially successful. Oxford was not selected as one of the five winning cities but was one of the 'runner-up' cities. This means that OLEV will fund a large pilot with on-street charging technologies that will run in 2016-18. Oxford City Council & Oxfordshire County Council have been awarded £816,000 to run this project. Unfortunately, only 2% - approx. £16,000 - is available for revenue funding, which leaves no funding for the monitoring and evaluation that was going to be carried out by CIED and TSU. An additional bid to fund these activities has therefore been made the Oxfordshire Local Economic Partnership. £77,500 has been requested in a first round proposal, the result of which can be expected later in March. Other ways to fund the monitoring and evaluation components are also currently explored by the City & County Councils in conjunction with Tim Schwanen. CIED and TSU were partners in the original consortium, which also featured BMW, the Energy Savings Trust, Oxford City Council and Oxfordshire County Council. Of these partners at least CIED/TSU, the councils and BMW will be involved in the demonstration project. |

| Results and Impact | Dr Jan Rosenow was invited by the National Audit Office to be interviewed for their study on the Energy Company Obligation (ECO) and the Green Deal. The National Audit Office audits and scrutinises central government spending on behalf of Parliament. In this study, they are seeking to explore the issues arising for government from ECO and the Green Deal, and identify lessons for the implementation of future energy efficiency policy. The NAO were aware of Jan's published work on these schemes and on energy efficiency policy more generally and wanted to interview him to obtain an expert perspective on the policies. In particular, we would be interested in discussing. Jan spoke with 4 people over a two hour period, including the Chief Economist. He focused on 1)the context of the schemes in terms of wider government energy policy, international comparisons, etc. 2) the government's objectives for the schemes, alternative options, the costs of implementing them, and their achievements so far 3) the government's process of evidence-gathering, designing the schemes and consulting on them, and making changes to them over time 4) views on what future policies ought to look like and how they might be informed by lessons learned from Green Deal and ECO. Following the interview Jan was invited to be on the NAO expert panel to review the evaluation of government household energy efficiency programmes. |

| Results and Impact | CIED played a key role in organising and writing a press release from the EUED Directors, in response to the Energy Efficiency Communication from the European Commission. The press release argued that the target should be more ambitious and legally binding. The most notable impact was the request for further, more in depth media articles to be written by the authors of the press release. Steve Sorrell subsequently co-authored - a blog in 'The Conversation' and an article for The Parliament Magazine, both of which argued the need for ambitious targets for reducing energy demand. The blog led to a follow up request from Energy World to contribute an article to their November 2014 supplement on energy efficiency. The article, 'Research on energy efficiency revolution', was authored by Steve Sorrell and showcased the work of all the EUED Centres. |

| Results and Impact | Following a policy briefing 'After the Green Deal' jointly published with the Think Tank ResPublica, Dr Jan Rosenow was invited to give oral evidence to the All Party Parliamentary Group (APPG) for the Private Rented Sector inquiry into how to support energy efficiency improvements in private rented housing. They considered: • The impact of recent policy developments on energy efficiency improvements in the private rented sector • What new policies could be developed to support the sector within the Government's overall ambitions for household energy efficiency and given its efforts to ensure value for taxpayers' money. The event was attended by a limited number of people but did include a Member of the House of Lords and several Committee members. Jan also made good connections with fellow panellists Jenny Holland from the UK Association for the Conservation of Energy and Simon Gordon from the Residential Landlords Association and has agreed to remain in contact regarding CIED work. |

| Results and Impact | CIED is funding the short-term placement of researchers in stakeholder organizations to facilitate knowledge exchange. The first of these was the 3-week placement of Colin Nolden in the Consumers and Households division of DECC in October 2014, focusing in particular upon energy service contracting. Colin was invited to comment on official policy documents, share expertise with policy teams and ended the secondment by delivering a seminar which engaged senior DECC policy makers in discussion and debate on Energy Service Contract Companies Colin was asked to provide further comments and input into a number of key documents and advise the DECC Community Energy team. It is likely that there will be further secondments of CIED researchers to DECC as a result of this one. |

| Results and Impact | On 24th March 2015 the Centre on Innovation and Energy Demand the Sussex Energy Group at SPRU hosted Dr Jeff Hardy, Head of Sustainable Energy Strategy (Now Head of Future Consumers) at Ofgem who focuses on non-traditional business models, future energy systems and sustainable development. In February 2015, Ofgem published a discussion paper on 'Non-traditional business models: Supporting transformative change in the energy market'. Jeff was invited to give a seminar on the discussion paper which was well attended by researchers, students and several representatives from local energy co-operatives including OVESCO, Community Energy South and Brighton Energy Co-op. This was followed by a roundtable discussion between Jeff Hardy and CIED researchers to go into more depth on some of the evidence around non traditional business models in the context of energy supply and reducing demand. | Results and Impact | As part of the ESRC Festival of Social Science, CIED researcher Mari Martiskainen organised a public debate in Brighton on the topic of fuel poverty. On the panel representing industry was Martin Aylward, from EDF Energy, and Tony Glover, from Energy Networks Association; Tracey Hill represented the Local Brighton and Hove Council, Jane Eyles from BHT Housing Services presented insights from a social housing provider, Ed Matthew from the Energy Bill Revolution gave a specific campaigner perspective, and the community energy sector was represented by Giovanna Speciale, Director at South East London Community Energy (SELCE). The chair was former BBC journalist Rob Broomby. Before the debate there was a screening of a short film that presents the research of CIED-alligned Doctoral student Nicolette Fox on pro-sumers and solar power in Brighton. The film was part funded by CIED. Dr Mari Martiskainen is a Research Fellow at the Centre on Innovation and Energy Demand and is also involved in a Fuel Bill Drop Shop project which investigates fuel poverty in the UK, and focuses on the 'energy shop' model as a way for community energy groups to help those living in fuel poverty. |

| Results and Impact | Tim Schwanen attended a dinner and roundtable about low carbon innovation on 27th February at Trinity College Oxford that was organised by the UK's Foreign & Commonwealth Office and brought 5-10 investors in low carbon technology in transport and energy to the UK (not all of them attended the dinner). He exposed the participants to a different, social science perspective on the possible transition towards shared, automated and/or electric mobility, which helped them to appreciate the sociology, phenomenology and behavioural complexity of car use as well as some of the lesser known barriers to rapid diffusion of EVs, autonomous cars and mobility-as-a-service. |

| Results and Impact | Tim Schwanen chaired two roundtables organised by MobOx about Oxford's Zero Emission Zone (ZEZ) which will be rolled out in the city centre from 2020 onwards. These roundtables took place on 12 Dec 2017 and 19 Feb 2018 and brought together resp. 12 and 19 actors from the private sector, local government and the University of Oxford with an influential role in Oxford/Oxfordshire's eco-system of innovation and experimentation in mobility in the city/region. The meetings were organised under Chatham house rule and resulted in broader discussions about the challenges of innovation in low-energy/low-carbon/clean mobility in the city/region. |

| Results and Impact | Senior Research Fellow, Jan Rosenow was invited by Paul Ekins of UCL to take part in this high profile workshops aimed at policy makers and influencer groups. Jan focused his contribution on the role of policies on energy efficiency for reducing UK's energy demand .?his was attended by about 40 people with some very high profile attendees and speakers (CEO of Climate Change Committee, Chief Economist from DECC, people from Treasury,buildings investors). Following Jan's contribution he received many requests from senior people for further engagement and discussion. This included: Matthew Bell (CEO of Climate Change Committee) about the evidence for energy efficiency programmes and George Day, Head of Economic Strategy from the Energy Technologies Institute who was impressed with CIED work. |

| Results and Impact | CIED, along with host department the Science Policy Research Unit invited members of the Energy and Climate Change Select Committee and energy specialists from the Parliamentary Office of Science and Technology (POST) and the Parliamentary Library to visit researchers at SPRU and CIED. This was an excellent opportunity to engage with the Parliamentary scrutiny body most aligned to CIED work (particularly in advance of the selection of experts to provide oral evidence to forthcoming inquiries on energy efficiency to which CIED was later invited to participate). It was also an opportunity to share the wide range of energy expertise available within the research group and position CIED as experts in the field. Researchers also heard from the parliamentary visitors regarding how they use academic research in their briefings to politicians and scrutiny of Government policy. Formal presentations were followed by an afternoon of roundtable discussions on specific areas of the energy system including the importance of understanding the role of energy demand. We have remained in close contact with all visitors and as well as being invited to give oral evidence to the ECC inquiry on Home Energy Efficiency (following submission of written evidence), CIED has most recently partnered with POST on an event relating to Heat Networks at the House of Commons. |

| Results and Impact | On Thursday 28th May CIED convened a research workshop with key members of Brighton and Hove City Council as part of CIED's endeavours to ensure that its energy demand research relevant, accessible and policy focused. With a first round of research projects already underway CIED is starting to develop ideas for a second round of projects. The aim of this workshop was to discuss opportunities to match projects where possible to city priorities where there could be a mutual benefit and knowledge sharing potential. Opportunities explored were possible placement of researchers within the council for short secondments to facilitate knowledge exchange and sharing of research findings to support council policy development. In attendance from Brighton and Hove City Council were a number of people working across all areas of sustainability including transport planning, City planning, housing and energy management. Following a presentation given by Centre Director Steve Sorrell on the research focus and themes of CIED, Tim Schwanen, Co-Director presented an outline of the project Innovations in urban transport 'and shared some initial findings. A subsequent round table discussion on the project identified several opportunities for future collaboration on transport related issues as did a conversation on the project The diffusion of energy service contracting where there may be a possibility for a CIED researcher to undertake a short placement to further the research in this area. The workshop concluded with several follow up opportunities identified and a commitment by CIED to organise more such workshops through the 'engagement hub' that bring local organisations interested in energy demand together. |
