Description See Impact report submitted April 2011. The most important impact of this project has been to sensitise policy makers, journalists, researchers, activists and civil society organisations (CSOs) to see the circumstances of the older urban poor, to understand how socially-instituted discrimination is impinging on older people' s livelihoods and wellbeing and to recognise the need for a paradigm shift in programmes addressing old age poverty. The research spurred the take up of older people's rights, specifically a non-contributory pension by the national-level coalition campaign, the Right to Food Campaign (RTF) and, subsequently, the formation of the Pension Parishad, a national level campaign to secure a universal pension for older people. Pensions in the State of Tamil Nadu were raised by 125% for 3 million pensioners, the Pension Parishad and RTF have secured pension increases in a number of Indian states and put old age pensions on the national level political agenda in 2014. HelpAge International and Age International use the research in their discussions with the UN and middle income and low income developing policy for older people Print media and India has used the outputs of this award to spread awareness of the role of older people in the economy and the shortfall in older people's rights as citizens and workers.

Impact In late 2010 the then Government of Tamil Nadu raised the Indira Gandhi National Old Age Pension (IGNOAP) by 25%, (from Rs400 to Rs500) and in March 2011 the IGNOAP became an election issue. The newly elected government raised the pension by a further 100% (from Rs500 to Rs1,000). This pension is given to people age 60 or move whose incomes are judged to be below the poverty line. In April 2011, Government of Tamil Nadu declared there were 3 million pensioners who received the pension rise.

Collaborator Contribution The journal Editor participated in the selecting and editing of submissions and guided the PI through the production process.
Impact The journal is freely available on-line and is read by NGO practitioners and academics alike. This special issue opened up a rarely available space to research on gender and global ageing, covering a wide range of approaches and varied subject matter..

Impact The Conference was the initial trigger for three major turning points. 1. The recognition amongst social activists and academics in India that old age poverty was being overlooked. 2. That ageism and age discrimination is widespread in India. 3. That older people's livelihoods and unpaid work have been overlooked. These have led to national level campaigns for increased social pensions (in terms of rates and coverage) by the Right to Food Campaign and the establishment of the Pension Parishad in 2011 and to a reviewing of HelpAge International's advocacy work on livelihoods and economic security in later life.

Results and Impact Suresh, V presented a paper and led a Convention parallel session on 'Vulnerable groups : the right to food' at the Fourth National Convention on the Right to Food and Work, 4th, Rourkela, Orissa, India, 2010.
This led to the formulation of a resolution to put to the full assembly of 5,000 representatives at the Convention plenary session on Vulnerable Groups.

At this Convention of NGOs from across India and as a direct result of the Panel led by the project team (V Suresh & Saravanan) a unanimous resolution was passed by 5,000 representatives to campaign for a universal, indexed and uplifted social pension.

Subsequently, in 2011, several members of the Right to Food Campaign formed the Pension Parishad in order to focus on securing universal pensions. The Pension Parishad have secured considerable success in a very short period of time, in terms of garnering widespread political support and a significant media profile and also securing pension increases for a large number of older people in India.

Results and Impact February 2011 'Visibility, equity and sustainability, extending human development to the older poor : ageing in South India' Presentation to the Human Development Report Office, United Nations Development Programme, New York, 10 February.

Invited by HelpAge International to join their presentation to the Human Development Report Office, UNDP, New York, on making older people visible in their Human Development Reports (HDR) as a first step to extending development to the older poor. We were informed that we had made a strong case.

The HDR 2013 included population ageing and the HDR 2014 Sustaining Human Progress:
Reducing Vulnerabilities and Building Resilience integrated older people throughout.

The Chief Executive of Age International discussed exhibiting the photo essay at Age International/Age UK/HelpAge International's head office for all staff to benefit from. I was introduced to the President of the International Federation of Ageing, who was organising the IFA's 12th Global Conference in India in June 2014, heard my talk and saw the photo essay at this event. I was subsequently invited to give four papers at the conference, screen one documentary and show an edited version of the photo essay at the IFA Conference.

Results and Impact The project PI, Penny Vera-Sanso and Collaborator, V Suresh, wrote a newspaper article 'No mercy killing, this' for The Hindu, one of India's most widely circulated newspapers, setting the recently rediscovered traditional practice of mercy killing (Thalaikoothal) within a larger socio-economic framework.

Our take on this highly controversial subject resulted in a change in the administrative policy (from criminalising to supporting families with elderly people that are under particular economic pressure) main district affected in South India, an interview for a Tamil language radio station in Singapore, information requested for a current affairs programme in India, a number of citations in traditional and on-line media, including Wikipedia.

Results and Impact Inauguration of the Photo Essay 'We too Contribute' and panel discussion, The Elderly Poor and Chennai's Economy, held at MOP Vaishnav College. Inaugurated by the Member Secretary of the Chennai Metropolitan Development Authority, Chennai, India, 25th November 2009. The Member Secretary was very moved by the exhibition and said it should be seen by as many government officials as possible. A lively discussion was had with lecturers, students and civil society actors.

The Member Secretary met with the project team to discuss how best to increase dissemination of the research findings. In 2013 he facilitated the display of the photo exhibition and subsequent meeting with senior officials of the Chennai Municipal Corporation.

Results and Impact In 2009 The Hindu wrote an article on the research project, entitled ' Elderly among the poor in Chennai work until they are physically worn out : study'. This gave early media coverage of the project to a readership of 2.2 million people.

This was the start of a relationship with The Hindu in which they covered many of our events and in 2013 backed our project with a joint campaign to raise awareness of older people's work through a photo competition and series of articles.
