Grid Economics, Planning and Business Models for Smart Electric Mobility

Abstract

The project will provide strategic insights regarding the integration of the transport sector into future low carbon electricity grids, and is inspired by limitations in current grid investment, operation and control practices as well as regulation and market operation, which may prevent an economically and environmentally effective transition to electric mobility. Although various individual aspects of the operation of electricity systems within an integrated transport sector have received some research attention, integrated planning of the grid, EV charging infrastructure and ICT (information and communication technologies) infrastructure design have not been addressed yet. In this proposal we propose to tackle these challenges in an integrated manner.

At the heart of our proposal is a whole systems approach. It recognises the need to consider: EV demand and flexibility, electricity network operation and design, charging infrastructure operation and investment, ICT requirements and business models for electric mobility. This is essential when considering constraints imposed by the network on EV charging, and in return the requirements imposed by EVs on the system design and operation. This research will place emphasis on future energy scenarios relevant to the UK and China, but the tools, methods and technologies we develop will have wider applications. Specifically, a number of infrastructure planning related challenges for the massive rollout of EV have yet to be comprehensively investigated. First, traditional models of the travel of vehicles are based on the statistical prediction of aggregate-level travel demand without capturing the behavioural characterisation of users' driving requirements and preferences. Hence, this project will investigate new alternative activity-based travel demand models capturing in a bottom-up approach the behavioural basis of individual users' decisions regarding participation in activities yielding driving needs, behavioural aspects related to EV adoption and alternative EV charging strategies, as well as the characteristics of EV and the charging infrastructure. Unlike the existing models that analyse the EV impacts on isolated sectors of the power system, this project will assess economic effects on generation, transmission and distribution sectors simultaneously and subsequently reveal trade-offs between the cost and benefit streams of different EV charging strategies for different actors in the electricity chain. Furthermore, the closely related problem of EV charging infrastructure and ICT infrastructure planning -which has a central role in the massive EV rollout- has been almost completely neglected. This research project will examine novel risk-constrained stochastic optimization approaches in order to address the challenge of strategically investing in EV recharging and ICT infrastructures ahead of need, and will analytically investigate the interdependence between the power systems and EV enabling infrastructure planning. This project will also investigate alternative business models for the EV market integration and will propose a framework providing the opportunity for EVs to simultaneously support more efficient system operation and investment in assets across the entire electricity system chain. This research will formulate a new decentralised, market-based planning mechanism appropriate for deregulated power system environment and enable the investigation of the impact of alternative market designs and arrangements on the cost effectiveness of EV integration. Finally, a set of comprehensive use cases employing tools and methodologies developed in the project will be employed to understand the role and the importance of electric mobility in future UK and China low carbon systems and produce a suitable commercial and regulatory framework and a set of policy recommendations on ways of supporting the optimal deployment of EV infrastructure.

Planned Impact

In order to ensure the impact is realised the project has been developed in close collaboration with stakeholders from industry and academia in both the UK and China. The project will be supported by our Industrial Advisory Board (IAB) which represents the main potential beneficiaries and are in an exceptional position to support the research, maximise dissemination opportunities and enable impact. The IAB will be invited to attend the consortium meetings to review and steer the research work. As the members of the IAB, UK National Grid and China State Grid, are keen to understand the potential benefit of smart charging of EVs in supporting integration of renewables, including the scope and value of V2G applications. This project will also inform distribution network companies (including the members of our IAB, UK Power Networks, Utility Partnership Limited, WPD) about the options for adaptation and evolution of distribution networks needed to facilitate a cost effective integration of electric mobility. Furthermore, this research will inform industry and policy makers about the options for design of recharging infrastructure and requirements for ICT. Furthermore, novel business model to be investigated that will enable all actors involved to be considered: car owners, charging stations owners, car park operators, suppliers and aggregators, system operators, transmission and distribution companies, ICT service providers, and their revenues and costs will be examined. Together with the designs of market and policy frameworks, this research will be of direct interest to the regulators and the governments in both UK and China. By contribute to lifting of constraints on connection of EVs through integrated planning, this project contribute to more cost effective integration of EV and reduction of CO2 emissions thus will benefit the society at large.

We have strong links with the relevant policy-making bodies, both regionally and nationally. Strbac has recently analysed DECC pathways to low carbon future and Jenkins is directly involved with Ofgem / DECC group on Smart Grids. Our project will be specifically developing case studies showing how EVs will impact the development of UK electricity system, which should be of great relevance to policy-makers and will be disseminated through focussed meetings and workshops. In addition we will produce a roadmap for the electric mobility and an analysis of policy options that would appropriately support the deployment of EV in the UK.

We will also establish a cohort of PhD students and researchers in this field elecrtic mobility with interst in grid economics, planning and business models that will facilitate interactions between academia, industry, regulators and policy makers, both within the UK and China and, importantly, between the UK and China.

Description The key findings of this project can be summaried as following:
1. This project investigated and developed a novel whole-electricity system economic assessment methodology, which enabled, for the first time, assessment of the economic impacts of EV deployment on the distribution, transmission and generation infrastructures.
2. The conflicts and synergies between different time scales and different electricity system sectors under different EV management strategies and business models were investigated. The whole-system assessment approach revealed the trade-offs between the EV cost and benefit for different sectors of the power system, which enabled the development of novel business models.
3. The competiveness of EV based services against other technologies (including dynamic voltage control, flexible generation, and other demand side response options) were assessed.
4. Alternative activity-based travel demand models were investigated and the interactions between demand for travel and alternative charging strategies were identified.
5.Combined with activity-based travel demand models, this project also analysed for the first time the impact of the technical characteristics associated with the operational properties and design of EVs, batteries and charging stations, as well as behavioural aspects related to the adoption and charging of EV on the temporal and spatial properties of EV demand.
6. A novel risk-constrained multi-objective stochastic optimization approach was proposed to address the challenges of EV recharging and ICT infrastructure planning.
7. The interdependence between the electricity grid and EV enabling infrastructure planning was assessed.
8. The values of alternative charging strategies and EV flexibility in supporting electricity system operation and investment including ancillary services provision by EV such as V2G and V2H concepts were investigated.
9. The commercial, regulatory and policy frameworks for mass introduction of Smart Grid-integrated EVs were investigated.
10. This project analysed alternative business models for the EV market integration providing the opportunity for EV to simultaneously support more efficient system operation and investment in assets across the entire electricity system chain.
11. This project explicitly identified the role of electric mobility in UK and China low carbon pathways.
Exploitation Route Given that our outputs suggest significant system-level benefits of smart charging, we provide a set of recommendations that could be used by policy makers, electricity industry and energy regulators to modify the current commercial and regulatory framework in order to incentivise smart charging and allow flexible EVs to access multiple markets (energy, ancillary services).
Our findings may also be useful for the electric vehicles industry to inform potential customers about the benefits of adopting smart charging schemes when considering the decision to buy an EV.
Our findings informed the follow up initiatives related to EVs in the UK.

Description This project investigated and developed a novel whole-electricity system economic assessment methodology, which demonstrated, for the first time, the economic impacts of EV deployment on the distribution, transmission and generation infrastructures. The research outcome highlighted the significant challenges of large-scale deployment of EVs under business-as-usual case on the operation and planning of electricity system. Novel smart EV charging models based were also developed using actual EV charging data observed in the London area. The outputs of our models suggest that there is significant flexibility in terms of timing of EV charging, so that the required energy can be delivered to EVs during the night without any compromise with respect to user's driving requirements. This can provide significant value for the society by enabling a more efficient operation and planning of the distribution, transmission and generation systems. The substantial value of smart charging provides a strong and clear message to policy makers and regulators about the need to establish the commercial framework that would enable smart EV charging to materialise. The project provided a set of recommendations on the necessary changes in the regulatory framework that are required to incentivise smart charging, and also identified potential business cases for flexible EV resources that are capable of providing multiple services to the electricity system. The developed models and proposed commercial, regulatory and policy frameworks have informed UK Government Department for Transport and the Committee for Climate Change about the impact of electrification of the electricity infrastructure operation and investment as well as the policy and market design to facilitate the deployment of EVs. Furthermore, the collaboration with Chinese institutions enriched the research background and impact of this activity. The different backgrounds and expertise from both countries led to a complementary research contribution. This collaboration not only produced a significant number of high-profile joint publications and trained young researchers, but also allowed the research outputs to be shared to inform policy and market designs in both countries. Based on the outputs from this project, we have been approached by Chinese policy makers (e.g. National Development and Reform Commission of the People's Republic of China, industrial companies (e.g. State Grid Corporation of China) and research institutions (e.g. Tsinghua University) for further collaborations.

Impact UK industrial strategy has articulated a grand challenge of clean growth: realising our decarbonisation objectives, including electrification of transport sector and maintaining reliable, secure and resilient electricity supplies at minimum cost. A key part of this is delivering an efficient electricity network within a whole electricity system, which maintains high levels of reliability and security of supply in Great Britain at least cost to consumers. In order to unlock benefits, BEIS and Ofgem launched an independent review of electricity system standards. The objective of the review is to consider how the planning and, where appropriate, operational and investment engineering standards should be updated in the face of our changing electricity system, whilst maintaining security of supply to consumers

Title Data supporting 'Simulation of electric vehicle driver behaviour in road transport and electric power networks' 
Description The research considers an integrated simulation-based approach, modelling the EV and its interactions in both road transport and electric power systems. The main components of both systems have been considered, and the EV driver behaviour was modelled using a multi-agent simulation platform. Considering a fleet of 1000 EV agents, two behavioural profiles were studied (Unaware/Aware) to model EV driver behaviour. The two behavioural profiles represent the EV driver in different stages of EV adoption starting with Unaware EV drivers when the public acceptance of EVs is limited, and developing to Aware EV drivers as the electrification of road transport is promoted in an overall context. The EV agents were modelled to follow a realistic activity-based trip pattern, and the impact of EV driver behaviour was simulated on a road transport and electricity grid. It was found that the EV agents' behaviour has direct and indirect impact on both the road transport network and the electricity grid, affecting the traffic of the roads, the stress of the distribution network and the utilization of the charging infrastructure. 2 datasets are provided containing the input and output (result) data of the model presented in this publication. The file "input_data.xlsx" contains the data from the modelling of the EV agent characteristics, as described in the paper. Data regarding the power consumption, discharge characteristics, battery voltage, battery current, battery soc and charger power are presented in separate tabs. Power consumption (measured in kW) was calculated using the battery model described in the paper, and is split into 4 categories: P aerodynamics, P drivetrain, P tires and P ancillary. P aerodynamics are the vehicle power losses due to the outside air friction, P drivetrain are the vehicle power losses due to the operation of the motor, P tires are the vehicle losses due to the vehicle weight and the rolling drag, while P ancillary reflects all the other electrical load of the vehicle (lights etc). Each category is given as a function of vehicle speed (in km/hour). The Discharge Characteristics are the characteristic discharge curves calculated with the battery model described in the paper. The data include information about the terminal voltage of the battery (in Volts) as a function of the discharge level (in %) for 4 different discharge rates (0.2C, 0.5C, 1C and 2C). The battery voltage, battery current, battery soc and charger power show the calculated values of battery voltage (in Volts), battery current (in amperes), battery soc (in %) and charger power (in kW) as a function of time (in hours) for a full charging cycle using a Home and a Public Charger respectively. The above data were used as inputs to the multi-agent simulation model described in the paper. The file "output_data.xlsx" contains the result data from the multi-agent simulation model, as described in the paper. Data regarding the home charging demand, public charging demand and traffic distribution are presented in separate tabs. The Home charging demand data is the aggregated power demand (in MW) of the simulated network as a function of time (in minutes). Three cases are presented: the base case (without EV agents) and 2 simulation case studies (considering Home Chargers and 2 different types of EV agents). The Public charging demand data is the aggregated charging energy (in kWh) from Public Chargers in the different nodes of the simulated road network for two different simulation study cases (with different types of EV agents). PI Contribution University of Bath developed a number of innovations for Western Power Distribution's smart grid demonstration project - Solar Bristol. This includes: i) local dc grid design, ii) smart tariffs, iii) local energy management systems. The demonstration was to trial if and how to use consumer resources to allow high density PV generation to be connected to the existing system whilst support grid constraints. These innovations have been deconstruction have been implemented over 26 homes, 4 schools and data centre, involving each premise PV panels, energy storage and integrated energy management systems.
Collaborator Contribution Western Power Distribution (WPD) has provided in-depth practical knowledge concerning their low voltage networks, challenges from integration renewables and data sets concerning customers and networks. Upon the completion of Solar Bristol project, WPD has donated the demonstration equipment to the University of Bath in December 2016 for education and research purposes. They provide continued support to Bath research and teaching in community energy with the view to develop the University of Bath capability in research, development and testing.
Impact The DC laboratory provides an in-house facility for teaching and research from 2017. There are 2 research assistants and 2 undergraduates using the facilities for their research, this is expected to grow very substantially as we develop further the laboratory capability for future undergraduate teaching and postgraduate research.

Description A method for monitoring the condition of at least one cell of a battery, used in an electric or hybrid electric vehicle. The battery is connected to a power converter to supply electrical power to an electrical load. The method includes the steps of: controlling the power converter to vary the input impedance of the power converter to draw a varying current from the cell; sensing the voltage across the cell and the current drawn in response to varying the impedance of the power converter; calculating from the sensed voltage and current the complex impedance of the cell; and comparing the calculated complex impedance with information indicative of a correlation between (i) the complex impedance and (ii) information indicative of the condition of the cell, to give an indication of the condition of the cell. Title Network Charging Software 
Description The software combines technical modelling of power system and economic appraisal in the Excel platform, able to quantify the long-term network investment cost from connecting a generator or demand at each node in the system. Using the traditional approach, the process is an iterative method between technical modelling and economic appraisal and requires operates to transfer data from modelling to economic analyses. Not only it takes nearly 100 times of Bath platform, it is prone to human errors. The software development is supported by the University of Bath IAA fund and WPD's cash support.

Impact The software has been validated with local utility, Western Power Distribution, with their power system engineers and charging manager, showed confirming results and with substantially reduced time (from 1 months effort down to 20 minutes). UK Power Network and Northern Powergrid expressed strong interests to adopt the software. This has now on pause as the charging methodology is on major reform and more recently, the charging reform on the distribution system is undergoing further reform to be consistent with that of the transmission system. The industry's view is once this is completed, then it would be a good time to consider upgrading the software to take into account of the new charging standards.

Co-ordinated by the Plug-in Hybrid & Electric Vehicle Research Center, UC Davis

The International EV Policy Council is a group of 25 experts from around the world committed to developing effective policies to promote EV market growth. The experts are all researchers and academics working at universities, laboratories, institutes, and research centres that focus on gathering empirical evidence on battery electric and plug-in hybrid electric vehicles. The council meets in workshops where they bring together their research findings to build an in-depth understanding of global EV market developments. This research is assimilated into systematic literature reviews that contain this research and research from other academics around the world. Once all empirical evidence on an area has been gathered the council develop policy guides that are backed up by a large body of empirical evidence. This means that the project will provide policy makers with the most holistic and robust policy guides to date allowing them to make informed policy decisions.

Results and Impact The National Conference on "Water Energy Nexus" was held by the University of Jordan under the patronage of the Prime Minister of the Hashemite Kingdom of Jordan, H.E. Dr. Omar Al-Razzaz, during November 4-5, 2019 in King Hussein Bin Talal Convention Centre-Hilton, Dead Sea-Jordan.

The purpose of the Conference was to strengthen the dialogue between water and energy sectors in Jordan and facilitate the exchange of international and regional knowledge, experiences and best practices in the context of the water-energy nexus, particularly aspects related to renewable energy (RE), energy efficiency (EE) and Climate Change.

The conference was attended by high-ranking officials including the Minister of Energy and Mineral Resources, the Minister of Water and Irrigation, President of the university of Jordan, the senator Prof. Rida Khawaldeh, and the Parliament council member; Eng. Jamal Qamoh. General secretaries from the ministries, and deans of different faculties were also present in the conference, In addition to a representative to the German Embassy-Amman.

The 129 workshop registered participants represented more than 35 entities, including governments, Parliament council, Senate council, universities, companies, funding agencies, associations, media and non-governmental organisations.

Many press releases (news release in UJ website and official media agencies, newspapers, media release in TV and Radio, and a recorded video of the opening ceremony) for the final conference were published, before the conference to attract participants, during the conference, and after the conference to disseminate the information and conclusions.

A Keynote speech entitled "Energy Infrastructure and Multi-vector Energy Systems" was given by Prof Jianzhong Wu from Cardiff University.

Results and Impact The 21st National Power Systems Conference (NPSC 2020), technically co-sponsored by IEEE Industry Applications Society (IAS), IEEE Gujarat Section, and Power & Energy Society (PES) Gujarat Chapter, was held online during December 17-19, 2020 at the Indian Institute of Technology Gandhinagar, Gujarat. The theme of NPSC 2020 was: "Sustainable Energy and Resilient Future Grid". The case studies address different aspects of power system operation and design: reserve requirements, balancing and generation efficiency, capacity credit of wind power, efficient use of existing transmission capacity and requirements for new network investments, bottlenecks, cross-border trade and system stability issues. The main emphasis is on the technical operation. Costs are assessed when necessary as a basis for comparison. Also technology that supports enhanced penetration are being addressed: wind farm controls and operating procedures; dynamic line ratings; storage; demand side management (DSM), etc.

Results and Impact This working group will identify emerging demand response technologies, develop methods performance evaluation and cost benefits studies, and investigate different market schemes that can provide economic incentives to DR programs. The goal of the working group is to identify the criterions for evaluating demand response technologies and build business models for DR as energy and ancillary service market products. The WG will work on developing a white paper that summarizes the ongoing research and applications of different DR technologies and host panels and tutorials to disseminate the results.
