The Eastern Partnership Initiative: A New Opportunity for Neighbours?

| Description | The project investigates the effectiveness of the European Neighbourhood Policy, and the Eastern Partnership in Belarus, Ukraine and Moldova, with the EU and Russia's added perspectives. The study is based on extensive empirical fieldwork conducted in the EU and Eastern Europe (EE), including the analysis of published data and interviews with officials in the EU, and nation-wide surveys, expert interviews, focus-groups and the study of school essays in the EE, to gauge the effectiveness of EU policies in the region. Our research reveals two-level tensions. First, it has transpired that conceptually the EU has limited uniform awareness of what it is trying to promote in the EE under the aegis of 'shared values', 'collective norms' and 'joint ownership'. Not only is there a discrepancy in the EU's own rhetoric owing to its multi-actorness and the lack of strategy; there is also an evident clash of EU vision of 'good governance' with what the neighbours perceive to be such, stemming from their own unique historical experiences and cultural traditions. Second, empirically, the EU favours a 'top-down' governance approach (based on rule transfer/conditionality) in its relations with neighbours, which is clearly at odds with a voluntary idea of partnership, and which limits the input of 'the other' in the process of reform. Consequently, without the process of 'othering' entailing equivalence of relations, the EU often encounters a lack of commitment and even resistance to reform, which impedes the policy's efficiency and requires further revision of EU approach to partnership-building in the region. |
| Exploitation Route | This research assists policy-making processes with background information and specific recommendations. It also helps to broaden publc understanding of the nature of the EU as a tranformative force, and its strong points and weaknesses. The results of this project inform academic and policy-making communities of users, and could be broadly exploited in scholarly understanding of EU foreign policies and external relations, and also as a guide of recommendations for improving the effectiveness of the EU policies. |
