Abstract

Abstracts are not currently available in GtR for all funded research. This is normally because the abstract was not required at the time of proposal submission, but may be because it included sensitive information such as personal details.
 
Description Recommendations to overcome the barriers have been formulated. The findings have been presented in numerous conferences and reports/papers as reported in the project output summary file. Future research should focus on private demand for innovation, on organisational features in large, multi-layered public organisations and on schemes that link departmental missions with innovation.
Exploitation Route The findings are all concerned with concrete procurement practice and are thus all relevant for policy makers and suppliers. The recommendations are included in various academic publications, but have already been discussed with policy makers and industry. The pathway is through direct interaction, through trade journal summaries, through our own workshops and conferences. Impact The report seeks to influence the practice of central and local government in their procurement practice. The impact of our work is, first, on the report itself, where in terms of economic impact the following statement based on the Underpin work. is made "Central and local government should publicly report on the level of procurement they source from scale-up companies and their funding should be reviewed in terms of the amount of procurement they do with scale-ups". It is yet too early to see how much this concrete recommendation in the report has led to change of behaviour. The impact is potentially across all sectors of the industry that supply to the public sector, we cannot select a particular industrial sector as asked for above.

Impact Jakob Edler was invited to informal conversation with Vince Cable discussing implications of UNDERPINN. On the basis of his UNDERPINN work Edler was invited to exchange UNDERPINN findings with Vince Cable and his team. This fed into long term thinking around industrial policy. This conversation subsequently led to the invitation to the Heseltine review.

Impact Introduction to a video seminar organised by Manchester Institute of Innovation Research and Four German Federal Ministries on the initiative of the German Federal Ministry of Economics (video presentation). (Conference contribution, see Conferences Tab). German ministries asked for advice on organising public procurement and pre-commercial procurement in order to define their strategy at national and EU level. They finished the workshop by stating that "after this, we need to re-think our take on the issue".

Among other things, Luke talked extensively about the need for a proper, well understood employment of procurement of innovation across government and its link to other elements of the strategy. This triggered further questions as to the Manchester work on this subject and raised the awareness about the importance of procurement for innovation and the growth of the economy

Edler was invited to give a key lecture at the Symposium on Public Procurement and Innovation organised by the Austrian Council for Research and Technological Development, Vienna, September 2016. This was in the context of a new strategy in the country to support public procurement of innovation. This strategy is rolled out now. Edler had influenced the strategy process in Austria in recent years, starting with the UNDERPINN conference in 2012.
