Abstract
As the UK continues to make technological and social advances in an increasingly connected environment, there is a recognised need to make the UK more resilient to cyber-attacks. In recent years a number of high profile reports have highlighted the importance of the protection and promotion of the UK in the digital world. Over its five year lifetime the proposed Academic Centre of Excellence in Cyber Security Research at University of Warwick will enhance the quality and scale of cyber security research, enabling potential users of the research to identify the best cyber security research to meet their needs and help inform and develop a shared vision and aims among the UK cyber security community. The University of Warwick has a long history of undertaking research in what now falls under the umbrella of cyber security. The expertise and capability at Warwick provides critical mass, impact and research excellence which will provide insights and intelligence to inform future research priorities for cyber security. The Centre will bring together key researchers from a variety of disciplines, undertaking pure and applied research, to tackle some of the greatest challenges in cyber security.
Planned Impact
The Academic Centre of Excellence in Cyber Security at the University of Warwick will contribute to societal and economic impact, especially for organisations within the UK, although we believe that our work will help secure cyber-physical systems in other countries, thereby offering a more secure ecosystem for the UK to trade and operate within. The benefits are listed below:

We will ensure that we work closely with both industry and government, producing useful applied research and policy guidelines as well as pure research.

| Impact | Maria Exposto is an Australian who was arrested in Malaysia for drug trafficking. If found guilty her sentence would have been the death penality - given this is the only option for a sentence for this crime in this country. Maria, was in fact a victim of a romance scam and was unaware that she had drugs in her possession. Prof. Whitty's expert witness statement which drew from the teams work in DAPM convinced the judge that Maria was not guilty and he delivered the judgement of not guilty in late Decemember. The case has been reported world wide in the media. It is the first of its kind that has been taken to court and can now be used as a precendent in other international courts. |

| Description | This project explore the efficacy of DTs with AI-enabled threat analytics in providing robust security indicators for mearing and enhancing resilience in CNI underpinned by IoT/CPS operations. The short-term collaboration with our user partners users, Blueskytec, Schneider Electric, evaluates and Manchester Metropolitan University validates the technical aspects of adopting these technologies, develop a roadmap with the challenges and opportunities they introduce for the UK CNI. There are specific challenges in designing and executing technical and operational scenarios for implementing and deploying security controls in IoT-assisted CNI. Also, the process of evaluating the business impact of modelling technical controls in cyber-to-physical interactions preserves challenges concerning scalability and the ability to detect breaches. However, our partners validated that risk evaluation in these environments is static and does not account for generating a repeatable and valid description of the breach susceptibility in these environments. Therefore, a new way of moving forward is needed to capture cyber effects and system operations to understand better the impact of controls in real-time. |

| Impact | Synthetic Operational and Technical scenarios are addressed. In this part, we took the maritime industry as the use case to investigate DT implementation in cyber resilience. More specifically, the Port of Southampton has been selected to study the DT for cyber resilience. We analysed the operational scenarios and technical scenarios of the DT testbed. For the security analysis, six catalogues of security metrics were implemented in the DT modelling. Specifically, two attack scenarios of the Port CPS were presented to address the system resilience under cyber-attacks: The propagation of ransomware leading to a total shutdown of port operations and GNSS Spoofing attack leading to a collision of port operations. The results show that the DT could efficiently increase the resiliency of the CPS based on the attacks demonstrated against the resilience metrics. |

| Results and Impact | This was a working group chaired by Marietje Schaake, Member of the European Parliament, that produced a report for the EU on responsible software vulnerability disclosure. As Marietje Schaake states in the forward to the report: Thirteen EU member states are currently contemplating the creation of a national coordinated vulnerability disclosure policy (CVD). Two countries have already a CVD policy, and the remaining member states have no immediate plans in this area. Hopefully this report will contribute to the streamlining and rationalising of these existing efforts and encourage others to adopt their own CVD policy. Reaching agreement on a common, European approach is the key to avoiding a fragmented Digital Single Market and to preserving network and information security. To achieve that, it would be beneficial to agree on a single interpretation of what constitutes illegal access to a computer system and to develop a legal exception for security researchers in many areas of relevant EU law, including copyright law, e-evidence, cybercrime and the EU's export control regulation. Vulnerability disclosure is a horizontal policy issue, which deserves the attention of policy-makers dealing with a wide range of topics. The CEPS Task Force on Software Vulnerabilities Disclosure has benefitted from the knowledge of experts representing EU governments, technology companies, civil society and academia. This multi-stakeholder approach reflects a recognition of the need to bring various people together and holistically assess how intended solutions are working out in practice. Our work aims to benefit Europeans by allowing them to connect without being fearful that any vulnerabilities in their devices will be abused by either companies or the very governments representing them. |

| Results and Impact | The 5th Competitive Advantage in the Digital Economy (CADE) Forum was an exclusive three-day event, bringing together academics and practitioners to discuss the challenges of the digital economy and present the latest cutting edge research. This year saw the CADE Forum enter its fifth year, and specifically, it focused on personal data, smart service systems and digital transformation. CADE's core objective is to facilitate interdisciplinary collaborations and to continue building a platform for the development of a common language for digital economy research. The Forum has already built a reputation for creating new synergies between research groups both at Warwick and other institutions, and emphasis will continue to be placed on this as well as developing collaborative opportunities between participants at CADE. At CADE, emphasis was placed on discussion and collaboration, with plenty of time allocated to both your presentation, the subsequent discussion and additional time between parallel sessions and workshops for further in depth discussions with other participants. For the first time in 2018, the CADE Forum ran four workshops related to the personal data economy: Product Design in the Personal Data Economy; Student Experience and Teaching; Data-Driven Business Models; and Behavioural Visibility in Data (BeVID)- Experiencing New Research Methods with Reality Mining. |

For policy makes on privacy regulation. There would be a fundamental shift of the understanding of privacy from consent to data ownership/rights. If any data analysis is not value free and there would be ethical issues for algorithms. It explored cross-sector dependencies and avenues for co-ordination among stakeholders within countries as well as across borders. It also looked at how an integrated whole-of-government approach to digital transformation of the economy and society can best help address the protection of critical infrastructures and essential services against digital security risk. In particular, issues and challenges discussed included: To what extent is digital transformation changing the protection of critical information infrastructures and the management of digital security risk? How is the risk evolving along the value chain, including beyond/across sectors? Are "hybrid threats" as well as threats against confidentiality and privacy becoming increasingly challenging in relation to the protection of critical infrastructures and essential services against digital security risks? What is the role of individuals? To what extent are cross-border and cross-sector interdependencies addressed? How can stakeholders take into account globally distributed digital infrastructures (e.g. Cloud computing) as well as potential systemic risk from widespread vulnerabilities (e.g. Meltdown and Spectre)? What are good policy practices to encourage digital security risk management by all organisations, including SMEs? What is the right balance between mandatory and voluntary policy measures to protect critical infrastructures and essential services? What should be the respective roles of digital security agencies, public safety departments and sectoral regulators? Are SMEs a weak link in essential services' value chains? How can governments foster trust with and among private operators to enable information sharing on threats, vulnerabilities and incidents? How can they encourage information sharing between operators competing in the same sector? How can SMEs be included in trust frameworks? The workshop brought together experts from several policy communities focusing on digital security, energy, finance, transports, national risk management and SMEs in a collaborative discussion, cutting across silos of expertise, with a view to identifying common high-level policy messages for the OECD Going Digital project. |

The purpose of this review was to establish the current position and trends in industrial IoT (IIoT) deployment and to examine related research and developments regarding the security of the affected systems. The objectives of this workshop are to present and review the findings from this research, to discuss industry's experience of deploying IoT solutions in an operational environment, to identify areas or topics that require further investigation, and to prioritise further research regarding IIoT security. | Results and Impact | The PETRAS IoT Research Hub (http://www.petrashub.org) will organise its 3rd User Research Board Workshop to share the first results of the programme with the User Partner´s community and other invitees interested in the PETRAS hub research activity. The Streams and Projects have been progressing their work over the past year and we would like to share our deliverables and outputs. The event will also provide a privileged opportunity to contribute with feedback and recommendations that will inform the continuation and success of the PETRAS Hub. The event was attended by a mix of 15 senior academic and industry professionals who worked together to develop future models for the analysis of industry processes. Outputs were a number of ideas which will be taken to fruition in future funding applications to PETRAS for a demonstrator which will be developed in the following weeks. |

| Results and Impact | We identified the Use Case - Multi-stage cyber-attack against Southampton Port as the main area in which operational and technical scenarios will be executed as part of the DT environment. We completed the process of parametarising the DT platform and prepare the scenarios for testing. We currently extracting the results and metrics related to the resilience (those have been defined also) of the assets involved in under different attack scenarios. We are currently deploying the attacks based on the scenarios identified against the use case. |

| Results and Impact | This workshop has been organised by the Transport and Mobility stream within the PETRAS hub and is hosted by the UK's mapping agency Ordnance Survey. It will consider how to secure the connection to a moving device or system (such as a connected vehicle) in a reliable and secure way. This must, of course, be balanced against maintaining locational privacy through, for example, providing short-term linkability of locations while maintaining privacy across journeys. The workshop will present initial findings from the GEOSEC* project within PETRAS and explore use cases to understand different viewpoints on the issues from other domain perspectives. *GEOSEC is a three-year project, funded by Ordnance Survey at the University of Surrey's 5G Innovation Centre as a contribution to the PETRAS consortium. This workshop will aim to: (i) to enhance understanding of the range of different issues and challenges that face real world industry and to give attendees to the opportunity to collaborate with other genuine knowledge holders within the sector. (ii) to give attendees the opportunity to work with sector experts to dissect this information and develop solutions, or platforms from which solutions can be developed, that will benefit the sector as a whole. |

We need to be able to investigate digitally-controlled cyber-physical systems(vehicles, building management systems, city infrastructure, manufacturingplants, medical devices) where cyber effects have physical consequences. The techniques don't yet exist to do so safely, economically, comprehensively andat scale. The house is on fire but nobody is rushing to do anything about it. | Results and Impact | 5th March 2018 - Professor Carsten Maple of the University of Warwick and Alisdair Ritchie, PETRAS Impact Champion, led a workshop which was designed to prepare the way for a bid to host a future transport and mobility workshop. Discussions focused around what projects could be brought into a demonstrator, how they could be brought together and what a final demonstrator would look like. A distributed model which would examine both national level strategic issues in transport and mobility and also technical advancements in PETRAS outputs demonstrated in a live environment is now being looked at as a preferred model. |

The problems were addressed in group. The outcome was a study of techniques to address cybersecurity issues. The study group was attended by around 35 researchers in all. There were several discussions among the participants about methodologies to detect malicious network activities. |

| Results and Impact | The Digital Person symposium is an annual event organised by the HAT Community Foundation and Wolfson College Cambridge that discusses personal data from three perspectives: (1) digital personhood, law, freedom and democracy (2) value, economics and markets and (3) data analytics, data science and technology. Symposium participants are drawn from industry captains, policy makers, government representatives, combined with thought leaders from the sciences, humanities and social sciences with discussions relating to law, computer science, history, sociology, entrepreneurship, business, economics and the global society. ConTriVE P-I Irene Ng and Co-I Jon Crowcroft were co-chairs of this This unique cross-disciplinary symposium along with Professor John Naughton. Aside from creating a unique environment for a robust discussion that is relevant and important, the symposium also produced a white paper on the state of the digital person in a connected and digital society. The paper highlighted the issues, opportunities and tensions of the digital person in 2018 and summarised the challenge that can be put into the larger context of the Internet and its implications for society, technology and the economy. |
