DecarboN8 - An integrated network to decarbonise transport

Abstract

The latest report from the Intergovernmental Panel on Climate Change in 2018 highlighted the need for urgent, transformative change, on an unprecedented scale, if global warming is to be restricted to 1.5C. The challenge of reaching an 80% reduction in emissions by 2050 represents a huge technological, engineering, policy and societal challenge for the next 30 years. This is a huge challenge for the transport sector, which accounts for over a quarter of UK domestic greenhouse gas emissions and has a flat emissions profile over recent years.

The DecarboN8 project will develop a new network of researchers, working closely with industry and government, capable of designing solutions which can be deployed rapidly and at scale. It will develop answers to questions such as:
1) How can different places be rapidly switched to electromobility for personal travel? How do decisions on the private fleet interact with the quite different decarbonisation strategies for heavy vehicles? This requires integrating understanding of the changing carbon impacts of these options with knowledge on how energy systems work and are regulated with the operational realities of transport systems and their regulatory environment; and
2) What is the right balance between infrastructure expansion, intelligent system management and demand management? Will the embodied carbon emissions of major new infrastructure offset gains from improved flows and could these be delivered in other ways through technology? If so, how quickly could this happen, what are the societal implications and how will this impact on the resilience of our systems?

The answer to these questions is unlikely to the same everywhere in the UK but little attention is paid to where the answers might be different and why. Coupled with boundaries between local government areas, transport network providers (road and rail in particular) and service operators there is potential for a lack of joined up approaches and stranded investments in ineffective technologies. The DecarboN8 network is led by the eight most research intensive Universities across the North of England (Durham, Lancaster, Leeds, Liverpool, Manchester, Newcastle, Sheffield and York) who will work with local, regional and national stakeholders to create an integrated test and research environment across the North in which national and international researchers can study the decarbonisation challenge at these different scales.

The DecarboN8 network is organised across four integrated research themes (carbon pathways, social acceptance and societal readiness, future transport fuels and fuelling, digitisation, demand and infrastructure). These themes form the structure for a series of twelve research workshops which will bring new research interests together to better understand the specific challenges of the transport sector and then to work together on integrating solutions. The approach will incorporate throughout an emphasis on working with real world problems in 'places' to develop knowledge which is situated in a range of contexts. £400k of research funding will be available for the development of new collaborations, particularly for early career researchers. We will distribute this in a fair, open and transparent manner to promote excellent research.

The network will help develop a more integrated environment for the development, testing and rapid deployment of solutions through activities including identifying and classifying data sources, holding innovation translation events, policy discussion forums and major events to highlight the opportunities and innovations. The research will involve industry and government stakeholders and citizens throughout to ensure the research outcomes meet the ambitions of the network of accelerating the rapid decarbonisation of transport.

Planned Impact

Our ambition for the DecarboN8 network goes well beyond opening up new scientific boundaries. The network has been designed with stakeholders to support a pan-northern collaboration of governmental stakeholders tasked with implementation. By promoting collaboration we aim to support an ecosystem where data is better integrated and more easily shared and where experimentation is embraced and, as a result, adoption accelerated. Through this we aim to make the North a place where industries and academics come to undertake decarbonisation research, development and deployment in dialogue with civil society and publics around social requirements, social innovation and wider societal concerns.

DecarboN8 has already begun the process of collaborative development of the network programme through three stakeholder workshops (Leeds, Manchester and Newcastle). These have shaped the research needs which the network should address but also how the network will operate. In particular, we have established:
- A stakeholder reference group which will meet seven times over the course of the network. This will ensure innovations are understood and critically reviewed from the perspective of citizens, decision-makers and businesses from the outset and this is used to impact design of options.
- A data mapping and support role for the network which will create a structured data set mapping with stakeholders so that it is clear what data is available to share and where it is held. This will also help with identification of data gaps and needs. Two hackathons are also planned to help with the task of integrating data sets across boundaries.
- The Transport Systems Catapult. will lead three innovation translation events to bring together industrial stakeholders, local and national government partners engaged in decarbonisation in the North of England. The idea of these events is to stimulate new collaborations which lead to proposals to grow innovation funding in the region and deliver recognisable change at higher TRL and SRL levels. This is an important part of creating an ecosystem of fundamental research development through to deployment. Experimentation will create further opportunities for academic learning alongside innovation deployment lessons.

A searchable database of experts will be joined together by the DecarboN8 network coordinator which will allow sharing of experiences and more rapid learning across sites. As indicated above, data in the region will also be mapped and tagged with meta data to enable greater data sharing and use in collaborative projects. Two hackathons to join up data sets will be run.

We will deliver policy impact by making sure our research is grounded in places and therefore addresses the issues of deploying innovations. Six 'Policy Cafés' will be run, each twice across the region. In the first six months, two policy briefings will be produced, one on "Carbon targets for transport in the North" and the second on "Decarbonising Transport: Quick Wins" which will incorporate the initial workshop outcomes and network member knowledge. In Year 2 the policy briefings will be about working across boundaries to promote greater understanding between transport and energy policy makers and practitioners (in time to influence the Ofgem RIIO Framework) and across stakeholders evaluating decisions across modes, technologies and scales in conjunction with Transport for the North. In Year 3 there is flexibility to adapt but we anticipate briefings on critical actions to promote societal readiness and on policy options - both must do and must stop doing.

A quarterly newsletter will be produced for the network to update members on upcoming calls, events, and outputs. In addition, regular website and social media updates will be released to disseminate call, events and outputs to a wider audience.

Description The scale and pace of the decarbonisation challenge for transport is now so great that it requires action to accelerate the uptake of electric vehicles, shift away from driving to public transport AND reduce the amount we travel by car by 20% or more. This will look different in different parts of the country and DecarboN8 has been developing tools to enable local authorities, consultants, civic groups and technology providers to understand what 'place-based' decarbonisation looks like.

The work starts by asking what does society need to achieve and then looks at the extent to which different solutions might meet those societal needs. We call this an assessment of Societal Readiness, rather than what currently happens which is an assessment of Technology Readiness. It is an important difference as the latter is really focussed on whether something can be implemented in practice - not whether it fulfills our goals. Our work is testing out different aspects of this approach on communities in rural Cumbria, multi-cultural Bradford as well as our major cities. We have also funded projects assessing how suitable different technologies are - such as electrification or freight consolidation to different parts of the region, given their diverse geography.

Finally, we are developing new science around the assessment of the carbon involved in infrastructure, both in the new build but also the maintenance of the existing assets. This enables a more joined up set of decisions about the whole life carbon of road widening or rail improvement schemes. This has already had a direct impact on the strategic priorities for the Welsh Roads Programme.
Exploitation Route We are regularly engaging with local authorities and local community organisations to inform the development of ambitious but realistic and grounded decarbonisation strategies. Our work also informs national and regional guidance on the development of strategy and funding.

We have just completed one secondment to the team from the Department for Transport which has been influential in connecting city and regional decision-making to the decarbonisation agenda more strongly. A second secondment is now underway with Stantec UK consultants to turn our insights into a set of guidance for how to use planning to develop and redevelop cities in ways which support decarbonisation.

Description The DecarboN8 network supported the development of a series of seven Local Government Association briefings on decarbonising transport which have been downloaded over 1000 times and ran seven webinars which more than 800 LGA members registered to attend. The briefings set out how to approach setting a carbon target once a climate emergency has been declared and then what can be done with the powers and resources available today to accelerate the challenge. This is a major advance in the capacity of officers and politicians in a range of local authorities who do not have the capacities of the big cities. DecarboN8 and Transport for the North have built a close working relationship. This has led to DecarboN8 helping to shape some of the thinking included in the TfN Decarbonisation Strategy which was consulted on in Spring 2021 and launched in Autumn 2021. DecarboN8 work has been referenced throughout the report. This will shape the future investment programme prioritisation for infrastructure across the North and covers an area responsible for 23% of England's transport emissions As well as working at a pan-regional level DecarboN8 has provided support in facilitating workshops and recording briefing notes and on-line consultations for both the development of the Department for Transport Decarbonisation Plan and the Leeds City Council Transport Strategy. Workshops have subsequently been run for the DfT policy and decarbonisation teams on how to establish the guidance for local transport plans (which will govern the spending of all UK local transport bodies) and Leeds City Council as they face the challenge of implementing their plan. Since the grant began, the mobility restrictions resulting from the public health response to Covid-19 has led to a UKRI emergency grant and attracted over £130k of other research funds to understand the impacts of the restrictions on mobility patterns. This work is on-going but we run a monthly behavioural insights expert group for Department for Transport, Transport Scotland, Transport for the North, Transport for London, Transport for Greater Manchester, Strathclyde and Liverpool City Region as well as several other cities and transport providers. Our survey findings and data are shared with the group to influence forward planning decisions about how to adapt. A presentation on our year two report was delivered to the Department for Transport's Think People programme in March 2022. Our work continues to inform practitioners and is extended now to a fifth wave in 2023 (funded through the UKRI funded CREDS Centre). We are also proud of the way in which we have embedded organisations into our second round of pump priming research proposals through our Societal readiness research strand. We gave all of the proposals providing summaries to the Yorkshire Youth Parliament and participating in a Dragon's Den style workshop to improve the bids as well as providing bespoke support with the Connected Places Catapult to consider how to upscale and deploy promising innovative processes or tools. In 2022, we published a report on the whole life carbon implications of new road and rail infrastructure. This report and the policy implications were discussed with the Welsh Roads Review Panel who were tasked with reviewing the strategic approach to the Welsh Roads Programme and the 58 proposals in the pipeline. The work we completed informed their review and is directly quoted. The review has changed practice, with only 17 of the 51 schemes being consistent with the new principles. Our network has grown to over 1300 stakeholders and we provide a voice to share innovations in carbon reduction across the North. We had an extensive engagement platform at COP26 across the People's Summit and the Green Zone. We regularly input to local discussions about decarbonisation strategy.

It will also showcase innovations and opportunities in East Europe.

This is part of a series of events, the aim of which is to develop a network of experts in the Eastern Balkans region to work with UK partners in jointly identifying and implementing the most efficient solutions to climate change adaptation and mitigation. One outcome is to identify the best case-studies from Romania and Bulgaria which may turn into a joint side event at COP26 in Glasgow, including partners from the UK.

Results and Impact We held a five day online conference on place-based decarbonisation for transport. Around 80 speakers from all over the world delivered 37 sessions (including talks, panels and workshops). More than 500 people registered. The participants and presenters came from a a wide range of backgrounds--government, business and industry and third sector as well as academia. The conference sessions sparked many interesting conversations and connected individuals with similar goals. Recordings of all of the presentations have been posted on YouTube to further extend the reach of this event.

Results and Impact 30 Early Career Researchers (mostly PhD students) took part in a two day summer school organised by DecarboN8. This was an in person event held at Newcastle University and Durham University. The majority of attendees fedback that the summer school had expanded their knowledge on the topics covered as well as motivating them to widen their circle to included researchers in other areas of transport or energy research. It also helped them expand their networks.

This group has had a significant impact on the development of our funding process and has forged a valuable partnership with the Regional Youth Climate Assembly which will be involved in several aspects of our work over the next 6-9 months.
