Improving educational evaluation and teacher development in China
Description | Study 1: Teacher development and professional learning communities (PLC). Various continuing professional development (CPD) activities were reported via stakeholder interviews and a survey of 17,000+ senior secondary teachers. However, inequality in resources was found between regions indicating greater training needs in the west. Peer observation, informal dialogue and teaching research group activities were considered to have highest impact on teachers' development but the reality of individual reflective enquiry was questioned by some teachers. Overall, the PLC concept is meaningful in China, reported by over 80% teacher survey respondents, and useful to promote teachers professional development, but in the western region teachers were less certain about its relevance to their own school. Both smaller sub-PLCs (such as research groups) and whole school PLCs seem to exist and there is consistent evidence on five out of eight PLC characteristics identified in previous research. However, the overall quality of PLCs varies across schools. The most developed PLC features include: shared values, vision and collective responsibility supported by existing CPD mechanisms and strong mentoring systems. This reflects a key role of local culture and values in promoting collective responsibility for learning practices. Challenging PLC features include: inclusion of support staff; parents and community; individual reflective professional enquiry; trust and respect linked to a highly competitive environment. Workshops promoting PLCs in four case study schools led to reports of improved professional development activities and the potential use of new PLC materials as a key evaluation framework. Study 2: Time trends in school effectiveness. Extending previous IEEQC findings (2009), longitudinal results over four years (2009-12) indicate there are substantial and statistically significant differences between the estimates of 120+ senior secondary schools' value added effectiveness. Moreover, these differences vary across three regions, four subject outcomes (Total, Chinese, English and Maths Higher Education Entrance Exam [HEEE] scores), and over the four student cohorts examined. In terms of students' raw outcome scores, between 12-27 percent of the total variance in student scores was attributable to difference between schools. After controlling for student prior attainment and other student and school context factors outside the control of the school, 28-77 percent of the total variance, and 60-100 percent of the school variance, in students' HEEE scores was explained. Subsequently, of the remaining total variance, 0-17 percent was attributable to differences between schools thereby demonstrating a school effect. By combining four cohorts datasets and taking into account the observed random variation over time (estimated around 2-4 percent), the equivalent figures for Total HEEE are 7-10 percent, essentially providing a summary estimate of the school effect over four years. Overall, these findings indicate a better fit of the data and more robust estimates in comparison to previous studies. The influence of PLC and teacher development factors on student outcomes was found in some cases suggesting positive impacts from teacher collaboration, feedback and formal CPD hours, although further research is needed. New evidence of differential within school effects and teacher effects were also found. International partners benefited from methods training and increased research capability. |
Exploitation Route | Anticipated research impacts include informing and influencing education policy and practice in China and other countries to enhance student outcomes in two ways. Firstly, via improving approaches to teacher development and promoting schools as professional learning communities using new materials adapted to local context. Secondly, via improving understanding and raising awareness of innovative methods of educational evaluation using value added measures of school effectiveness. The Chinese government is actively considering new school evaluation approaches (MOE, 2013) and ITDEQC researcher/President of MOE National Institute of Education Sciences, Beijing (Tian) has raised the concept and use of new value added measures for better educational evaluation at various government meetings such as "National Seminar of Effective Teaching in Primary Schools" held in Sichuan on 5-6 November 2013. Both the ITDEQC value added methods for school evaluation and locally adapted PLC approaches could be utilised in different country contexts and/or scaled up via new government policy or bids for new research/pilot projects, for example in low income countries via GCRF funding. Overall, the ITDEQC findings extend the international academic knowledge base on educational effectiveness and schools as professional learning communities, and this could be taken forward and further developed in new country contexts where equivalent evidence is lacking. |

Description | Economic and societal research impact is demonstrated in the following ways through engagement with research users and effects on policy and practice to improve teacher development and the evaluation of educational quality in China: Developing and Refining new value added measures over four consecutive student cohorts; three LEAs and 120+ senior secondary schools in China collected detailed survey data in 2009-2012 to create alternative measures of school performance. LEA staff received guidance to ensure data quality. Confidential summary results have been fed back to participants and project partners have agreed that individual school feedback will be provided after methods/results are validated over 2 or more student cohorts. Improving policy and practice in school evaluation and national monitoring; Baoding LEA and other Chinese practitioners have reflected on, introduced or further refined improvements to school evaluation methods, informed by ITDEQC findings. New MOE linked centres starting to use value added approaches have also been informed by ITDEQC aims, methods and findings (e.g. National Institute for Education Assessment and National Assessment Centre of Education Quality, BNU, Institute of Curriculum & Instruction, ECNU). Improving the development of Professional Learning Communities (PLCs) in Chinese Schools; Workshops to promote PLCs and teacher development in four case study schools led to reports of improved professional development activities and the potential use of PLC materials as a new key evaluation framework. ITDEQC researchers in China have also applied the PLC approach and project materials in other educational settings to enhance teacher development (eg in early years settings - see Yi et al, 2012) Stimulating policy discourse on educational quality, evaluating school effectiveness, influence of context; Ministry officials, national/local policy makers, practitioners, students, NGOs and general public in China and other countries have been informed about different definitions and alternative measures of educational quality and school performance. The critical timeliness of this research is demonstrated by the first formal mention of utilising student progress measures in a Chinese MOE national policy document "Reform of the Evaluation of China's Primary and Secondary Schools'" published on 8th June 2013. This indicates that the Chinese government is now actively considering new school evaluation approaches. Enhancing research capacity of ITDEQC partners (National Institute for Educational Science (NIES) Beijing/LEAs) and other researchers and policy makers in China and elsewhere, particularly in terms of improving educational evaluation methodology. NIES has initiated similar research at the primary and junior secondary levels. The newly appointed president of NIES (November 2014), was previously the NIES director for both the ITDEQC (and linked IEEQC) project and has recently announced the introduction of new "Think Tanks" (21st January 2015). The innovative concept of the NIES "Think Tanks" in the Chinese context includes shifting traditional education research methods to employ cutting edge empirical methods, developing international comparison, global dialogue and collaboration and focusing on integrating industry, policy and academic research to enhance economic and social impact. All these aspects were notable features of the ITDEQC research. Overall Improving teacher development and educational evaluation and monitoring in both rural and urban areas in China will stimulate, inform and enhance processes and initiatives aiming to raise student access, outcomes and educational quality - key factors in the drive towards poverty alleviation. Thereby, it is anticipated in the longer term, also fostering global economic performance, increasing the effectiveness of educational public services and policy in China and other developed/developing countries, and more broadly enhancing quality of life.
