Abstract

We will develop a data science of the natural environment, deploying modern machine learning and statistical techniques to enable better-informed decision-making as our climate changes. While an explosion in data science research has fuelled enormous advances in areas as diverse as eCommerce and marketing, smart cities, logistics and transport, health and wellbeing, these tools have yet to be fully deployed in one of the most pressing problems facing humanity, that of mitigating and adapting to climate change. This project brings together world-leading statisticians, computer scientists and environmental scientists alongside an extensive array of key public and private stakeholder organisations to effect a step change in data culture in the environmental sciences.

The project will develop a new approach to data science of the natural environment driven by three representative grand challenges of environmental science: predicting ice sheet melt, modelling and mitigating poor air quality, and managing land use for maximal societal benefit. In each motivational challenge, there is already an extensive scientific expertise, with intricate models of processes at multiple scales. However this sophisticated modelling of system components is usually let down by naive integration of these components together, and inadequate calibration to observed data. The consequence is poor predictions with a high level of uncertainty and hence poorly-informed policy making. As new forms of environmental data become available, and the pressures on our natural environment from climate change increase, this gap is becoming a pressing concern, and we bring an impressive team to bear on the problem.

A key theme of the project is integration, developing a suite of novel data science tools which work together in a modular fashion, and with existing scientifically-informed process models. By building a team that spans the inter-disciplinary divisions between data and environmental scientists we can ensure the necessary interoperability of methods that is currently lacking. Working with the full range of stakeholder environmental organisations will enable continual co-design of the programme and training of end-user scientists to ensure a reduction of the skills gap in this area. The resultant culture shift in the data literacy of the environmental sciences will enable better decision-making as climate change places ever greater strains on our society.

Planned Impact

We seek a coupling of cutting edge intellectual endeavour with a strong focus on impact. This work is supported by an impressive set of twenty-two partners that represent a who's who of the environmental community alongside key data science players:

In terms of health impacts, we also have the Asthma UK Centre for Applied Research as a partner (Aziz Sheik, Colin Simpson). Mike Berners-Lee (Small World Consulting) has a crucial role in translating science into policy. The RIDE Forum (Vicky Pope) - formerly LWEC - is on board to support outreach to the public sector. In terms of data science, we have Microsoft Research (Kenji Takeda), BT (Fraser Burton) and EDF (Hugo Winter) as partners. We also look forward to working closely with the Alan Turing and Farr Institutes, with links to both.

In approaching partners, we have observed a real hunger for more sophisticated data science methods tailored for the environment. The partners will be intrinsically folded into the research through the ongoing co-design of the project (continuing the process that started with the scoping of the motivating challenges). The key mechanism to support continual co-design is the use of an agile development methodology where we fold in the end user community as an intrinsic part of the development process, and this includes challenge and methodological workshops, supplemented by monthly show and tell sessions, where we get frequent feedback from different end user groups at key stages of the research.

The partners also support a multi-faceted impact strategy:

1. Impact on science and its organisation. We place significant emphasis on achieving a transformative impact on science by working closely with our partner organisations to achieve the necessary organisational culture shift towards one that embraces the full potential of data science and its role within a new kind of open, integrative and collaborative science. Key mechanisms: challenge themes, continuous co-design, workshops, our agile methodology and show and tell sessions.

2. Impact on training. We will address the acute skills shortages in environmental data science through the development of a new breed of researchers that understand both contemporary data science practices and the challenges of environmental science. We also place emphasis on training to amplify this impact to partner organisations and beyond. Key mechanisms: training events and online materials, summer schools.

3. Impact on policy. We also focus heavily on the role of data science to support the development of mitigation and adaptation policy, with this work being enhanced by associated research around data, trust and communication (as a planned PhD topic). We will also utilise Small World Consulting, JBA and the RIDE Forum in this translational work. Key mechanisms: policy workshops, secondments.

4. Impact on the public. We plan a number of public outreach events as part of the programme of research. Key mechanisms: Data Science Meetups, public lectures, Café Scientifique.

Organisations

 
Description Our project has provided non-academic impacts, although these were inhibited by COVID interruptions. Our impact is mainly in the training and advising of government and other bodies, and working with SME's. The first steps towards success in influencing international policy were participating as a government-nominated expert in the Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services Scoping Workshop on the Nexus Assessment on the interlinkages among biodiversity, water, food and health in the context of climate change, which produced a scoping report considered at the IPBES-8 plenary in 2021. We have also secured Innovate UK funding to work with Miralis Data, to help them expand the environmental offerings around their route-planning software.

Title Spatial sampling optimisation tool for vector surveillance 
Description Malaria and Dengue are major causes of death in low- and middle-income countries. The WHO recently highlighted that no significant progress in reducing malaria cases had been made in the last three years, due to the lack of digital tools for sampling, collection, and analysis of data. My recent work on optimisation of spatial statistical sampling designs directly addresses the WHO call to improve surveillance systems for effective intervention. This algorithm is freely available and allows to allocate sampling location depending on geographic strata. The latter are delineated by harvesting open access data (climate, environmental, entomological, epidemiological etc...).

Impact The success of my algorithm is demonstrated by its adoption in several new vector sampling campaigns by KEMRI in Kenya, PAMCA in the Democratic Republic of the Congo, and LEVP in Senegal, as well as in another five African Countries. In 2020, my algorithm was been selected by the Gates Foundation for a trial in Nigeria starting later in 2021. 
 
Title Fuzzy changepoint application to evaluate numerical model ability to capture important shifts in environmental time series 
Description This application is an implementation of a Fuzzy changepoint based approach to evaluate how well numerical models capture local scale temporal shifts in environmental time series. A changepoint in a time series represents a change in the statistical properties of the time series (either mean, variance or mean and variance in this case). These can often represent important local events of interest that numerical models should accurately capture. The application detects the locations of changepoints in two time series (typically one representing observations and one representing a model simulation) and estimates uncertainty on the changepoint locations using a bootstrap approach. The changepoint locations and associated confidence intervals are then converted to fuzzy numbers and fuzzy logic is used to evaluate how well the timing of any changepoints agree between the time series. The app returns individual similarity scores for each changepoint with higher scores representing a better performance of the numerical model at capturing local scale temporal changes seen in the observed record.

PI Contribution The IPBES Nexus Assessment is collating, synthesizing and assessing published evidence on the interlinkages among biodiversity, water, food, health and climate change. The role of the co-chair is to assume responsibility for overseeing the preparation of an assessment report, including its summary for policymakers (SPM) and ensuring that the report is completed to the highest scientific standard and addresses the key scoping questions. This includes responsibility for coordinating with the > 150 expert authors to ensure that the chapters are delivered in a timely manner. Once the assessment has been approved by the 138 IPBES government members, co-chairs engage in the outreach for the assessment deliverables.
Collaborator Contribution Over 150 expert authors nominated by IPBES member governments will contribute their time and knowledge to generating the content of the assessment report. Coordinating Lead Authors will coordinate contributions to the 7 chapters of the assessment working with Lead Authors lead author who produce designated sections or parts of chapters in line with the scoping report for the assessment, on the basis of the best scientific, technical and socioeconomic information available. Review Editors for each chapter ensure that all substantive expert and government review comments are afforded appropriate consideration.
Impact The main outcome will be the IPBES Nexus Assessment Report and its Summary for Policy-Makers due in later 2024.

Using the FABLE methodology, the team presented the types of pathways and their contents to the Welsh Gov colleagues that could be modelled, who deliberated contents of pathways with other policy departments. These were given back to the project team, who modelled the desired pathways in the FABLE Calculator (through inputting Welsh specific data and parameters). There was ongoing dialogue (emails and online meetings) discussing the results and amending the calculator until it represented Wales as precisely as possible.

Results and Impact This session at the Ecosystem Services Partnership European conference held 7-10 June 2021 discussed whether integrated ecosystem services models are appropriate for
different stakeholders and end-user needs? This session focused on improving understanding of actual applications of integrated ecosystem service models to real-world case studies, and the lessons that can be learnt from such case studies. This included co-production of models, good and bad practice examples, barriers and bridges, the importance of transparency in model assumptions and integration components, communication with stakeholders, and evidence of integrated models actually resulting in a
policy or management decision. The session will also consider the role of transdisciplinarity and model integration in such real-world applications, and key feedback from stakeholders and policy-makers. The session sparked questions and discussion around examples of what went well and what didn't, exchange of experiences and their implications for researchers interested in further developing and applying integrated ecosystem service modelling approaches.

The introduction to the workshop covered existing work on machine learning in both organisations. This was followed by a technical session that demonstrated how to get started in machine learning. For example, potential research collaborations, jointly supervised PhD projects, funding applications, etc.

Results and Impact Science is increasingly interested in understanding and managing ecosystems in all their complexity, understanding individual components and their complex interrelationships, and valuing the services that healthy ecosystems can offer to society. This panel debate focused on how we deal with this complexity and how digital technology can assist in understanding and managing ecosystems. The debate sparked lots of questions and discussion around the nature of complexity in ecosystems and how well existing approaches represent this complexity (in particular ecosystem services and natural capital research), how environmental modelling needs to adapt to better represent this complexity, and whether there are any lessons to be learned from other fields of study including social science and economics. The discussion particularly focused on the role of a more systems thinking approach to understanding and managing the natural environment, with an eye on whether digital technology has the capability to support such a systemic approach.

Results and Impact This participatory mapping workshop was organised by Defra and BEIS to inform their joint land use modelling project. It was part of a series of workshops, with the focus of this workshop on Agriculture (including arable crop and horticultural production) within the context of the larger land-use system. The aim was to capture linkages between different aspects of the agricultural land-use system, including links between agricultural management practices and other systems, e.g. soils and peat. The workshop was participatory and interactive, so sparked a lot of debate about different perspectives on key linkages within land-use systems and how they can (and can not) be represented in models.

Results and Impact Isaac Newton Institute (INI) workshop on "Integrating quantitative social, ecological and mathematical sciences into landscape decision-making" organised as part of the UKRI Landscape Decisions Programme. Presentation summarised discussion from INI Programme in 2019. Research priorities were divided into four themes: (i) transparency, reproducibility and communication in coupled models; (ii) model coupling toolbox; (iii) model coupling technicalities; and (iv) taking advantage of the benefits of model coupling. The key insights that emerged in these four themes were captured within short, medium and longer term research roadmaps.

Results and Impact Side event at the EAT Foundation online conference on sustainable land-use and food systems. The presentation on the UK landscape decision-making sparked questions and discussion on the method and the importance of assessing the contribution that sustainable land-use change can make to multiple policy targets, e.g. climate change, biodiversity, health diets.

Results and Impact I was asked to provide an overview of existing work on land-use modelling that could help answer questions related to the different demands on land for meeting multiple policy goals, such as net zero, nature recovery, etc. for the Defra Chief Scientists Office. The presentation was highly interactive and sparker many relevant questions and discussion on current land-use modelling approaches and potential gaps/needs.

Results and Impact Invited public lecture on air quality and climate change as part of the Royal Society of Chemistry's northwest region programme. The event was sold out (~50 attendees) and there was a lot of discussion and questions during and after the talk, including from audience members who expressed that their understanding had increased and views on pollution and climate change had changed. There was particular engagement with attending sixth form and year 11 students, who expressed an intensified interest in the issues discussed and environmental change in general. The slides were shared with an attending teacher from that school, who used them in their teaching.

Results and Impact participated in Scottish Seminar on Formal Modelling, Verification, and Synthesis - a SICSA-funded Workshop co-located with QEST 2019. The International Conference on Quantitative Evaluation of Systems (QEST) is the leading forum on quantitative evaluation and verification of computer systems and networks, through stochastic models and measurements. The aim of the seminar is to bringing together researchers interested in formal modelling, verification and synthesis applied to computer systems and networks, to address current challenges and relevant questions, to communicate and share their experiences on formal approaches to qualitative or quantitative evaluation of systems.

Results and Impact Centre for Excellence in Environmental Data Science seminar that looked at the important topic of model coupling as a means to address interdependencies between different aspects of the environment. The seminar built understanding around the extent to which complicated environmental questions can be better assessed by integrating models, and discussed the advantages, the challenges, as well as the limitations of joined-up modelling for complex systems.

Results and Impact Lancaster University organised a Statistics for the Natural Environment workshop sponsored by the Royal Statistical Society, in conjunction with CEEDS and the Data Science of the Natural Environment project. The event brought together speakers from across the UK to discuss the application of statistical approaches to a range of environmental data problems. The event was equally well attended by both statisticians and environmental scientists.

Results and Impact Talk on atmospheric chemistry and climate change given to Gordon's School, Wokingham, Surrey. This was as part of a series to introduce students to different careers and what they involve. The talk was followed by a reception where there was an excellent discussion with pupils, their parents/carers and teachers, particularly how the students might pursue careers in research. The school reported that the "talk .... was fantastic and exactly what we should be doing," and that it was "the best nod to academic scholarship that [we are] yet to see."

Results and Impact Human activity - the buildings and transport systems we create, the energy we generate and consume, the services we use - has an impact on global environmental systems and vice versa. But what role can digital models play in helping decision-makers to navigate these complex interrelationships and to manage the built and natural environment sustainably? And what if we link models of each of the built and natural environments?
This workshop seeks to prompt a discussion of the question: What outcomes and opportunities could seamless integration between built and natural environment modelling deliver?
After looking at it from the perspective of different stakeholders and exploring opportunities to get better insights from data and models, the desired outcomes are as follows:
• The seeds of a discussion community for identifying opportunities for model integration and interdisciplinary work.
• Contacts between people pursuing other strands of work happening in the integration of models for decision support;
• A report on insights from the workshop (end of March 2021), which will serve as a resource for future interdisciplinary research projects as well as the Information Management Framework (IMF) community of the National Digital Twin programme.
