Organisational Operational Response and Strategic Decision Making for Long Term Flood Preparedness in Urban Areas

Abstract

Flooding presents a significant and growing challenge to the United Kingdom and the wider world. In the UK, the 2000 floods were the worst since 1947 and the 2007 floods resulted in the greatest loss of essential services since World War II. Given that milder, wetter winters and localised extreme weather events are likely to be a growing feature of climate patterns, this threat is likely to grow. In fact, some estimates suggest that by 25 years time annual UK flood damage could stand at £25bn.

The flooding of an organisation's premises causes loss, disruption and distress for staff, clients and owners and also impacts upon the wider economy. To reduce these negative effects, organisations in at-risk areas need to learn how to prepare for such events. Currently, businesses and not-for-profit groups rarely have proper plans in place for ensuring the continuity of their activities. The project will conduct empirical research into the behaviours of organisations, model their interactions with other organisations such as emergency responders, insurers and customers. It will also iteratively develop and test (with end users) a digital communication tool that will provide organisations practical information in an format that engages users in a tailored and active learning process. Drawing on the multidisciplinary skills of researchers from engineering, hydrology, economics, business and the behavioural/social sciences, this innovative approach will develop a model that can give private, public and third-sector organisations the confidence, understanding and information necessary to make their organisations financially, physically and operationally more resilient to flooding.

Planned Impact

The beneficial impacts of this research will initially be experienced in the case-study geographical areas. However, the aim of the project is to develop tools that can be adopted anywhere in the UK, so the longer-term benefits would be far more widespread. These impacts would be as follows:

- Owners and managers of SMEs will benefit from the availability of easily accessed, relevant and flexibly-formatted information that can make it easier for them to improve flood-related business continuity.

- Managers, non-executive officers and trustees of not-for-profit organisations in areas of flood risk will benefit from the availability of easily accessed, relevant and flexibly-formatted information that makes it easier for them to improve their ability to deliver services during and after floods.

- Residents of at-risk areas will benefit from the wider availability of public and commercial services during and immediately after flooding, and will therefore suffer less disruption during flooding. This particularly applies to more vulnerable residents (e.g. those with infirmities and families with young children).

- People working in at-risk areas will benefit from losing less working time as a result of floods.

- Emergency response services will experience less demand for emergency support from organisations during floods and will therefore be able to allocate their resources more strategically.

- Businesses and residents in the areas surrounding directly flood-affected areas will experience improved continuity of services and supplies.

- Insurance providers will experience a reduction in claims for damage and loss of business continuity...

- ... and SMEs and other organisations in at-risk areas may then eventually experience lower insurance premiums and/or reduced insurance excess levels.

- Those responsible for the benefit-cost evaluation of proposed flood risk management schemes (e.g. in local authorities, the Environment Agency and in the Environment Agency's framework partners) will benefit from the learning concerning the wider economic impacts of flooding.

Description DEFRA's Property Flood Resilience Roundtable's* 5-year plan included the creation of a web-based tool that promotes flood resilience measures to small businesses and households and that now receives a thousand monthly hits. According to the chair of the task-group responsible for creating this tool, the SESAME research and test-of-concept web-tool "provided much of the evidence base" for the development of the Roundtable tool. By "challeng[ing] our assumptions about [users] needs, preferences and decision making processes", he said, the SESAME work enabled the task-group to "optimise the tool to address the needs of [users]". This led to the Roundtable's tool being more accessible, effective and attractive to a broader audience. As a result, more householders and SMEs had access to information about PLR and were able to investigate ways of reducing their vulnerability to flooding. The underlying principles and content of the SESAME proto e-tool has also informed other UKRI drought-related research/ KE with SMEs including NERC DRY (Drought Risk and You) and NERC ENDOWS. This has included the importance of business to business knowledge exchange in promoting adaptive strategies to SMEs. * The Property Flood Resilience Roundtable is a group of commercial and public sector stakeholders in flood risk management that is driving forward the PFR agenda across England and more widely. Members include Defra, Environment Agency, Aviva, Axa, Flood Re, Association of British Insurers, BIBA, Federation of Small Businesses.

Description This e-learning tool was co-created with small businesses in Tewkesbury and organisations that work with small businesses in resilience planning. The co-production involved both the co-design of the site and the co-production of elements/artefacts within the site. The url for the site is: www.floodresilientbusiness.co.uk. The tool has a number of different elements to support contingency planning and also longer-term adaptation of small businesses. Results and Impact This Business Research Partnership Group (BRPG) comprised a group of small business owners in Tewkesbury. The BRPG worked in partnership with the members of the project's work package on small business adaptation to flood risk for increased resilience over 18 months - through face to face meetings and virtual exchange. The focus of discussions has been the co-design of a prototype e-learning tool for small businesses. The objective of the group meetings was mutual knowledge exchange about how small businesses learn. One meeting was collaborative with our Business Stakeholder Competency (another entry in Research Fish) with the aim to increase inter-professional exchanges.

Results and Impact This group (SCG) comprised representatives of organisations that support resilience building in small businesses. The SCG worked in partnership with the members of the project's work package on small business adaptation to flood risk for increased resilience over 18 months - through face to face meetings and virtual exchange. The focus of discussions has been the co-design of a prototype e-learning tool for small businesses. The objective of the group meetings was mutual knowledge exchange. One meeting was collaborative with our Business Partnership Group (another entry in Research Fish) with the aim to increase inter-professional exchanges.

Results and Impact In late 2015, I was twice interviewed on Sky News, each time for about ten minutes. One was a live down-the-line interview, the second a live studio interview. These covered the impacts of the floods, the connection with climate change, the need for resilience building and the emotional reasons why people don't become more resilient.

Results and Impact The talk led to further links with the SESAME research project in terms of interest from businesses, local councillors and public government and non government organisations.

The most important impact of this activity was informing people within the south west region of our research and creating important links with attendees and organisers of the knowledge exchange event. It resulted in someone from Climate South West joining the project's Stakeholder Competency Group and also has led to my involvement in other events for businesses living with flood risk, e.g. Amanda Wragg (RA) recently attended an event for businesses and knowledge exchange in Bournemouth.
