TWENTY 65: Tailored Water Solutions for Positive Impact

Abstract

Water for all is the aim of this consortium. The UK water sector faces grand challenges over the coming decades: increasing population, ageing infrastructure, and the need to better protect the natural environment all under conditions of uncertain climate change. The application of traditional technology-based solutions alone is not the way forward. We propose the use of 'tailored solutions' to address these challenges by combining measures to suit specific circumstances and constraints to achieve flexible and adaptive water systems. The project will undertake research in 8 technical themes, each of which individually pose disruptive questions, demonstrate the potential for, and lead transformation. However, they will not be viewed in isolation. When considered in combination, taking a systems view, they can be combined as 'silver baskets' of broader tailored solutions able to work synergistically for existing and new infrastructure in order to achieve transformative impact. Tailoring water solutions does not mean lower quality water services for different sectors in society; rather, it means fair, bespoke solutions appropriate to variations in the natural environment, population distribution, and legacy infrastructure. In this way the project will address the needs of water for all.

Our consortium is built around a core based on the Pennine Water Group (PWG) which has been supported continuously by three EPSRC platform grants since 2001. The PWG's strength and international reputation is founded on a balance of fundamental and applied research via a multi-disciplinary approach focusing on urban water asset management. This consortium broadens the PWG to include new expertise to provide tailored water solutions for positive impact. At Sheffield, this will include new collaborations with experts in energy systems, robotics, automation, and management. Externally, the consortium includes internationally-leading experts from Exeter for household and community scale water efficiency, Imperial College for treatment and emerging contaminants, Manchester for social practices, Newcastle for climate change impacts, risk modelling and cities/infrastructure integration, and Reading for catchment processes. All members bring wide international collaborative networks that will link with the scientific and engineering research needed to deliver the silver baskets of tailored solutions.

To achieve the envisioned transformation requires time and a step change in the way in which the UK water sector identifies, develops and applies innovation. Stakeholders need to move out of traditional silos and collaborate to creatively co-produce knowledge and action. Academics, scientists and engineers must work across disciplines and stages in the knowledge production process to deliver the complex socio-technical solutions needed to meet the challenges facing the UK water sector. Collaboration is especially relevant in a sector that is not accustomed to working together and does not have a shared vision of how to meet its grand challenges. A unique feature of this consortium is the development of the Hub that will revolutionise the way innovation is delivered to the UK water sector. The Hub aims to provide transformative leadership and accelerate and support innovation through partnerships for the co-production of knowledge across the water sector. Underpinned by world class science and engineering research the Hub will facilitate the development and communication of a shared visionary roadmap for the UK water sector, stimulate and demonstrate new tailored approaches to address the grand challenges, create a process for selecting potentially transformative tailored socio-technical solutions in line with the roadmap and enable the accelerated generation of collaborative, responsible innovation across the UK water sector.

Planned Impact

Water is essential for life, fuels food production, sustains economic growth and governs the status of the Earth's ecosystems. In leading progression towards tailored water systems with positive impact by 2065, our research agenda will have widespread impact upon individuals, organisations and institutions that engage with water across the economic-environmental-social continuum. Our key deliverables leading to impact will be: (i) new partnerships; (ii) new knowledge, technologies and products needed along a transition timeline towards 2065; (iii) proof of the economic viability, novelty and stakeholder acceptability of solutions over the medium to long term; (iv) understanding of barriers for technology adoption and social change; (v) plan to overcome these barriers; (vi) business case based on cost-benefits analysis agreed with commercial partners and end users to influence market take up; (vii) community education.

Economic and industrial impact. A fragmented water sector, the absence of a central innovation hub enabling coordination and demonstration, and the difficulties of co-creating innovative projects across research and industry, limit the uptake of UK water research. This constrains the potential for innovation and knowledge development in the UK water sector, reducing the potential for efficiency and growth. Our research will positively impact water service providers (water companies and supply chain), through the co-development of tools, technologies and processes that provide competitive advantage to these organisations in the context of future water service provision. In addition, we envisage positive impacts on other infrastructure providers such as energy and waste through cross-sector collaboration and learning specifically for the water sector. In addition, by 2030 the UK share of the global water technology market has the potential to increase to 10% (£8.8 billion) or more, providing 71,000 jobs and involving 960 SMEs (UKWRIP, 2012), if the challenge of embedding world-leading water research in practice can be addressed. By specifically addressing this challenge, our research will better position the water industry, and new SMEs, to exploit this market opportunity and promote the UK to leading water innovation internationally.

Impact upon policymakers and regulators. Our collaborative research process, alongside our specific research outcomes, will impact on organisations including the EC, Defra, EA, Ofwat and DWI, by providing new evidence, tools and processes through which policy and regulation can be designed to address future water challenges. Our research, coupled with our engagement activities, will also impact on citizens, supporting water service providers in their work to deliver an improved and more secure water service to citizens, alongside increasing the visibility and level of engagement among citizens with the opportunities and challenges in the field of water service provision. Environmental interest groups will be positively impacted through access to the rapidly evolving scientific evidence base related to tailored water systems, enabling these organisations to more effectively support their advocacy positions.

Impact upon future engineers. We will raise the profile of water engineering as an important and attractive sector of academia and the economy, given the challenge of securing future water service provision. We will specifically impact a large cohort of the next generation of skilled water engineers by developing their technical expertise, alongside furnishing them with the skills and experience needed to ensure the uptake of world-leading research in water practice. Through our programme of engagement, we will also impact upon individuals at earlier stages of becoming future engineers (e.g. primary and secondary school children) by raising the profile of water service provision as a grand challenge and the opportunities for future careers that address this challenge.

Description The TWENTY65 interdisciplinary research consortium led transformation for the provision of sustainable clean water for all through the development and demonstration of disruptive socio-technical solutions. A unique feature of TWENTY65, enabled through the Grand Challenge funding, was the Water Innovation Hub. The Hub revolutionised the way innovation is thought about and enacted in the water sector, bringing together the disparate stakeholders to develop a shared vision and roadmap to stimulate, demonstrate and integrate new approaches to solve the UK and world's water challenges. This led and drove the sector far beyond what would have been possible within the EPSRC resources alone. Key mechanisms used for this were our Thought Leadership Clubs and increasingly successful annual conference and the development of the CLEAR IDEAS tool set and guides for collaboration in the water sector.

The eight technically themed areas of TWENTY65 each delivered leading scientific and engineering research, and as intended serve as exemplars of socio-technical components that could form various combinations of 'silver baskets' for transformative change. Example accomplishments include the establishment of two long term monitoring sites in the Exe and the Loddon catchments, leading to a further £1.25M via NERC. Data from these sites underpin metrics for assessing the treatability of water from our changing catchments, providing the basis to consider treatment options at all points across the water cycle, not just at centralised treatment works. Achievement within the demand based treatment theme included the design of composite membranes with reduced fouling rates and lower driving pressure, essential for local treatment, potentially even under the sink. However, the uptake of such technology will rely on changing behaviours, practices and regulations. To that end, the mobilisation theme developed a new conceptual tool which enables systematic analysis and assessment of the effectiveness of public engagement and across the sector. An exciting theme of research that gaining substantial interest is pervasive Robotic Autonomous Systems (RAS) for water pipe infrastructure. Our compelling simulation results evidenced the potential for this technology and set key performance requirements. This research underpinned the award of a ~£9M programme grant between Sheffield, Birmingham, Bristol and Leeds universities. The unprecedented information on condition and performance that RAS could deliver will transform how existing infrastructure is used, enabling concepts such as water infrastructure based storage and generation of renewable energy, the feasibility of which has been successfully demonstrated through simulation at community scale in our water-energy theme. The energy generation capability of water systems could be further enhanced by integrating urban water management and reuse at multiple scales. Our city as a water resource theme challenged the traditional water management paradigm, an achievement for this theme has been the development of "The State of UK SuDS Delivery" paper in collaboration with CIWEM. We have also undertaken leading research in the two cross cutting thematic areas of collaboration for innovation and foresight and integration. These led in co-creation at sectoral scale and provided a focal point for conceptualising and evaluating futures.

Overall alignment with and delivery against the objectives of TWENTY65 was strong. We undertook internationally leading engineering and science research using a multi-institutional, cross-disciplinary consortium to develop 'silver baskets' of tailored solutions that have the potential to transform the UK (and the world's) water service provision (overarching objective 1). We developed and delivered, via the Hub, a mechanism that engages the water sector widely to co-produce knowledge, jointly developed a roadmap, and enable multiple avenues of research, dissemination and innovation, thereby starting the journey towards tailored solutions for positive impact (overarching objective 2).

Exploitation Route We recognised that the application of any single universal technical innovation cannot solve the interconnecting and interacting pressures facing the water sector. Achieving flexible and adaptive systems that provide sustainable water services means tailoring combinations of measures to suit specific circumstances. Thus, we developed disruptive solutions that can work synergistically, including with existing infrastructure, to achieve positive impact. While individual themes made great progress and are being taken forward through different further funding and partnering mechanism, perhaps the greatest but least tangible impacts were through our influence across the sector, the proliferation of the ideals of co-creation, disruptive solutions and the need for transformative change and our influence on policy. A leading example of this is reference to TWENTY65 in the OFWAT consultation on innovation in 2019 and the resulting innovation scheme.

Our stakeholders are moving out of traditional silos and collaborating to creatively co-produce knowledge and action. We led by example to work across disciplines and across different stages to fundamentally recognise and address the complex coupled socio-technical challenges, anticipating and delivering responsible innovation. Our impact is underpinned by our fundamental approach to innovation through the consortium Hub: to collaboratively develop, co-produce and exchange research and ideas with beneficiaries across the water sector. Our research delivered impact to a wide range of beneficiaries including water service providers, related infrastructure providers (e.g. energy), policymakers, regulators, citizens, current and future water engineers, and environmental interest groups.

Description TWENTY65 developed very closely to what was planned, delivering strongly on research and leading the sector in water innovation. TWENTY65 enjoyed unanticipated success in reaching the water sector supply chain, counting more than 50 industrial partners and with significant interest from and engagement with policymakers and regulators. A notable success was our series of annual conferences uniquely bringing together a diverse spectrum of people from across the UK water sector to meaningfully debate the long term challenges and opportunities for water. Keynote speakers at this included Angela Smith MP and co-chair of the All Party Parliamentary Water Group, Rachel Fletcher, CEO Ofwat and Philip Graham, CEO National Infrastructure Commission. Some example of feedback include: "The conference was the most interdisciplinary that I have been to in this area, and I believe genuinely advanced conversations between fields." "Good conference - liked the mix of disciplines" "Refreshing to hear the water sector talk about people as well as technology". We have firmly placed ourselves within the international water research landscape and are particularly recognised for innovation and futures thinking, true to our Grand Challenge focus on the long-term and disruptive. Our follow-on funding demonstrates this recognition. For example, we engaged closely with UKWIR on their 'Big Questions', including running prioritisation workshops to derive a co-created prioritised list of research needs that bridges water quality and health risks. Arup partnered with us to develop a 2050 vision of the water industry considering the widest range of impacts of digital disruptions. We also became a single point of contact for the UK within the international research community, with significant international participation in our conference, a growing breadth and number of collaborations, international follow-on funding, workshops and numerous visits with, to and from other countries. A notable example is the strong links built with Future Water Institute at the University of Cape Town, which provided valuable insight into coping with drought following South Africa's day zero experiences. With innovation at the forefront of Ofwat's next regulatory cycle, they cited the TWENTY65 approach and invited us to run innovation days with them, the consumer council for water, the drinking water inspectorate and the environment agency. This was a direct result of focusing our impact activities towards the policy arena, following discussion and debate making use of our steering and leadership board. This also led us into close association with DEFRA, including a six-month secondment directly feeding into their water efficiency policy making. Building on our success and visibility, we worked with industry partners, UK Water Partnership, Innovate UK, OFWAT developing a UK Water Accelerator to launch new innovations and ensure that the sector is innovation-ready. The TWENTY65 approach, including collaborative innovation had a direct influence on the creation and form of the Ofwat' £200M innovation strategy, including citations in consultations documentation and John Russel, Senior Director Strategy and Planning Ofwat stated "a Twenty65 report was a turning point in how I personally thought about innovation in the sector and was a big inspiration to developing the idea of the Ofwat innovation fund." Title High resolution water quality and flow monitoring data coupled with daily and storm samples from the Loddon catchment (Sept 2017-Sept 2018) 
Description This data set comprises of hourly water quality monitoring and flow data of a site within the River Loddon catchment, UK, from September 2017 to September 2018. Parameters measured were temperature, conductivity, pH, ammonium, turbidity, dissolved oxygen, UV-Vis spectral scan from 197-720nm. Daily samples were also taken at 9am GMT and occasional storm samples were taken hourly and then analysed in the laboratory for pH, conductivity, turbidity, total suspended solids, non-purgeable organic carbon, UV-Vis spectral scan from 200-800nm and 12 pesticide concentrations: 2-4-D, Bentazone, Carbendazim, Carbetamide, Chlorotoluron, Clopyralid, MCPA, Mecoprop, Metaldehyde, Propyzamide, Quinmerac and Metazachlor. This data was created as part of the TWENTY65 project, funded by the Engineering and Physical Sciences Research Council (Grant number: EP/N010124/1) and with some additional funding from Affinity Water and Syngenta.

Results and Impact 15th April 2016, Prof Kirill Horoshenkov - In one of the more unusual meetings run by the Institute of Acoustics , about 90 delegates gathered at the Royal Society in April 2016 to discuss the issue of acoustic research. The morning session comprised a series of invited contributions from practitioners in the research sector. After lunch, some 50 delegates participated in a workshop session. Acoustics is a ley discipline contributing to the UK's sensing research (including pipe sensing) and the future challenges to this discipline were discussed at this workshop.

Aisling and Chris talked to 35 school children age 8 - 11 about Pipebots and showed them the Pipebots animation and showed a demonstration of the prototype robot. Results and Impact The official launch of the Pipebots programme grant took place at the Royal Academy of Engineering in London on 2019. The event was very well attended with 80 participants from academia, industry, government and investors joining the Pipebots team to launch the 5-year Programme Grant. The purpose of the event was to officially launch Pipebots. The day kicked off with a poster display and demonstrations from our robotics team in Leeds and Sheffield. Prof Kirill Horoshenkov introduced the day's events and presented the Pipebots vision and showed the new Pipebots Video. Prof Rob Richardson presented the technical aspects and Prof Simon Tait presented the roadmap and impact. Participants from industry contributed to facilitated discussions on key research themes and industrial panel discussions on key challenges. The team gained a lot of valuable input from stakeholders which will help to plan and progress the next phase of the project. We used electronic badges at the event. The statistics from the event shows that there was a total of 1,420 connections at the event.

Results and Impact 2nd Sept 2016, Prof Kirill Horoshenkov - This was a visit and research seminar-style talk about the acoustic sensing research at the University of Sheffield. The purpose of this visit was to explore the possibility to collaborate in the area of remote sensing of buried pipes. The ComS2IP specialise in radiowave and inductive methods of sensing. These methods complement well the acoustic sensing technology being developed at Sheffield. The parties agreed to develop a joint EPSRC proposal to fuse these two technologies to facilitate more accurate and pervasive sensing for buried pipes.

Results and Impact TWENTY65 organised a retreat for academics (both within and beyond the current consortium), postgraduate students, researchers, and practitioners to come together and examine novel treatment concepts. The retreat participants discussed the scientific challenges around novel treatments across water and wastewater (municipal or industrial), with a focus on treatment on demand (at different scales, with variable input and output qualities). The group developed radical ideas for new research that provides disruptive change, not incremental change, by challenging the scientific limits to current treatment (including energy, chemistry). Bids for follow-on funding were developed.

Results and Impact Katherine Fish visited Tapton School as part of their Science Seminar Schedule and gave a talk regarding biofilms, ecology, water distribution systems and water quality. The seminar was designed to give the students an insight into university lectures and also the interdisciplinary nature of research, with a view to showing that taking a science subject at degree level has many options afterwards. Mr Harris reported: "It is interesting to note that last years A-Level cohort were Tapton's best ever results and placed Tapton 18th Comprehensive school nationally, top 5 outside of London and the South East with 15 Oxbridge entries. It is no coincidence that these students benefited from two years of Science Seminars. We are massively grateful for your support in this endeavour."
