CRITiCaL - Combatting cRiminals In The CLoud

Abstract

The Cloud is an emerging technology that offers democratic access to computing power, data storage, software and services often for a small pay-per-use cost. Like any new technology the Cloud has potential for great good, but in the wrong hands can facilitate criminal activity. Within this project we seek to understand the different types of crime that can happen in the Cloud, build systems that will allow the detection of this criminal behaviour and enable the use of digital evidence to lead to successful prosecution of Cloud crime perpetrators.

In order to achieve this goal we are forming a truly inter-disciplinary research centre leveraging the strengths of both Durham and Newcastle Universities. Bringing together the strengths of Durham in criminology, law and ethics along with the strengths of Newcastle in the areas of (computer) systems security, artificial intelligence, data mining and psychology. We are convinced that Cloud crime can only be detected and tackled by such a truly inter-disciplinary centre. Such a centre will actively create the research foundations for successful computational methods in crime detection combined with good user engagement, generating research that can cross disciplines and directly inform public policy, police and prosecution practices and transform public understanding of Cloud crime.

This will involve development of a true understanding of what crime can be conducted on the Cloud. Facilitated through the development of cloud crime scripts, defining the activities of a criminal act, which will aid discussion between the different disciplines and must be presentable in a format understandable by our key stakeholders: Cloud providers/users/developers, law enforcement agencies and the criminal justice system.

The detection of criminal activity in the cloud requires the integration of heterogeneous sensors, aggregation and analysis techniques, where we draw upon existing expertise in cloud security assurance (Gross, IBM), host monitoring and anomaly detection Ben-ware (McGough, Wall, DSTL), and fuzzy search on unstructured data, intrusion detection and analysis (Nifty, Yan). We propose combining the systems expertise with complementary techniques in artificial intelligence, including data mining (McGough), behaviour machine learning, anomaly detection (Ploetz) and hierarchical machine learning and knowledge extraction (Bacardit).

This portfolio gives raise to multiple means to derive and combine intelligence, present bespoke visualizations, situational awareness, grammar or language generation for the cloud crime scripts. Thus allowing the centre to tailor the intelligence, and its presentation, to a given stakeholders needs. We propose using additional human computation and crowd sourcing techniques to reduce the number of situations where the system incorrectly identifies a criminal act. The use of human computation and crowd sourcing will also allow us to hone the machine learning system, developing a suite of hybrid techniques that, together, will improve cloud crime detection but will frame the results in such a way as to support subsequent crown prosecution processes. This latter achievement will require expertise in the disciplines of criminology, forensic sciences, law and ethics and will require collaboration with police forces throughout the UK and Action Fraud.

In addition we will bring in relevant work around (i) forensic psychology (Oxburgh) that will deliver case-sensitive interview and investigative procedures for witnesses, victims and investigators; (ii) prosecution procedures that will ensure that evidence going to court is not compromised by intelligence gathering methodologies and (iii) prevention of underreporting of Cloud crime and improvement of public understanding and confidence.

Planned Impact

It is accepted that the use of the Cloud is expanding at an exceptional rate and the technology is developing very rapidly. The Centre is committed to not just keeping pace with the technical development but also to enable understanding of the issues behind the new areas of criminality in the cloud. The Centre will maximise the impact (in knowledge, societally and economically) of its activities for the UK and the region, following Newcastle University's dedication as civic university and the Centre for Cybercrime and Computer Security (CCCS) theme 'Protecting Society's Fabric'. Impact from the activities will fall in the broad areas below:

1. Knowledge on cloud crime and cybercrime.
Outputs from Work Packages (WP) 1 and 5 will enable greater understanding of the environment and criminal use of the Cloud. Through our stakeholder network this will expand knowledge, assets and capacities for all stakeholders involved, be it Law Enforcement Agencies (LEA) - police forces etc., cloud providers, victim organizations, or government. This includes:

- Methodological knowledge in terms of guidelines and best practices affecting policy
- Action plans to exercise upon such as investigative interview scripts
- Recommendations for policing and governance for policy and operational development.

Output from WP 2 will enable the use of novel system architectures to gain real time situational awareness, including real-time detection and simulation thereby delivering intelligence on the criminal activity. This will also offer the opportunity of use by LEAs for better approaches to digital forensics and detection.

2. People and UK Cyber Security Experts.
Expansion of the knowledge base understanding and expertise by the Centre are critical aspects of WP 2, 4 and 6. By the research of the centre and through the engagement strategy there will be effective knowledge transfer to stakeholders in addition all researchers will have the environment to become experts of the fields of cloud computing and cloud crime. The Centre Draws together experts from Durham and Newcastle forming a hub of cybercrime and security research in the North East that is second to none. Additional impacts include:

- PhD students, in particular with the EPSRC DTCs Cloud Computing for Big Data and Digital Civics in collaboration and supervised by investigators, additional PhDs contributed by the institutions, and GCHQ/ACE-CSR PhDs aligned with the centre topics.
LEAs, police forces and SME cloud developers will both have access to experts and will themselves have the opportunity to become experts in cloud and cyber crime understanding for policing and governance.

3. Economics.
The north East already has a significant ICT and digital economy (e.g. Sunderland Software city, Dyanamo NE, Cobalt Data park) the centre will provide an additional growth impulse to these initiatives. Drawing on a fabric of SMEs already present and connected to the universities and centres. (WP6)
Amplifying government and council investments from Newcastle and Sunderland council, as well as the universities, e.g. Science Central in Newcastle, or the council/government co-funded Newcastle cloud centre.
WPs 2-6 will create a critical mass for cloud security research aligned with the G-cloud vision exercised in the Northeast.

4. Society.
Use of the Cloud will increase dramatically in the future; the development of policies, detection methods, understanding can be used a source of new policy development and discussion. In particular the Centre will improve public confidence as pursued in the user engagement strategy (WP5, 6) and drive down under-reporting as discussed with Northumbria police.
Feedback with end-users from both virtual real communications how cloud crime and their harm is taken care of and a better understanding of the criminal environment will lead to higher detection rates and confidence in the LEAs.

Description The Contails Centre CRITiCaL established social-science and data-science underpinning of combatting cloud crime.
In terms of social science results, the project offered a criminological evaluation of the related cybercrime ecosystem, along with the discovery and characterization of the Cascade effect, that is, how initial cloud-related cybercrimes cascade into resulting further cybercrimes. In terms of social-science/criminological research data, the project secured a comprehensive database of relevant cases that underpin the observed effects. This research was complemented by psychological research into pathways into online transgression, for instance, investigating gaming and hacking communities, and reviews of human factors of victimization and perpetration.
This was further complemented by a legal review of cloud crime security and privacy. Overall, the social-science arm of CRITiCaL offered a multi-faceted view on factors relating to cloud crime. Furthermore, the project established an open-source database of ransomware attacks and group behind them.

In terms of data science results, the project developed a range of sensors for larger machine learning systems, incl. underlying methodology on multitask learning, considering, for instance, network intrusion detection on multiple datasets, ransomware classification, human interaction on underground forums and community events, open source software community interactions, to detection of psychological states of users (e.g., depression). The core research in detection methods involved new data-science pipelines and related sampling methods. Those approaches led to further results quantum-computing-enabled optimization and intrusion detection as well as predictive analyses of stock markets. The project collected reusable cloud datasets of attack patterns discovered through honeypots, which are of independent interest for further research.
Exploitation Route In terms of impact, the project offers a criminological conceptualization of the relevant kinds of cybercrime as well as a psychological characterization of the stakeholders, all useful for further research. In that sense, the research and underpinning datasets can be taken forward by criminologists and social scientists in general as well as find application in policing.

Sensors and detection methods co-developed by the project can become public-facing tools, such as a Web site for ransomware classification. The tools available can be taken forward by a wide range of fields, incl. computer and cyber security (intrusion detection), human behavior analysis (e.g., of online communities), and market analysis.

Description The impact of the project contributed to improving public services in relation to National Crime Agency and regional police forces, informing 1. how this research can impact the 4Ps (Prepare, Protect, Prevent, Prosecute) 2. how social sciences research can support policing, especially with regards to perpetrator escalation and engagement with victims, and social-science characterization of cascading cyber crimes. 3. how research interacts with policing and interviewing conducted by police forces. The project created further scientific and societal impact through the spin-out of specialized projects, especially, the in the detection and combat of ransomware. In this area, the project contributed to a ransomware database and analysis tool that can be used by the general public and, thereby, contributed to the quality of life of citizens. Follow-up impact from this project includes advanced machine-learning and optimization methods that are reusable for the effectiveness of public services and quality of life, incl. a joint venture with a major corporation on quantum optimization in transport systems.

Results and Impact Cyber-attacks have posed real and wide-ranging threats for the information society. Detecting cyber-attacks becomes a challenge, not only because of the sophistication of attacks, but also because of the large scale and complex nature of today's IT infrastructures.

When significant amounts of data is collected from computer systems operations and monitoring, data science and intelligent advanced analytics are necessary to correlate, learn and mine, interpret and visualize such data. To mitigate existing cyber threats, it is important that cyber-attack detection and security analysis take advantage of data science and advanced analytics. Big data provides a systemic approach, from capturing of IT operation data, through data processing and event correlation, to anomaly detection and response decision.

This Workshop will focus on the cutting-edge developments from both academia and industry, with a particular emphasis on novel techniques to capture, store and process the big-data from a wide range of sources in monitoring IT infrastructures, and in particular on the methodologies and technologies which can be applied to correlate, learn and mine, interpret and visualize the cyber security data.

This workshop is timely and interesting for researchers, academics and practitioners in big data processing and analytics, cyber security, cyber defense, security analytics, data mining and machine learning of security data, security information and event management, along with anomaly detection. The workshop is very relevant to the big data community, especially data mining, machine learning, cycler physical systems, computational intelligence, and will bring forth a lively forum on this exciting and challenging area at the conference.

The outcome of the deliberations on the issue of cybercrime held during the Twelfth United Nations Congress on Criminal Prevention and Criminal Justice in 2010 was included in the Salvador Declaration on Comprehensive Strategies for Global Challenges: Crime Prevention and Criminal Justice Systems and Their Development in a Changing World. The Economic and Social Council, in its resolution 2010/18, and the General Assembly, in its resolution 65/230, requested the Commission on Crime Prevention and Criminal Justice to establish, in line with paragraph 42 of the Salvador Declaration, an open-ended intergovernmental expert group, to be convened prior to the twentieth session of the Commission, to conduct a comprehensive study of the problem of cybercrime and responses to it by Member States, the international community and the private sector, including the exchange of information on national legislation, best practices, technical assistance and international cooperation, with a view to examining options to strengthen existing and to propose new national and international legal or other responses to cybercrime.

Results and Impact The conference is a flagship event for the Data Science and Law Research Network, a joint project between Tilburg University, the University of Osnabrück and the Jagiellonian University in Kraków. It aims to launch research collaboration between leading experts and younger, upcoming scholars conducting research on comparative law, regulation, technology, and issues related to the data society in which we live. It also aims to include practicing lawyers and other professionals with an interest in the legal aspects of data science. The conference intends to facilitate an exchange of expertise and establish a shared research agenda in the longer term.

Results and Impact In 2019 data breaches are predicted to be the most prevalent form of attack against industry. Ransomware along with DDoS attacks, which attack or disrupt data flows, are close behind in the pecking order. Yet, on the other side, the digital data relating to the circumstances of those attacks is vital for identifying what went wrong and analysing how to improve systems so that similar problems do not occur again.

There is a massive challenge to get hold of such data, which would be used to learn how to make systems safer, due to:

Concerns and some misunderstandings about confidentiality, especially post-GDPR.
A general commercial reluctance to announce losses.
A heightened level of suspicion following a data breach about how and where their data goes.
The additional human and financial resources that participation in research can require of an organisation, particularly after a breach.
It is therefore not surprising that organisations are reluctant to participate in projects and share their experiences and any data that could be invaluable to the research mission.

This climate of distrust is unlikely to change without the establishment of common protocols and shared best practice for the anonymisation and safe sharing of data.

Results and Impact During their attempts to recover from the Covid-19 lockdown recent attacks on both Newcastle Universities and others in the UK have highlighted how exposed the university sector is to cyberattacks. They are particularly vulnerable to Ransomware, which encrypts operating systems and steals data before extorting ransom payments to return the system to normal.

An analysis of a database of over 1650 attacks illustrates the modern cybercrime problem (EPSRC EP/M020576/1/ EP/P011772/1). It shows that there has been a suprising decline in attacks on the public sector this year during lockdown, especially healthcare. Yet, there has been a marked rise in attacks on the private sector. Interestingly, the analysis also indicates an increase in attacks upon large and complex businesses, which include Universities.

Results and Impact New research is questioning the popular notion that cybercriminals can make millions of dollars from the comfort of home - and without much effort. Our paper, published in the journal Trends in Organised Crime, suggests offenders who illegally sell cybercrime tools to other groups aren't promised automatic success. Indeed, the "crimeware-as-a-service" market is a highly competitive one. To succeed, providers have to work hard to attract clients and build up their criminal business. They must combine their skills and employ business acumen to attract (and profit from) other cybercriminals wanting their "services". And the tactics they use more closely resemble a business practice playbook than a classic Mafia operation.

In accordance with resolution 75/282 and the "Road map and mode of work for the Ad Hoc Committee", annexed to the report of the first session of the Ad Hoc Committee, and paragraph 4 of the "Modalities of the participation of multi-stakeholders in the Ad Hoc Committee", annexed to the report of the Ad Hoc Committee's session on organizational matters, the second intersessional consultation was held on 13 and 14 June 2022 in Vienna, Austria."

Results and Impact The paper looked at the Criminal misuse of Cryptocurrencies as an evolving problem and explored the available Empirical Evidence which draws upon databases built up at Leeds for the EPSRC Emphasis and Contrails project. The paper argues that cryptocurrencies have evolved crime in three ways to create cryptocrimes. They assist and enable existing crimes and also are the focus of new types of crime. Policy and practice responses should differ according to each type of cryptocrime.

Results and Impact RISCS and the Home Office workshop to discuss future research priorities and evidence gaps in relation to cyber crime.
The cyber crime research field has been growing over the past years and we are beginning to see more join-up across the disciplines in tackling important research questions. However, we still have some way to go in resolving key evidence gaps regarding:
• the scale, costs and consequences of cyber crime;
• profiles and pathways into offending;
• victimisation and how to improve cyber security behaviours amongst public and businesses; and
• effectiveness of interventions to prevent, deter and disrupt offending.
Building further understanding of these areas is key for tackling cyber crime and meeting objectives set out in the National Cyber Security Strategy.

In the context of exciting plans for the expansion of RISCS, and further potential funding opportunities, we would like to invite you to a workshop with policy makers, law enforcement and academic colleagues from a range of disciplines, to help identify key evidence gaps and research opportunities for the future.
