Smart Data Analytics for Business and Local Government

Abstract

We are living in an era of Big data with the rapid technological developments in information technologies and communications providing an unprecedented amount of data and new forms of data. Big data is now an integral part of our daily lives and are routinely produced by local government and business. In these settings, data production is just a by-product of the activities local government or business are involved in: most often, this information is collected for a specific purpose but very little use is made of these data-sets beyond the original purpose they were designed for. The challenge is how we can make better use of these types of information to improve our quality of life and foster economic growth. If combined together, these datasets can provide valuable information and insights into how businesses and local authorities work, the ways in which improvements to services can be made or businesses become more successful and efficient in their operation. Big data can provide local authorities and businesses additional information which can help them to design better policies and improve their business operations.

To date, very little data of this type has been available for social scientific research in a systematic way. The aim of the new Smart Data Analytics (SDA) for Business and Local Government research centre is to utilise this explosion of information for social scientific research to answer questions that affect all our lives. For example, in an era of austerity and belt-tightening for local authorities, how can they make best use of limited resources to deliver the highest quality service to residents including across health and social care provision, education, crime reduction, housing and transport? By using data sources collected by local authorities for their administrative purposes we can start to unravel some of these questions and make relevant and timely policy recommendations. We have partnered with three local councils in Kent, Essex and Norfolk who are keen to work with academic researchers to learn from the information they hold to improve their service delivery but at present do not fully utilise. We have also partnered with businesses who wish to understand how we can foster and support economic growth, particularly for small and medium enterprises and start-ups. What are the barriers these businesses face and how can Big data help us understand the best means of overcoming these?

The SDA will establish a secure data facility at the University of Essex where Big data from a variety of sources are stored and matched so to produce new information which can be useful to both local authorities and businesses. At the same time, the facility will give researchers, local authorities and businesses a point of access to Big data and expertise and support in using those data. There are clearly many issues of data privacy and confidentiality to be considered and the Centre will develop safe methods of handling, anonymising and linking data to ensure the confidentiality of businesses and individuals is maintained and respected. The Centre will also carry out research into how Big data can best be analysed as some of the methods used for more standard forms of data such as social surveys may not apply. We have an innovative substantive research programme articulated in a set of research streams designed to focus on key policy issues: (i) Methodological advances in Big Data analysis; (ii) Local economic growth, (iii) Support for vulnerable people; and (iv) the Green Infrastructure. The Centre will also provide training and support to new researchers, businesses and local authorities and engage actively with both businesses and local authorities through tailored knowledge exchange activities which will draw on the expertise built in the Centre. The new Centre promises to be an exciting development that will not only advance knowledge but have a positive impact on our quality of life.

Planned Impact

Non-academic beneficiaries of the Centre include a range of organisations and individuals, operating at several levels. The direct impacts on beneficiaries could be rapid. Campaigning organisations and special interest groups can adapt their messaging and strategies quickly. Impacts on policy debates could similarly be rapid, though impacts on policy itself will take longer to filter through the review and revision process. The indirect impacts on society as a whole (via the effect of research influence on policy and practice) will accrue in the long-term.
Key beneficiaries are:
1) Businesses will have access to new data-sets which can improve their decision processes and training activities will build their capacity in Big data analytics to support their decision-making. Research on aspects of firm behaviour and economic growth will be relevant and could have implications for employment, production and location strategies.
2) Business organisations such as the CBI and Institute of Directors will benefit through better understanding their constituents' needs and priorities and how Big data can be used to support business growth.
3) Local government researchers and policy makers will benefit as both data owners and data producers. As data producers, the Centre will help them improve the quality of the data. As data owners, the Centre will show how they can use their data in a novel way and extract new information to support their policy-making processes and service delivery.
4) Local government officers, councillors and the Local Government Association. County, borough and unitary authorities in the UK are responsible for a number of services addressed. The focus on vulnerable people and health and social care as well as housing, education, policing, and the environment are all relevant. We expect considerable impacts on practice in the provision of services within a mixed economy of provision.
5) Government department researchers and policy makers. The Smart Specialisation and Smart Region approach will be of wider relevance across the UK. The methodological developments and substantive research will provide a model of relevance for all areas of the UK. The likely impact is significant as new ways of utilising Big data are developed.
6) Government executive agencies, non-departmental public bodies, parliamentary select committees and quangos. Many will have interests in Big data, and we expect agencies such as e.g. the Food and Environment Research Agency, Low Pay Commission, Homes and Communities Agency, and the Environmental Audit Committee to be beneficiaries of the research.
7) EU policy-makers, the international policy community. Methodological and substantive research will be relevant to other countries and developments around Smart Specialisation. We envisage working with the EU S3 Smart Specialisation Platform and anticipate considerable international impact.
8) NGOs, think tanks, charities and independent research organisations will benefit including for example the New Economics Foundation, the Institute for Public Policy Research, Age UK, the Transport Research Laboratory, the Child Poverty Action Group, and Demos.
9) General public. The general public will benefit through more informed policy-making and an awareness of the benefits Big data provides including public engagement around the re-use of data for social research. Benefit will accrue through the provision of better quality, more efficient services and through new employment or firm level policies for economic growth. We expect findings to be reported in news media and to stimulate public debate.
10) Society as a whole. As the Centre positively influences policy across a range of areas at both regional and national levels, society as a whole will benefit through improved quality of life via improved public health and better social support for vulnerable people, families and children, economic growth and an improved environment.

Description The Business and Local Government Data Research Centre (BLG DRC) brings together academic expertise from the Universities of Essex (UoE), East Anglia (UEA) and Kent (UoK) to help businesses and local authorities (LAs) use data more effectively, enable better decision making, and support organisations to solve real problems.
The research within the Centre comprises four streams: (i) Local Economic Growth; (ii) Support for Vulnerable People; (iii) Mapping Green Infrastructure; (iv) Methodologies for Analytics and Big Data. Each research stream involves a number of academic and research staff working on a range of projects. Our work under all streams has generated significant new insights and new knowledge. Some indicative examples are provided here:
- Our project on understanding barriers to innovation has shed new light on the challenges of access to finance faced by innovative SMEs. We have identified the causes for underfunding among the SMEs in the East of England and how peer-to-peer lending can be used to this purpose.
- Our methodological research has used advanced statistical methods to analyse a large cohort of people aged 60 and over in the UK based on electronic health records of THIN primary care database. In essence, the study uncovered that the risk of death after a heart attack is lower than previously thought, and more widespread prescription of beta blockers could further improve survival rates.
- Our methodological research has developed novel artificial intelligence based methods to explore and identify patterns in time series using an intrinsic notion of time and not physical time. Such methods look for events of different magnitude and can be used in identifying trends and events in financial data.
- Research under the Supporting Vulnerable People research stream examined issues around the measurement of multiple deprivation in rural areas in England to offer recommendations around how this might be done via the production of a new measure of disadvantage to be used as an alternative to the English Index of Deprivation (IMD). The research resulted in the development of an adaptable model for measuring deprivation and, from this, a composite indicator (UEA-RDI) that may useful in identifying deprived rural areas for the purpose of targeting health and care interventions.
- Our work on green infrastructures has created a new mapping that combines crowdsourced details from OpenStreetMap with Ordnance Survey databases; this is an invaluable resource in supporting planning strategies and assessments of natural capital.
- We have developed new software such as R libraries which have been made available to the wider community.
- our training programme has delivered over 45 training sessions reaching over 1000 participants and has increased their knowledge and skills in a range of topics in data science and analytics techniques.
- We have acquired and made available through the Centre over 400 datasets to the research and broader community of professionals interested in social sciences research.
- The work that has been funded through the Centre continues to develop and there have been subsequent work and publications.
Exploitation Route There are multiple areas that our findings can be taken forward by others.
- Firstly, the project provides useful insights in issues around providing finance to SMEs. Policy makers at the regional or national level could make use of these insights in creating new policies and vehicles to support SMEs to grow.
- The techniques developed under the methodological stream have applicability in a range of domains. For instance, the natural language processing techniques developed have wider applicability in analyzing customer feedback or other forms of unstructured data emanating from interactions with customers (e-commerce websites, etc).
- Our advanced statistical methods and machine learning methods have applications in the health domain for instance, in analysing clinical trials data or patient related data to uncover hidden patterns.
- our work in mapping green spaces and understanding their use can feed into housing policy, or creating green spaces for the benefit of communities.
- our work in supporting vulnerable people has been providing insights into issues around identifying vulnerable individuals and how these can be supported. With the social care provision coming under pressure due to budget constraints, preventative approaches and interventions that can be put in place after having identified people at risk can make a huge difference to the quality of life and outcomes for individuals and the wider society. Policy makers at the regional or national level can benefit from the results of the research that we have undertaken.

Description The work of the Centre and activities have started to deliver socio-economic impact in a number of areas: - Our research on alternative finance models for SMEs has generated insights that are feeding into policy. Prof Coakley has given written evidence to the Treasury Select Committee Inquiry on SME Finance and made two submissions: (i) Equity crowdfunding submission and (ii) Bank lending submission. - BLG DRC ran a public lecture series across the Universities of Essex, East Anglia and Kent. Titled "Big Data, Big Questions", the public lecture series sought to raise awareness of the Centre and the issues surrounding Big Data and analytics across a number of topics including: the environment, policy, society, business, smart cities and data regulation. The public lecture series reached over 750 people across the three regions improving attendees' knowledge of Big Data and associated issues (challenges, opportunities and risks) as well as the visibility of the Centre's research and work. - The Centre issues Data Analytics Innovation Vouchers (DAIVs) to enable stakeholders, businesses and public sector organisations, to access the Centre's academic expertise in Big Data and analytics. These have started to deliver impact on stakeholders. An indicative example is the work with the East Sussex County Council where we provided expertise to model the deterioration processes of pavement systems. We provided algorithms for use by the Council to improve their road/pavement network. This research and subsequent report provided algorithms that can be used by the council to model the deterioration processes of pavement networks and assist in optimising maintenance intervals for pavement networks. The Researcher and Council are now working with a third party software company to utilise the models. - The Centre has been running training courses with a number of stakeholders such as local authorities including: Waltham Forest, London Borough of Islington, Suffolk County Council, Colchester and Ipswich Hospital Trust. Training is designed in discussion with the stakeholder to fit their needs and depending on the workforce's skills. To date, we have run 45 face to face/bespoke training sessions and we have reached over 1000 individuals. Following training, delegates reported an increase in knowledge and our average evaluation score is above 9 out of 10. - Our research into advanced data analytics techniques has formed the basis for Knowledge Transfer Partnerships (KTPs) with a number of stakeholders. The KTP projects have continued to develop and have delivered tangible benefits to a range of organisations

Impact Essex County Council used the data in support of their regional growth strategy. More recently they have asked about using a newer version of the database to support the development of the green infrastructure strategy for Essex this year. UEA researcher gave a presentation on the green infrastructure work at the GIS Research UK at the University of Leicester in April. A senior staff member from Ordnance Survey was in the audience and this has led to an invitation to give a seminar at OS. Collaborator Contribution The Retail Data Partnership are providing point of sale data covering 2,500 stores in England and Wales. They are also providing advice on the interpretation of the data and will assist with the dissemination of project findings via their commercial dissemination network.
Impact In terms of outputs, a peer-reviewed journal article will be produced based on this work. The Retail Data Partnership will also disseminate findings via their network. In terms of outcomes, this research will generate new insights to inform food policy. Researchers at the University of East Anglia plan to visit the Retail Data Partnership to share expertise.

PI Contribution ESRC BLGDRC researchers at UEA used the green infrastructure databases and GIS methods developed during the research programme to undertake additional analyses and produce a report in support of the Green Essex Strategy being developed by Essex County Council. The strategy went out for consultation in May-July 2019 and is now being finalised.
Collaborator Contribution Partners provided guidance on key questions to be addressed and support in obtaining additional data (e.g. on urban development plans within local authorities). They also commented on drafts of the report which helped to ensure that local details were correct.
Impact Apart from the material included in the Green Essex Strategy itself the work attracted attention from Natural England and resulted in a request to submit an Expression of Interest to participate as a trial location for the National Framework of Green Infrastructure Standards. In February 2020 we received confirmation that Natural England would like to include Essex as part of the trial programme and this work will take place between May 2020 and February 2021. BLGDRC researchers at UEA will continue to collaborate with Essex County Council staff as part of the trial workshops and other activities.

The application was successful, and Essex is one of 10 national trial areas. We have taken part in 7 meetings or workshops between September 2020 and March 2021 and been involved in evaluating draft standards documents and national GIS mapping data.

PI Contribution A green infrastructure strategy is being produced for Essex County Council and requires a robust understanding of the pressures and opportunities presented by the development sites put forward within the Local Development Plans on the green infrastructure in Essex. There is a need to understand the value of our green infrastructure through spatially illustrating its multi-functionality and benefits. This will be overlaid with the development sites and demographic analysis to highlight any implications for existing green infrastructure functions and benefits. In turn, this will help identify potential future needs and opportunities to enhance and improve green infrastructure in and around those sites, which will offer opportunities for public access, recreation, connection to other green infrastructure and delivery of environmental net gains. Overall, the analysis will allow the consideration of different options for areas by the key decision makers, such as planners, developers and the Highway Authority to provide accessible green spaces and other green infrastructure, delivering multiple functions through their design, management and layout. To achieve this the council needs a researcher to: • Produce a GIS based model using a variety of data sources (building upon the public accessible green infrastructure mapping) to map: o The green infrastructure typology, functionality and benefits o The proposed housing and commercial industry sites from the Local Development Plans, creating a buffer zone around each of the development sites o Public Rights of Way and other paths (i.e. cycleways) network and to identify potential circular routes or connectivity with the development sites and green spaces o Green Infrastructure provision against the demographic data (i.e. population and ethnic diversity) and development sites to assess the proximity to green spaces and provision based on the Natural England's Accessible Natural Greenspace Standard (ANGSt), to identify gaps ad area of deficiencies. o Flood risk and critical drainage sites to identify green infrastructure within flood zones to highlight potential impacts on the flood risk from the proposed development sites and opportunities to incorporate natural flood management techniques and Sustainable Drainage Systems. • Provide the ability to overlay these maps to show the impact, demand, inclusivity and connectivity of the proposed development sites to existing green infrastructure. Highlighting areas with high functionality and benefits that should be conserved, as well as areas that need measures to improve their green infrastructure provision. • Summaries methodology and findings within a report that along with the GIS model will accompany the Green Infrastructure Strategy. The Centre is working with the council to deliver the research project which builds on our relationship to date. This has included data analytics training.

The workshop involved researchers coming from social sciences, policy support, computer science and social care. Impact This collaboration has led to the BLG DRC being invited by George Mason University and MetroLab to be an Associate Partner in an NSF Network bid, but the outcome of this is not known yet. This has been an ongoing consultative project through which the index has been developed, with a PHE formed group (the Rural TC) acting as a sounding board, offering comment and advice. The PHE lead for this project as also organised to speaking events at which UEA staff have presented.
Collaborator Contribution UEA have done most of the development and analysis work for this project, PHE have acted as advisory partners, but have also helped raise awareness of the work and disseminate it through two speaking events, and by making reference to UEA in a publication that was subsequently widely reported in the press.

Impact Unum were provided with a report which provided them with the ability to undertake "Web Scraping" techniques and "Entity Name" recognition, using Python and Natural Language Processing (NLP) techniques. 3 defined cases were created enabling a combination of information to be concatenated e.g. Company Name + Post Code + Job Title including the associated LinkedIn profile. The proof of concept enabled Unum to extract the results into a CSV file and then to analyse the scraped data and subsequently import into their Enterprise CRM. The new found efficiency gains together with the market intelligence data will enable the company to harvest the targeted information to build future mailings and stakeholder intelligence mappings of existing and new markets alike. Unum have expressed an interest to work collaboratively with ESRC BLG DRC to help and improve the accuracy of the exploratory analysis and to extended the functionality in understanding how Unum might want to grow or change their current system and processes.

Results and Impact In many countries there has been an increased reliance on market mechanisms in the governance of LTC. I discussed the impact of conditions favouring high market concentration on supply, price and quality in the residential and nursing home markets. Focusing on the English case, I discussed the role of large for-profit corporate providers in determining the underlying competitive environment in which operate multiple buyers - the public local commissioners (that negotiate contracts with providers on behalf of residents whom they fund following a means test of their income and wealth), and (a large number of) self-funded individuals who have been excluded by the means test. Results enable to extract relevant policy messages on factors that may promote or inhibit an adequate supply of care home places at affordable costs and sufficient quality. The presentation followed a series of questions and a round table where internationally-relevant LTC issues were discussed.

Students and staff at UEA formed the main cohort for this seminar, which was open to public. Question and answer session highlighted the impact of the data source from this project.

Results and Impact This was a reciprocal visit from an academic researcher hosted by Professor Jerry Coakley CO-I of the Local Economic Growth Stream, who with other colleagues from The Essex Business School visited the University of The Witwatersrand Johannesburg.

Having visited, the academic researcher was interest to hear more about the ESRC Business and Local Government Data Research Centre and as the Project Manager, I was invited to meet and to discuss the project.

From the discussion there is an opportunity for further academic collaboration beyond Essex Business School to work with the BLG DRC Research Fellows on both fundamental as well as applied research and for the BLG DRC to act as a "authoritative body of knowledge" to potentially extend the impact of the grant funding onto the international stage.

We also discussed the Outreach and Engagement activities of the BLG DRC and the resultant impact that this was having in the public, private and charity sectors by Exploring Data; Enhancing Knowledge and Empowering Society. To this end our guest was given an information pack containing copies of our BLG DRC branded booklets.

This annual event brought together over 80 council funded organisations, charities, NHS organisations and private sector companies with an invested interest in health/wellbeing. As well as senior leaders from the council, strategic partners included Public Health England and operational leads.

This year's event focused on the impact of physical activity on mental health. As well as formal presentations, the agenda included networking opportunities which allowed the centre to form new contacts.

The presentation delivered by the centre was well received, generating a lot of interest. All delegates received handouts and a follow up email.
A number of the CEOs including CVS Basildon have already contacted the centre to follow up on the information discussed in order to book a consultation and register attendance at the Centre Showcase and Celebration Event.

The purpose of this workshop was to identify opportunities for bringing people together to share their research activity on social care and to collaborate on large, interdisciplinary research applications. My presentation sparked questions and discussions on the policy implication of presented finding. A great interest was reported in the analysis of the care home market, in particular on the identification of the local, contextual, market factors which help or hinder Local Authority activity.

Results and Impact The Centre was invited to present to the Best Growth Hub team on how businesses can benefit from working with the centre to optimize data analysis and research to support local economic growth.

A formal presentation was delivered to 10 members of the Best Growth Hub who included business consultants and organisation leaders who work directly to support SMEs and startups. The session was well received and included a Q&A from members. Information packs were given along with resources for the attendees to distribute within their networks.

As a result, several DAIV referrals were received from the Best Growth Hub team, we were invited to present at a national meeting in London and have been invited to host a seminar designed to assist the Hub in helping businesses improve the take up of modern technologies that improve productivity (e.g. cloud computing, data analytics, CRM, automation/machine learning etc.).

The presentation also led to discussions around how Best Growth Hub themselves could benefit from the DAIV scheme in order to optimize stakeholder engagement and/or conduct impact analysis.

Results and Impact Professor Maria Fasli (Lead of the Methodological Research Stream, ESRC BLG DRC), was invited to attend and present at the workshop "Big Data in Social and Economic Research" which was organised by the German Data Forum. The aim of the workshop was to bring together a select group of international experts and research stakeholders to exchange experiences with big data research in the social and economic sciences and to explore and discuss existing and future access to big data sources. Professor Fasli used the workshop to raise awareness of and describe the work on her ESRC-funded projects as well as describe practices and approaches for obtaining, managing and providing access to socio-economic datasets under the ESRC BLG DRC including highly sensitive datasets and research under the project with the charity Freedom from Torture and the Human Rights Big Data and Technology project.

Results and Impact On 7th October 2019, the centre untook a consultation with Celine of CHAPs Mens Health.

Following the Data Consultation Clinic in 2019 with charity CEO Chris Booth, the charity attended the two workshops/events on Data Driven Marketing and Impact Assessment in August and September 2019. These were very well received and resulted in growing interest in the work of the Centre.

The consultation built on this, offer data advise on how best to combine data for marketing and booking purposes as well as demonstrating impact of prostate cancer screening.

Celine expressed an interest in future training. In particular: social media, coding, website, marketing, fundraising data and CRMs.

Results and Impact The Centre Showcase and Celebration Event was an afternoon drinks and canapé reception to celebrate the work of the Centre to date and to share new opportunities launching in April 2019.

This high profile reception was a unique chance for regional leaders from across the worlds of business, public and voluntary sector to find out more about the Centre's grant funded research and data analytics projects as well as the training we provide.

We were joined by partners who have already received grant-funded training, research and consultations through our Data Analytics Innovation Voucher programme as well as new partners and stakeholders who are yet to take advantage of the services we offer.

In attendance were a number of academics from across a range of departments, senior figures from local and national charities, councils, NHS organisations and local businesses.

Over 80 people attended the event with positive feedback being received from all. Following the event, several meetings have already been arranged to build on the discussions during the event. This includes potential DAIVs, future partnerships and events.

Results and Impact The ESRC BLG DRC facilitated a workshop with My Home Life (a regional charity) to explore the potential areas of collaboration and data research opportunities.

The session included promoting the DAIV as a mechanism to enable a research project as well as scoping the current data held by the organisation, gaps in organisation's data gathering process and the opportunity to create a more robust tracking process moving forward to measure impact.

In attendance was Dr Gina Yannitell Reinhardt (Associate Professor/Senior Lecturer Programme Evaluation Director, Catalyst Project Department of Government, University of Essex) who lead discussions on her recommendations and ideas for measuring the impact of the charity's interventions.

Feedback from all delegates was very positive. As a result the DAIV application form was completed and shared with the academic who has formally expressed an interest in the project. The Centre is also looking to offer training for their staff to upskill them on data analytics and reporting once the new process has been formulated (post-DAIV).

My Home Life is one part of a national organisation, with regional charities existing across the UK. there is the potential for the resulting work of the DAIV and/or training to be shared as best practice.

The involvement of the academic lead for the Catalyst Project also widened our engagement with the academic sector and was used as an opportunity to promote the annual conference and further collaboration.

Results and Impact Now in its tenth annual Showcase for Business took place at Hylands Estate, Chelmsford on Wednesday 14 November. It was well attended with around two hundred people from businesses across Chelmsford and the surrounding areas as well as councils, government departments and charities. Also in attendance were a number of business consultants (such as HSBC and Santander) and groups such as Chamber of Commerce.

The free-to-attend event provided business insights, support and advice, on a range topics.

There were motivating seminars and informative workshops, as well as over 50 stands to visit in the exhibition area.

The event was widely publicised and captured through social media and council publications both during and following the day.

The ESRC BLG DRC not only had a well attended information stand (where we distributed literature and material), but actively attended all exhibition stands within the arena to promote the grant funded research opportunities offered by the Centre and to exchange contact details.

All new contacts received a follow up email and/or call to discuss opportunities to collaborate.

As a result of the networking session, we increased our opted-in B2B contact list by over 30 and increased attendance at our conference on 27-28th November 2018.

Results and Impact The Centre facilitated a challenge lab/consultation with the strategic council leaders working across key departments responsible for the council's transformation project.
The objective of the consultation was to bring together the ESCR Business and Local Government Research Centre's researchers and members of the council to explore how data can be used in the context of their organisation.

The session focused on the key priorities for Cheltenham Borough Council, and allowed the team to identify gaps in existing intelligence as well as data collection methods.
Providing an overview of data analytics and opportunities could be developed into research projects that would lead to real-world interventions.

Two areas identified by the council are:
- Behavioural Analytics
- Nudge Technique

However, the session was also an opportunity to explore all areas of data analytics and research aligned to the council's strategic vision.
Following the Challenge Lab, the Centre provided follow up information to support the council in bringing one or more (depending on the feasibility) research projects to fruition. The council has also referred other councils located in their region as well as other public sector bodies, thus raising awareness of and the profile of the Centre.

The consultation also allowed the researcher from the Centre to recommend relevant approaches to data analysis based on best practice to date.

Results and Impact The Centre facilitated a challenge lab/consultation with Chess Homeless and senior lecturer James Cornford. The session was designed to bring together one of the ESRC Business and Local Government Research Centre's researchers and members of the charity to explore how data can be used in the context of their organisation.

The session focused on the key priorities for Chess Homeless, and allowed the team to identify gaps in existing intelligence as well as data collection methods.

Providing an overview of data analytics and opportunities allows the group to explore how one or more area could be developed into research projects that would lead to real-world interventions.

Attendees included the board director as well as operational lead and project manager for impact analysis/reporting.

Attendees completed feedback forms which reported the session was useful in identifying how best to collaborate with the centre through the DAIV scheme. All delegates rated the session as 'excellent' across all scoring criteria, with an average score of 9.5/10.

As a result of the session, the charity plans to submit a DAIV application to secure post-transitional funding and has registered to attend several events planned by the centre.

Results and Impact The Centre facilitated a consultation with Colchester Borough Council strategic leads including: Improvement & Engagement Manager and the Director for the workstream responsible for tackling declining health indicators for its population by conducting a research project.

The project will be led by the council on behalf of the Alliance (a system wide collaboration of partners).

A positive meeting resulted in a full brief for the research and data analytics project being drafted by the council and shared with the Alliance (including the Centre). Following approval for their members, the Centre is now looking to work across departments to draw together the optimal mix academic expertise in order to deliver the brief. This meeting has cemented the Centre as a 'go-to' for data analytics and research as well as elevated our reputation as a delivery partner to conduct data analytics and research.

A follow up meeting is due in April to discuss next steps. We are also exploring the potential for student placements.

A new model for integration is being established in mid-Essex. As part of this strategic change, they are looking for an organisation to conduct the data analytics, some of which could fall under evaluation/impact assessment.

Whilst the scope of the project is not fully known, we have booked a follow up call for November in order to discuss next steps.

In partnership with PHE, NHS England, CCGS and other members, the group plan to submit a DAIV regarding oral health/access to dental services for those with dementia. The outcomes of the research would inform commissioning decisions, dental staff training packages and the information provided to those working with those with dementia in the community and care homes .

The DAIV application has been submitted and is subject the research feedback.

Results and Impact Following the Active Essex networking event in March 2019, the centre led a consultation on 11th June 2019 with key leads from Basildon, Brentwood and their leisure centre project manager (Vicky Ayris-King, Jo Grant and Nicky Smith) to discuss the strategic vision of their organisations. The conversation explored their data analytics requirements and potential research projects suitable for a DAIV.

We discussed were overlap exists between the partners and separate projects focused on the priorities of the individual councils.

As a result, the leads plan to submit a DAIV application for:

Identifying those at risk of isolation/loneliness within their delivery footprint

The project will involve a range of stakeholders including Public Health England, NHS England, Clinical Commissioning Groups, NHS services and councils.

They are working with coders from India to produce a new model of CRM using data from across industries to detect trends and behaviour algorithms. Simon was seeking data analytics support to build on the R&D model developed to data in order to enhance the potential of this product.

The consultation was an opportunity to discuss the DAIVs, training, events and other services we as a centre provide.

Having discussed the nature of the data analytics project, we felt it was not applicable to be grant funded by the centre. Instead we referred to client to partners managing the Innovation Voucher, KTPs and student placements within Essex Business School.

The consultation focused on the key priorities for the organisation, and allow the team to identify gaps in existing intelligence as well as data collection methods.
Providing an overview of data analytics and opportunities could be developed into research projects that would lead to real-world interventions.

Background
Following a request for information submitted by Liam Murphy, Culture Banks, the ESRC Business and Local Government Data Research Centre is working with the company to explore how the organisation can collect and use data in order to measure impact and potential areas of development.
Culture Banks initially expressed an interest in the Data Innovation Voucher to explore the following:
"Culture Banks is planning to develop an MVP platform for sharing peer production licenses amongst rights holders for creative common assets and banking proceeds."

Following the consultation, the Centre has suggested a number of potential areas suitable for funding through the data analytics innovation scheme. If approved by the board members, the Centre will bring one or more (depending on the feasibility) research projects to fruition.

Culture Banks leads were fully engaged throughout the session and found the workshop to be useful in building their understanding of data analytics as well as the services provided by ther Centre.

Results and Impact Aaron Bowater and Michelle McAnoy of Highways England had a phone consultation, where both gave each other a background to their work and to explore whether a DAIV application will prove valuable to Highways England.

AB provided background on the Centre, the DAIV programme, and a number of the training programmes the Centre can provide. AB spoke in particular reference to our time frames over the coming months as the Centre winds down to a close on January 30th. He also shared information about the Centre's four research streams and partner universities. AB said he would provide a number of notes and background information when sharing the notes from the call.

MM spoke about her work with Highways England. MM works in the Evaluation team which is new as of July last year. MM joined the team in January of this year so there is lots of new work being started.

The team carries out major evaluations of projects post-opening, one year and five years after the event. This covers everything from safety and traffic flow, to economic impact of these large infrastructure projects. AB talked about some of the work the centre is undertaking with other organisations in terms of infrastructure impact and evaluation.

One of the key things MM was interested in was building knowledge and an evaluation base with what is a new and young team at Highways England. Interested in data visualisations, mining prospective data and methodologies. MM encouraged AB to take a look at the evaluations on the Department for Transport website for further background on succinct dash point evaluations.

Next steps: As it sounded like MM was after training for junior evaluation officers, AB said a Challenge Lab or other training programme may be most appropriate for Highways England, rather than a research and report based DAIV. MM said that she was keen to grow confidence among the evaluation officers.

With this in mind, MM said she was after some basic data knowledge (why is it important? How do we use it? Etc.), some statistics foundation before moving onto manipulating data and evaluation it. Further questions like how do you manipulate data and use it to prevent valuable insight upwards should also be addressed.

AB said this sounded ideal for a challenge lab and as well as sharing some previous examples/case studies of training with MM, would now begin working with colleagues to find an appropriate trainer and dates.

Results and Impact On 8th November 2019, the centre held a DAIV consultation with the CEOs of Keep Fit Eat Fit Ltd. Emma Wakeling of EIRA joined us for the consultation to discuss the wider collaborative opportunities.

The consultation went well and the business was keen to engage with the centre further in the coming months. However at present their business is in the early stages and as a result it does not have data to analyse. The company is using AI and other data collection methods to support corporate sector in improving staff engagement and health. They are working with Google and many others internationally to launch the product in 2020.

The company has attended the Data Driven Marketing Workshop hosted by the centre in September 2019 and reported that this was very useful. The company is keen to attend future training and workshops as well as webinars.

The meeting focused on the different services provided by the Centre including DAIV. We discussed how DAIVs could be used to conduct impact analysis to strengthen the charity's supporting evidence when approaching potential funders as well as SROI and understanding gaps in current data collection practices.

Results and Impact Braintree District Mencap Society was formed in 1955 to help people with a learning disability and their families. Braintree Mencap has a wide membership throughout the Braintree District, and we offer support to more than 800 children and adults with a learning disability.

They are affiliated to Royal Mencap, but are responsible for raising their own funds in order to continue to offer services.

Following a presentation in May via the Community 360 Fundraiser Forum, Yvette Wetton (CEO) expressed and interest in working with the Centre. As a result we arranged a one to one consultation to explore potential research projects and data analytics suitable for the DAIV.

The meeting went well with Yvette enthusiastic about completing the DAIV application form and attending the workshops planned for August and September.

Mencap has a number of data analytics needs. We discussed data quality and quantity as well as scope in order to define a suitable project ahead of completing the DAIV application form. We agreed that understanding the market and widening engagement would be a priority project. This will involve using both open and closed source data. The project will mirror the best practice of the DAIV completed for Fulham Good Neighbours in 2018.

Next steps will be to send the application form once live.

The purpose of which was to promote the Centre and the opportunities to use grant funded research to support the NHS strategic objectives for 2019 within the east of England. Participants included senior leadership from Mid-Essex Clinical Commissioning Group as well as members of the STP footprint.

Participants were inspired by the potential to collaborate with the Centre and expressed an interest in both DAIVs and training in data analytics. As a result of the call, the Centre has been invited to attend a system-wide event to present on what the Centre can offer the NHS. The CCG will also be making a DAIV application over the coming month to explore a commissioning data project to run alongside a STP level (wider) engagement piece.

Jeannie had attended both the Impact Assessment and Data Driven Marketing events in 2019. She reported that they had influenced the procedures in place within the charity including their social media strategy and data collection. She complemented us on the useful resources within the delegate packs which provided the foundations on which to implement what she learnt.

Jeannie also participated in the DAIV process webinar earlier in October 2019. She reported that the webinar was useful in scoping the potential research project and was keen to book a consultation following this.

The consultation focused on the struggles their charity faces in analysing the true impact of interventions on families as well as how to champion this work in order to influence policy and early intervention services.

Jeannie found the session to be very useful and plans to complete a DAIV application during November 2019 for feedback. The charity is also keen to benefit from future webinars and events.

Bringing together three expert researchers (each representing different specialities of data anaytlcis) to join the chairty lead, head of programme and head of data analytics within the organisation. The discussions were positive with all members fully engaged throughout.

The charity has already expressed an interest in applying for the DAIV and we are already considering a webinar/guest appearance at one of our events in 2019.

Several discussions took place during 2019. on 14th November 2019 a conference call took place involving Dr Alejandro Quiroz Flores Reader and Chief Scientific Adviser, Department of Government to explore how ECDA can undertake the project as a partner on the research. The conversation was very positive with further discussions due in December 2019.

Results and Impact 14th October 2019: The Centre facilitated a conference call with Amy Jackson of Provide CiC who is looking to collaborate with the Centre through the DAIV in order to understand the impact of service redesign through the changes on service use, staff, carer and patient voice.

We discussed the benefits of collaborating with Healthwatch Essex for the engagement/lived experience aspect.

Amy was pleased with the advice given and we have arranged a follow up call in December in order to discuss next steps in a DAIV application with a view to submitting the completed DAIV in January 2020.

(Amy was referred to the Centre by Charlotte Cannon of Essex County Council following a recent Challenge Lab with the Better Care Fund).

Results and Impact On 18th November 2019 the centre undertook a conference call with Dawnette Fessy of Southend Carers (charity) to discuss their interest in the DAIV scheme.

The call was a result of the webinar delivered in October 2019.

A positive conference call explored the opportunity to analyse the charity's data in order to understand more about the impact of their services, diversity, barriers and service improvement.

As a result of the call, the charity requested an application form which they are hoping to submit in December 2019. The charity also expressed an interest in future webinars and free training sessions.

On 2nd December 2019, Dawnette submitted a DAIV application form for review. The outcome is pending.

The Data Analytics Innovation Voucher (DAIV) application has been approved and the formal offer letter has been sent to the client and a Senior Research Officer has been assigned to work on the DAIV.

Results and Impact In July 2019 the Business and Local Government Data Research Centre facilitated a system wide Challenge Lab for the Mid Essex Better Care Fund.

Objective of the Challenge Lab

The overall aim of the workshop was to bring together academics with the strategic partners from across mid Essex health and social care system to address the key challenge of winter pressure on services.

The workshop was phase one of a larger piece of work and will directly inform the objectives and scope of the data analytics research project (funded through the Data Analytics Innovation Voucher - DAIV).

Together we identified opportunities for whole-system change - to reduce pressures on key public services, exploring opportunities to agree health and care projects tasked with transforming service provision on a pan-region sustainable basis.

As a county, the team wishes to identify how the collective use of data can inform service commissioning and the effective allocation of resource. Whilst as a system data is being collected, this is not being shared effectively between partners. A strategic overview could highlight opportunities for early intervention based on winter statistics across the patient journey, thus improving system resilience. It may lead to revised service delivery approaches, with new ways of managing seasonal service delivery being devised for testing/adoption.

Through the Mid Essex Better Care Fund, the aim is to find research driven solutions to focus attention to deliver system-wide change. This is in order to build improved whole system resilience as part of the winter planning process. In particular they wish to:

• Understand the demand that currently comes into the mid Essex health and care system for the acute and community
• Understand the capacity that is available both in the acute and community to manage the identified demand including primary care
• Use data to allow more informed decision making regarding if health and social care resources are in the correct place to manage the demand
• Identify any gaps in services and solutions within the mid Essex capacity
• Explore the potential for predictive analytics to identify future anticipated demand increases
• Use data to recommend how mid Essex should use their collective resources to manage the demand based on the finding of the research.

The purpose of the meeting will be to discuss the following key questions in order for the Better Care Fund board members to make a more informed decision ahead of the DAIV application.

• How realistic are the proposals and how useful would they be in providing information for the commissioners to inform future plans for commissioning in order to support system resilience?
• What would be the timeframes around each proposal and would be feasible to deliver the research project for each proposal?
• How useful you think the proposal would be in line with answering the commissioner's main objectives?
• Which proposal do you think could have the most impact?

A second follow up meeting will be arranged in order to explore the data around one specific pathway in order to define the specifics of the research project ahead of the DAIV application.

Results and Impact On 11th November 2019, the Centre facilitated a meeting between Coop East of England and My Home Life Essex who are looking to work in partnership to build community cohesion and tackle isolation and loneliness through intergenerational activities taking place in Essex.

One of the areas discussed was the difficulty in measuring impact which has a ripple effect on the community as well as the individuals involved.

The partners agreed to take things forward to look at collaborative opportunities and were grateful for the centre's role in connecting organisations for greater impact regionally.

Results and Impact On 19th November 2019 the centre facilitated a consultation to discuss how research and data analytics could be used in the planning of the garden cities. A number of potential research projects were discussed including predictive analytics for mapping the flow of people, behaviour change drivers, economic growth, sustainability etc.

With a number of competing priorities and potential research opportunities, the centre suggested a challenge lab to explore these projects in collaboration with the team.

Louise is working with North East Essex CCG including Jane Mower and Essex County Council to plan the cities.

Following the meeting, the centre exchanged emails. jane is hoping to discuss the challenge lab concept with her team with a view to taking it forward in 2020.

On 6th April 2020 Louise submitted a formal EOI ahead of a DAIV application. The EOI is with the Centre director for approval.

The transformation of data combined with the knowledge and resources provided during their recent attendance at the Impact Assessment and Data Driven Marketing workshops in 2019 means the charity has been able to more effectively lobby parliament and influence policy making as well as share best practice nationally related to prostate cancer screening and mens health.

Results and Impact On 18th November 2019 the centre undertook a conference call with the senior strategy advisor for Essex County COuncil.

The contact arose from Dr Alejandro Quiroz Flores.

The call was an opportunity to discuss the work of the centre as well as areas to collaborate through the DAIV scheme.
Jo Boyd Wallis and Jack Daniels from the council joined the call. They expressed an interest in a transport related project including predictive analytics and correlation/causation data matching to look at the impact of transport on communities (such as health, economic growth/employment and community engagement).

Following the call, the centre provided follow up information and a DAIV application form for completion.

In a world flooded with data Ric showed the audience how powerful tools like Microsoft's new Power BI can be critical in finding your way through the masses of data that are created every day.

The talk stimulated debate and discussion amongst the audience with the speaker. The event helped to raise the profile of the Centre with staff and students at the University of Essex and with representatives from local businesses.

Results and Impact Data Driven Marketing Workshop - 5th September 2019

In partnership with BEST, the Business and Local Government Data Research Centre aims to support the referral pathway enabling local businesses to thrive in an increasingly competitive market.

The BEST Growth Hub stakeholder feedback identified a need for SMEs to optimise the use of digital platforms including data analytics. This is a growing skills gap within the local market. Whilst many businesses are collecting basic data, they are ill equipped to understand and proactively use the data they hold to make informed strategic decisions. A number of areas were highlighted during recent business engagement as topics of interest. In order to address one of these key areas, the Business and Local Government Data Research Centre delivered a bespoke event.

Objectives
• Deliver a targeted event focused on Essex-wide SMEs designed to:
• Raise awareness of data analytics within the context of business in order provide competitive edge in an evolving market.
• Encourage the effective utilisation of IT and technological advancements to improve services and marketing.
• Provide foundations on how businesses can exploit technology and data within their sector tailored to their business needs.
• Provide insight into the future of data analytics and its potential.
• Explore social media as a digital platform for marketing, trend analysis and engagement.
• Promote the opportunities for grant funded data analytics and research through the DAIV scheme.
• Promote the work of BEST Growth Hub including the business support they provide.

The themes of marketing and social media were two areas identified as topics of particular interest to the target audience. This information shaped the agenda for the day.

Working in partnership with BEST Growth Hub, SECCADs and Essex Business School, this well attended workshop saw over 70 delegates benefit from a morning of inspiring speakers. Delegates represented SMEs, councils and charities across the east of England.

Results and Impact The blog is an introduction to our longitudinal study investigating whether statins reduce mortality in older people. The blog explains why the landmark modelling on statins data is novel yet so well suited when utilising primary care records. The audience of the blog mainly includes researchers, educators, policymakers and leaders of family medicine and community health. The blog was published on the BMJ website and its Chinese translation was posted on BMJ's Wechat platform. After six months, the blog on the website was read 173 times (no statistics on the Wechat performance).

This included:
Missed Sales

a. Very few of our 430 live customers send us forecasts or engage in bulk contracts that can be called off during the year.

b. We therefore do not realise when customers slow up or stop buying certain products from us.

c. Turn Over may not change or may actually increase but we do not know when or why a customer has stopped buying a certain product.



2. Re-ordering analysis.

a. In many cases we are sole suppliers to customers.

b. We on the other hand, need to place contracts with suppliers to secure supplies of nearly all items we sell.

c. Without customer forecasts (See 1a) and with delivery times sometimes 90 days away many customers rely on us to have their stock available when they want.

d. We have re-ordering systems that rely on past performance data but there are still areas of re-ordering that make us exposed to stock out scenarios.

e. We have a lot of data but do not have the skill to automatically reduce it down to a few lines of items that need urgent replenishment.



3. Cash Flow.

a. We need an independent view on our cash flow reporting and whether we can make it more meaningful to non accountants.



4. Delivery and Supply performance

a. We have a lot of data on deliveries out and deliveries in and need to get meaningful reports about our performance to supply customers and our suppliers' performance in supplying us.




5. ERP, CRM, WMS advice.

a. ERP. We have been with our current system suppliers for 15 years. Upgrades are done regularly but now with a Japanese office, we need a multilingual system that is more in tune with large customers.

b. CRM. We currently have a Contact Manager system that is 22 years old and has not been upgraded. It's time we changed and incorporated this system with the ERP.

c. WMS (Warehouse Management System) Our current ERP has a WMS module but does not suit us because stock in units and sell in Kilos.

Results and Impact The Centre facilitated a training session for Essex County Council staff focused on natural language processing (NLP) in the public sector.

The introduction to NLP included the latest developments in the area, and how they have been used in everyday technology.
The session explored:
• What Natural Language Processing is?
• What Natural Language Processing be used for?
• How has Natural Language Processing been applied?
• What are the benefits/limitations?
• What is needed for Natural Language Processing?
• When is Natural Language Processing not applicable?
• What are the technical requirements of Natural Language Processing?

The workshop was hands on from the beginning with practical examples throughout.

Over 17 delegates attended in total with all providing very positive feedback in the post-workshop survey as well as on the day. All delegates reported their knowledge had improved and have requested further engagement with the Centre in 2019. This includes training as well as collaborative research projects.

Results and Impact Over 17 Essex COunty COuncil staff attended a workshop on Sentiment Analysis facilitated by the Centre.

The session focused on the use of Sentiment Analysis in the public sector.
Following an early workshop on NLP, in this session delegates gained further insight into the use of Sentiment Analysis as well as its use in the public sector.
The tutor focused on a number of questions that can be explored using Sentiment Analysis.
This included:
• How can we remove language barriers and improve communication around the world using machine translation?
• How to understand Essex County Council resident's needs and sentiments from analysing social media?
• How Sentiment Analysis assisted decision find relevant information about a given topic?
• How can Sentiment Analysis detect depression, harassment and cyberbullying online as well as predict social trends?

Results and Impact In October 2018, the Centre delivered bespoke training on Natural Language Processing and Sentiment Analysis. The aim of this session was to enable Essex County Council to make better use of its unstructured data to feed into a project on predicting which families re-enter social care and as part of a county-wide strategy.

Building on the success of previous training and in line with the Data Science Team vision, the department are in the process of implementing R Studio. As a result, Essex County Council required introductory level training exploring R to build foundation knowledge of R Studio across its workforce.

ESRC Business and Local Government Data Research Centre facilitated a bespoke training session focused on R. Presented by renowned researchers, 19 delegates benefited from:
• An introduction to R and R Studio
• Different data structures in R, building matrix and arrays
• Importing data from excel, csv, txt
• Creating, amending and exporting dataframes
• For Loops, If Statements
• Coercion of data types
• Statistical analysis techniques and tools
• Functions
• Correlation and regression
• Models such as predictive analysis

The workshop was hands on from the beginning with practical examples throughout.

This was day 2 of a 2 part session.
Feedback was very complementary and Essex County Council have requested that we work with them to identify skills gaps and share best practice around data analytics. This growing relationship has also led to a DAIV project commencing.

Results and Impact An Essex-wide professional networking event organised by Essex Fire and Rescue service included members from across the private, public and charity sector.
The Centre had the opportunity to speak to all delegates through a facilitated engagement session which took place at the Fire Service HQ.

The event was an opportunity to promote the work of the Centre, raise awareness of the DAIVs, future events, opportunities to partner and the importance of research within the context of the health and social care system.

As a result of the event, the Centre obtained new contacts and has already received expressions of interest relating to the DAIVs.

The event was also an opportunity to touch base with Essex Fire and Rescue on working together for a countywide data analytics projects aligned to their strategic plan.

Results and Impact On 28th October 2019, the Centre hosted the 2019 Essex Life and Economy Lecture: Making Change Stick in Complex Collaboratives.

A Business and Local Government Data Research Centre lecture, organised in partnership with the Faculty of Social Sciences and Faculty of Science and Health at the University of Essex and Essex County Council.

The lecture by Stephen Kavanagh, Chairman of World Class Policing, examined how entrenched approaches, introspective cultures and performance regimes can, if left unchallenged, undermine new cross cutting initiatives.

55 delegates from across the academic communities and public sector attended the session which included a networking drinks and live Q&A following the talk.

Delegates included the University of Essex Vice Chancellor, senior team, Essex Centre for Data Analytics (ECDA), Deputy Lt. for Essex Nick Alston, Public Health England, Essex County Council, Open Road and many more.

The event was supported via social media in order to widen impact and continue engagement.

Results and Impact Participation in a series of meeting with officials from Essex County Council (led by Deborah Fox, Head of Commissioning, Sustainable Essex: Protection, Essex County Council) and associated NGOs to develop a GIS-based assessment of natural capital in Essex. This initially involved meetings in Colchester and Chelmsford on 27/8/15, 15/9/15 and 26/11/15. Subsequent BLGDRC research has developed a methodology for identifying accessible greenspace that has been tested using existing local authority data for Basildon and is now being expanded into a county-wide dataset that will contribute to the overall assessment.

Results and Impact The Centre facilitated a conference call with Essex Police and academics to discuss the organisation's DAIV application. The aim of the data analytics and research project was:
An Essex Data Project with Essex Police, Essex County Council and Nesta, bringing together multi-agency data on business inspections, complaints and enforcement/regulatory from public sector agencies and open data.
One of the open source data sources we would like to include is Zoopla property and business data, by creating an API endpoint to retrieve the fields of interest, a skill which we do not have.

The Police would like to work with the Centre to carry out research into how they can create an API endpoint in terms of a feasibility report. They lack the expertise to carry out the research and feel the innovation voucher scheme will help achieve this. Due to the scope of the DAIV, we agreed to conduct a feasibility study which we will deliver ahead of the end of funding year (March 2019).

As a result of the call, the DAIV was approved by board members and the work is now taking place with Haider Raza leading on the research project.

The Centre continues to work closely with Essex Police and has been requested to deliver further training post-April 2019 and to deliver future research and data analytics building on this project.

This one day session provided foundational training on data analysis, statistics and interpreting data.

This training formed one part of a phased project which saw selected members of the team step onto an intermediate level programme exploring the use of analytics and techniques in R.

Date: 5th November 2018
Format: A one day interactive workshop providing delegates with an overview of data analysis, covering key fundamentals such as hypothesis testing and associated statistics, correlations, single and multi variate analysis and interpreting data.

Eight senior figures attended the workshop, all of whom gave very positive feedback and requested to attend further training with us in the future.
