Smart Data Analytics for Business and Local Government

Abstract
We are living in an era of Big data with the rapid technological developments in information technologies and communications providing an unprecedented amount of data and new forms of data. Big data is now an integral part of our daily lives and are routinely produced by local government and business. In these settings, data production is just a by-product of the activities local government or business are involved in: most often, this information is collected for a specific purpose but very little use is made of these data-sets beyond the original purpose they were designed for. The challenge is how we can make better use of these types of information to improve our quality of life and foster economic growth. If combined together, these datasets can provide valuable information and insights into how businesses and local authorities work, the ways in which improvements to services can be made or businesses become more successful and efficient in their operation. Big data can provide local authorities and businesses additional information which can help them to design better policies and improve their business operations.
To date, very little data of this type has been available for social scientific research in a systematic way. The aim of the new Smart Data Analytics (SDA) for Business and Local Government research centre is to utilise this explosion of information for social scientific research to answer questions that affect all our lives. For example, in an era of austerity and belt-tightening for local authorities, how can they make best use of limited resources to deliver the highest quality service to residents including across health and social care provision, education, crime reduction, housing and transport? By using data sources collected by local authorities for their administrative purposes we can start to unravel some of these questions and make relevant and timely policy recommendations. We have partnered with three local councils in Kent, Essex and Norfolk who are keen to work with academic researchers to learn from the information they hold to improve their service delivery but at present do not fully utilise. We have also partnered with businesses who wish to understand how we can foster and support economic growth, particularly for small and medium enterprises and start-ups. What are the barriers these businesses face and how can Big data help us understand the best means of overcoming these?
The SDA will establish a secure data facility at the University of Essex where Big data from a variety of sources are stored and matched so to produce new information which can be useful to both local authorities and businesses. At the same time, the facility will give researchers, local authorities and businesses a point of access to Big data and expertise and support in using those data. There are clearly many issues of data privacy and confidentiality to be considered and the Centre will develop safe methods of handling, anonymising and linking data to ensure the confidentiality of businesses and individuals is maintained and respected. The Centre will also carry out research into how Big data can best be analysed as some of the methods used for more standard forms of data such as social surveys may not apply. We have an innovative substantive research programme articulated in a set of research streams designed to focus on key policy issues: (i) Methodological advances in Big Data analysis; (ii) Local economic growth, (iii) Support for vulnerable people; and (iv) the Green Infrastructure. The Centre will also provide training and support to new researchers, businesses and local authorities and engage actively with both businesses and local authorities through tailored knowledge exchange activities which will draw on the expertise built in the Centre. The new Centre promises to be an exciting development that will not only advance knowledge but have a positive impact on our quality of life.

Planned Impact
Non-academic beneficiaries of the Centre include a range of organisations and individuals, operating at several levels. The direct impacts on beneficiaries could be rapid. Campaigning organisations and special interest groups can adapt their messaging and strategies quickly. Impacts on policy debates could similarly be rapid, though impacts on policy itself will take longer to filter through the review and revision process. The indirect impacts on society as a whole (via the effect of research influence on policy and practice) will accrue in the long-term.
Key beneficiaries are:
1) Businesses will have access to new data-sets which can improve their decision processes and training activities will build their capacity in Big data analytics to support their decision-making. Research on aspects of firm behaviour and economic growth will be relevant and could have implications for employment, production and location strategies.
2) Business organisations such as the CBI and Institute of Directors will benefit through better understanding their constituents' needs and priorities and how Big data can be used to support business growth.
3) Local government researchers and policy makers will benefit as both data owners and data producers. As data producers, the Centre will help them improve the quality of the data. As data owners, the Centre will show how they can use their data in a novel way and extract new information to support their policy-making processes and service delivery.
4) Local government officers, councillors and the Local Government Association. County, borough and unitary authorities in the UK are responsible for a number of services addressed. The focus on vulnerable people and health and social care as well as housing, education, policing, and the environment are all relevant. We expect considerable impacts on practice in the provision of services within a mixed economy of provision.
5) Government department researchers and policy makers. The Smart Specialisation and Smart Region approach will be of wider relevance across the UK. The methodological developments and substantive research will provide a model of relevance for all areas of the UK. The likely impact is significant as new ways of utilising Big data are developed.
6) Government executive agencies, non-departmental public bodies, parliamentary select committees and quangos. Many will have interests in Big data, and we expect agencies such as e.g. the Food and Environment Research Agency, Low Pay Commission, Homes and Communities Agency, and the Environmental Audit Committee to be beneficiaries of the research.
7) EU policy-makers, the international policy community. Methodological and substantive research will be relevant to other countries and developments around Smart Specialisation. We envisage working with the EU S3 Smart Specialisation Platform and anticipate considerable international impact.
8) NGOs, think tanks, charities and independent research organisations will benefit including for example the New Economics Foundation, the Institute for Public Policy Research, Age UK, the Transport Research Laboratory, the Child Poverty Action Group, and Demos.

The general public will benefit through more informed policy-making and an awareness of the benefits Big data provides including public engagement around the re-use of data for social research. Benefit will accrue through the provision of better quality, more efficient services and through new employment or firm level policies for economic growth. We expect findings to be reported in news media and to stimulate public debate.

| Description | The Business and Local Government Data Research Centre (BLG DRC) brings together academic expertise from the Universities of Essex (UoE), East Anglia (UEA) and Kent (UoK) to help businesses and local authorities (LAs) use data more effectively, enable better decision making, and support organisations to solve real problems. The research within the Centre comprises four streams: (i) Local Economic Growth; (ii) Support for Vulnerable People; (iii) Mapping Green Infrastructure; (iv) Methodologies for Analytics and Big Data. Each research stream involves a number of academic and research staff working on a range of projects. Our work under all streams has generated significant new insights and new knowledge. Some indicative examples are provided here: - Our project on understanding barriers to innovation has shed new light on the challenges of access to finance faced by innovative SMEs. We have identified the causes for underfunding among the SMEs in the East of England and how peer-to-peer lending can be used to this purpose. - Our methodological research has used advanced statistical methods to analyse a large cohort of people aged 60 and over in the UK based on electronic health records of THIN primary care database. In essence, the study uncovered that the risk of death after a heart attack is lower than previously thought, and more widespread prescription of beta blockers could further improve survival rates. - Our methodological research has developed novel artificial intelligence based methods to explore and identify patterns in time series using an intrinsic notion of time and not physical time. Such methods look for events of different magnitude and can be used in identifying trends and events in financial data. - Research under the Supporting Vulnerable People research stream examined issues around the measurement of multiple deprivation in rural areas in England to offer recommendations around how this might be done via the production of a new measure of disadvantage to be used as an alternative to the English Index of Deprivation (IMD). The research resulted in the development of an adaptable model for measuring deprivation and, from this, a composite indicator (UEA-RDI) that may useful in identifying deprived rural areas for the purpose of targeting health and care interventions. - Our work on green infrastructures has created a new mapping that combines crowdsourced details from OpenStreetMap with Ordnance Survey databases; this is an invaluable resource in supporting planning strategies and assessments of natural capital. - We have developed new software such as R libraries which have been made available to the wider community. - our training programme has delivered over 45 training sessions reaching over 1000 participants and has increased their knowledge and skills in a range of topics in data science and analytics techniques. - We have acquired and made available through the Centre over 400 datasets to the research and broader community of professionals interested in social sciences research. |
| Exploitation Route | There are multiple areas that our findings can be taken forward by others. - Firstly, the project provides useful insights in issues around providing finance to SMEs. Policy makers at the regional or national level could make use of these insights in creating new policies and vehicles to support SMEs to grow. - The techniques developed under the methodological stream have applicability in a range of domains. For instance, the natural language processing techniques developed have wider applicability in analyzing customer feedback or other forms of unstructured data emanating from interactions with customers (e-commerce websites, etc). - Our advanced statistical methods and machine learning methods have applications in the health domain for instance, in analysing clinical trials data or patient related data to uncover hidden patterns. - our work in mapping green spaces and understanding their use can feed into housing policy, or creating green spaces for the benefit of communities. - our work in supporting vulnerable people has been providing insights into issues around identifying vulnerable individuals and how these can be supported. With the social care provision coming under pressure due to budget constraints, preventative approaches and interventions that can be put in place after having identified people at risk can make a huge difference to the quality of life and outcomes for individuals and the wider society. Policy makers at the regional or national level can benefit from the results of the research that we have undertaken. |

| Description | The work of the Centre and activities have started to deliver socio-economic impact in a number of areas: - Our research on alternative finance models for SMEs has generated insights that are feeding into policy. Prof Coakley has given written evidence to the Treasury Select Committee Inquiry on SME Finance and made two submissions: (i) Equity crowdfunding submission and (ii) Bank lending submission. - BLG DRC ran a public lecture series across the Universities of Essex, East Anglia and Kent. Titled "Big Data, Big Questions", the public lecture series sought to raise awareness of the Centre and the issues surrounding Big Data and analytics across a number of topics including: the environment, policy, society, business, smart cities and data regulation. The public lecture series reached over 750 people across the three regions improving attendees' knowledge of Big Data and associated issues (challenges, opportunities and risks) as well as the visibility of the Centre's research and work. - The Centre issues Data Analytics Innovation Vouchers (DAIVs) to enable stakeholders, businesses and public sector organisations, to access the Centre's academic expertise in Big Data and analytics. These have started to deliver impact on stakeholders. An indicative example is the work with the East Sussex County Council where we provided expertise to model the deterioration processes of pavement systems. We provided algorithms for use by the Council to improve their road/pavement network. This research and subsequent report provided algorithms that can be used by the council to model the deterioration processes of pavement networks and assist in optimising maintenance intervals for pavement networks. The Researcher and Council are now working with a third party software company to utilise the models. - The Centre has been running training courses with a number of stakeholders such as local authorities including: Waltham Forest, London Borough of Islington, Suffolk County Council, Colchester and Ipswich Hospital Trust. Training is designed in discussion with the stakeholder to fit their needs and depending on the workforce's skills. To date, we have run 45 face to face/bespoke training sessions and we have reached over 1000 individuals. Following training, delegates reported an increase in knowledge and our average evaluation score is above 9 out of 10. - Our research into advanced data analytics techniques has formed the basis for Knowledge Transfer Partnerships (KTPs) with a number of stakeholders. |

| Impact | Unum were provided with a report which provided them with the ability to undertake "Web Scraping" techniques and "Entity Name" recognition, using Python and Natural Language Processing (NLP) techniques. 3 defined cases were created enabling a combination of information to be concatenated e.g. Company Name + Post Code + Job Title including the associated LinkedIn profile. The proof of concept enabled Unum to extract the results into a CSV file and then to analyse the scraped data and subsequently import into their Enterprise CRM. The new found efficiency gains together with the market intelligence data will enable the company to harvest the targeted information to build future mailings and stakeholder intelligence mappings of existing and new markets alike. Unum have expressed an interest to work collaboratively with ESRC BLG DRC to help and improve the accuracy of the exploratory analysis and to extended the functionality in understanding how Unum might want to grow or change their current system and processes. |

This annual event brought together over 80 council funded organisations, charities, NHS organisations and private sector companies with an invested interest in health/wellbeing. As well as senior leaders from the council, strategic partners included Public Health England and operational leads. This year's event focused on the impact of physical activity on mental health. As well as formal presentations, the agenda included networking opportunities which allowed the centre to form new contacts. The presentation delivered by the centre was well received, generating a lot of interest. All delegates received handouts and a follow up email. A number of the CEOs including CVS Basildon have already contacted the centre to follow up on the information discussed in order to book a consultation and register attendance at the Centre Showcase and Celebration Event. |

A formal presentation was delivered to 10 members of the Best Growth Hub who included business consultants and organisation leaders who work directly to support SMEs and startups. The session was well received and included a Q&A from members. Information packs were given along with resources for the attendees to distribute within their networks. As a result, several DAIV referrals were received from the Best Growth Hub team, we were invited to present at a national meeting in London and have been invited to host a seminar designed to assist the Hub in helping businesses improve the take up of modern technologies that improve productivity (e.g. cloud computing, data analytics, CRM, automation/machine learning etc.). The presentation also led to discussions around how Best Growth Hub themselves could benefit from the DAIV scheme in order to optimize stakeholder engagement and/or conduct impact analysis. |

| Results and Impact | The ESRC BLG DRC facilitated a workshop with My Home Life (a regional charity) to explore the potential areas of collaboration and data research opportunities. The session included promoting the DAIV as a mechanism to enable a research project as well as scoping the current data held by the organisation, gaps in organisation's data gathering process and the opportunity to create a more robust tracking process moving forward to measure impact. In attendance was Dr Gina Yannitell Reinhardt (Associate Professor/Senior Lecturer Programme Evaluation Director, Catalyst Project Department of Government, University of Essex) who lead discussions on her recommendations and ideas for measuring the impact of the charity's interventions. Feedback from all delegates was very positive. As a result the DAIV application form was completed and shared with the academic who has formally expressed an interest in the project. The Centre is also looking to offer training for their staff to upskill them on data analytics and reporting once the new process has been formulated (post-DAIV). My Home Life is one part of a national organisation, with regional charities existing across the UK. there is the potential for the resulting work of the DAIV and/or training to be shared as best practice. The involvement of the academic lead for the Catalyst Project also widened our engagement with the academic sector and was used as an opportunity to promote the annual conference and further collaboration. |

| Results and Impact | Now in its tenth annual Showcase for Business took place at Hylands Estate, Chelmsford on Wednesday 14 November. It was well attended with around two hundred people from businesses across Chelmsford and the surrounding areas as well as councils, government departments and charities. Also in attendance were a number of business consultants (such as HSBC and Santander) and groups such as Chamber of Commerce. The free-to-attend event provided business insights, support and advice, on a range topics. There were motivating seminars and informative workshops, as well as over 50 stands to visit in the exhibition area. The event was widely publicised and captured through social media and council publications both during and following the day. The ESRC BLG DRC not only had a well attended information stand (where we distributed literature and material), but actively attended all exhibition stands within the arena to promote the grant funded research opportunities offered by the Centre and to exchange contact details. All new contacts received a follow up email and/or call to discuss opportunities to collaborate. As a result of the networking session, we increased our opted-in B2B contact list by over 30 and increased attendance at our conference on 27-28th November 2018. |

| Results and Impact | The Centre facilitated a challenge lab/consultation with the strategic council leaders working across key departments responsible for the council's transformation project. The objective of the consultation was to bring together the ESCR Business and Local Government Research Centre's researchers and members of the council to explore how data can be used in the context of their organisation. The session focused on the key priorities for Cheltenham Borough Council, and allowed the team to identify gaps in existing intelligence as well as data collection methods. Providing an overview of data analytics and opportunities could be developed into research projects that would lead to real-world interventions. Two areas identified by the council are: - Behavioural Analytics - Nudge Technique However, the session was also an opportunity to explore all areas of data analytics and research aligned to the council's strategic vision. Following the Challenge Lab, the Centre provided follow up information to support the council in bringing one or more (depending on the feasibility) research projects to fruition. The council has also referred other councils located in their region as well as other public sector bodies, thus raising awareness of and the profile of the Centre. The consultation also allowed the researcher from the Centre to recommend relevant approaches to data analysis based on best practice to date. |

The session focused on the key priorities for Chess Homeless, and allowed the team to identify gaps in existing intelligence as well as data collection methods. Providing an overview of data analytics and opportunities allows the group to explore how one or more area could be developed into research projects that would lead to real-world interventions. Attendees included the board director as well as operational lead and project manager for impact analysis/reporting. Attendees completed feedback forms which reported the session was useful in identifying how best to collaborate with the centre through the DAIV scheme. All delegates rated the session as 'excellent' across all scoring criteria, with an average score of 9.5/10. As a result of the session, the charity plans to submit a DAIV application to secure post-transitional funding and has registered to attend several events planned by the centre. |

| Results and Impact | The Centre facilitated a consultation with Colchester Borough Council strategic leads including: Improvement & Engagement Manager and the Director for the workstream responsible for tackling declining health indicators for its population by conducting a research project. The project will be led by the council on behalf of the Alliance (a system wide collaboration of partners). A positive meeting resulted in a full brief for the research and data analytics project being drafted by the council and shared with the Alliance (including the Centre). Following approval for their members, the Centre is now looking to work across departments to draw together the optimal mix academic expertise in order to deliver the brief. This meeting has cemented the Centre as a 'go-to' for data analytics and research as well as elevated our reputation as a delivery partner to conduct data analytics and research. A follow up meeting is due in April to discuss next steps. We are also exploring the potential for student placements. |

| Results and Impact | Aaron Bowater and Michelle McAnoy of Highways England had a phone consultation, where both gave each other a background to their work and to explore whether a DAIV application will prove valuable to Highways England. AB provided background on the Centre, the DAIV programme, and a number of the training programmes the Centre can provide. AB spoke in particular reference to our time frames over the coming months as the Centre winds down to a close on January 30th. He also shared information about the Centre's four research streams and partner universities. AB said he would provide a number of notes and background information when sharing the notes from the call. MM spoke about her work with Highways England. MM works in the Evaluation team which is new as of July last year. MM joined the team in January of this year so there is lots of new work being started. The team carries out major evaluations of projects post-opening, one year and five years after the event. This covers everything from safety and traffic flow, to economic impact of these large infrastructure projects. AB talked about some of the work the centre is undertaking with other organisations in terms of infrastructure impact and evaluation. One of the key things MM was interested in was building knowledge and an evaluation base with what is a new and young team at Highways England. Interested in data visualisations, mining prospective data and methodologies. MM encouraged AB to take a look at the evaluations on the Department for Transport website for further background on succinct dash point evaluations. Next steps: As it sounded like MM was after training for junior evaluation officers, AB said a Challenge Lab or other training programme may be most appropriate for Highways England, rather than a research and report based DAIV. MM said that she was keen to grow confidence among the evaluation officers. With this in mind, MM said she was after some basic data knowledge (why is it important? How do we use it? Etc.), some statistics foundation before moving onto manipulating data and evaluation it. Further questions like how do you manipulate data and use it to prevent valuable insight upwards should also be addressed. AB said this sounded ideal for a challenge lab and as well as sharing some previous examples/case studies of training with MM, would now begin working with colleagues to find an appropriate trainer and dates. |

The purpose of which was to promote the Centre and the opportunities to use grant funded research to support the NHS strategic objectives for 2019 within the east of England. Participants included senior leadership from Mid-Essex Clinical Commissioning Group as well as members of the STP footprint. Participants were inspired by the potential to collaborate with the Centre and expressed an interest in both DAIVs and training in data analytics. As a result of the call, the Centre has been invited to attend a system-wide event to present on what the Centre can offer the NHS. The CCG will also be making a DAIV application over the coming month to explore a commissioning data project to run alongside a STP level (wider) engagement piece. |

| Results and Impact | In October 2018, the Centre delivered bespoke training on Natural Language Processing and Sentiment Analysis. The aim of this session was to enable Essex County Council to make better use of its unstructured data to feed into a project on predicting which families re-enter social care and as part of a county-wide strategy. Building on the success of previous training and in line with the Data Science Team vision, the department are in the process of implementing R Studio. As a result, Essex County Council required introductory level training exploring R to build foundation knowledge of R Studio across its workforce. ESRC Business and Local Government Data Research Centre facilitated a bespoke training session focused on R. Presented by renowned researchers, 19 delegates benefited from: • An introduction to R and R Studio • Different data structures in R, building matrix and arrays • Importing data from excel, csv, txt • Creating, amending and exporting dataframes • For Loops, If Statements • Coercion of data types • Statistical analysis techniques and tools • Functions • Correlation and regression • Models such as predictive analysis The workshop was hands on from the beginning with practical examples throughout. This was day 1 of a 2 part session. Feedback was very complementary and Essex County Council have requested that we work with them to identify skills gaps and share best practice around data analytics. This growing relationship has also led to a DAIV project commencing. |

| Results and Impact | The Centre facilitated a conference call with Essex Police and academics to discuss the organisation's DAIV application. The aim of the data analytics and research project was: An Essex Data Project with Essex Police, Essex County Council and Nesta, bringing together multi-agency data on business inspections, complaints and enforcement/regulatory from public sector agencies and open data. One of the open source data sources we would like to include is Zoopla property and business data, by creating an API endpoint to retrieve the fields of interest, a skill which we do not have. The Police would like to work with the Centre to carry out research into how they can create an API endpoint in terms of a feasibility report. They lack the expertise to carry out the research and feel the innovation voucher scheme will help achieve this. Due to the scope of the DAIV, we agreed to conduct a feasibility study which we will deliver ahead of the end of funding year (March 2019). As a result of the call, the DAIV was approved by board members and the work is now taking place with Haider Raza leading on the research project. The Centre continues to work closely with Essex Police and has been requested to deliver further training post-April 2019 and to deliver future research and data analytics building on this project. |

Date: 5th November 2018 Format: A one day interactive workshop providing delegates with an overview of data analysis, covering key fundamentals such as hypothesis testing and associated statistics, correlations, single and multi variate analysis and interpreting data. Eight senior figures attended the workshop, all of whom gave very positive feedback and requested to attend further training with us in the future. |

| Results and Impact | In October 2018, the Centre delivered bespoke training on Natural Language Processing and Sentiment Analysis. The aim of this session was to enable Essex County Council to make better use of its unstructured data to feed into a project on predicting which families re-enter social care and as part of a county-wide strategy. Building on the success of previous training and in line with the Data Science Team vision, the department are in the process of implementing R Studio. As a result, Essex County Council required introductory level training exploring R to build foundation knowledge of R Studio across its workforce. ESRC Business and Local Government Data Research Centre facilitated a bespoke training session focused on R. Presented by renowned researchers, 19 delegates benefited from: • An introduction to R and R Studio • Different data structures in R, building matrix and arrays • Importing data from excel, csv, txt • Creating, amending and exporting dataframes • For Loops, If Statements • Coercion of data types • Statistical analysis techniques and tools • Functions • Correlation and regression • Models such as predictive analysis The workshop was hands on from the beginning with practical examples throughout. This was day 2 of a 2 part session. Feedback was very complementary and Essex County Council have requested that we work with them to identify skills gaps and share best practice around data analytics. This growing relationship has also led to a DAIV project commencing. |

One of the outcomes of the training was the head of Department requesting a second cohort in 2019 as well as a refresher session for the beginners in the group. An additional outcome was the request to explore a collaborative research project funded through the DAIV scheme. |

| Results and Impact | Following initial contact earlier in the year, the Centre facilitated a consultation with Fulham Good neighbours to explore how the Centre can support them in optimizing impact by undertaking data analytics funded through the DAIV scheme. The conversation focused on the charity's requirement to reach all those in need equally across Fulham. For instance, are some groups like BME groups under-represented amongst our beneficiaries? Are those living in certain geographical areas under-represented e.g. in ward A there is 1000 over 65 years old and 250 are our beneficiaries but in ward B there is also 1000 over 65 year olds but only 25 of them are on our database? The Centre needs to use anonymised data provided by the charity to compare them with publicly held data on local older people (e.g. most recent census, NHS data, local authority data). The charity will then draw conclusions on data so that they know what groups of older people (Output 1) or geographical areas (Output 2) they should prioritise in future marketing. The outcome of the meeting led to the completion of the application form and consequential board approval for the DAIV work to commence. |

| Results and Impact | Date: 9th November 2018 Objective of the Workshop The objective of the session was to bring together the ESCR Business and Local Government Research Centre's researchers, outreach and engagement officer and members of the Goal 17 to explore how data can be used to in the context of the charity sector. The Challenge Lab focused on the key priorities for the organisation, and allow the team to identify gaps in existing intelligence as well as data collection methods. By providing an overview of data analytics, the services offered by the Centre and opportunities to use data constructively, we were able to develop research projects that will lead to real-world interventions. Outcome: Following the Challenge Lab, the Centre worked with the Goal 17 to identify suitable funding through the data analytics innovation scheme to bring one or more (depending on the feasibility) research projects to fruition. Through the CEO's strong network, we were also referred to support the Street Soccer Foundation through the DAIV scheme and are planning a research project with this organisation as well. Following the workshop, we posted a Facebook Live video through the charity's social media channels to an international audience of local businesses, public sector and charities. This captured a wide audience and generated further interest in our work. |

| Results and Impact | Luke Abbs presented ideas on how machine learning can be used to predict the location and timing of armed conflict using United Nations (UN) mission report data, known as the Situational Awareness and Geospatial (SAGE) dataset, which complies in-the-field reports from peacekeepers, local partners and informants. This pitch formed forms part of a broad and ongoing project (with Allard Duursma (ETH-Zurich) and John Karlsrud (NUPI)), where we have collaborated with the the UN Operations and Crisis Centre (UNOCC), with the purpose of helping the UNOCC develop greater early warning capabilities, using machine learning techniques and the SAGE data to predict the location and timing of armed in the Central Africa Republic. While the UNOCC has done well in collecting structured data in a centralised location, the UNOCC lacks the analytical capability to analyse fine-grained mission report data from the various UN peacekeeping missions. This was an important event and has allowed us to: further developing our ongoing relationship with the UN; continue our strategy of confidence building by promoting knowledge and setting expectations of what can be achieved through the use of machine learning; and through outlining our research plans of how we can assist the UNOCC. After the workshop we received SAGE data on the Central African Republic and as the project grows we expect to receive more data from other missions. We have gained access to the SAGE dataset after initially building bridges with the UN's Joint Mission Analysis Centre, who previously gave us access to more limited data on Darfur (Sudan). This reflects our ongoing working relationship. This presentation also contributed to our engagement with other practitioners and policymakers involved in UN peacekeeping research and policy. For example, since this workshop we have been approached by the Dutch Civil Military Interaction Command (CMIC) concerning the sharing of ideas on UN early warning. We have arranged a meeting with the CMIC in the Hague in April 2019. This workshop also improve my own (and co-investigator's) knowledge of the UN peacekeeping architecture and the various needs and interests of stakeholders involved at various levels of this complex architecture. For example, we had meetings with those within the UNOCC (based in New York) that work on data collection and analysis. We also met with members of UN Civil Affairs that engage in the political aspects of peacekeeping i.e. mediation and good offices, as well as military and police commanders that have operated in Mali, South Sudan, Darfur and the Central African Republic. All specified detailed interests and ideas on how data analysis could benefit their part of a UN mission architecture. |

| Results and Impact | A cross-faculty seminar at UEA which was open to the public and led by EK, covered: Basic concepts and methods of machine learning ensemble; factors influencing ensemble performance; methods of multi-media data classification, feature selection, clustering, and prediction; and some applications on big data, e.g. hybrid expert ensemble for validating bird observations in a citizen science project, heterogeneous ensemble for hip replacement failure prediction, active learning ensemble for seabed habitats classification, and identification of fake comments on the internet. Question and answer session highlighted the impact of the data source from this project. |

| Results and Impact | As part of the Essex Natural Capital Asset BLGDRC researchers worked with Essex County Council staff to create a more consistent and spatially detailed digital map of green infrastructure in Essex. This was done by integrating a number of digital map data sources (e.g. from Ordnance Survey, Natural England and OpenStreetMap) within a Geographical Information System (GIS). The process and results are described in a BLGDRC working paper and have been presented at two workshops with local authority and NGO participants. The data are currently being used by the county council as evidence to support their Growth and Infrastructure Plan. |

| Results and Impact | The Director of Regeneration and Business Development - Southend Borough Council,wasgiven ademonstration of the model,which could beadapedtomodel the decline of Southend High Street and equally could be adapted to model the effects of leisure and tourism in the high street. A follow up demonstration has been arranged to meet the Borough Council's management team to discuss the modeland its potential applications to help support th regeneration plans for the area. The model would allow the council to carry out what-if analysis, test pricing sensitivity e.g. car park charges; undertake predictive and trend analysis and identify declining areas and to make earlier remedial interventions. Notwithstanding using the model in public planning meetings to visually demonstate the AS-ISandTO-BE proposed regeneration changes. The audience reported changed opinions and there were requests about further participation. |

| Results and Impact | Following AB's presentation on the work of the group to the staff meeting of the NHS North East Essex CCG, JM invited AB in to discuss a possible DAIV relating to Estates, NHS infrastructure and the impact of changing demographics and a growing population. There was a feeling that the Centre might be able to provide an initial idea (review/forecasting) on the available data to inform decisions to meet these challenges. JM will meet with partners to discuss the DAIV programme and will have met with all interested partners by the end of September. JM left a number of materials expanding on the background of the work with AB to familiarise himself with, and to share with colleagues. AB left a paper copy of the application form with JM and will send a digital copy to them. AB will begin scouting for a partner academic to complete the work and continue to speak with JM and the CCG to hone in on a tailored and focused DAIV. |
