Abstract
The UK RDRF brings together a number of research strands funded under the DET, EPSRC and ESRC portfolios over the last decade to create a national facility to tackle the vexed question of regional competitiveness and rebalancing the UK economy. Following the Scottish referendum there have been renewed calls for greater devolution to regions and core cities. This facility will bring together the big economic data and construct the high resolution models needed to support policy makers at national, regional and local level. It will innovate by building together a model of the fixed stock of buildings, including housing, commercial, warehousing and manufacturing, with a network model of key infrastructure. This will allow analysis of which policy nudges might be expected to overcome the inertia present in the historic geography of the UK. It will allow a common framework of data and evidence ti be used by regional and local policy professionals wishing to evaluate policy options. The whole facility is built on the opportunity created by CDT funding to develop a cohort of evidence based policy professionals and analysts to support the needs of a more devolved form of planning. We aim to support the creation of a 'community of practice' based on access to big economic data and open source analysis and modelling tools. We will host workshops and networks to spread best practice and create some institutional glue amongst the people concerned. Finally, we will engage local communities in the debate and bring the same evidence and tools to the public at large through crowd science and in-the-wild research engagement.
Planned Impact
The UK Regions Digital Research facility targets beneficiaries at all levels of the UK's economy and society. It aims to transform the way that we support regional policy to allow much greater local sensitivity to context, at the same time as learning from evidence of what works and what does not. By developing support networks and workshops for the policy professional we will build a community of practice for policy professionals working across the UK's cities and regions. The open source technology platform will make available to this community the tools they need to develop policy customised to the specific local context of different regions at the same time as maintaining comparability of methodology and evidence.
If we are successful in helping rebalance the UK economy, there will be beneficiaries in all regions due to a reduction in inequalities (social and health) as well as through greater economic resilience and employment.

| Description | The impact of the EU referendum vote in the context of the URRDRF project is to demostrate the urgency with which rebalancing the UK economy is required. In addition the issue of identity has been highlighted at a critical factor in UK regions outside London. This will now be brought into our research and delivery. The impact of the COVID pandemic has been to focus UK Government attention on recovery. This adds to the urgency following EU transition and has led to new policy impact paths opening up. For example, work to support the JBC with data on names based geodemography, and the development of a towns classification to assist in the 100 Towns fund evaluation. |
| Exploitation Route | We are working with others to deliver open source data and models to inform policy in devolved cities. There is always need for more collaboration. An application has been made to EPSRC for a new project to capitalise on the research investment to date, but this has run into 'out of remit' problems for EPSRC given that this is a project that is all about helping government meet policy objectives and these are now considered to be out of remit for this RC. The 'Out of Remit' research was resubmitted to the ERC Advanced Grant and is through to the final stage of assessment. |

We have worked with the Joint Biosecurity Centre to help improved data on geodemography. We have worked with MHCLG to help develop a classification often types to assist in the evaluation of the 100 Towns (£2.4bn) Programme In 2019 I was appointed as Chief Scientific Adviser to the Ministry of Housing, Communities and Local Government, (renamed in 2021 to Department for Levelling Up Housing and Communities). | Results and Impact | The UKRDRF Centre Manager and Policy Officer organised the Alan Turing Summit on Future Cities held at RIBA 4th Feb 2016, as part of a series of events funded by the Alan Turing Institute. The event was attended by around 200 people from the academic, industry and policy arena and the presentations on the day raised awareness of the opportunities present in spatial data analytics and urban modelling to address interdependent socio-economic challenges across the national, regional and urban scale. The event was accompanied by a printed programme and generated a lot of social media activity. UKRDRF project partners Core Cities, Greater London Authority, SAS and Future Cities Catapult took part in presenting at the event. The day presented a good opportunity to engage with partners and make connections to a wider audience and potential future partners and collaborators. | Results and Impact | On 10 November, the retail industry DUG (Data Analysts User Group) hosted its annual conference on the theme of Data Analysis in a Crisis. Consonant with this theme, the usual industry-led event could not take place at the usual Royal Society venue this year, but nonetheless attracted an audience of 70 participants online using WebEx. DUG Director Tim Drye opened the proceedings with an overview of the science and art underpinning the Data Analyst role, illustrating that foundations from each are essential to understanding data and presenting them to an audience in an intelligible manner. Mark Stern, Eoin Gleeson and Fraser Gray from Ladbrokes Coral then addressed the organisational setting to high performance data analytics through effective team-building, drawing upon their many varied experiences. Professor Paul Longley then introduced the CDRC Masters Dissertation Scheme, noting upcoming launch of the 2021 scheme and the opportunities that it offers for career-enhancing interactions between business, academia and student-centred problem-solving. Four selected students who took part in the 2020 Masters Dissertation Scheme then presented their collaborative work. |

The successful collaboration culminated in an film which was part of an exhibition on the Queen Elizabeth park in October 2019. The piece was developed around the research of the hierarchical structure of the UK, the point patterns that can be extracted from the street intersection and the fractal structure of London. The music was developed using repeating patterns of the 4 notes being assigned to the word London, Alison developed sketched based on our discussion, and Hugo filmed the creative process of experimenting the patterns with our bodies and the music. |

| Results and Impact | We held a knowledge transfer seminar in Birmingham on 27 March 2018, in which we invited regional and national public sector professionals (local authorities, Department for Transport, Urban Transport Group), individuals involved in policy making and academic researchers. The seminar reported on the findings of the research project 'Inclusive and healthy mobility: Understanding trends in concessionary travel in the West Midlands', the analysis of regional trends in residenital mobility, ethnic segregation and consumer behaviour conducted by the UCL Urban Dynamics Lab and the ESRC Consumer Data Research Centre (CDRC). We discssed the implications for regional transport policy and practice in the United Kingdom and shared updates ideas on latest advances in research using new and emerging forms of data to address complex policy problems. Researchers and practitioners exchanged knowledge on research findings, challenges and policy issues, and many attendees expressed that they benefitted from the discussion in terms of greater understanding, new ideas. updated views. | Results and Impact | 119 individuals registered for this free webinar to celebrate 20 years of the Geodemographics Knowledge Base, a resource for all those interested in the use of Geodemographic data. They heard how the use of this important data has grown over the past 30 years and how they envisaged the future use and sources to obtain it. Dr Barry Leventhal, consultant statistician with experience gained in market research, geodemographics and analytics and founder of the MRS Census and Geodems group was the first speaker. He explained how the geodemographics industry has changed over the years, and outlined the role played by the MRS Census and Geodems Group. The GKB provides several hundred curated websites covering the UK, Europe and many other parts of the world. Paul Longley, providing a presentation describing and evaluating some of the ways in which consumer data are supplementing more conventional data sources in the creation and updating of geodemographic indicators. He described the creation of linked consumer registers that enable annual estimates of residential churn and annual estimates of the change in ethnic composition of neighbourhoods - something that has recently been of interest to the Joint Biosecurity Committee. He also described the creation of niche geodemographic summary measures, and current endeavours at the Consumer Data Research Centre to relate geodemographic classifications to measures of footfall and activities in urban areas. Dr Emma White, current chair of MRS CGG, detailed the current activities of the group, guest speakers and opportunites to participate. |

The applicants are expert in developing networks of relationships embedded in spatial environments to such policies. The work they intend to build on is ground breaking in extending the science of complexity to cities and their spatial planning and it is of crucial importance to practical policy making concerning future industrial growth. The first output of this collaboration will be the assessment of the comparability potential of microdata on business in London and Paris. The output of this project will be the constitution of a network of researchers interested in the subject of geo-industrial clusters of firms and ready to put together an international project proposal and writing of this grant proposal for further collaboration between UCL and research institutions (including CNRS) in Paris. |
