Abstract

The global economy is undergoing a data-driven revolution. Exponential growth in the volume of personal and professional data is raising huge new opportunities and challenges for organisations and individuals. Properly processed and analysed, data can lead to radical innovations, enabling significant value creation. Worldwide revenues for big data analytics are estimated to grow from nearly $122bn in 2015 to more than $187bn in 2019, an increase of more than 50% over the period.

However, whilst the enormous potential for data innovation to increase productivity across all organisations is widely recognised, many organisations will not benefit due to an acute skills shortage. PwC's 2015 Annual CEO Survey found that 80% of UK CEOs see data analytics as a key strand of their strategy and a source of competitive advantage, 73% believe that availability of key skills is a major threat. Subsequently, various Government funded reports have supported this conclusion, recognising that the digital skills gap is approaching crisis levels and finding that 'the wider set of big data skills are not being strategically addressed. Therefore, while analysis predicts that data will benefit the UK economy by up to £241bn between 2015 and 2020, the full extent of this opportunity is currently unrealised.

The National Innovation Centre for Data (NICD) - previously referred to as the National Institute for Smart Data Innovation - will play a leading role in addressing this key problem that is holding back the UK, by creating a unique new facility which delivers data analytics skills into industry and the public sector by exploiting the knowledge and expertise currently locked within Universities. A flexible rolling programme of collaborative projects focussed on organisations' specific challenges and opportunities will transfer practical data skills into the workforce of those organisations. These projects will be supported by a range of related activities, including awareness raising events, themed business and technical seminars and technical training courses. The result of engagement with NICD will be to enable organisations to increase their productivity by optimising their existing operations, and to grow by launching new data-driven products and services. The UK economy and wider society will benefit from this increase in innovation through data.

NICD's objectives are therefore:
- To deliver insights that make UK organisations aware of the value of data to their business, and aware of the skills required to realise that value.
- To deliver data analytics skills into the workforce of UK organisations, enabling them to create value from their data.
- To connect UK organisations into networks of data skills so that they can continually learn with others how to innovate through data.

Newcastle is an ideal location for NICD. It has one of the largest and fastest growing digital clusters in the country with strong representation from multi-national companies, including SAGE (the UK's largest software company), Hewlett Packard and Accenture, as well as significant public sector IT facilities, including the HMRC Digital Delivery Centre, and major commercial data centres.

NICD's facilities will also be used to excite and educate students and schoolchildren about the opportunity for rewarding careers in the digital sector. This is another way in which it will contribute to tackling the key data skills gap.

By providing world-class facilities and services under one roof, the NICD building will act as a 'beacon' for Data Innovation. It will accelerate innovation by delivering key technical and practical data skills into organisations, enabling them to improve their competitiveness and grow their business. Its activities will deliver economic growth and enable the UK to become a global leader in innovation through data.

Planned Impact

NICD is focussed on impact. It will create a vehicle that enables a pathway to impact from leading UK research-based institutions. It will work with them and industry partners to take the outputs of foundational research, and the skills obtained through that research, and turn them into economic benefit for UK PLC. This will also increase the skills and employability of the students taking part in these collaborations, from apprentices to PhDs.

NICD will help the UK digital economy by addressing the data skills gaps and increasing innovative activity using data. This approach fits with the Government's UK Digital Strategy objective of supporting the data economy and its objectives of raising productivity and increasing economic growth and policy aims for the digital economy.

The approach is also consistent with Sir Andrew Witty's Review of Universities and Growth (Encouraging a British Invention Revolution, October 2013), which suggests that universities, where world class research is taking place, should lead collaborative efforts to develop technologies offering the UK comparative advantage in international markets. It is also consistent with 'Building our Industrial Strategy' where Government aims to invest in innovation strengths and facilitate the exchange of ideas and collaboration between universities and private and public sector organisations . NICD will be positioned to engage with SMEs, recognising, as does Witty, their lack of resources for external engagement and the need for quality support from universities. The Institution will draw on expertise from Newcastle University (ranked 1st in the UK for impact in Computing Science) whose staff are incentivised to pro-actively seek out innovative and potentially innovative SMEs and to support them with technology, expertise, talent and know-how.

NICD will therefore be a vital addition to the innovation landscape - a Centre well connected to the UK's research and innovation generators, with a clear focus on enabling the private and public sector to exploit market opportunities and thereby accelerate economic growth.

Description TThe National Innovation Centre for Data (NICD) award represents £15M capital funding from the Department for Business, Energy & Industrial Strategy (BEIS) that was managed by the EPSRC. The capital funding enabled Newcastle University to design and build The Catalyst, a ground-breaking new facility that acts as home for NICD and a 'beacon' for data related innovation in the UK. NICD is focussed on addressing the shortage of data skills in the UK by transferring practical data skills into the workforce of private and public sector organisation. NICD runs short- and long-term collaborative projects that are empowering organisations to gain insights from their data, enabling them to optimise existing operations and create efficiencies and/or launch new products and services. The NICD process of engagement and offer of services is unique for a UK University and has reduced the friction inherent in non-academic collaborations. Already engaged with over 500 organisations, NICD's activities are opening access to a vibrant data ecosystem for collaborators and partners.
Exploitation Route The findings of all NICD projects are taken forward and implemented by the collaborating organisation. Examples include inventory data aggregation leading to supply chain efficiencies and related cost savings; exploration of customer and market data to create customer retention strategies leading to increased customer revenues; predictive maintenance analysis enabling the introduction of new customer services; better understanding battery life; new predictive systems for capturing and processing customer insights; optimise EV charging infrastructure. NICD harvests knowledge from each engagement and is building a process that addresses individual business questions, upskills employees and delivers ROI to the collaborating party. This process will continue to be updated and refined.

Description Findings from NICD collaborative projects have been implemented by regional, national and international organisations. Examples include: LKQ's UK subsidiary, Euro Car Parts used data analytics to challenge longstanding assumptions for efficient company operation and reveal new opportunities. The NICD project identified "substantial" savings and sources of additional revenue across their business. The processes and efficiencies gained have been rolled out to 22 international subsidiaries. Newcastle Building Society worked with NICD to explore how customer behaviours and characteristics can impact decisions to stay with or leave a lender. NICD enabled them to develop a model and tool which is now live in the business and being used to make business decisions. AkzoNobel wanted to use data to make their paint coating products more competitive. They worked with NICD to gain insight into the factors that cause corrosion on container ships, using a range of data sets including the global positioning of more than 80,000 vessels, taken every 15 minutes for the last 11 years. The findings have enabled a predictive maintenance model and the ability to use data to make the performance of Akzo's coating products more visible to the customer. Procter & Gamble (P&G) wanted to move towards 'measured behaviour' - learning about customers' habits through direct observation, which can offer more accurate predictions on what people think about their products. P&G worked with NICD to create new predictive systems for capturing and processing customer insights, and to better understand the skills needed to develop such systems in-house. The NHS Business Authority is a Special Health Authority and arm's length body of the Department of Health and Social Care (DHSC). NHSBA worked with NICD on two business problems based on primary care prescriptions data. One project aimed to assess whether a particular policy was achieving the intended outcomes, another project built a model to report on variation in behaviour across a range of metrics. NICD taught staff a range of approaches, from collaborative coding and discussion, to challenge and demonstration. Connected Energy specialises in technology systems for grid decarbonisation through the design of energy storage systems that utilise second life EV batteries. NICD worked with Connected Energy to work out how to use data from second life EV batteries to predict their future capacities and monitor the battery systems to optimise their outputs. The project helped Connected Energy gain a clear picture of their data to understand what was missing and develop accurate predictions for planned maintenance and warranties. Engie, a leading energy and services company, focused on the production and supply of low carbon energy, services, and regeneration. NICD worked with Engie to develop a new Go Electric data model to allow the organisation to transition its company fleet to electric vehicles in the most efficient way, whilst causing minimum impact on productivity. Newcastle's West End Foodbank (WEFB), a charity which supports people in crisis who are unable to afford the food they need. NICD worked with WEFB to analyse data that has helped the charity to gain insights to understand, why people are using food banks, the impact of Covid, where the areas of greatest need are within the city and how the food bank can work more effectively with other organisations to support more people. Nebula Labs, a technology start-up that specialises in mobile app development and bespoke software. NICD worked with Nebula Labs to apply machine learning methods to develop an automated survey to be hosted on a mobile app which allows quick, accurate and cost-effective tracking of worker commuting journeys. This tool will help inform their client, the Cobalt Business Park, of the most appropriate transport decisions to make to ensure the transport network supports it's 14,000 commuters. NICD continues to refine and improve a process for engagement that is unique to UK Universities, deploying a core technical team of data scientists to explore business questions from the private and public sector that have impact on the economic and social stage. The relationships developed have already led to over £1M in industrial investment in PhD studentships and industrial placements and internships for 50students. PI Contribution The company approached the team at NICD with two goals in mind: to help it use its data to create models that could benefit customers, and learn some of the skills that would enable it do more of this work in-house. Working with Newcastle University's National Innovation Centre for Data (NICD), AkzoNobel's representatives built predictive models that would provide customers with vital business insights, as well as a quality product. What is more, they learned some of the skills that would allow them to turn more of their ideas into reality in future.
Collaborator Contribution AkzoNobel needed a collaborator that could enable it to understand and prepare the data it needed. Whilst they have data scientists in house, they realised it was a much larger project than just building predictive models, it was about bringing data from multiple places, understanding the cloud aspect of the project and scaling the computing. As AkzoNobel is a longstanding supporter of Newcastle University's EPSRC Centre for Doctoral Training in Cloud Computing for Big Data, which trains future leaders in data analytics, they knew the benefits of working with people that had a strong balance of skills.
Impact - Cleaned and analysed data from different locations, and in different formats - Developed a Minimum Viable Product that could offer real value to customers - Learned a variety of skills in predictive modelling and machine learning - Encouraged other AkzoNobel staff to consider how they could develop their own ideas By September, they had created two models: - One would enable customers to gauge the corrosion status of a hull, presented in a red, amber or green status - Another would present the level of corrosion as a percentage, which would enable customers to estimate the amount of paint that would be required in dry dock Through working with NICD, the AkzoNobel Data Insights Team now has a more rounded understanding of how to secure and share data, and make the most of these link-ups. The excitement of the NICD project has also filtered down to other AkzoNobel staff. Other departments are already considering how similar projects would enable them to deliver efficiencies and new products.

PI Contribution Gateshead Council has multiple departments dealing with arrears and debt. Departments don't always pursue debt collection in a wholly systematic way with each other. Customers can find multiple debt collection actions from different departments. Customer whole-view is often only seen when Legal team get involved at later stage. Multiple debt action can lead to further debt spiral. Identification of customers you Can't Pay or Won't Pay is hard. NICD are being asked to collaborate and to help provide the method to obtain a holistic understanding of customer debt within the authority. Data from a variety of internal systems brought together to allow categorisation (Can't Pay vs. Won't Pay) with consideration to legal requirements around data sharing. Understanding customers who are in Vulnerable or Just Coping categories. This will lead to the creation of a case study around debt management and, specifically, pulling together multiple data to give a holistic view of individual customer debt. This will be achieved by making connections to data sets (including Tax and Benefits, Housing, Financial assistance etc.) and to the design of system to help understand high risk customers In summary: The primary focus is to build data systematic connections in order to identify "can't pay" and "won't pay" customers, understand the data that is required and help us ensure that we are using that data in accordance with GDPR. This can also facilitate other innovative ideas (e.g., predictive modelling to identify those who may be beginning to slide towards the vulnerable category) in the longer term.

Description Newcastle Building Society - Mortgage Retention Project

Each of the projects will be led by Port of Tyne, with the National Innovation Centre for Data's core technical team supporting the project programme, actively advising on technical skills, relevant tools and technologies, whilst transferring the discussed and learnt knowledge to Port of Tyne. The NICD team provided insight into uptake in food bank use due to the COVID-19 pandemic and lockdown. The NICD Team helped WEFB to understand the demographics of their clients, how food bank vouchers are redeemed and the workload of the distribution centres in order to review their operations.
Collaborator Contribution The Newcastle West End Food Bank provided domain expertise and data for the NICD team to carry out this data analysis.
Impact NICD delivered a presentation to the West End Food Bank board of trustees focusing on the insight into user demographics within a city context, the drivers of foodbank usage and characteristics of high-frequency users. WEFB received insight from data analysis output and hope to carry forward this analysis through the engagement of a student from the Newcastle University Data Science MSc programme.

T?he masterclasses - which are completely free to attend - will provide you with hands-on, practical skills and knowledge around data science that you can readily take back to your own organisation and teams.
