Abstract

One third of the world's energy is used in industry to make products - the buildings, infrastructure, vehicles, capital equipment and household goods that sustain our lifestyles. Most of this energy is needed in the early stages of production to convert raw materials, such as iron ore or trees, into stock materials like steel plates or reels of paper and because these materials are sold cheaply, but use a lot of energy, they are already extremely energy efficient. Therefore, the key materials with which we create modern lifestyles - steel, cement, plastic, paper and aluminium in particular - are the main 'carriers' of industrial energy, and if we want to make a big reduction in industrial energy use, we need to reduce our demand for these materials. In the UK, our recent history has led to closure of much of our capacity to make these materials, and although this has led to reductions in emissions occurring on UK territory, in reality our consumption of materials has grown, and the world's use of energy and emission of greenhouse gases has risen as our needs are met through imports.

CIE-MAP therefore aims to enable delivery of significant reductions in the use of both energy and energy-intensive materials in the industries that supply the UK's physical needs. To achieve this, we need to understand the operation and performance of the whole material and energy system of UK industry; we need to understand better our patterns of consumption both in households, and in government and industry purchasing, particularly related to replacement decisions; we need to look for opportunities to innovate in products, processes and business models to use less material while serving the same need; and we need to identify the policy, business and consumer triggers that would lead to significant change while supporting UK prosperity.

The proposer team have already developed broad-ranging work aiming to address this need, in close collaboration with industry and government partners: work on energy and emissions embodied in trade at Leeds has shown how UK emissions and energy demand in industry have declined largely due to a shift of production elsewhere, while the true energy requirements of our consumption have grown; in Bath, work on embodied energy and emissions has created a widely adopted database of materials, and the Transitions and Pathways project has established a clear set of policy opportunities for low carbon technologies that we can now apply to demand reduction; work on sustainable consumption at Nottingham Trent has shown how much of our purchased material is discarded long before it is degraded, looked at how individuals define their identity through consumption, and begun to tease out possible interventions to influence these wasteful patterns of consumption; Cardiff have undertaken extensive research on public perceptions, attitudes and behaviour.

The proposal is strongly supported by four key government departments, the Committee on Climate Change, and a wide network of smaller organisations whose interests overlap with the proposed Centre, and who wish to collaborate to ensure rich engagement in policy and delivery processes. Mechanisms, including a Fellows programme for staff exchange in the UK and an International Visiting Fellows programme for global academic leaders, have been designed to ensure that the activities of the Centre are highly connected to the widest possible range of activities in the UK and internationally which share the motivation to deliver reductions in end-use energy demand in Industry.

Planned Impact

The proposal describes a set of specific outputs as part of its deliverables, but its fundamental mechanism for delivering impact is through a design based on deep engagement across all stakeholders involved in determining or benefitting from industrial energy use. The key groups of potential beneficiaries are listed here, with descriptions of how the activity of the Centre is likely to have an impact through them:

UK Industry: as well as gaining greater clarity on opportunities for energy efficiency, the major opportunity for industrial partners is to seek new business opportunities related to adding more value with less material. This area has had little academic or commercial attention to date, but research has demonstrated that opportunities for new business models, new process development, new product designs, and new management of material systems can become attractive and provide profitable commercial openings.

The UK government: The government's sequence of Climate Budgets developed with the Committee on Climate Change has as yet taken no account of opportunities associated with material production and use, so the Centre offers a new raft of policy options. This is of particular importance as recent policy has been unable to reduce industrial energy use: the most energy intensive industries should apparently make the most reductions in energy use, but precisely because they are energy intensive, they are also the most efficient, so further taxes or other charges on emissions or energy have little effect on their motivation.

The UK Academic community: CIE-MAP will be internationally leading, and is designed as a national hub, but not to be exclusive. The proposers are engaged as co-investigators in other energy related projects in the UK, and will actively seek to draw in other UK colleagues to this rich research area.

International policy: The director is a lead author of the next IPCC report, which creates a channel to connect CIE-MAP outputs to wider processes. The directors have also been engaged in broad range of international policy networks in the European Union where, as in the UK, policy-makers are short of options for reducing emissions from energy-intensive industry, and actively looking for new approaches.

Skills and training: The Centre will employ 15 PDRAs, at least 5 PhD students, engage with partners through a Fellows programme, support masters and undergraduate project students, and contribute to executive education programmes in order to share well-founded insights into the use of energy and materials in UK industry and our opportunities to change demand.

The public: The Centre's communication officer will deliver Centre insights to the wider public through the website, through material developed for schools, through annual reports and other publications and through well developed releases for the media.
 
Description The core research vision for CIE-MAP remains unchanged with our original aim to enable delivery of significant reductions in the use of both energy and energy-intensive materials in the Industries that supply the UK's physical needs. To achieve this goal, the centre recognised the need to transform thinking in both government and industry to acknowledge that polices, strategies and business approaches related to materials and products can have a significant impact on energy demand. When the centre started there were very poor links between key government departments and little recognition of this issue. This has changed considerably over the past three years, and there is clear evidence to demonstrate that CIE-MAP has played an important role in making this happen. On many occasions, CIE-MAP has acted as a bridge between DEFRA (responsible for resource efficiency) and DECC (now incorporated into BEIS).

CIE-MAP has produced sound empirical evidence that is now appearing in a range of government publications and helping to guide action in BEIS. Our evidence has featured and guided thinking in the Committee on Climate Change, BEIS, WRAP, Chief Scientist reports and modelling teams in DECC. We acknowledge that this is the start of the journey but now have the networks and influence to enable change in climate policy. Our goal is for resource consumption issues to be included in the UK Government's Carbon Plan in 2017.

The modelling capacity within the research teams has improved significantly. This has allowed CIE-MAP to produce robust empirical evidence at short notice for key government initiatives. This includes our models of UK material flows and the relationship with energy demand, more detailed assessment of the UK's consumption based emissions, the ability to forecast UK energy demand and emissions and a stronger evidence base on individual sectors including automobiles, paper and pulp, and construction.
CIE-MAP has a greater apprehension of the "big hitters" in terms of strategies to deliver reductions in industrial energy. Our research on the circular economy has provided a sound evidence base on the scope for reduction in materials consumption in individual sectors.
Exploitation Route There is still little understanding of the scale of change needed to avoid some of the most significant consequences of climate change. The IPCC clearly outlines the need for energy intensity to improve within the region of 80 to 90% by 2100 to have a reasonable probability of avoiding above two degree temperature rises. The general consensus in academic analysis is that this cannot be delivered by energy efficiency measures alone. However, this is inconsistent with thermodynamic laws, public opinion, and the lack of appetite for government intervention, while also failing to address wider economic issues such as re-bound effects. This is a considerable research challenge and requires the bringing together of key disciplines to address these fundamental questions. Some of these key questions include:
• What are the macro effects on energy demand from micro-level changes to energy efficiency?
• What new institutions and governance structures are required to deliver government wide responses to the need for energy demand reduction?
• What are the wider implications of rapid energy demand reduction to the economy, employment and investment?
• What data collection and evaluation is required to underpin policy and strategies for government, businesses and households on energy demand reduction?

Description As CIE-MAP has come to an end, the influence of the centre is set to continue far beyond its life. CIE-MAP has had a substantial and measurable impact on UK energy and resources / waste policy within the UK Government. CIE-MAP is now a well known and trusted name in BEIS, Defra, CCC and ONS and the research has continually feed into numerous policy decisions. The centre has resulted in weekly contact with these departments and agencies and has changed the policy landscape. A few direct examples of this has been given below: 1. Influenced major funding decisions related to the Industrial Strategy Challenge Fund The research of CIE-MAP demonstrated that to truly reduce energy demand in industry it was necessary to go beyond and agenda of energy efficiency and also consider the efficiency of materials and products that are produced by UK industry. We demonstrated the significant value in pursuing a resource consumption agenda in relation to energy demand, emission reduction and economic productivity. With extensive engagement with BEIS, are evidence has helped provide the justification for £62 million fund through the Industrial Strategy to support UK industry to deliver resource efficiency. 2. Changed the system of monitoring the effectiveness of policy decisions Previously, very basic measures were used to assess the UK requirements for resources and their associated environmental impacts. Modelling undertaken under CIE-MAP has delivered approaches that not only understand the total resource requirements of the UK economy but how individual sectors interact to deliver final goods and services. This analysis has now been adopted by Defra and ONS as the official approach to guide future policies on resources in the UK. We are now working with Defra and ONS to transfer our knowledge to these organisations. CIE-MAP research has ensured a change in the fundamental approaches to understand resource use for years to come. 3. Directly influenced the scope and specific policies of the Resources and Waste Strategy We engaged extensively with Defra in the production of the newly released Resources and Waste Strategy. This involved weekly phone calls and meeting to provide the underpinning evidence and CIE-MAP's influence in very clear throughout the report. This involved specific analysis of individual sectors to guiding the approaches to monitor the effectiveness of the strategy. 4. Extended the mitigation options considered in evidence to Parliament through the Committee on Climate Change The UK Government has asked the Committee on Climate Change to consider whether the UK should reduce the carbon target to net zero by 2050. The CCC approaches us to ensure that the evidence from CIE-MAP was included in the scenarios for UK industry. We directly feed our evidence into this process that will help to demonstrate the additional options available to achieved faster and further cuts to the UK GHG emissions. 5. Transformed the approach global cities to deliver climate change mitigation Approaches delivered by CIE-MAP to assess the energy demand and GHG emissions associated with consumption have now been adopted by C40, global cities network on 90 cities. Our approach is helping to inform changes in policy within these cities.

Impact The Green Construction Board is responsible for devising the UK Government strategy on developing a low material and low carbon construction sector. Description This dataset contains data, analysis and results generated in research reported in "Energy saving potential of high temperature heat pumps in the UK Food and Drink sector" in Energy Procedia and presented at the International Conference on Sustainable Energy & Resource Use in Food Chains (17-19 October 2018, Paphos, Cyprus). This includes performance data for heat pumps, parameters and calculations for selected dairy processes, energy use data for the UK Food and Drink sector and calculation steps used in the analysis. The heat pump performance data consists of the nominal Coefficient of Performance (COP) that can be achieved at specified temperature conditions by several high-temperature heat pumps (HTHPs) that are considered representative for the study. The dairy processes selected are pasteurisation of liquid milk, cheese production, yogurt production, milk drying and cleaning in place. For each process, a representative diagram is provided and temperature bounds for each sub-process are used to calculate the COP that the HTHPs would achieve. UK air temperature data is provided and binned into seven 5K bands to enable these calculations. Data on the relative energy uses within the dairy processes (from the Useable Energy Database and other referenced sources) are used with these COP results, to estimate the overall energy savings that are possible. This is repeated at a more aggregated level for the UK Food and Drink sector. The GHG and fuel cost implications of these energy savings are presented in table and graphical format.

Results and Impact Is Britain really using far less food, fuel, metals and materials now than at the turn of the century? Have we reached "peak stuff"? Certainly the UK Office of National Statistics figures for 2000-2013 seem to suggest this is the case. The problem is that these figures don't take into account the full range of materials that went into the products we import.

Results and Impact On October 27th CIEMAP took a lead role at an event bringing together industry, trade associations, academics, and policy stakeholders to feed into BEIS's industrial strategy.

This event - held at the BEIS conference centre - aimed to highlight the necessity of building the circular economy (reuse, recycle, repair, durability) into the UK's future industrial plans in order to meet COP21 greenhouse gas (GHG) emissions targets. This will be a challenging process but also offers the opportunity for the UK to become a world leader in new industrial practices.

The work will feed into the practical plans needed to enact the findings of the 2050 Industrial Roadmaps, (which were published in 2015 and gave recommendations for reducing GHG targets in the eight most energy intensive industries in the UK (iron and steel; chemicals; oil refining; food and drink; pulp and paper; cement; glass; ceramics)

The contributors

The delegates heard from Niall Mackenzie, Director of Infrastructure and Materials (BEIS) who confirmed that outcomes of the conference would be fed into a green paper for the Autumn statement (23/11/16) and a white paper for next year's budget laying out the government's industrial strategy. The group also heard the positions of BEIS and Defra on the Industrial Roadmaps and the circular economy from Charlie Lewis, Head of Industrial Decarbonisation and Energy Efficiency (BEIS), and Arjan Geveke, Assistant Director of Energy Policy (BEIS).

The CIE-MAP presentation focused on the need to build the circular economy into energy intensive industries and the opportunities it provides. CIE-MAP argues that more emphasis needs to be placed on looking across the whole supply chain to lifecycle analysis, product design, and recycling products and materials.

The big questions

The remainder of the day was spent with the different stakeholders - including Prof Geoff Hammond of the Bath CIE-MAP team - discussing the big questions facing energy intensive industries in relation to the circular economy:

1) how lifecycle thinking in energy intensive industries can be accelerated and embedded

2) how products can be designed to be more durable and recyclable

3) how management can structure businesses to realise energy and material efficiency

4) how these industries can work with government to reduce GHG emissions in an increasingly global supply chain

5) how government can help these industries move up the value chain.

The event is an example of the EUED Centres' work with government and industry colleagues to use research to help build practical solutions to major UK and global energy issues.

Results and Impact On Monday 5th November Green Alliance and CIEMAP launched a new report about what people want from a resource efficient economy. This new report shared valuable insights into the values and wishes of the public and demonstrated the potential for significant shifts in habits and practices. Significantly, the research showed that measures offering the biggest carbon savings, and over which the government has most control, are those that are most popular with the public.

The report demonstrates how government and businesses can make the most of the opportunity offered by resource efficiency and was launched as part of a presentation and panel debate held at Broadway House in Westminster.

The event was chaired by Baroness Brown of Cambridge and speakers included Libby Peake (Senior Policy Adviser on Resource Stewardship at Green Alliance), Nick Pidgeon (Director of the Understanding Risk Research Group at Cardiff University), Jim Skea (Co-Chair of IPCC Working Group III), Janet Gunter (Co-Founder of the Restart Project), and Greg Lucas (Circular and Renewable Energy leader at IKEA).

The event began with Libby Peake, the lead author of the report, introducing the research and noting that in order to make a successful transition to a low carbon, resource efficient economy, businesses and governments need to understand what people value and want from the products and services they use.

This was then followed by a lively panel discussion in which Jim Skea emphasized that the days of choosing between a range of interventions were over and that now we needed to do all of these things, and quickly.

Results and Impact UK emissions are currently expected to exceed the fourth and fifth carbon budgets, but new research shows that resource efficiency could give a major boost to government climate policy: Less in, More out: Using resource efficiency to cut carbon and benefit the economy.

The government is considering a net zero carbon emissions target for 2050. But UK carbon emissions are currently projected to exceed legally binding carbon budgets in the 2020s and 2030s.

Government climate policy has been reducing emissions from running vehicles and heating and powering buildings, but it has so far ignored the huge source of emissions from how products are made and used.

Addressing this could reduce emissions by substantially more than other climate policies: between now and 2032, resource efficiency could save more than seven times as many emissions as the smart meter rollout and nearly three times as many as the Renewable Heat Incentive. This would allow the country to meet the fourth carbon budget and reduce excess emissions in the fifth by nearly 80 per cent.

Research from the Centre for Industrial Energy, Materials and Products (CIEMAP), a collaboration of four UK universities, shows that action now to put less material into the production process and get more out of the materials used could cut UK carbon emissions by 200 MtCO2e by 2032 - equivalent to more than half of the UK's annual CO2 emissions.

The analysis shows that five industrial sectors offer significant opportunities for improving efficiency, including:

Construction: this sector is the biggest source of potential savings through measures like using lower carbon building materials and increasing reuse. Efficiency gains in this sector alone could halve excess emissions in the fourth carbon budget period.
Vehicles: Major carbon savings could come from encouraging people to keep efficient cars, especially EVs and hybrids, for a few more years; the potential lifetime of a car is 20 years but the average car in the UK is driven for just 13 years.
Food and drink: Avoidable food waste in the UK not only costs the average household £700 a year, it is also estimated to be responsible for 19 million tonnes of CO2 each year - equal to emissions from a quarter of the country's private car journeys.

At the same time, becoming more efficient would make businesses more productive and lower their costs, which will be increasingly important to UK industries competing globally post-Brexit.

Germany's Resource Efficiency Programme (ProgRess) has a target of doubling resource productivity by 2020. The report, published in partnership with Green Alliance, recommends the government follows Germany's example, setting up sector specific 'resource efficiency partnerships' to speed up the identification of opportunities and spread innovation.

Results and Impact An international group of academic, industry and NGO colleagues gathered at Nottingham Trent University on 6th December for the Product Lifetimes and the Environment (PLATE) Seminar. The group are leading the charge for reducing the waste and energy demand created by making unnecessary new products. They do this by encouraging the repairability and longevity of everything from electronics and white goods to clothes, cars and cooking equipment. The event follows on from the inaugural conference in 2015 and a future conference at Delft University is planned for 2017. With 70% of the CO2 emissions in manufacturing coming from the production process, the reduction of excessive manufacturing would make a sizeable dent in the efforts to meet greenhouse gas emissions targets.



A series of experts presented on research, policy and commercial developments in the field, broadly showing that there is a growing shift towards thinking about these issues as a means of reducing energy demand and waste without necessarily stifling commerce and innovation. For example, a greater emphasis on longer guarantees, service contracts and leasing of higher quality items could put the onus on manufacturers to address the throwaway culture and its environmental effects.

Results and Impact On 11th May 2017 Cardiff hosted a stakeholder engagement event exploring public perceptions of the circular economy that was attended by 30 high level guests, including researchers, policy makers, government officials, and heads of industry. Social scientists from Cardiff University conducted an extensive set of public workshops to learn how people respond when presented with ideas like sharing their hedge trimmer with their neighbour, buying their washing machine and clean clothes as a service, or taking their detergent bottles back for a refill. Aiming to interest businesses, policymakers and researchers working on the circular economy, the workshop was a unique opportunity to hear about the initial findings of Cardiff's research from Professor Nick Pidgeon and to shape their on-going analysis.
