Abstract
The UK Government, through its most recent Energy White Paper, remains committed to Nuclear Power as an important part of the energy generation capacity over the next 30 - 50 years, and possibly beyond. The recently published 'Nuclear Industrial Strategy' (2013) describes clearly the Governments aspirations for both 'New Build' power stations and the life extension of the existing fleet within this timeline. A central component of public acceptance for this new build programme remains the need to demonstrate our ability to safely manage and dispose of high- and intermediate-level wastes from the legacy nuclear operations. This clearly links to on-going studies of public attitudes to nuclear power which repeatedly show that acceptance of this technology is directly linked to having viable routes for the safe clean-up and disposal of any wastes arising.
Within the 'Nuclear Industrial Strategy' clear milestones associated with the needs of "waste management & decommissioning" are provided and most of these rely upon further research and technical developments being delivered over the next 10 - 20 years. Indeed, central objectives for the strategy are "To have a joined up approach to nuclear R&D across government, industry and academia which serves to benefit the UK economy and ensures the security of supply" and "To establish the UK industry as a global leader in waste management and decommissioning ...". It is clear, therefore, that there is a substantial, current and real need for further research in the broad area of nuclear wastes supporting this strategy.
This consortium addresses the broad area of nuclear waste and decommissioning bringing together key industry partners and leading academic researchers from 11 of the UKs leading research intensive universities. The research proposed is multi-disciplinary in its scope and covers both fundamental and applied topics associated with this important industry. The consortium includes 30 separate research projects clustered into 4 major themes, viz.: Spent Fuels, Plutonium Oxide & fuel residues, Legacy ponds & silo wastes, and Structural Integrity. All members of the consortium are leading researchers in this field. They come from a diverse array of backgrounds and experience, but all with a track-record of innovation and problem solving of relevance in the nuclear field.
This consortium builds upon and consolidates the work of a previous EPSRC funded programme in the same field, known as Diamond (Decommissioning, immobilisation and management of nuclear wastes for disposal, EP/F055412/1). Importantly, this new proposal draws in researchers from a larger group of universities and increases the multi-disciplinary nature of the group. All participating research groups have a strong track-record of supporting the nuclear industry through basic and applied research as well as consultancy activities. As with our earlier consortium, a key aim here is to further extend and develop a relevant academic skill base in the UK associated with the needs of the nuclear waste management industry. importantly, we will do this by supporting cutting-edge research that has the potential to provide new and innovative pathways to better (that is safer and cheaper) management of both legacy and future nuclear wastes.

Planned Impact
There are four clear groups of beneficiaries from this consortium: UK industry, the UK public, policy makers, and academia. All groups will benefit from the research outcomes by the provision of new knowledge and technology developments that can serve to reduce the financial burden to UK taxpayers of legacy waste clean-up and disposal. Specifically:
Industry partners will benefit directly from the knowledge generated by the research as well as from the training of potential employees with higher-level skills and a direct appreciation of the challenges and needs of this complex industry.
The UK public will benefit through an increased capability within UK academia to support the challenges faced by the decommissioning and nuclear waste management industry. | Description | Research being undertaken is within four themes: Theme 1 AGR, Magnox and Exotic Spent Fuels; Theme 2 PuO2 and Fuel Residues; Theme 3 Legacy Ponds and Silo Wastes; and Theme 4 Structural Integrity. The project ran until 9th February 2019. All original objectives were met, and were completed by the end of the project. Theme 1 focused on transitioning spent AGR fuel from wet to dry storage, improving understanding of fuel drying and transitioning of legacy fuel materials (including exotics) from their current aged storage facilities, to be retrieved and repackaged for ongoing storage at Sellafield. Work was split between investigating the behaviour of fuel materials and cladding materials. For fuel materials, work focused on fuel behaviours encompassed uranium, uranium carbide and uranium dioxide. A major novelty in the programme was the use of U and UO2 thin films (poly and single crystals) to examine the fundamental behaviour of fuels in water and moist atmospheres - marking the change from submerged pond storage to raw waste (drying) storage. This included the unique use of these films in experiments at the Diamond Light Source and the European Synchrotron Radiation Facility, and both the Dalton Cumbrian Facility and Surrey ion beam facilities. This work demonstrated that when U corrodes in air a thin hydride film forms between the metal and oxide - modifying the corrosion rate which is dependent on the underlying crystallographic orientation of the U metal. When U metal forms hydride, the newly formed hydride is initially amorphous but subsequently gains crystallinity. When exposed to near-neutral pH conditions UO2 will corrode/dissolve faster in the presence of a radiation field (akin to spent nuclear fuel). At high pH, UO2 dissolution rates under an intense gamma irradiation field are comparable to standard experiments (and negligible). UO2 dissolution driven by radiolysis is a surface mediated effect; i.e. the oxide surface plays a catalytic role or the free radicals (radiolytic products) generated are far more reactive than initially considered based on H2O2 experiments. Also, there is a significant dependence of UO2 crystallographic orientation on aqueous dissolution rates, and it is possible to use UO2 films to reproduce reactor irradiation damage structures by using light and heavy iron irradiation. Combined XRD and XPS analysis of pristine UO2 films also clearly shows that thin film surfaces are directly comparable to surfaces found on bulk crystals and hence provide an excellent test substrate for further research mimicking spent nuclear fuels. Research on UC pellets, analogous to exotic fuel material from Dounreay, demonstrated controllable conversion of the carbide to oxide using thermal treatments in low partial pressures of air and water vapour. This is a more preferable waste form due to its much lower chemical reactivity. Work on carbide also attempted to quantify the volume expansion of the material during oxidation. This work will underpin the engineering design for scale-up of carbide processing. In terms of cladding materials, work focused on better understanding their corrosion behaviour in a post irradiation condition. Novel experiments at the University of Manchester used the facilities at the Dalton Cumbrian Facility to irradiate with intense beams of protons or heavy ions virgin cladding samples to reproduce the damage structures seen by the NNL in real irradiated clad via post-irradiation examination at the Central Laboratory. The work focused on quantifying the extent and distribution of the microstructure damage using a suite of complementary materials analysis techniques. Three different batches of Nb-stabilised stainless steel were received and analysed, to compare alloy microstructures. 12 alloy samples were irradiated with protons or iron heavy ions using different conditions of temperature and damage, with the resulting samples tested with nano-indentation to examine the effects of irradiation on the mechanical properties. The results showed a radiation hardening effect on the material, which is greater for proton irradiated than ion irradiated samples. Work at Leeds focused on developing an understanding of the transitioning of spent AGR fuel from wet to dry storage. Research was aimed at developing automated drying techniques which may subsequently be applied to Sellafield fuel handling operations. The work conducted was closely followed by industry experts from the NNL and Sellafield Ltd. Most prominent were the link with the Sellafield Centre of Excellence in Uranium and Reactive Metals. This led to the provision of legacy uranium samples to Bristol from the NNL laboratory at Springfields. In Theme 2, work on a UK plutonium disposition strategy was completed. Current policy states that any remaining plutonium which is not converted into MOX fuel, or otherwise reused, will be immobilised and treated as waste for disposal. However, the current UK MOX use scenario is vulnerable to fuel fabrication facility cost escalation, and it has been concluded that the current strategy would be significantly de-risked if a stockpile immobilisation option were developed in parallel. To this end, work on hot isostatically pressed glass-ceramics for plutonium disposition was undertaken, with new formulations having been developed, as well as studies on the processing and performance of vitrified higher activity wastes, where the successful vitrification of plutonium-contaminated materials using recycled bottle glass has been demonstrated. Additionally, a candidate ceramic for plutonium disposition has been optimised for use in disposal using a new approach to control the uranium oxidation state. Computational modelling on the behaviour of PuO2 during interim storage made significant advances. The geometries and energies of water adsorption on perfect, low index surfaces of PuO2 are now understood in great detail. A key finding is that water adsorbs molecularly (i.e. as intact water molecules) on the most stable surface, but dissociatively (i.e. when it breaks up to form OH and H) on the next most stable surfaces. Using these data, predictions have been published as to the desorption temperatures of water from these surfaces, and a new explanation for the experimentally observed water desorption temperature ranges has been proposed. These findings are important for future experimental studies of water desorption from PuO2, and hence will inform future safety case developments for PuO2 storage. Extension to UO2 and CeO2 as plutonium oxide surrogates was also considered, and this was extended to PuO2 systems doped with americium oxides (americium is the main product arising as a result of the radioactive decay of plutonium). In parallel, a novel means of measuring the extent of water adsorption at actinide oxide surfaces with nanogram resolution was developed and deployed on the measurement of H2O uptake on real PuO2 product powders at NNL's Central Laboratory. Much of the computational work was performed on the UK's national supercomputer 'ARCHER', to which researchers had access through membership of the EPSRC funded Materials Chemistry Consortium. This work on DISTINCTIVE was chosen by the consortium as one of its three highlights in an annual report to EPSRC. Work on the production of H2 by radiolysis of water adsorbed on the surface of PuO2 examined the gamma radiolysis of a variety of water/ceramic oxide systems, measuring the yield of H2 and a variety of other parameters for a range of ceramics. In some cases, radiolysis of water results in the production of excess H2 over the yield expected from the radiolysis of water alone, although in others less H2 than from water alone is produced. In addition, no evidence for O2 release was found for some systems, whilst significant amounts were produced for others. This is the first time O2 has been observed in such experiments. A second project on determination of the recombination chemistry of H2 and O2 in sealed 316 stainless steel cans containing PuO2 examined the radiation-induced chemistry of H2-O2-Ar gas mixtures alone and in contact with certain ceramic oxides. Irradiation of H2 and O2 mixtures led to a reduction in the pressure in the vessel caused by their reaction to produce water. The rate of this reaction was significantly increased by the presence of a ceramic oxide, with the nature of the oxide influencing the magnitude of the increase. Complementary experiments with PuO2 were performed at NNL. All these findings have important implications for plutonium storage. In Theme 3, a project on sludge mobilisation and transport for the first time experimentally established the critical deposition velocity of particle-laden flows at intermediate solid fractions concentrations using seven test materials. Vertical in-line rheometry pipe flow measurements were also completed and used to validate a velocimetry-pressure drop prediction method. This work provided methods for use in industry in better understanding how particles are transported in these flows, of value in the design and maintenance of particle mobilisation and transport systems. Advanced computational models capable of predicting such effects in greater detail than conventionally used correlations were also developed. A project on gas retention and release from nuclear legacy waste used x-ray computed tomography to characterise the growth and release of hydrogen bubbles within consolidated beds of nuclear cladding and fuel corrosion products in order to mitigate against large periodic gas releases during waste recovery. Work on the characterisation of flocculated dispersions using acoustic backscatter systems was used to determine concentration profiles in such systems so that sludge settling and transport operations can be performed with greater efficiency. A quartz crystal microbalance was also used to measure sludge rheology, allowing the development of a technique for in-situ rheological measurements to be made on site. Work on improved uranium removal from effluents using selectively-binding super-paramagnetic nanoparticles applied magnetic nanoparticles, already in use in medical testing, to target uranium in water and use their super-paramagnetic behaviour for wasteform separation. This work demonstrated that the phosphate group can be used as a binding ligand on the surface of the nanoparticles for uranium(4+) uptake in solution, showing a high selectivity and extremely rapid removal from solution, and a capacity higher by a factor of 10 compared to literature values. Further tests were performed under conditions representative of nuclear sites. Caesium removed from effluent Fukushima cooling water using adsorbents requires long term disposal options, and a project on an immobilisation process for the spent adsorbents examined caesium volatilisation during waste form production using a low temperature process with custom experimental apparatus. A sintering process was established which allows the microstructure of the final waste form to be finely tuned by controlling compositions, sintering profiles and thermal treatment regimes. Another key finding of this theme was the discovery of new materials whose ion exchange uptake for radioactive caesium and strontium can be fine-tuned by subtle changes in composition. Work was undertaken to fully understand the reasons and scope when competing ions are also present in solution. These materials have potential uses for future decontamination of waste streams at Sellafield and other nuclear sites. Complementary atomistic modelling was also performed in support of this work. In Theme 4, work was undertaken of relevance to structures housing radioactive waste, where 'impermeabilisation' of building materials is an important feature in order to contain waste and prevent leaking into the environment. A new technique to 'heal' cracks in concrete structures and reduce water flow, using silica nano-particles, was developed. In another project, different analytical techniques were used to study at the micro-scale the interaction between radionuclides (e.g. plutonium, uranium, caesium) and building material structures, such as cement or concrete. A novel synthesis process for the production of a C-S-H gel, a mineral phase responsible for strength in cement and concrete, was developed. Such materials will ultimately be of value since they can be tailored to enhance the mechanical and physical properties of existing building materials. The use of colloidal silica grouts to inhibit radionuclide migration on nuclear sites during decommissioning and waste disposal was also investigated. Challenges include understanding grout-radionuclide interactions, developing injection strategies to create horizontal barriers and controlling grout gel times in natural environments. Colloidal silica has significant potential as a low viscosity grouting technology for the formation of hydraulic barriers since it has a low initial viscosity, a very small particle size, is environmentally inert and its controllable gel time allows setting times to be varied from minutes to several days. An analytical model for the control of silica grout penetration in natural groundwater systems was produced, and it was demonstrated that colloidal silica hardens when an accelerator is added, with researchers now able to tailor the accelerator to mix with the colloidal silica to achieve the required hardening time under different environmental conditions. Experimental programmes were also performed to demonstrate colloidal silica injection as a ground mechanical-improvement technology, studying the mechanical characterisation and evolution of permeability of grouted soil under different environmental conditions. Complementary numerical simulations of laboratory-scale injections of colloidal silica into sandy soil were also undertaken performed. Additionally, radioactive elements in soil and nuclear waste will be affected by grout injection, with studies aimed at how these behave in soil and waste before and after grouting completed. Studies to improve the retention of radionuclides in colloidal silica grout by promoting (bio)mineralisation within the grout after gelling were also performed to assess the potential for microbes to make minerals with a high adsorption capacity, and hence to incorporate radionuclides in the structure. | Description | The original proposal identified three distinct groups of non-academic beneficiaries from activities of the project: site licence companies and the associate industrial supply chain; Government, regulators and implementation authorities; and, society and stakeholder groups. In terms of site licence companies and the associate industrial supply chain, these were kept informed though our Annual Research Conference (four held) which formed the core of our networking and knowledge transfer activities. These meetings typically involved 120 participants, approximately half of which were from industry. Industry sponsorship was also used to support broader participation by beneficiaries not directly associated with the consortium. Theme meetings were also held annually, approximately 6 months before the annual meeting around October/November. Four sets of theme meetings were held, the last 2 in Cumbria to enable easy access for industry colleagues. These meetings provided an opportunity for focused discussion of research findings and emerging collaborative opportunities, assisting integration of knowledge and capability across distinct projects. They were also well attended by colleagues from industry. An industry Challenge Led Meeting on Pu was held in Cumbria in January 2019 to harness the broad collective experience and capability of the consortium in meeting specific industry needs-led research challenges, providing a rapid and effective impact mechanism. More directly, the vast majority of the research projects which made up the overall consortium had at least one and frequently two industrial supervisors who met researchers regularly on an ad hoc basis. Our key project partners, NDA, NNL and Sellafield Ltd, were members of the Management Board of the consortium, which met every six months, assisting lead academics in the running of the overall project. The International Advisory Group, which met annually, included academic and industrial representatives from the Management Board, as well as other leading researchers from complementary international research organisations. Non-academic members included: Amec Foster Wheeler, AWE plc, BAM Ritchies, Costain, Environment Agency, Hydrock NMCL, IAEA, Jacobs, LLW Repository Ltd, Longenecker & Associates, MMI Engineering, NDA, NNL, Nuclear Technologies, PNNL, Radioactive Waste Management, Savannah River Consulting, Sellafield Ltd and US Department of Energy. Non-academic members of both the Management Board and the International Advisory Group reviewed research project progress, provided strategic leadership and ensured relevance, as well as encouraging knowledge transfer activities and collaborations with industry within the UK and overseas. Presentations by consortium members to encourage engagement in the project were also given to engineers and scientists within industry at two industry roadshow events held at the National Nuclear Laboratory Central Laboratory in July 2014 and in Warrington in November 2014. Additionally, a similar presentation was given at the three-day Nuclear Operations and DECOM Summit held in Manchester in September 2015 aimed at engineers addressing key issues within the nuclear sector. Presentations have also been made by consortium members in order to promote the project internationally. In 2016, the UK was the featured country at the International Waste Management Conference held annually in Phoenix, Arizona. This is the leading industry-facing technical conference in nuclear waste management and, as part of 2016's UK focus, DISTINCTIVE was the subject a dedicated symposium. The session involved 8 presentations from across all 4 technical themes and was attended by delegates from US industry and national labs. DISTINCTIVE also had a dedicated session at Waste Management 2018 at which 7 presentations covering key findings from the project were presented. In terms of Government, regulators and implementation authorities, research on immobilisation of plutonium residues and stockpile material was presented at the All Party Parliamentary Group on Nuclear Energy in November 2015, attended by 12 Members of Parliament, 2 Members of the House of Lords, and Angela Leadsom MP - then Minister of Energy & Climate Change. Prof. Neil Hyatt discussed the technical progress made on plutonium immobilisation achieved through DISTINCTIVE and the need for a dual track approach to plutonium management in the UK to minimise risk, given the significant cost and technical uncertainty associated with both immobilisation and reuse options. NDA sponsored PhD student Stephanie Thornber also spoke to Members on the fragility of nuclear skills and the need to invest in PhD training to train leading scientists for the next generation. Angela Leadsom confirmed Government commitment to dealing with the UK's nuclear waste and decommissioning legacy, and highlighted the need for high quality technical evidence to support appraisal of reuse options, such as that being produced by the DISTINCTIVE project. An Invited poster presentation on the understanding of nuclear waste glass alteration and its impacts on disposal safety was made at the US Nuclear Waste Technical Review Board in June 2017. This will shape US radioactive waste disposal strategy and associated research priorities. Prof Tom Scott was appointed a member of the Radioactive Waste Management (RWM) working group on fuel disposal and behaviour. Further impact was achieved by the appointment of Scott as a Special Advisor to the House of Lords to assist with running a Science and Technology Committee investigation into the future of UK nuclear R&D. Members of the consortium have also promoted DISTINCTIVE during presentations made as part of HMG Foreign & Commonwealth Office delegations to potential UK partners overseas. In 2014, Professors Lee, Hyatt and Boxall presented at Oak Ridge, Idaho and Argonne National Labs as part of a delegation to the US, whilst in 2015 Professors Boxall and Hyatt made presentations to Annual Meeting of Atomic Energy Society of Japan, the Japan Atomic Energy Agency and Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF) of Japan. Society and stakeholder groups have been engaged through a number of public engagement activities which were held as part of the Bristol European Green Capital Programme during the summer of 2015 to address the public perception of risk posed by radioactivity and nuclear power in comparison to, and connection with, the more tangible threat posed by climate change. The aim was to enthuse the public about the research being undertaken on the project related to nuclear waste management and decommissioning. A broad cross-section of the public, from school children to local businesses, were involved in a number of activities that stimulated debate and encouraged learning in relation to radioactivity in our environment and the actual (rather than perceived) risk it poses to human health, all in the context of nuclear energy being considered as a green (low-carbon) energy source and in conjunction with the ongoing debate on climate change. A three-day Public Engagement and Media Summer School was held in Sheffield in June 2016. With decommissioning, nuclear waste treatment and the UK nuclear legacy often featured in the news, and questioned by policy makers, ministers and the public alike, project researchers are often put in the spotlight to discuss their research. As part of the project's impact activities, 30 PhD students and PDRAs from DISTINCTIVE attended this summer school on public engagement, media and science writing. This involved a series of activities, from designing public engagement events, to taking part in a press conference, aimed at giving our researchers the confidence to communicate their research now, and in their future academic or nuclear industry careers. A stakeholder engagement exercise was held at the 3rd Annual Meeting in April 2017. The aim was to capture the broader questions concerning the management of radioactive waste in society that are raised by research within the consortium and beyond. This exercise aimed to allow large numbers of people to combine their insights to find solutions for complex multi-disciplinary problems. Members of the consortium were encouraged to engage with a broader network of stakeholders that also contributed. Contributions were arranged into branching trees of arguments to produce an 'argument map' of the problems of radioactive waste management. We were also invited to participate in the International Festival of Glass held in August 2017. This included a presentation on 'Engineering radioactive waste glasses for the future' and an interactive display incorporating an educational film on radioactive waste glass and a demonstration of Prince Rupert's drops. |

There has been an MoU signed by both institutions to permit collaboration, exchange of personnel and samples. | Results and Impact | The Annual Meeting forms the core of the consortium's networking and knowledge transfer activities. Each researcher (PhD and PDRA) contributes a poster presentation and a project summary that is included in the delegate material. Each PDRA gives an oral presentation, as do a handful of nominated PhD candidates. The first two-day event was held in Sheffield in 2015, and over 120 delegates from academia and research organisations, industry, governance and regulatory bodies were in attendance. International guests include representatives from the US DOE, EC, PNNL, SRNL and the Catholic University of America (members of the International Advisory Group). Ample networking opportunities allowed attendees to discuss the ongoing project, brainstorm new ideas, and identify opportunities for collaboration/engagement/input/support. Industry sponsorship was obtained for two PhD presentation awards, and to support future DISTINCTIVE proposed activities. All presentations (with consent) and project summaries are uploaded to the programme website for public access/download. The next event will be held in April 2016 in Bristol. The other was held in Warrington. The roadshows were held to facilitate initial conversations on how industry and other stakeholders can engage in the programme. Members of the academic leadership team gave presentations outlining the framework of the programme, and the objectives of each research theme including impact. Overall, the consortium met with over 60 individuals across the two events and a number of strategic relationships were formed (i.e. member in the international advisory group). |
