ASSESSING THE UNDERWORLD - AN INTEGRATED PERFORMANCE MODEL OF CITY INFRASTRUCTURES

Abstract
The surface urban transport infrastructures - our roads, cycle ways, pedestrian areas, tramways and railways - are supported by the ground, and hence the properties of the ground must control to a significant degree their structural performance. The utility services infrastructure - the pipes and cables that deliver utility services to our homes and which supports urban living - is usually buried beneath our urban streets, that is it lies below the surface transport infrastructure (usually roads and paved pedestrian areas). It follows that streetworks to install, replace, repair or maintain these utility service pipes or cables using traditional trench excavations will disrupt traffic and people movement, and will often significantly damage the surface transport infrastructure and the ground on which it bears.
It is clear, therefore, that the ground and physical (i.e. utility service and surface transport) infrastructures exist according to a symbiotic relationship: intervene physically in one, and the others are almost inevitably affected in some way, either immediately or in the future. Moreover the physical condition of the pipes and cables, of the ground and of the overlying road structure, is consequently of crucial importance in determining the nature and severity of the impacts that streetworks cause. Assessing the Underworld (ATU) aims to use geophysical sensors deployed both on the surface and inside water pipes to determine remotely (that is, without excavation) the condition of these urban assets.
ATU builds on the highly successful Mapping the Underworld (MTU) project funded by EPSRC's first IDEAS Factory (or sandpit) and supported by many industry partners. The MTU sandpit brought together a team that has grown to be acknowledged as international leaders in this field. ATU introduces leaders in climate change, infrastructure policy, engineering sustainability and pipeline systems to the MTU team to take the research into a new sphere of influence as part of a 25-year vision to make streetworks more sustainable.
ATU proposes to develop the geophysical sensors created in MTU to look for different targets: indications that the buried pipes and cables are showing signs of degradation or failure, indications that the road structure is showing signs of degradation (e.g. cracking, delamination or wetting) and indications that the ground has properties different to unaltered ground (e.g. wetted or eroded by leaking pipes, loosened by local trench excavations, wetted by water ingress through cracked road structures). For example, a deteriorated (fractured, laterally displaced, corroded or holed) pipe will give a different response to the geophysical sensors than a pristine pipe, while wetting of the adjacent soil or voids created by local erosion due to leakage from a water-bearing pipe will result in a different ground response to unaltered natural soil or fill. Similarly a deteriorated road (with vertical cracks, or with a wetted foundation) will give a different response to intact, coherent bound layers sitting on a properly drained foundation.
Taking the information provided by the geophysical sensors and combining it with records for the pipes, cables and roads, and introducing deterioration models for these physical infrastructures knowing their age and recorded condition (where this information is available), will allow a means of predicting how they will react if a trench is dug in a particular road. In some cases alternative construction techniques could avert serious damage (e.g. water pipe bursts, road structural failure requiring complete reconstruction) or injury (gas pipe busts). Making this information available will be achieved by creating a Decision Support System for streetworks engineers. Finally, the full impacts to the economy, society and environment of streetworks will be modelled in a sustainability assessment framework so that the wider impacts of the works are made clear.

The beneficiaries of ATU include:
- City and County Councils and the Highways Agency, who are responsible for managing roads and streetworks and will be able to make direct use of the findings to deliver more effective UK transport infrastructure.
- Utility infrastructure owners, a group that is likely to include a public-private mix and one that might change in the future given that road privatisation features as a possibility in the new coalition government's plans.
- Practitioners in the field of streetworks, including consultants and contractors, via direct dissemination and training activities.
- The travelling public, homes and businesses served by the transport and utility service infrastructures.
- Society and the economy more generally, and the environment, by reducing traffic congestion and delays.
- Local Authorities and utility owners, who will find savings through more efficient streetworks operations.
- UK surveying and sensor manufacturing companies, who will be able to improve their products and supply export markets.
- The international academic community, which will gain insights into fundamental advances in a variety of sensor technologies, and in several branches of civil and infrastructure engineering.
- EPSRC, EU and other research programmes, given that the research aims to be as agenda setting as MTU has proved to be.
- Policy makers, regulators and non-governmental bodies with interests in, or who are affected by, streetworks (and there are few who are not). They will gain insight into various ways of bringing about more effective and sustainable streetworks practices.
- Research Fellows, Research Students and their future employers, who will gain invaluable cross-disciplinary research experience.
- Undergraduate, MSc and PhD students at the collaborating institutions, who benefit from teaching and tutoring in areas of cutting-edge research.
ATU's pathways to impact will be facilitated by the continued activity of the MTU network. This includes mechanisms such as the annual seminar, workshop and exhibition, which is organised with different communities of practice each year, and a dedicated, interactive website that is to be upgraded with the support of the Environmental KTN, videos and radio programmes. A Project Manager will be in post full-time throughout the grant and will provide an ever-available point of contact to external stakeholders. The network will continue to maintain international links that have been forged and strengthened through the MTU research programmes. An Outputs Tracker, and its library of files (notably published papers and presentations), will capture all of the outputs from ATU and enable rapid responses to requests for information, whether from project partners, professional institutions, academic bodies or other stakeholders.
ATU will disseminate its findings via representation on national committees - Pipeline Industries Guild (PIG) Utilities Committee, Buried Assets Centre of Knowledge (BACK), Utility Mapping Association (UMA), BSI Utility Mapping and Depiction Standard Development committee, Mapping the Underworld Centre of Excellence - and international committees - American Society for Civil Engineers Utilities Standards Committee, US Transportation Research Board Utilities Committee - and national and international workshops arranged by our project partners. Replicating MTU's success, ATU will hold a seminar and workshop specifically aimed at civil servants, councillors and Members of Parliament. We appreciate that some of our research findings will only realise their full potential if changes in regulations are considered at the same time, or at least if political will is added to technical arguments, and taking the message directly to those who can bring this influence to bear is important. More immediately, ATU will create a series of Expert Panels to guide the research and receive direct dissemination as the research is taking place.

| Description | The ontology mainly describes soil properties and processes, as well as how they affect each other. For example, the strength of soil is influenced by the water content of it. The ontology is created manually and written in OWL 2 Web Ontology Language Manchester Syntax. It contains 592 concepts and 2243 relation statements (OWL logical axioms). The concepts and relation statements are created based on the knowledge of domain experts, the SWEET ontology developed by NASA, English dictionaries and a textbook on soil physics (Principles of Soil Physics, by Rattan Lal and Manoj K. Shukla, 2004). The ontology can be viewed using an ontology editor (e.g. Protégé). Description logic reasoners (e.g. Pellet) can be used to reason about relation statements in the ontology. The soil properties and processes described in the ontology have agricultural, engineering and environmental applications, including asset maintenance. |

| Description | This dataset consists of three city infrastructure asset ontologies, describing the ground, roads and buried pipes respectively. In each of these ontologies, it defines properties and processes of the corresponding asset, as well as how properties and processes affect each other. For example, the stiffness of the ground is influenced by the water content of it. Domain experts in civil engineering, geotechnical engineering, environmental engineering and water engineering are involved in the ontology development.
