Abstract
The UK is at the forefront of the development, adoption and export of Offshore Renewable Energy (ORE) technologies: offshore wind (OW), wave and tidal energy. To sustain this advantage, the UK must spearhead research and innovation in ORE, which will accelerate its adoption and widen the applicability of these technologies. Many organisations across the industry-academia spectrum contribute to ORE research and development (R&D) co-ordination and the ORE Supergen hub strategy will take a leadership role, integrating with these activities to guide and deliver fundamental research to advance the ORE sector.
The role of the Supergen ORE hub is to provide research leadership for the ORE community to enable transformation to future scale ORE. The hub will articulate the vision for the future scale ORE energy landscape, will identify the innovations required and the fundamental research needed to underpin the innovation. It will also generate the pathway for translation of research and innovation into industry practice, for policy adaptation and public awareness in order to support the increased deployment of ORE technologies, reducing energy costs while increasing energy security, reducing CO2 emissions and supporting UK jobs. The hub will work closely with the ORE Catapult (ORECAT) and become well-connected with industry, government, the wider research community in the UK and internationally. It will bring together these groups to assemble the expertise and experience to define and target the innovations, research and actions to achieve the ambitious energy transformation envisioned for the UK.
The new Supergen ORE hub will continue to support and build on the existing internationally leading academic capacity within these three research areas (OW, wave and tidal technology), whilst also enabling shared learning on common research challenges. The ORE hub will build a multi-disciplinary, collaborative approach, which will bring benefits through the sharing of best practice and exploitation of synergy, support equality and diversity and the development of the next generation of research leaders.
The hub strategy provides an overview of research and innovation priorities, which will be addressed through multiple routes but linked through the hub, with activities designed to stimulate alignment across the research community and industry sectors to maximise engagement with prioritised research challenges through and beyond the hub time-scale. These include:
1. Networking and engagement activities to bring the research community together with industry and other stakeholders to ensure research efforts within the community are aligned, complementary and remain inspired by or relevant to industry challenges. This will include support and development of the ECR community to ensure sustainability and promote EDI within the sector as a whole. Planned Impact
The UK is a global leader in ORE research and deployment and the rapid global growth of the sector provides substantial opportunities to expand the UK benefit. The research programme of the Supergen ORE hub, its management structure and the pathways to impact will help maximise these potential benefits.
Industry and Investors
The structure of the ORE industry base reflects the differing stages of development in OW, wave and tidal energy with wave and tidal being dominated by UK SMEs while the OW industry is dominated by large OEMs and developers, most of which are based outside of the UK. OW, wave and tidal will benefit directly from the Supergen hub research and indirectly from the conduit the hub will provide to the wider ORE research network. Wave and tidal companies will benefit from the Supergen hub research through improved understanding of the operating environment, better modelling and design methods, innovative solutions and a clearer picture of the potential benefits of the technology, thus reducing risk. In the case of OW, in addition to the benefits above, there is an opportunity to increase the UK content (both CAPEX and OPEX) of deployments in our coastal waters and also to prove and establish technologies and services that can form the basis for global export businesses in a sector which is expected to see exponential growth for several decades to come. The focus of the hub research on large scale and floating structures will underpin industry opportunities for both UK and international deployments.
The industry will benefit through direct involvement in research projects but also through access to models, data and standards developed and disseminated through the hub and the wider ORE network for which the hub will act as a focal point. It will also benefit from the development of a pool of talent with the knowledge, experience and academic/industry networks able to support this rapidly growing sector. Through implementation of the ECR, EDI and communications plans we will seek to ensure that a pipeline of talent is available to the industry which is better skills trained and has greater diversity than is currently available.
Government and policy makers
The research programme will provide improved understanding of the potential contribution of ORE technologies to the energy mix and of the environmental and GVA impacts resulting. This will enable policy makers to have increased confidence in planning and decision making, ensure suitable regulatory frameworks are in place and identify priorities for support.
The communications plan will help increase the level of understanding of ORE among the general public, helping ensure greater support for governmental policies.
Public
Increased deployment of appropriate ORE technologies will help to deliver on national and international energy and climate change objectives, and ensure security of energy supply at an acceptable cost with known and managed environmental impacts. The increase in high value employment opportunities will positively impact on the UK in general and particularly in coastal communities.
The ORE hub management structure has strong involvement of end users and other stakeholders to create the necessary two-way lines of communication and influence and to ensure that the research remains relevant and has a clear pathway to implementation in practice. The Supergen ORE hub will work closely with the ORE Catapult (ORECAT) and Carbon Trust, and will collaborate on joint research programmes and workshops and in support of the Offshore Wind Innovation Hub (OWIH).
The hub will extend its influence through its international strategy, building strategic partnerships and opportunities with global reach, and Cross Hub Activities, identifying opportunities to support research at the interfaces between the remits of individual hubs and to convene joint research and engagement.

| Description | Research challenges and themes collated in response to consultation with academic and industry community in ORE. Official launch of Research Landscape in Nov 2019, identifying and highlighting cross ORE sector research challenges and themes. Landscape has been used in multiple industry/academic conferences including FOWT conference (Marseille) - Sept 2020 highlighting best practice methods to communicate research synergies and opportunities for transfer of research between sectors. The research landscape is used to promote and raise awareness of ORE research and also to frame and prioritise the Flexible funding and ECR research funding calls. 3 Flexible Funding calls released, with total of 284 applications. 30 awarded at c£3m, bringing together Cross-ORE research, in fields as diverse as: "Novel Approaches for Physical Model Testing of Floating Wind Turbine Platforms", "Autonomous Biomimetic Robot-fish for Offshore Wind Farm Inspection" and "Smart piezoelectric metamaterials for partial discharge monitoring" All projects required to share research findings and opportunities wider ORE Community. The Supergen ORE Hub has responded to Gov't 'Contracts for Difference' and Marine Energy Evidence calls (2020), aligning with industry and academic responses on policy relating to financial & technical mechanisms to support the ORE sector, in consultation with OREC, MEW, MEC and others. These evidence calls have contributed to the UK Government Energy White Paper, 2020. Supergen ORE Hub contributed to UK Government's updated Climate Change Risk Assessment (CCRA), linked to the sites and conditions in UK waters. The CCRA provides the evidence base to inform Government-led national adaptation programmes in England, Scotland, Wales and Northern Ireland, and is updated every five years, with 3rd CCRA due for release in 2022. |

| Description | Research themes and research challenge priorities have been collated through the Supergen Leaders Engagement and consultation project and through ongoing consultation with academic and industry partners. These research challenges and themes are being displayed through a new Research Landscape web tool designed for dissemination and promotion of ORE research. Successfully unifying the ORE community around common research themes. Acting as a trusted communications platform for ORE. BEIS has found the Research Landscape Tool particularly useful in showcasing and explaining research in this area. Becoming a trusted conduit between the research community, industry and policy makers and a source of quality ORE research. Building a strong Industrial Advisory Board (IAB) with 30 members and Research Alignment Group to reflect against and to keep up with changing ORE community needs. Influencing Policy in Offshore Renewable Energy. For example, with the creation of a Wave Energy Roadmap and through providing responses to BEIS consultations on Contracts for Difference in the ORE Sector. Developing Early Career Researchers through the ORE Hub's Early Career Research Network, with dedicated events and training, dedicated research fund and mentoring scheme. Representing the UK on behalf of BEIS on the International Energy Agency Technology collaboration programme for Ocean Energy Chairing the European Energy Research Alliance (EERA) joint programme for ocean energy. Promoting Equality Diversity and Inclusion in the Sector through outreach work, such as the 2019 Green Man Festival Einstein's Field Supergen ORE stand engaging with over 1000 members of the public over 4 days of hands-on activities and information for all age groups, EDI Scoping Report in collaboration with Aura and the Offshore Wind Industry Council (OWIC), EDI Covid impact survey in collaboration with other Supergen Hubs, the use of a double-blind reviewing process for the flexi fund, a computer game app competition and the commission of a children's book aimed at early readers (age 4-6) and their carers to introduce offshore renewable energy. Launch of both the winning app and book are scheduled for Cop26. Collaborating with other Hubs on overarching topics such as energy integration, preparation for COP26 and EDI as well as running cross-hub workshops and funding. For example, Supergen ORE Hub initiated two joint hub workshops with Energy Networks and Energy Storage Network+ in ORE integration and storage in October and November 2020, and in ORE Robotics with the ORCA Hub in January 2021 to scope proposals for further development. Seedcorn funding contributed from each hub was awarded to joint hub proposals to develop cross sectoral research. Working closely with the industry advisory board, the Carbon Trust and the ORE Catapult, finding opportunities to link industry partners with academic projects and signposting expertise to IAB members across the academic community in ORE has led to further collaboration and to industry investment in ORE research. For example, Supergen ORE Hub initiated a workshop with the Carbon Trust industry partners in April 2021 focused on sharing information on research and innovation priorities and identifying collaboration and alignment opportunities; The ORE Catapult contributed resource to the Flexible Fund Round 2 and the ORE Catapult Centre of Excellence for Floating Offshore Wind contributed to the third round of ORE Flexible Funding; Ørsted are planning to invest in strategic environmental research with state-of-the-art design of multi-trophic monitoring campaigns - yet to be announced; EDF recently connected with flex fund projects; BP joined the IAB recently and are working closely with the ORE Hub to scope their research strategy. ORE Hub co-organised the Ireland-UK-Floating-Wind workshop in March 2021 to promote collaboration and environmental, economic and social contexts for floating platforms installed in Irish/UK waters. ORE Hub co-organised a workshop with the Health and Safety Executive (HSE) in May 2021, to bring together stakeholders from across academia, industry, government, and regulators and to develop a roadmap for research challenges in ORE Health and Safety. Industry investment in flexible fund projects is £2,324,530.00 matching EPSRC commitment of £2,961,305.06. Collaborating internationally with key centres and research activities; for example, with support from the Foreign and Commonwealth Office (FCO) and UK Science and Innovation Network (SIN), Supergen ORE joined a UK delegation to the Business Network for Offshore Wind International Partnering Forum (IPF) 2019 in New York City. This led to a UK-US Workshop held in the University of Massachusetts, Amherst, USA in October 2019 that established research collaborations based on ongoing US and UK research, and new research collaborations funded through the NYSERDA and IUK. UK-China collaborations have built further on the ORE UK-China joint funded projects, for example, in a recent Centre to Centre bid; dual PhD collaboration between Ocean University China and the University of Plymouth; new collaboration ongoing between University of Aberdeen and UMass Amherst, UMass Dartmouth and Stanford Natural Capital Project team to work on the impacts of renewable developments on fisheries industry. |

| Results and Impact | Over 210 delegates attended the 7th PRIMaRE Conference, which was hosted by University of Plymouth and Plymouth Marine Laboratory on the 7th and 8th July 2020 but held online due to the COVID-19 pandemic. Based on peer-reviewed abstracts, 31 presentations and 25 posters were presented over 6 plenary sessions by participants from 28 institutions ranging geographically from Australia to USA. Furthermore, there were six presentations from invited speakers (listed below) and a panel debate featuring a range of leading figures from the marine renewables sector. The event provided an excellent forum to foster collaboration between industry and academia, which is essential to ensure that the marine energy sector can achieve its full commercial potential, maximising job creation and export opportunities, whilst allowing the UK to remain a global leader in the associated engineering and policy expertise. |

| Results and Impact | Context Robotics and Autonomous Systems (RAS) are one of the fastest engineering developments, driven by increased capabilities in machine learning, artificial intelligence, sensing and remote operating capabilities. There is great potential for the Offshore Renewable Energy sector to reduce both human exposure risk and cost if technologies are suitably tailored and integrated into current and future practices. There are isolated examples (e.g. use of drones for blade inspection; autonomous seabed surveys), but there is large potential for future applications. Current and future research challenges for RAS in the sector span a range of disciplines. The Supergen Offshore Renewable Energy (ORE) Hub and the ORCA Hub have come together to hold a virtual cross-discipline workshop, bringing together Academics, Researchers, Practitioners and companies to explore the common challenges, synergies and opportunities with a goal to achieving step changes towards fully automated offshore renewable energy field; operated, inspected and maintained from the safety of onshore. | Results and Impact | This event is the closing workshop of the 'From the Wind to the Tide' project, being held between 15.00 and 16.30 GMT on Thursday 3 February via online format. The project investigated the use of Vortex Generators as a flow control device on tidal turbine blades, inspired by their application on Offshore Wind Turbines. State-of-the-art wind tunnel tests and high-fidelity numerical simulations were the tools used in the successful completion of the investigation. A spin-out project, dealing with the effect of biofouling on tidal turbine blades will also be presented. The main project was funded by the EPSRC Impact Acceleration Account and the research consortium consisted of Swansea University, Cardiff University, Sustainable Marine, and the Offshore Renewable Energy Catapult with the Supergen ORE Hub providing communication support. Computational resources were provided by Supercomputing Wales. The spin-out project was funded by the Higher Education Funding Council for Wales and the partners were Swansea university, Sustainable Marine and PML Applications. |

The Supergen ORE Hub stall welcomed almost 1,600 festival-goers to create their own waves in mini-wave tanks, get hands-on with devices used in research experiments, take part in competitions, join a storytime with a reading from our children's book to hear about the adventure Gaia has when her polar bear teddy comes to life, and learn more about the research and developments in offshore wind, wave and tidal energy. |

There is therefore a need to bring together stakeholders from across academia, industry, government, and regulators in order to identify and discuss Health and Safety research priorities. This workshop aims to be the basis of developing a roadmap for research challenges in ORE Health and Safety and to initiate new research by bringing key stakeholders together to discuss and endorse key research priorities and acting as a catalyst for further investment needs via discussion with UK Government and Funders. |

| Results and Impact | Over 80 delegates attended the 6th PRIMaRE Conference held at Cardiff University, Cardiff on the 3rd and 4th July 2019. Based on peer-reviewed abstracts, 25 presentations and 20 posters were presented by participants from 13 institutions over 5 plenary sessions. Furthermore, there were seven presentations from invited speakers (listed below) and a panel debate featuring a range of leading figures from the marine renewables sector. The conference also attracted international participation from the University of Western Australia, and Uppsala University (Sweden). The event provided an excellent forum to foster collaboration between industry and academia, which is essential to ensure that the marine energy sector can achieve its full commercial potential, maximising job creation and export opportunities, whilst allowing the UK to remain a global leader in the associated engineering and policy expertise. |

| Results and Impact | 2nd PRIMaRE Summer School 2nd PRIMaRE Summer School The 2nd PRIMaRE Summer School, entitled "Designing Marine Renewable Energy Devices" took place at the University of Bristol and the University of Bath from the 9th-13th September 2019. The event provided a unique opportunity for around 40 participants, including PhD students, early career researchers and industrialists to learn from experts in the sector on designing marine renewable energy devices. A range of group activities were also organised to encourage participants to share their research interests and identify potential partnerships. These included a Funding Pitch Competition, judged by Simon Cheeseman, who manages the Offshore Renewable Energy Catapult's marine renewables strategy. It is hoped that participants will now use PRIMaRE's range of funding schemes to build on the contacts made at the summer school and develop future research collaborations. |

The Supergen Hubs were joined by the UK Department for Transport who outlined the critical role that the decarbonisation of shipping has to play in the UK's ability to meet net zero targets, and highlighted details of the upcoming Clean Maritime Demonstration Competition (CMDC), which aims to promote the deployment of clean maritime technologies and zero emission vessels. Deborah Greaves (Director, Supergen Offshore Renewable Energy Hub), Patricia Thornley (Director, Supergen Bioenergy Hub), Yulong Ding (Director, Supergen Energy Storage Network+) and Antzela Fivga (Project Manager, Supergen Energy Storage Network+) then presented on behalf of their respective Hubs, outlining how their objectives align with the opportunities they see to decarbonise the maritime sector. Following the Hub presentations, Ben Murray, Director of Maritime UK, provided a crucial overview of the sector and the opportunities for collaboration as the CMDC progresses. |

With key speakers from the Marine Energy Council, Natural Resources Wales, ORJIP Ocean Energy, the Welsh Consenting Strategic Advisory Group, OES Environmental and key tidal energy developers in Wales, this workshop will focus on the key environmental consenting risks that remain within the tidal energy industry and how we can work together to address these risks and streamline the consenting process in Wales. The tidal energy industry is at a highly significant moment in its development after more than 15 years of research and innovation funded by the UK government and industry, with direct involvement of regulators and their advisors, to facilitate device development and testing as well as evidence and tools to facilitate consenting. Nevertheless, the barriers in the UK to moving forward from single devices to viable commercial arrays are forcing industry to seek development sites overseas elsewhere in Europe, Canada and South East Asia and so there is significant pressure to collaborate over resolving the remaining issues to progressing projects in the UK. |

| Results and Impact | A 2 day workshop was run by the Supergen ORE Hub to consult stakeholders in the wave energy sector on developing a roadmap document for the future development of the wave energy sector in the UK. The workshop saw delegates discussing the current status of the wave energy sector, including the routes that have led to where it currently stands, and subsequently identifying any learning that can be drawn from other offshore renewable energy sectors that can be applied to further the development of the wave energy sector. Current technology and financial pathways within the sector and barriers to their development were also discussed. Feedback and outputs from the workshop will be synthesised by the Supergen ORE Hub into a sector roadmap for wave energy, which will be made available to industry, academic and policy stakeholders through the Supergen ORE Hub and EPSRC. The purpose of the roadmap will be to bring the wave energy sector to the attention of policymakers and set out suggested routes for its development in light of the UK's net-zero carbon targets. |
