Abstract

Modern slavery and human trafficking is estimated to affect more than 40 million people worldwide, yet despite widespread adoption of anti-trafficking legislation, sub-national policy responses are frequently fragmented and poorly implemented. 'Place-based' approaches to coordinating anti-slavery action, which focus on distinct geographical communities, towns and cities, offer the possibility of connecting law enforcement, governance, voluntary and faith responses to modern slavery in a more effective and coherent way. Although examples of this type of initiative have started to emerge, models of place-based anti-slavery action have generally been developing organically and in isolation without the benefit of wider knowledge-exchange.

This proposal addresses this challenge by establishing the first global 'slavery-free cities' network. Starting with a core group of four cities spanning four different continents, we aim to establish network infrastructure by building collaboration agreements and knowledge sharing platforms, designing tools and indices for comparison, and collating thematic reports on core aspects of the local anti-slavery response, including prevention, discovery, recovery and the maintenance of sustainable freedom. The academics we are working with in Brazil, Nottingham, Bangkok and Maputo have expertise in labour exploitation and supply chains, child labour and forced marriage and sexual exploitation, amongst other topics, and this project will enable us to examine the value of a place-based approach to addressing these diverse and challenging manifestations of exploitation. This will also be the first attempt to explore in a systemic way how the concept of a slavery-free community could be developed and implemented across diverse social and economic contexts.

The network will be open to further self-funding members, and outputs and virtual participation will be made widely available, through the internet without charge. We will use powerful connections with UNU-CPR and Delta 8.7 to connect our core network to anti-slavery practitioners and virtual communities worldwide. We anticipate that the network will benefit policy and practice in participating cities and states through strengthening in-country inter-agency work to address slavery. We also see huge potential for stimulating learning across different international contexts, whilst also developing knowledge and networks to inspire future research and collaboration opportunities.

Planned Impact

The slavery free cities global engagement network will pilot an approach to building the first global slavery-free cities network. This network connects specific and tangible local anti-slavery responses to local and global fora for review, discussion, evaluation and dissemination.

This first phase of the network will build foundational infrastructure and resources, including the collaboration agreement and online knowledge exchange platform, which will be accessed by local, national and international academics, policymakers and practitioners interested in improving anti-slavery policy and implementation. This infrastructure will be designed to enable scaling and sustainability of the network beyond the initial two-year period.

The network will also develop and refine new evaluative tools for policymakers, service providers, NGOs, businesses and faith groups working at the local level to combat human trafficking and modern slavery, including a slavery free communities audit and index. It will benefit communities (particularly those considered to be at risk of trafficking and modern slavery) in participating cities, by encouraging a renewed focus on existing policy and practice, and introducing ideas for development and improvement from a wide range of different international contexts. Our work will also include a preventative focus, encouraging initiatives that protect against slavery and trafficking as well as respond to it.

We will furthermore work with our partners UNU-CPR and Freedom United to connect the work of the Global Engagement Network with virtual communities interested in improving anti-slavery policy and advocacy, from local communities in our founding cities, to policymakers working at national and global level seeking to build improved strategies for anti-slavery activity. In this way, we anticipate that our ongoing learning, on our journey to developing slavery-free communities, will increase the knowledge and evidence base available to the global anti-trafficking and modern slavery movement, and prompt further strategies for local anti-slavery action.

Description Three Cities-Fighting Slavery is a 55-minute documentary which looks at modern slavery and labour exploitation in cities on three continents: Nottingham in the UK, Maputo in Mozambique, and Rio de Janeiro in Brazil. Description The award is resposible to find social determinants that are similar to 4 different global cities (Rio de Janeiro, Nottingham, Maputo and Bangkok) in reference to the existence of modern slavery. For that, each city had developed a local diagnosis to find those social determinant that became a key finding relevant to (re)think anti-slavery public policies.
Exploitation Route The netwrok showed the importance to create plural and democratic spaces with multi-stakeholders to discuss how can a global problem happen in similar forms in cities that are very different. An international exchange of experience seems to be an interesting answer to the problems, because we saw that, often, cities share similar problems, challenges and solutions. Apart from that, all findings are being used by academia, civil society and public practitioners.

Description PUC-Rio is drawing a partnership with the National Slave Labor Inspection Department to produce some qualitative analysis driven by the diagnosis that the researchers are developing. The partnership has as a main goal, the production of reflections to impact on the development and implementation of public policies to tackle modern-slavery. The project has proven to some public practitioners the importance to dialogue with local institutions and initiatives to develop, together, a relevant and sustainable public policy.

Impact All cities that belong to the network wrote a report on social determinants to modern slavery in their city. By doing so, they've strengthen bonds with relevant local and/or national stakeholders. Their university became reference to modern slavery studies. In the example of Rio de Janeiro, the national department of modern slavery has agreed to collaborte for future researches with the university.

Conference Outputs:
This year's conference theme on the Covid-19 pandemic, migration, mobility and sustainable development is in line with the 2030 Agenda for Sustainable Development by inviting speakers to contribute and disseminate knowledge on the progressive achievement of the Sustainable Development Goals (SDGs), including: SDG 1: No Poverty; SDG 3: Good Health and Well-Being; SDG 4: Quality Education; SDG 5: Gender Equality; SDG 8: Decent Work and Economic Work; SDG 10: Reduced Inequalities, SDG 11: Sustainable Cities and Communities; SDG 16: Peace, Justice and Strong Institutions; and SDG 17: Partnerships.

The Global Cities Free of Slavery Project is the global collaboration between Rights Labs - University of Nottingham in the United Kingdom, BRIC Policy Center - The Pontifical Catholic University of Rio de Janeiro in Brazil, Eduardo Mondlane University in Mozambique, and the Asian Research Center for Migration at the Institute of Asian Studies, Chulalongkorn University in Bangkok, Thailand. The project aims to promote visibility to actors from public, private and CSO sectors involved in the eradication of slavery, and social groups vulnerable to modern slavery in the cities, aiming to strength resilience considering the diversity of aspects that interfere in the vulnerability to modern slavery in each city.
The project oriented its debates to the effects of the pandemic on patterns of modern slavery, considering the impact of the emergency State policies on the labour market. Later, the topic of "GLOBAL CITIES FREE OF SLAVERY PARTNERS FORUM: A Covid-19 IMPACT ANALYSIS" was discussed on the impact of Covid-19 among partner universities.

Results and Impact One of the outcomes of our project is a website that was created and will continue to develop as new tools and resources are added by the current partners and the new ones which will engage in the network of cities. We are eleven academics in total so far, providing information on public policies and civil society initiatives to fight and raise awareness on modern slavery, in the cities of Rio de Janeiro, Bangkok, Maputo, Nottingham and with NGO from Thailand. Results and Impact The Slavery Free Communities Network project is developed at the Think Tank BRICS policy centre (BPC) in the International Relations Department - Pontifical Catholic University Rio de Janeiro. The preliminary achievements of our network have resulted in the creation of The Modern Slavery Research center which is the first in Brazil aiming the engagement of academics and civil society to disseminate information on local based initiatives on the eradication of modern slavery in the city of Rio de Janeiro. The Center counts on local partners to investigate the agenda to think alternative paths to fight modern slavery and to build a proper agenda with goals to fight, by enhancing current public policies and academic studies.

Results and Impact Aware of the relevance of approaches that engage with both global policy networks and specific locations to tackle human rights violations globally, the project Global Cities Free of Slavery launched its first workshop in Rio de Janeiro in the BRICS Policy Centre, in January 2020. The workshop in Rio was the first step to the construction of an anti-slavery global cities' network to discuss local initiatives and their global impacts. This dialogue started in Rio de Janeiro between the cities of Maputo, Bangkok, Nottingham, and Rio de Janeiro with the presence of state representatives, prosecutors, inspectors, and NGO's that carry on placed-based responses to slavery in the favelas of Rio de Janeiro. As a result of the I Workshop in Rio it was produced a report with the main debates on social determinants of modern slavery in Rio and in the cities' partners.

Results and Impact With the spread of the Covid-19 virus worldwide, the Global Cities Free of Slavery project oriented its debates to the effects of the pandemic on patterns of modern slavery, considering the impact of emergency state policies on the labour market. Emerging official and civil society evidence (IBGE,2020, Walk Free 2020 and ILO 2020) has shown that the pandemic has exacerbated injustices and inequalities, hitting minorities, women and informal workers and resilience of social groups that remain invisible to the state measures. Results and Impact A documentary and short films sharing key learnings from the network are outcomes of the network of cities project. We successfully finished, before the rise of the pandemic, the first of the 4 short films projected to be shot in the 4 cities during the planned Workshops. The first film, shot in Rio de Janeiro, included highly important locations from a historical point of view, where slaves where disembarked in the colonial times and ex-slaves used to live right after abolition, such as the first favela in Rio called Morro da Providencia. Added to these images and visits the short film in Rio covered the I Workshop in Rio, with interviews with members of the network and guests from the public and private sectors.
